Abstract

This study aims to analyze the dynamics of empowering Indigenous Papuan Entrepreneurs (OAP) within the Jayapura City Government’s policy framework during Papua’s Special Autonomy (Otsus) Phase II, focusing on barriers, opportunities, and strategies to strengthen business independence. A qualitative descriptive method with a case study approach was applied, using in-depth interviews, observations, and policy document analysis. The findings reveal that affirmative policy implementation is hindered by weak managerial capacity, low digital literacy, traditional business institutions, and identity manipulation practices by non-OAP entrepreneurs, which distort empowerment goals and perpetuate dependency. Nevertheless, strategic opportunities remain through special regulatory support, the SIKaP OAP digital application, and a collaborative penta-helix model involving government, private sector, academia, and local communities. The study concludes that affirmative policy reform is needed to be more contextual, participatory, and capacity-based, with recommendations to strengthen digital literacy, ensure fair access to capital, reinforce OAP institutions, and implement transparent monitoring and evaluation, thereby enabling OAP’s economic independence and positioning them as key actors in Jayapura’s economic development.

Abstract

This study aims to analyze the internal determinants that influence legislative dynamics in Kampung Kayo Batu, an indigenous community in the urban area of Jayapura City, Papua. Using a qualitative descriptive approach through case study methods, data were collected through in-depth interviews with formal and informal actors, participatory observation, and analysis of relevant village regulations. Source and method triangulation techniques were used to ensure data validity and credibility. The results show that village legislation faces various institutional challenges, such as low technical capacity for drafting regulations, weak coordination between village heads and Bamuskam, the dominance of local elites, and a lack of legal literacy among officials and the community. In addition, the dualism of authority between the formal government structure and traditional leaders creates legal ambiguity that often hinders policy implementation. A paternalistic and informal institutional culture also weakens substantive participation, especially for women and youth. However, there is an opportunity for reform through the application of a hybrid legislative model based on local wisdom, such as the deliberative “three-stove” framework that integrates the roles of government, customs, and society. Thus, it is important to strengthen institutional capacity, improve legal literacy, and harmonize customary norms and state law in order to create inclusive, legally valid, and sustainable village regulations in the context of urban indigenous communities.

Abstract

The health insurance policy organized by the Health Social Security Organizing Agency (BPJS) based on Presidential Regulation No. 28 Article 1 of 2018 aims to provide all Indonesian people with a great opportunity to protect their health better. This study aims to analyze the health insurance policy (BPJS) at Marthen Indey Hospital, Jayapura City and to find out the inhibiting factors and supporting factors in the implementation of the policy. This research is important to improve the implementation of the BPJS Health policy at Marthen Indey Hospital to support the development of quality health services. The approach used is a qualitative approach method, with data collection techniques, namely by means of field studies with interviews and observations. Analysis includes the stages of reduction, presentation, and conclusion drawing. The results showed that the implementation of BPJS Health services at Marthen Indey Hospital went well with the support of effective communication, competent human resources, and service digitalization, despite facing obstacles such as limited facilities, lack of understanding of participants, and network problems. To overcome these obstacles, the hospital seeks to increase socialization, improve digital infrastructure, and optimize claims management to ensure more efficient and satisfying services.

Abstract

ABSTRAKPerubahan sistim pelayanan pada era globalisasi sangat terasa dan banyak mengalami perubahan. Pelayanan berbasis aplikasi telah mengubah pelayanan dari pelayanan manual menjadi pelayan berbasis teknonologi. Secara khusus pelayanan kepegawaian yang semula secara manual tetapi kini telah berbasis Simpeg (sistim informasi manajemen kepegawaian). Simpeg memberikan kemudahan dalam pelayanan kepegawaian. Penelitian yang dilakukan dengan pendekatan kualitatif melalui pengamatan dan wawancara utntuk mengetahui secara langsung bagaimana penerapan simpeg dalam pelayanan kepegawaian. Hasil penelitian menunjukkan bahwa faktor-faktor yang mempengaruhi simpeg Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Asmat secara umum telah berjalan dengan baik. Pelayanan simpeg dapat dilihat dari dimensi transparansi, akuntabilitas, kondisional, kesamaan hak, keseimbangan Hak dan Kewajiban. Penerapan simpeg dalam pelayanan kepegawaian dapat memotivasi sehingga memberikan kemudahan akses data. Melalui akses data akan memberikan motivasi pelayanan sehingga dapat meningkatkan kinerja ASN. Untuk menjaga stabilitas pelayanan dan kinerja diharapkan simpeg dapat mengikuti perkembangan zaman kemajuan zaman.Kata kunci: Kualitas meningkatkan motivasi dan KinerjaABSTRACTChanges in the service system in the era of globalization are felt and have undergone many changes. Application-based services have changed services from manual services to technology-based services. In particular, the personnel service, which was originally manual, has now been based on Simpeg (employment management information system). Simpeg provides convenience in personnel services. The research was conducted with a qualitative approach through observation and interviews to find out firsthand how SIMPEG is applied in personnel services. The results of the study indicate that the factors that affect the Civil Service and Human Resources Development Agency of Asmat Regency in general have been running well. Simpeg services can be seen from the dimensions of transparency, accountability, conditionality, equality of rights, balance of rights and obligations. The application of simpeg in personnel services can motivate so as to provide easy access to data. Through data access will provide service motivation so that it can improve ASN performance. To maintain service stability and performance, it is hoped that Simpeg can keep up with the times.Keywords: Quality increases motivation and performance

Abstract

This study examines the implementation of the affirmative scholarship policy in Papua Province and its contribution to the development of human resources among Indigenous Papuans (Orang Asli Papua/OAP). The policy was introduced as part of the government’s effort to reduce educational inequality and expand access to higher education for communities that have historically experienced structural disadvantages. Despite its strategic objectives, the implementation of the scholarship program has encountered several governance and administrative challenges. This research employs a qualitative descriptive approach to explore the dynamics of policy implementation. Data were collected through in-depth interviews, focus group discussions, and document analysis involving government officials, scholarship administrators, higher education institutions, and scholarship recipients. Informants were selected using purposive and snowball sampling techniques. Data were analyzed using an interactive qualitative model consisting of data reduction, data display, and conclusion drawing, complemented by a SWOT analysis to identify strengths, weaknesses, opportunities, and threats in policy implementation. The findings show that the affirmative scholarship policy has expanded access to higher education for Indigenous Papuans and contributed to strengthening regional human resource capacity. However, its effectiveness is influenced by institutional capacity, administrative governance, coordination among implementing agencies, and the availability of reliable data systems. Challenges such as delays in scholarship fund disbursement and weak monitoring mechanisms remain significant issues. Strengthening governance structures, improving institutional coordination, and developing integrated information systems are therefore essential to enhance the sustainability and effectiveness of the affirmative scholarship policy in supporting equitable human resource development in Papua.

Abstract

This study aims to analyze the implementation of the simultaneous village head election policy in Jayapura City and to identify the supporting and inhibiting factors affecting its implementation. The research employs a qualitative descriptive approach to examine policy implementation dynamics at the local level. Data were collected through interviews, observations, and document analysis involving government officials, election committees, community leaders, and village communities who were directly involved in the election process. The analysis uses the policy implementation framework of Edwards III, which emphasizes communication, resources, disposition, and bureaucratic structure, combined with Grindle’s approach that highlights policy content and the context of implementation. The findings show that the implementation of the simultaneous village head election policy in Jayapura City has generally been carried out in accordance with existing regulations. The policy implementation is supported by clear regulatory frameworks, strong commitment from the local government, active community participation, and the involvement of customary leaders in maintaining social stability. Effective communication between local government institutions and village-level actors has also improved understanding of election procedures and policy objectives. However, several challenges still influence the effectiveness of policy implementation, including limited administrative capacity of election organizers at the village level, coordination issues among implementing institutions, and the influence of local political dynamics during the election process. Moreover, the strong role of traditional social structures in Papuan communities sometimes requires adjustments between formal democratic procedures and local cultural values. Therefore, strengthening institutional capacity, improving coordination among stakeholders, and integrating local cultural values into governance practices are essential to enhance the effectiveness and sustainability of the simultaneous village head election policy in Jayapura City.
