Abstract

Menghadapi era globalisasi berbagai bisnis/profesi masyarakat Indonesia terancam oleh masuknya pendatang luar negeri yang memiliki sumberdaya yang lebih mampu dan professional. Hasil program dalam peningkatan kualitas sumberdaya manusia masih belum optimal tanpa adanya kegiatan sinergi diantara sumberdaya manusia dalam bisnis/profesi tertentu dalam isu-isu yang yang ada di dalamnya, karena isu tersebut tidak hanya rendahnya kinerja yang kompetitif pada sumberdaya internal tetapi juga bagaimana memperkuat posisi tawar, kemudian konsep koperasi antar manusia juga relevan dan bagaimanapun sangat penting untuk diperkenalkan pada masyarakat Indonesia. Koperasi pekerja sudah terkenal dan banyak dikembangkan di negara maju dan beberapa negara berkembang, akan tetapi masih belum diaplikasikan di Indonesia. Koperasi Pekerja masih rancu dengan istilah Koperasi Karyawan yang menyebabkan pentingnya koperasi pekerja dikaji lebih lanjut. Terdapat perbedaan antara kedua koperasi tersebut. Abstract

This research is intended to explore pattern of institutional transformation of land ownership in Klompangan Village, Jember Regency in line with the increase of the local development dynamics and the strategy for managing the institutional transformation. Moreover, this article is directed to explore pattern of institutional transformation by considering rural economic actors as the subjects, ignoring whether they are as demand of constituents or supply of institutions. The methodology used in this research was in-depth interview and focus group discussion (FGD) in order to obtain deep information on the process of institutional transformation in every area of the study. The research analysis applied quantitative approach, so it could portray the entire problems of institutional transformation. In institutional transformation of land ownership in Klompangan Village, there was a tendency of pattern transformation of land ownership by villagers as a result of UUPA/1960 penetration. In addition, the land ownership became narrower and narrower that squeezed the ownership due to land transaction reaching 5% of the land owned by out-of-village people. Meanwhile, the handover of land ownership was caused by life need factor, low bargaining position of farmers and urbanization. In other words, the handover of land ownership was prompted by demand of constituents. Keywords: Transformation, Institutional, Land ownership, Rural economy

Abstract

Government policy on the application of export tax for crude palm oil and its derivatives is preferred to increase government revenue and protection for domestic industry. Potentially, the beneficiary of the application of export taxes is domestic consumer (downstream industry), government and Indonesia's export competitors. Benefit on crude palm oil downstream industries because of the application of the export tax would push the price of crude palm oil and its derivatives in the domestic market. State revenues will increase according with to the tariff, price and export volume. The application of export tax tends to reduce the volume of exports, so that foreign exporters benefit from a reduction in exports of crude palm oil and its derivatives by Indonesia. Meanwhile, the injured parties from the application of export taxes are crude palm oil producers, importers, service providers in the port, input suppliers oil palm estates and state revenue. Export tax would depress prices in domestic market so it results in a disincentive for producer crude palm oil and its derivatives. Based on the above problem, this paper aims to criticize the policy of export tax on crude palm oil industry that has a different impact for consumers, industry, importers, and governments. The second objective to describe by steps to achievement of the implementation of the export tax and the amount of export tax rates to consider benefits for all stakeholders of national oil palm, burden to be borne by stakeholders and the rule of law and its impact on Gross Domestic Product (GDP), the performance of oil palm agribusiness and farmers' income. Problems of implementation of the export tax, the important thing to note is the norm that can be used as a reference in determining the amount of crude palm oil export tax rate and its derivatives. For the determination of the amount of crude palm oil export tax rate should be considering (i) its only charges, not taxes, (ii) a high rate has the potential to destabilize crude palm oil international markets that could pose a negative impact on the crude palm oil domestic market (iii) adjusted by the need for program and activities of development of crude palm oil national industry.

Abstract

The challenge of the demand dynamic for international market standard and quality becomes logical consequences for all parties to pay a serious attention. Specific attention should be addressed not only to cultivation technique but also to the institutional management in every chain of Besuki Tobacco Na-Oogst cultivation. This research is conducted to formulate the strategy to develop the insititution amongst policy makers and farmers association of Besuki tobacco Na-Oogst in Jember Regency. The analysis method applied in this research is descriptive analysis using Analytical Hierarchy Process (AHP) to count for stakeholders’ perception related to the the development of institutional cultivation business of Besuki tobacco Na-Oogst in Jember Regency. Data are obtained by conducting in-depth interview and focus group discussion amongst all parties related including farmers, farmers’ association, exporters, exporters association, and the local government. The findings shows that the main priority factors to develop institution is the access to policy making from the government and the business players. Farmers are the most prioritized in the institution development of Besuki Tobacco Na-Oogst. The access to information and knowledge is crucial to increase productivity and to sustain the production as well as the market access. The effectiveness and the producers’ sustainability in the institutional management along with the market players and the policy makers are the result of the interrelation amongst three matters, bonding, bridging and linking. This becomes crucial in the national and international market access to generate positive sum game to collaborate, achieve and increase profit and to share benefit and loss.

Abstract

Institution is a rule of the game and organizations that play an important role in regulating the use and allocation of resources in an efficient, equitable and sustainable [1][2][3][9]. Institution will provide an important change in terms of industrial and agricultural sectors in tobacco plants. The research aims to identify prospects existence of formal and informal institutions against the tobacco industry in Gresik. The research data isprimary and secondary data. Research sites focused on Gresik. Technical analysis of data is using descriptive analysis and game theory. The results showed that the existence and role of formal and informal institutions will provide a new euphoria in the tobacco industry in Gresik. This is indicated by an effort to increase awareness of the importance of communication between economic actors in the tobacco industry.

Abstract

The purpose of this study is to analyze the dynamics of the influence of capital flows and credit growth on macroeconomic stability in ASEAN + 3 countries. The analysis method used is panel vector error correction model during 2003-2014 and number of ASEAN member countries that are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, and added three countries namely China, Korea, and Japan. The variable used is Gross Domestic Product (GDP) annual percentage growth rate at market prices based on constant 2010 U.S. dollar, inflation annual consumer price in percentage, real effective exchange rate, net foreign direct investment (BOP in current US $), net portfolio investment (BOP in current US $), domestic credit provided by financial sector (% of GDP), central bank policy rate and discount rate. Sources of data were obtained from the World Bank and the International Monetary Fund. The analysis shows that capital inflows in the form of portfolio investments have an impact on economic growth in ASEAN + 3 countries compared to net foreign direct investment (FDI). This is because some ASEAN + 3 countries have a negative net FDI compared to net portfolio investment. The occurrence of friction in the credit market creates a pattern of procyclicality that is at the time of economic growth in the state of expansion or boom occurs high credit cycle without taking into account systemic risks and vice versa when the contraction or bust occurs credit crunch resulting in fluctuations in economic output.

Abstract

The Indonesian farmers still face some problems related to the limitation of resources such as a lack of capital to improve their production. Hence, rural credit markets are still needed as stimulants for agricultural production. Agricultural performances are characterized by a time lag between planting and harvesting, and farmers are typically faced with very little cash revenue during this period. All at once, expenditures for materials, purchased inputs, and consumption must be made in cash. The accessibility of credit allows both greater consumption and volumes of purchased inputs used and, therefore, increases the welfare of the farmers. This paper is intended to investigate the pattern of institutional transformation of rural credit access which existed in Klompangan Village and Jatian Village, Jember This paper also explores pattern of institutional transformation by viewing economic actors of village as subjects. The method used in this paper was in depth-interview and focus group discussion (FGD) in purpose of obtaining information about the process of occurrence of institutional transformation on each study field. The analysis in this paper applied qualitative approach so that it could portray problems of institutional transformation deeply and holistically. The transformation of institutional for credit access existed in both of villages which studied, i.e Klompangan Village and Jatian Village. The role of informal credit institution are minimized rather than the past. Semi-formal and formal credit institutions take dominating part of the credit access on the villages. The transformation of the role of credit institution made consequences for the changing of rule of the game on the credit transaction as well as economic transaction on the villages. The dominating personal guarantee and flexible contract was decreased. Nowadays, the rural credit institutions tend to huge impersonal as well as applying formal contract system.

Abstract

Digitalization has an essential role during the pandemic because it helps facilitate various economic activities. This study aims to analyze the economic digitization of financial technology on economic growth in the Sumatra region (North Sumatra, West Sumatra, and South Sumatra) in January 2020-June 2021. We also used macroeconomic indicators in the form of inflation, foreign direct investment (FDI), and domestic investment (DI) as a control to explain economic conditions. The analysis results using the Panel Vector Autoregression (P-VAR) showed that fintech contributed positively to economic growth. This result was supported by maintained inflation stability that created a conducive investment climate, thereby attracting FDI. We recommend that the regional government take advantage of existing fintech and that "prudent" policies on inflation management must always be adequately prioritized to support the acceleration of economic growth in the Sumatra region, especially North Sumatra, West Sumatra, and South Sumatra.

Abstract

The aim of this study is to determine the level of concentration and competition behavior of conventional commercial banks in the national banking industry. This study focuses on descriptive analysis and quantitative analysis using panel data regression for 9 conventional commercial banks during 2003–2014. Results of eclectic analysis are supposed that behavior of banks is less competitive due to high levels of concentration in the banking industry. While the results of panel data regression show that the variables of bank interest expense, operating expense, other operating incomes and variable of loanable funds significantly affect the income of conventional banks.AbstrakTujuan dari penelitian ini adalah untuk mengetahui tingkat konsentrasi dan perilaku persaingan bank umum konvensional yang terdapat di industri perbankan nasional. Penelitian ini memfokuskan pada analisis deskriptif dan analisis kuantitatif dengan menggunakan regresi data panel dengan sampel 9 bank umum konvensional selama 2003–2014. Hasil analisis menunjukkan bahwa perilaku bank kurang kompetitif karena tingkat konsentrasi yang tinggi di industri perbankan. Abstract

Ricardian Equivalence was analyzed through the influence of deficit fiscal policy on consumption, the fiscal deficit policy of Soeharto regime and reform had a difference, the difference lied in the policy as outline in the government budgets preparation. Soeharto regime applied budget concept of the T-account model, while the reform applied budget concept of I-account. The differences of concept budgetting affected the deficit fiscal policy, while the component of deficit fiscal policy consisted of budget deficits, government expenditure, government debt, and tax revenue. The purpose of this paper is to determine the effect of the differences in Soeharto regime and reform toward deficit fiscal policy component, as well as to determine the effect of deficit fiscal policy to domestic consumption, and determine the Ricardian Equivalence phenomenon and formation. Based on these objectives, an analysis tool used was Ordinary Least Squared (OLS) and Two Stage Least Squared (TSLS), with time series data from the years 1969-2013. The analysis showed that the difference reign did not significantly affect the components of deficits fiscal, and Ricardian Equivalence happened in Indonesia by the year 1969-1981 as Ricardian first period, and 1982-2013 as the second period of Ricardian.
