Abstract

The health insurance policy organized by the Health Social Security Organizing Agency (BPJS) based on Presidential Regulation No. 28 Article 1 of 2018 aims to provide all Indonesian people with a great opportunity to protect their health better. This study aims to analyze the health insurance policy (BPJS) at Marthen Indey Hospital, Jayapura City and to find out the inhibiting factors and supporting factors in the implementation of the policy. This research is important to improve the implementation of the BPJS Health policy at Marthen Indey Hospital to support the development of quality health services. The approach used is a qualitative approach method, with data collection techniques, namely by means of field studies with interviews and observations. Analysis includes the stages of reduction, presentation, and conclusion drawing. The results showed that the implementation of BPJS Health services at Marthen Indey Hospital went well with the support of effective communication, competent human resources, and service digitalization, despite facing obstacles such as limited facilities, lack of understanding of participants, and network problems. To overcome these obstacles, the hospital seeks to increase socialization, improve digital infrastructure, and optimize claims management to ensure more efficient and satisfying services.

Abstract

The purpose of this research is to find out and describe the implementation of Youtefa market relocation in Jayapura City and to find out the obstacles in the implementation of Youtefa traditional market relocation in Jayapura City. This research was conducted at the Office of Industry Trade Cooperatives and Small and Medium Enterprises. This type of research is qualitative which is descriptive. Primary data is collected directly from the field. Primary data sources are data sources that can directly provide information about anything related to the problem under study. Secondary data archives, papers, scientific journals, literature, laws and regulations, documents from related parties, and books related to the research problems of data structuring are analyzed using descriptive methods. The author uses triangulation to verify the truth of the collected data. The results of the research on the implementation of Youtefa market relocation policy show that in communication, the efforts made by the government to implement this policy are seminars, directives from the mayor of Jayapura, internal staff meetings, staff coordination. The number of policy implementers involved is sufficient. The employees who also act as implementers have a good attitude towards the policy. There is no SOP as guidelines and implementation instructions.

Abstract

The purpose of this study is to analyze whether local wisdom can be the foundation in mobilizing contextual governance to stimulate the presence of governance arrangements towards Good Governance in Papua. This research is a qualitative descriptive research, using a literature review approach. The data are from literature reviews, book journals, documents or data sources related to research. Data analysis includes the stages of data reduction, data presentation and data interpretation. Validate data through member checks or examine findings using written interpretations from academics in the field. The results of the study indicate that governance adopts elements of the cultural values ​​of the local community (tribes) which have been the reference for thinking and acting. Without it, the implementation of governance will not produce a significant overall impact. In the context of governance, the overall perspective of local values ​​is very helpful in adjusting the implementation of local government in Papua.

Abstract

This study aims to identify and analyze the implementation of promotion policies for improving performance within the Sarmi Regency Regional Government and to analyze the inhibiting and supporting factors. This research uses desciptive qualitative approach. The phenomena observed in the research are based on the problems that occur in the Sarmi Regency Regional Government bureaucracy related to the promotion of positions that are not running according to the rules and seem to have elements of nepotism and political policies. Interviews are one of the main methods of collecting data with several informants. Furthermore, the data were analyzed using data reduction, data display, and conclusion drawing. The results of the study indicate that the implementation of promotion policies for improving performance in the Sarmi Regency Regional Government Environment can be seen based on the dimensions of policy implementation in Edward III's theory (communication, resources, disposition, and bureaucratic structure) which shows that the implementation of promotion in the Regency Regional Government Sarmi is quite significant but not optimal because there are still some weaknesses. The inhibiting factors are communication and coordination that are not smooth and effective and some policies are political and do not apply the merit system in the promotion. Supporting factors, namely the quantity of Human Resources is sufficient, as well as the existence of regulations governing promotion and placement of positions.

Abstract

The use of social media in political campaigning today has become a new trend in maximizing the dissemination of information more comprehensively. This study aims to analyze and describe the implementation of campaign policies through social media in the 2017 Jayapura District Election and analyze the supporting and inhibiting factors. This study used a qualitative descriptive approach which was carried out at the Jayapura Regency KPU, and the determination of informants was carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results of the study show that the implementation of campaign policies through Social Media for the 2017 Jayapura District Election has been running but not yet effective. In terms of communication and information dissemination aspects, it has been carried out as it should, by providing outreach to the campaign team. In terms of resources, supporting resources and adequate human resources have been available to convey information and physical facilities as a meeting place between the KPU and the campaign team. The disposition of policy implementers has complied with policy rules and orders. Then, the Bureaucratic Structure, KPU Jayapura Regency does not yet have detailed guidelines regarding campaigns through social media in the 2017 Pilkada. The supporting factors are the availability of a help desk Consultation Team and the existence of an election smart house. Then the inhibiting factors are the lack of public understanding of the use of social media, limited internet access, and public apathy.

Abstract

This study aims to analyze and determine the role of the Village Community Empowerment Service in Village Fund Distribution in Puncak Jaya Regency, both what factors support and hinder the Village Fund Distribution mechanism. This research is qualitative research with the main objective to describe or describe in detail and depth the role of the Village Community Empowerment Service in overseeing and supervising the process of implementing village fund distribution so that it can contribute as expected by the government for the village community in Puncak Jaya Regency. The data collection technique used is the free guided interview method, observation, and documentation. After the researcher collected the data, the next step was data analysis. The analysis that the researchers carried out used two ways, namely processing the initial data and classifying it, and the next stage the data would be analyzed. The results of this study indicate that: 1) The role of the Village Community Empowerment Service (DPMK) has been effective in distributing the Village Fund Allocation in Puncak Jaya Regency: (a) Obeying the rules and regulations: tupoksi that have been regulated in the Act and Ministerial Regulation. Factors that hinder the performance and role of DPMK are (a) village delays in setting APBDes, (b) whether factors are an obstacle, and (c) problems with changing village apparatus and village human resources. 3). Lack of human resources who do not understand about government management.

Abstract

The General Election Commission, hereinafter abbreviated as KPU, is a national, permanent, and independent election management body whose task is to carry out elections. Election violations are actions that conflict, violate, or are not by the laws and regulations governing elections. The purpose of this study is to analyze and describe the implementation of the KPU Regulation No. 5 of 2019 in the 2019 legislative elections in the Intan Jaya Regency. This study used qualitative research methods. The focus of this research is electoral malpractice and what factors lead to electoral malpractice in the implementation of determining the acquisition of seats for political parties and elected candidates for DPRD members of Intan Jaya Regency in the 2019 legislative elections. The types and sources of data used in this study are data primary and secondary data. Informants in this study are election organizers, election supervisors, and election participants. Data collection techniques in this study are through observation, interviews, and documentation. Data analysis techniques in this study are data reduction, data presentation, and conclusion/verification. The results of this study indicate that there was election malpractice committed by the Intan Jaya district KPU commissioner regarding the process of determining the acquisition of political party seats and the determination of elected candidates for the Intan Jaya district DPRD members in the 2019 legislative elections, in the form of vote manipulation. Factors that cause election malpractice are negligence, deliberate, and intimidation of election organizers.

Abstract

This study aims to identify and analyze the implementation of Regional Regulation No. 5 of 2014 concerning the Control and Supervision of Alcoholic Beverages in Keerom Regency, and analyze the inhibiting and supporting factors for the Implementation of Regional Regulation No. 5 of 2014 concerning Control and Supervision of Alcoholic Beverages in Keerom Regency. The research method used is descriptive qualitative. Research informants were taken from SKPD officials and staff members of TP2MB, representatives of community leaders, and religious and community shops. Data collection techniques include interviews, and observation, as well as documentation. Data were analyzed using qualitative analysis of data reduction, data presentation, and conclusion drawing. The results of the study indicate that policy implementation, seen from the communication aspect, conveying information or outreach to the public about the Keerom District Alcoholic Beverage Regulation Policy as the target group of the policy has not been implemented optimally. The resource aspect, in terms of human resources, is well available. but the financial resources are not yet available properly while the infrastructure resources have not met the needs. In the aspect of disposition, the attitude of policy implementers shows commitment and firmness toward implementing alcohol regulatory policies. The aspect of the bureaucratic structure was strengthened by the issuance of Regent Regulation Number 62 of 2018 concerning the Formation of an Alcoholic Beverage Supervision and Development Team. The supporting factors are regulatory derivatives for technical issues, consistency and strong support from the community, and the commitment of policy implementers to the optimal deployment of resources. While the inhibiting factors include budget constraints, ineffective inter-agency coordination, and some people still lack awareness because the socialization has not been thorough.

Abstract

This study aims to examine the challenges and opportunities for the existence of Ondoafi traditional leadership in the context of governance in Kampung Nafri, Jayapura City, which is experiencing the dynamics of pluralism between traditional power and modern government structures. The main focus is on how Ondoafi leadership maintains its legitimacy and role amid modernization, national regulations, and changes in local social values. This study employs a descriptive qualitative approach using case study methodology, deemed most relevant for understanding complex social phenomena. Data collection techniques include field observations, in-depth interviews with key informants, and documentary analysis. Data analysis is conducted using an inductive-thematic approach with an interactive methodology emphasizing reflective interpretation of the social and historical context. The results of the study show that the existence of Ondoafi faces structural and cultural challenges, such as weak regeneration, the absence of formal regulations, and the marginalization of the role of customs in village development planning. However, great opportunities are also opening up through constitutional recognition of indigenous peoples, support for Papua's special autonomy, and increasing public awareness of the importance of preserving traditional values. Synergy big77 between traditional and formal leadership can be achieved through collaborative governance, the revitalization of traditional institutions, and the participation of Ondoafi in the formulation of village policies. This study recommends an inclusive and responsive village governance model that addresses the social and cultural dynamics of Papua.

Abstract

This article aims to analyze the effectiveness of human resource development (HRD) policies in Papua by considering aspects of local cultural harmony. This research is motivated by the many failures of the implementation of HR management techniques and practices adopted directly from developed countries without adjustment to the local cultural context. Through a qualitative literature study approach, the author reviewed literature from figures such as Hofstede, Robbins, and Mendonca & Kanungo to understand cultural incompatibility as a major obstacle in HR development. The results showed that Papuan cultural values such as collectivism, high power hierarchy, and preference for short-term orientation, contradict the universalistic HR management model that emphasizes individualism and efficiency. It was emphasized that effective management practices must be adapted to local cultural characteristics, including paternalistic leadership approaches, community empowerment based on traditional values, and the use of honest and open communication styles. Intervention strategies rooted in the local cultural context have been shown to increase the effectiveness of HR development programs. The discussion confirms that the success of HRD policy interventions in Papua is highly dependent on the ability to ensure harmony between local cultural norms and modern management techniques. Therefore, strategic adjustments that are context-specific.
