Abstract

Flats are multi-story buildings built to serve a region that is divided into functionally structured sections, both in horizontal and vertical directions consist of each unit that can be owned and used separately. Flats are often identified as poorly maintained buildings especially in infrastructure and facilities that support the security, convenience, and safety of occupants and buildings. Fire in flats can be caused by various things including human, natural, and accidental factors. Fire prevention can be performed properly when flats manager and occupants can understand the risks that can trigger fires as well as those that can hinder the rescue process. This study tries to find out the weight of fire protection systems technical requirements to determine flats’ reliability against fire hazards based on the Minister of Public Works Regulation, National Fire Protection Association, and American Society For Testing and Materials. Through the filtering phase analyzed with Relative Importance Index followed by weighting phase analyzed with Pairwise Comparison, the result obtained an order of requirements from the highest to lowest weight are Means of Escape (24,1%), Active Protection Systems (18,9%), Passive Protection Systems (14,5%), Utilities (13,5%), Site Planning (10,1%), Occupancies (9,8%) and Housekeeping (9,1%).

Abstract

Proyek adalah alat implementasi strategi perusahaan. Pengembangan proyek menjadi usaha untuk mengkaji, mengevaluasi dan memilih prioritas proyek dalam mewujudkan tujuan strategis perusahaan. Modal merupakan utilitas yang terbatas. Diperlukan pengetahuan dan ketrampilan tentang kelayakan proyek termasuk pengelolaan pasar, pembiayaan, dan investasi. UMKM memiliki kepentingan yang sangat kuat untuk memahami kelayakan proyek tersebut dalam hal ketangguhan usaha dan kemampuan pengembangan usaha. Meskipun mempunyai peran penting bagi pertumbuhan ekonomi Indonesia, UMKM menghadapi banyak hambatan yang mengakibatkan sulit untuk berkembang dan pada kondisi ekstrim bisa mengalami kegagalan usaha. Sebab munculnya masalah salah satu yang terbesar adalah keterbatasan pengetahuan dan ketrampilan dalam mengembangkan usaha. UMKM konstruksi dengan karakter padat modal dan padat karya sangat memerlukan peningkatan pemahaman dan kemampuan tersebut. Diharapkan kegiatan dapat berkelanjutan dan menghasilkan rumusan kerjasama pengabdian masyarakat dalam jangka panjang melalui terdesiminasinya keilmuan kelayakan proyek bagi UMKM konstruksi di Surabaya, terutama untuk keilmuan fisibiliti pasar dan fisibiliti keuangan. Keilmuan dan ketrampilan kelayakan proyek dan bisnis yang di berikan dapat membantu usaha memperkuat kemampuan mengembangkan usaha dan keunggulan bersaingnya. Dan dalam jangka panjang mampu menaikkan katagori usahanya dari UMKM ke besar.

Abstract

The National Road Relocation Development Project in Mempawah, West Kalimantan, functions as a substitute for a national road that will later be affected by the construction of the Kijing International Port in Mempawah Regency, West Kalimantan Province. Current conditions in the field have found several problems that impede the achievement of progress, which poses several risks. This study aims to analyze the highest level of risk from several identified risks. This is why it is important to conduct a risk analysis study on the National Road Relocation Project. This research method uses a qualitative and quantitative approach, starting with the identification of risks in similar projects, then proceeding to test the relevance of risks that may occur and the impact of those risks. Data collection methods were carried out by distributing questionnaires, conducting focus group discussions, and conducting interviews. Furthermore, quantitative analysis was carried out with response scenarios and Bowtie analysis. The results of this study identified the six highest risks: conditions and field data not in accordance with the design, design changes during the project, land for work that has not been acquired, bad weather disturbances, cost overruns, and material price increases. Contingency costs incurred amount to Rp. 15,757,472,740, or 8.34% of the project value, which is Rp. 188,909,724,300.

Abstract

Studi Kelayakan adalah salah satu tahap dalam pengembangan proyek yaitu setelah tahap ide dan penyempurnaan ide melalui riset pasar. Ketika ide pengembangan proyek akan diujudkan diperlukan suatu keputusan apakah proyek tersebut memungkinkan untuk dikembangkan. Beberapa tinjauan diantaranya adalah aspek sistem dan teknologi, operasional, legal, pasar, dan finansial. Dalam menjalankan bisnisnya, sebuah perusahaan konstruksi akan membuat pertimbangan bisnis dan proyek berdasarkan tinjauan tersebut. UMKM memiliki kepentingan untuk meningkatkan pemahaman dan memiliki kemampuan kelayakan proyek dalam hal keunggulan kinerja. Kebutuhan untuk meningkatkan pengetahuan dan ketrampilan dapat dipenuhi melalui kegiatan pelatihan dan pengembangan. Pelatihan pengabdian masyarakat dan KKN mahasiswa ini dilakukan setiap tahun oleh Laboratorium Manajemen Konstruksi DTS ITS. Untuk tahun ini adalah pelatihan pengembangan pengetahuan dan ketrampilan studi kelayakan dengan tiga fokus bahasan utama adalah kelayakan pasar, finansial, dan studi kasus penyusunan. Ada 29 peserta dari 16 UMKM konstruksi dan usaha pendukungnya di Surabaya. Sebagian besar peserta adalah project owner. Pelatihan dilaksanakan dengan model problem-based learning. Diharapkan kegiatan dapat berkelanjutan dan menghasilkan rumusan kerjasama pengabdian masyarakat dalam jangka panjang melalui terdesiminasinya keilmuan kelayakan proyek bagi UMKM konstruksi di Surabaya.

Abstract

Simultaneous management of multiple projects has become a trend in the field of energy, oil and gas construction project management over the past decade. This situation is driven by the high market demand and need for fossil fuels, which also stresses project management discipline to improve its performance and efficiency in managing multiple projects simultaneously. Nevertheless, concurrent execution of multiple construction projects often leads to stretched the project durations and cost due to suboptimal resource management, which may become a boomerang and increase project costs. The objective of this study is to identify factors and indicators that contribute to the successful management of multiple projects. Although multi-project management has been extensively studied, there is still a dearth of studies analyzing the elements that make construction multi-project management successful, particularly in the energy, oil, and gas sectors. This research is a case study of an EPCIC company that uses multi-project management and operates in the oil and gas sector. Through purposive sampling techniques, a total of 58 executives from national oil and gas contractors with significant work experience participated in this study through a questionnaire survey. The PLS-SEM approach has revealed that the positive predictor factors influencing the success/performance of multi-project management are resource allocation, teamwork quality, multi-project management competency, and project manager assignment. Flexible and intelligent resource allocation management in multi-project cycles affected by uncertainty is a critical factor.

Abstract

High-rise building construction projects are characterized by significant risks and numerous challenges, which frequently lead to low productivity, causing delays and hindering project completion. One way to address these problems is to analyze the risk factors of low productivity in construction projects using a clustering method based on their probability and impact. This approach helps determine the dominance level of each cluster and provides insights into the occurrence of risk factors that affect low productivity in high-rise building projects in Surabaya City. This research was conducted with surveys filled out by 37 respondents involved in four high-rise building projects in Surabaya City. The aim of this study is to analyze risk factor clustering and determine the dominance of each cluster affecting low productivity in high-rise building projects in Surabaya City by employing the Agglomerative Hierarchical Clustering method to identify clusters and determine the most dominant cluster using Euclidean Distance. From the literature review, 33 risk factors were identified as the variables of this research. The AHC method was carried out based on the mean probability and impact of each cluster obtained from the survey. The result of AHC is that Cluster 1 consists of 23 factors, Cluster 2 consists of 5 factors, and Cluster 3 consists of 5 factors. For the dominance level of each cluster, the Euclidean distance method was carried out, and the result was that Cluster 2 emerged as the highest overall risk, and Cluster 3 represented a low overall risk.

Abstract

Industri konstruksi telah menghasilkan limbah konstruksi dan pembongkaran dalam jumlah yang sangat besar dan sebagian besar dibuang ke tempat pembuangan akhir yang tidak secara efektif digunakan kembali atau didaur ulang. Berdasarkan data dari Badan Pusat Statistik (BPS), hanya sekitar 14,96 juta ton dari 29 juta ton limbah dikelola di Indonesia pada tahun 2021.  Hal ini  menimbulkan dampak buruk terhadap berbagai aspek berkelanjutan seperti aspek lingkungan, sosial dan ekonomi. Namun, permasalahan ini belum menjadi perhatian utama di Indonesia. Berdasarkan masalah tersebut tujuan penelitian ini untuk menganalisis faktor penghambat dan pendukung penerapan pengolahan limbah konstruksi berkelanjutan ditinjau dari aspek ekonomi, sosial, lingkungan, teknikal dan peraturan pemerintah di Indonesia. Variabel yang digunakan didapatkan dari penelitian terdahulu dan teknik pengumpulan data menggunakan survei kuesioner penelitian kepada 51 responden. Pengolahan data menggunakan analisis faktor eksploratori. Dari hasil analisis diperoleh faktor penghambat utama adalah faktor peraturan pemerintah; faktor teknikal; faktor manajemen lingkungan; faktor sosial dan faktor kepentingan ekonomi. Faktor pendukung utama adalah faktor peraturan pendukung; faktor teknikal dan faktor ekonomi.

Abstract

The Indonesian government has been actively engaged in extensive dam construction initiatives aimed at harnessing water resources for diverse purposes such as agricultural irrigation, clean water supply, flood control, power generation, and tourism. However, the construction of each main dam project faces challenges, particularly in the form of variation orders that lead to increases in construction costs. This research investigated the factors contributing to variation orders in main dam projects in Indonesia and to assess their impact on the overall construction costs. A comprehensive literature review was performed to identify variation order factors previously studied by researchers. Subsequently, secondary data were gathered through questionnaires administered to various stakeholders involved in main dam projects, including contractors, consultants, and owners. The analysis of questionnaire responses revealed a total of 26 indicators contributing to variation orders, which were categorized into 9 consultant-related factor, 8 owner-related factor, 6 external factor, and 3 contractor-related factor. Four indicators, including the alignment of tender drawings and field conditions, natural changes (weather/geology), changes in work items, and the complexity of dam design, were identified as having mean values greater than 4 on a 5-point Likert scale. This indicates strong consensus among respondents that these indicators significantly contribute to variation orders. A subsequent questionnaire aimed to evaluate the impact of these 26 variation order indicators on construction cost increases. The collected data from respondents was analyzed using multiple linear regression. The results revealed that the contractor-related factor had the most substantial impact on cost increases with a coefficient of 0.14, followed by the external factor at 0.067, and the owner-related factor at 0.04.

Abstract

Public procurement holds significant potential to advance a country's sustainability agenda due to its substantial procurement volume. However, the gap between the principles of sustainable construction and their implementation in Indonesia remains suboptimal, with limited studies addressing sustainable procurement in the construction sector. Therefore, this research aims to identify the factors of the implementation of sustainable procurement in the public sector of the construction industry. Data were collected through a questionnaire survey involving 50 respondents from the procurement department of the Ministry of Public Works and Housing (PUPR). The research used a 5-point Likert scale for measurement, and data were analyzed using exploratory factor analysis. This research found five main factors in sustainable procurement practices, namely: environmental purchasing, implementation of management systems, implementation of economic benefits, implementation of government regulations, and social procurement

Abstract

Penerapan prinsip Konstruksi Ramping (Lean Construction) dalam pengembangan infrastruktur berkelanjutan merupakan langkah penting untuk mendorong efisiensi sekaligus meningkatkan daya saing UMKM Konstruksi. Hingga saat ini, penerapan Konstruksi Ramping pada skala UMKM masih menghadapi berbagai tantangan, terutama terkait minimnya pemahaman konsep dasar dan minimnya contoh aplikasi di lapangan. Jurnal ini membahas program pelatihan pengembangan infrastruktur berkelanjutan yang dirancang untuk memenuhi kebutuhan UMKM Konstruksi, dengan penekanan pada penerapan Konstruksi Ramping. Pelatihan ini dirancang untuk meningkatkan kemampuan UMKM Konstruksi dalam mengidentifikasi dan mengatasi inefisiensi dalam proyek infrastruktur, memperkenalkan Konstruksi Ramping secara sederhana dan praktis, serta membangun kapasitas dalam pengambilan keputusan berbasis data. Berdasarkan hasil pelatihan, peserta mengalami peningkatan pemahaman dan keterampilan dalam menilai pengembangan infrastruktur berkelanjutan melalui pendekatan Konstruksi Ramping. Hal ini menunjukkan bahwa penerapan Konstruksi Ramping pada skala UMKM memiliki potensi besar dalam efisiensi operasi konstruksi, guna mendorong peningkatan daya saing UMKM Konstruksi, sekaligus sebagai upaya pemenuhan Sustainable Development Goals secara global.
