Abstract

Electricity project implemented by PT. PLN (Persero) UIP JBTB is a construction project of the High Voltage Transmission Network and High Voltage Cable Channel 150 kV Bangkalan. The construction will certainly stretch across various terrains that have various levels of risk in the construction process. In addition, the construction project of the High Voltage Transmission Network and High Voltage Cable Channel 150 kV is a very complex project so that each stage has different obstacles so that it has the potential to have high risks in its implementation. The risk management will be based on SNI 8615:2018 ISO 31000:2018 regarding Risk Management – Guidelines and SNI IEC/ISO 31010:2016 Risk Management – Risk Assessment Techniques. The risk management process begins with determining the scope, context and risk criteria and then proceeds with the risk assessment process which includes identification, analysis, risk evaluation and risk treatment. This research was conducted to identify the risks that arise in the High Voltage Transmission Network and High Voltage Cable Channel 150 kV Bangkalan transmission development project and formulate the most effective response for each extreme, very high and high risk category of the project. The risk analysis of the Transmission Network project was carried out using a qualitative method to obtain a risk category. At risk that have extreme, very high, and high categories are risks that cannot be tolerated and a quantitative analysis will be carried out using the Expected Monetary Value method as measured data. Furthermore, with the Decision Tree Analysis diagram, several alternative risk treatment branches will be obtained which will then be analyzed using the multiplication of the response success value with the cost impact value in order to obtain the most effective treatment option. The results of the risk treatment will be categorized into risk mitigation, transferring risk, and accepting risk and the result of residual risk will be known through testing the effectiveness of handling risk treatment. The highest risk in this study is the risk of less than optimal contractor performance which causes project completion to be late with risk treatment by means of the good/services provider process being selected through an auction process which is included in the list of selected providers. The recording the risk register is also carried out as a database in risk analysis research on the construction project of the 150 kV Bangkalan high voltage transmission network.

Abstract

PT XYZ merupakan perusahaan BUMN terkemuka di bidang konstruksi dan investasi, yang dalam beberapa tahun terakhir semakin banyak mengerjakan proyek-proyek dengan sistem rancang bangun khususnya di Divisi Gedung. Meskipun sistem ini diakui memiliki keunggulan dalam efisiensi waktu dan biaya dibandingkan sistem tradisional, implementasinya pada proyek-proyek PT XYZ tidak sepenuhnya menghasilkan kinerja biaya yang optimal. Berdasarkan data internal perusahaan, dari 21 proyek rancang bangun yang dilaksanakan pada tahun 2015–2023, sebanyak 43% mengalami pembengkakan biaya melebihi rencana awal. Dan trend dalam tiga tahun terakhir mengalami kenaikan jumlah proyek yang mengalami cost overrun. Berdasarkan hasil studi terhadap penelitian-penelitian sebelumnya, telah banyak dilakukan analisis faktor kinerja biaya proyek. Namun penelitian lebih lanjut penting untuk dilakukan analisis faktor kinerja biaya terhadap proyek rancang bangun khususnya dari sudut pandang kontraktor. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi kinerja biaya proyek rancang bangun pada Divisi Gedung PT XYZ dan indikator-indikator pembentuknya. Penelitian dilakukan dengan metode kuantitatif menggunakan pendekatan Structural Equation Modeling Partial Least Squares (SEM-PLS) untuk menguji hubungan antar variabel laten yang ditentukan berdasarkan studi literatur dan hasil wawancara pakar. Data dikumpulkan dari 50 responden yang terdiri dari Project Manager, Site Engineer Manager, Site Commercial Manager, Site Operational Manager dan CARM yang memiliki pengalaman menangani proyek-proyek rancang bangun di PT XYZ. Hasil penelitian menunjukkan bahwa faktor financial dan contractor site management secara signifikan memengaruhi kinerja biaya proyek. Dan faktor contract secara tidak langsung memengaruhi kinerja biaya melalui mediasi faktor financial. Selain itu terdapat 4 indikator dominan pembentuk variabel dengan indikator perubahan lingkup kontrak pada faktor contract, indikator kontrol keuangan proyek yang buruk pada faktor financial, indikator komunikasi antar personil kurang baik pada faktor contractor site management dan indikator keterlambatan pengiriman material dan alat pada faktor resources. Temuan ini memberikan kontribusi penting dalam memahami struktur pengaruh antar faktor yang berperan dalam kinerja biaya proyek rancang bangun.

Abstract

The Indonesian oil and gas (O&G) industry, a strategic sector with vast offshore reserves, faces significant challenges due to the high failure rate of offshore construction projects. This profusion of offshore reserves has led to a rise in offshore O&G construction projects. However, the global failure rate of O&G offshore construction projects is alarming, with numerous projects experiencing delays, budget overruns, and quality issues that hinder the achievement of production targets.  Scope creep, a common phenomenon leading to delays, cost overruns, and quality issues, is a major contributor to these failures. To address this critical problem, this study aims to develop and validate measurement indicators for the causative factors of scope creep in Indonesian offshore O&G construction projects. A quantitative research approach was employed, combining literature review, pilot survey, and a main survey involving 104 practitioners in the industry. Data analysis using SmartPLS 3.0 confirmed the validity, reliability, and outer loading value of measurement indicators. Key findings reveal that risk consequences and awareness are crucial indicators of the risk factor, communication frequency is a key indicator for the communication factor, task overlap and knowledge diversity are identified as key indicators of complexity, construction method changes are a key contributor to the change factor, and accurate identification and structuring of decomposed project tasks are critical indicators for achieving desirable quality in Work Breakdown Structure development. These findings provide valuable insights for industry professionals to mitigate scope creep and improve the success of offshore O&G construction projects in Indonesia. Abstract

Upstream oil and gas construction projects in South Sumatra face significant challenges related to execution delays due to geographic, technical, and social complexities. This study aims to analyze the factors causing Project Delays and formulate context-specific mitigation strategies. The method employed is Partial Least Squares - Structural Equation Modeling (PLS-SEM), involving 186 respondents consisting of project owners and industry practitioners. The results indicate that the Material variable has the most significant direct impact on Project Delays, followed by the Planning and Design variable. The Contractor factor acts as a mediator for the influence of the Labor, Financial and Economic, and External variables. Dominant delay-causing indicators include material shortages, inadequate site investigation, design mismatches, inaccurate price negotiations, and low safety awareness. The results of the Focus Group Discussion (FGD) support the quantitative findings by highlighting the importance of field data-based design validation, comprehensive site investigations, and the enhancement of local contractor capacity. The Focus Group Discussion also revealed that material unpreparedness and social conflicts arising from limited legal awareness and moral responsibility within local communities have further contributed to project delays. Based on these findings, the recommended strategies include conducting comprehensive site investigations based on subsurface, geotechnical, and social data, involving contractors from the early stages, implementing projects through digital approaches, and managing social risks through Corporate Social Responsibility (CSR) strategies and stakeholder engagement. This study offers practical contributions to improving the efficiency of upstream oil and gas projects, particularly in high-complexity regions such as South Sumatra.

Abstract

Toll road projects utilizing turnkey contract schemes, initially slated for completion between 2016 and 2019, experienced significant delays due to land unavailability and funding constraints. By 2019, construction progress on the Kayu Agung–Palembang–Betung (KAPALBETUNG) project had reached only 51%. To achieve functional targets, the project owner implemented a strategic policy to complete work up to Station 41+000 and construct a temporary toll exit, requiring an additional budget of approximately IDR 50 billion. The subsequent phase continued from late 2021 to 2023 under a single contract with the first phase but faced further complications from additional land acquisition, cost escalation, and schedule deviations. These conditions heightened the risk of construction disputes. This research aims to identify and formulate criteria and sub-criteria for dispute resolution using the Modified Delphi method and to determine the optimal contract alternative through the Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE). Data were collected via literature review and in-depth interviews and validated through five rounds of Modified Delphi. Results indicate the priority weights of criteria as Schedule (35.00%), Cost (32.22%), and Quality (32.78%). PROMETHEE analysis reveals that the NEC4 Engineering and Construction Contract (ECC) is the most optimal alternative for mitigating potential disputes. This study contributes to strategic decision-making in managing dispute risks within complex, dynamic construction projects.

Abstract

This study aims to identify and prioritize critical success factors and lean construction techniques that influence lean implementation during the execution stage of construction projects in Indonesia. A quantitative research approach was employed using expert judgment collected through a structured questionnaire. The Relative Importance Index was applied to rank critical success factors and assess the importance of selected lean construction techniques, while the Analytic Hierarchy Process was used to determine priority weights through pairwise comparisons. The results indicate that top management, financial management, task execution based on scope of work, and improvement tools are the most influential factors supporting successful lean execution. The analysis also shows that Just In Time, Last Planner System, Daily Huddle Meeting, and Building Information Modeling are all considered very important techniques during the execution stage. Further prioritization reveals that Daily Huddle Meeting has the highest priority, followed by Just In Time, while Building Information Modeling and Last Planner System function as supporting techniques. The findings highlight that effective lean execution is driven primarily by managerial commitment and daily coordination practices rather than technical tools alone. This study provides practical guidance for construction practitioners in selecting appropriate lean strategies to improve execution performance and reduce waste on site.

Abstract

The Indonesian construction sector continues to face persistent problems related to inefficiency, material waste, schedule delays, and cost overruns, despite increasing interest in adopting Lean Construction principles. These challenges indicate that lean implementation has not been fully supported by well-defined organizational and managerial foundations. This study aims to identify and validate the indicators that form the Critical Success Factors influencing Lean Construction Performance in high-rise building projects in Indonesia. This research uses quantitative methods. The research population consists of construction professionals involved in high-rise building projects, including contractors, consultants, and project management teams. A total of 360 questionnaires were distributed, of which 155 responses were returned. After data screening, 125 valid responses were used for further analysis. Data analysis was conducted using Structural Equation Modeling with the Partial Least Squares method through SmartPLS 3.0, focusing on the evaluation of the measurement model. The results indicate that the proposed constructs are formed by valid and reliable indicators after eliminating indicators with outer loadings below 0.70. The validated indicators represent management commitment and involvement, human resource development, communication and collaboration, internal client focus, and planning techniques and continuous improvement. These findings provide empirical evidence on the key indicator structure of Critical Success Factors relevant to Lean Construction Performance.

Abstract

The rapid expansion of high-rise building projects in Phnom Penh has been accompanied by persistent schedule delays that significantly impact project performance. While external factors are often emphasized, contractor internal risks represent controllable factors requiring systematic assessment and prioritization. This study aims to identify and prioritize contractor internal delay risk factors in high-rise building projects in Phnom Penh through quantitative analysis of expert perceptions. A mixed-methods approach was employed, combining qualitative data collection through structured questionnaires with quantitative analysis using the Relative Importance Index (RII). Data were collected from 97 construction professionals involved in high-rise projects (exceeding 10 floors) in Phnom Penh during 2020–2025. Seventeen internal risk factors were assessed across probability (RII-P) and impact (RII-I) dimensions. Analysis identified three critical risks with Risk Scores ≥ 0.60: Poor Planning and Scheduling (RII-P: 0.81, RII-I: 0.83, Risk Score: 0.68), Cash Flow Problems (RII-P: 0.76, RII-I: 0.83, Risk Score: 0.64), and Ineffective Monitoring and Control (RII-P: 0.79, RII-I: 0.79, Risk Score: 0.62). Fourteen additional risks were classified as Medium Priority (Risk Scores: 0.46–0.56). Managerial and financial factors dominate internal delay risks in Phnom Penh's high-rise construction, suggesting contractors should prioritize planning systems, financial management, and monitoring controls to improve schedule performance. These findings have implications for similar developing construction markets, particularly in Indonesia.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor dominan penyebab cost overrun pada proyek jalan tol berbasis skema Kerjasama Pemerintah dengan Badan Usaha (KPBU) di Indonesia. Permasalahan cost overrun merupakan salah satu tantangan utama dalam pembangunan infrastruktur publik yang berdampak pada efisiensi anggaran dan keberlanjutan proyek. Penelitian dilakukan melalui pendekatan kuantitatif dengan menyebarkan kuesioner kepada 54 responden ahli dari 25 proyek jalan tol di Indonesia. Setiap faktor risiko dinilai berdasarkan dua dimensi, yaitu severity (tingkat keparahan) dan probability (tingkat kemungkinan) menggunakan skala Likert risiko PMBOK (0.1–0.9). Nilai risk magnitude dihitung melalui perkalian antara nilai severity dan probability (R = S × P), dengan ambang batas risiko ditetapkan pada >0.35. Hasil analisis menunjukkan dari 32 faktor risiko didapatkan 8 faktor dominan penyebab cost overrun, yaitu pembebasan lahan, kondisi lapangan di luar perkiraan, sering terjadi perubahan desain, kesulitan keuangan kontraktor, perubahan peraturan, kenaikan harga material, ketidakmampuan membayar hutang, dan terbatasnya akses ke sumber pendanaan. Faktor eksternal seperti kebijakan pemerintah dan pembebasan lahan memiliki pengaruh terbesar, diikuti oleh faktor finansial dan teknis. Hasil ini menguatkan temuan penelitian sebelumnya di negara berkembang bahwa kompleksitas kebijakan, pembiayaan, dan kondisi teknis lapangan menjadi penyebab utama ketidakefisienan biaya proyek infrastruktur. Penelitian ini berkontribusi terhadap pengembangan strategi manajemen risiko proyek jalan tol KPBU dengan memberikan dasar kuantitatif dalam perencanaan mitigasi risiko biaya.

Abstract

The rapid growth of commercial building development in Bali Province has led to increased construction activities and a higher potential for construction waste generation, while the implementation of construction waste management during the project execution phase remains insufficiently integrated. Although various construction waste management performance indicators have been proposed in previous studies, empirical validation of the underlying factors and indicators using structural equation modeling (SEM), particularly in the context of commercial building projects, remains limited. This study aims to identify and validate the key indicators determining construction waste management performance in commercial building projects in Bali Province. Data were collected through a questionnaire survey and analyzed using partial least squares structural equation modeling. The results confirm 21 valid indicators representing four key performance-determining variables. The findings indicate that construction methods, policies and governance, design and documentation, as well as material and equipment management have a significant influence on construction waste management performance. Among these variables, reducing unnecessary activities (outer loading = 0.817), supervision of construction activities (0.860), design errors (0.851), and warehouse capacity (0.841) were identified as the most representative indicators for their respective constructs, as reflected by the highest outer loading values. This study provides empirical contributions to the development of construction waste management performance indicators and offers practical implications for improving waste management performance in commercial building projects.
