Abstract

Education is an important instrument in improving the human resources quality. Kudus Regency has implemented compulsory study since 2010 through Kudus Regency Regional Regulation Number 2/ 2010 about Compulsory Study 12 (Twelve) Years. While, Central Government issued compulsory study 12 year policy in June 2013 through Ministry of Education and Culture Regulation Number 80/2013 about Universal Secondary Education. Obviously, this is a bold step of Kudus Regency Government in improving the education quality at Kudus Regency. The research objectives are: to know, analyze, and describe about Implementation of compulsory study 12 years policy to increase education in Kudus Regency; and to know, analyze, and describe about supporting and inhibiting factors toward implementation of compulsory study 12 years policy to increase education quality in Kudus Regency. This research resulted that the implementation compulsory study 12 years policy in Kudus Regency has been successfully, viewed from the actor that completely carry out their duties and responsibilities; the existence of funding and programs from Kudus Regency Government and Central Government is supporting the mechanism implementation in accordance with the provisions. The compulsory study 12 years policy in Kudus Regency had positive impact in improving the education quality at Kudus Regency, it is seen from the increase of Gross Enrollment Ratio (GER) for secondary education from 60% in 2008 to 80,59% in 2013. The success in improving the education quality is also seen from achievement of Kudus Regency in obtained champions in various championships. The supporting factors are The content of the Kudus Regency Regional Regulation Number 2/ 2010 about Compulsory Study 12 Years and the Minister of Education and Culture Regulation Number 80/ 2013 about Universal Secondary Education which clear and easy to understand; the willingness of Kudus Society in receiving the compulsory study 12 years policy; the support funding and scholarships provided by Kudus Regency Government and Central Government. And the inhibiting factors are lack of quality and quantity of human resources (teachers) in Kudus Regency; lack of facilities and infrastructure in supporting the education; the facilities and infrastructure referred is the practice equipments for students that expensive; inequality in educational development at Kudus Regency, especially in rural area; the mindset of Kudus Regency society who ignore the education, especially in rural area; unpredictable conditions such as flood that rather frequently in Kudus, so that damage the education infrastructure. Keyword: Compulsory Study 12 Year Policy, Education Quality, Kudus Regency

Abstract

Dalam proses rekonstruksi di segala bidang, negara Timor Leste membutuhkan banyak perubahan pembangunan baik dalam bidang pemerintahan maupun bidang-bidang lainnya seperti mendirikan beberapa kementerian serta jajaran birokrasinya dengan tujuan untuk memberikan pelayanan yang baik kepada warga negaranya. Hasil penelitian dan analisa data dalam penelitian ini, maka diambil beberapa kesimpulan seperti:1) sistem pelayanan yang sentralistik tidak mencerminkan sistem pelayanan yang baik, merata, adil, efektif dan efisien sebagaimana yang diharapkan masyarakat, 2) proses pengawasan yang dilakukan kantor Direktorat Jenderal (DITJEN) Pajak Timor Leste sudah berjalan baik namun belum maksimal, 3) pimpinan kantor Direktorat Jenderal (DITJEN) Pajak Timor Leste sangat jarang melakukan evaluasi terhadap kinerja kerja pegawai sehingga pemimpin kurang mengetahui sejauhmana pencapaian pegawai dalam pelaksanakan tugas dan tanggung jawab, 4) untuk menciptakan administrasi perpajakan yang baik dan mampu memberikan pelayanan prima kepada masyarakat diperlukan sistem administrasi, fungsi dan organisasi kelembagaan yang baik, didukung kuantitas dan kualitas sumber daya manusia yang professional. Abstract

This paper studies about managing the effectiveness of public health performance in Surabaya City, Indonesia. The research method uses a qualitative approach through focus group discussion elaborated with secondary data of the health sector performance. This paper proves that vertical and horizontal balanced performance measurements in the health sector are essential. Vertical stable performance is in the context of a hierarchical performance of top-level performance and lower-level performance in the public institution. In contrast, a horizontal balanced performance is the arrangement of qualitative and quantitative performance indicators and targets

Abstract

Taxpayers are an important factor in the self-assessment system. The peer effect is one of the ways to gain taxpayers’ compliance. This study tries to explore the relationship between peer’s information and tax decisions on individual taxpayers. This study is based on experimental methods to determine the effect of information on individual behavior. The result showed that there was a significant influence between peer’s information and taxpayer decisions. Moreover, the compliance depends on what information is provided. The statistical method discovers that both filing and reporting information affect the taxpayer’s decisions. The Directorate General of Taxes can take advantage of peer’s information in conducting socialization and counseling in a segmented manner with the help of pillars of social norms. This action is expected to have an impact on individual taxpayers with the same background or level and is expected to create constant tax information in the near future.

Abstract

Governance concept implies a shift in the role of the government, private sector and community, so that it necessary synergy in the implementation of the government. Community involvement in policy formulation needed to build the quality of local government. In reality, this ideal has not been able to be implemented in developing countries, in particular Indonesia. In Batu City, there is resistance against the construction of hotel residents who opposed the Rayja Local Regulation no. 7 of 2011 on Spatial Planning state that Sumber Gemulo is a protected area. Differences in knowledge caused a power space on each of the actors, in particular the Government. Space power it seeks to create a discourse by the main actor, Mayor. A series of regulatory practices that occur as a strategy of "disciplining” and "tourism city" as a discourse. It also has affected to create a new claims and governmentality among actors. This research used explanatory - case study method. To minimize bias in the classification of the actor then analyzes that support this research is Narrative Policy Analysis (NPA). This research was conducted in Batu City, East Java Province. The results of this study prove that the government is in the process of giving the IMB Hotel Rayja is not regulatory governance practices.

Abstract

This study contains the efforts of the Government of Timor-Leste in enhancing the development and performance of Civil Servants capacity through education and training, both domestically and abroad. Implementation of the policy / regulation is considered very important because it is through education and training is expected to increase the knowledge, abilities, and skills in improving the performance of civil servants. With adannya education and training program, each employee is expected to be able to work well in providing services to the public. This study menggunKn descriptive qualitative method. Research results show that the Implementation / Government Regulation No. 38/2012 on performance development through education and training of civil servants at the Presidential Institution of Timor-Leste has been running with no maximum. As for some of the factors that become an obstacle to the implementation of the policy / rule is that some political elements, the low educational level of employees, lack of employees in implementing the program.

Abstract

Civil Servant as an engine of development requires equal attention to the development itself. Civil Servant is expected to be able to achieve national goals. Due to the high expectacy by the people or organizations to make the research on the development of these Civil Servant is very important. This is a descriptive research with a qualitative approach. While the purpose of this study is to investigate, analyze and interpret th planning of civil servant development in Bojonegoro and its supporting and contrain factors.The planning of Civil Servant development in Bojonegoro includes assessing the current human resource capacity, forecasting human resource requirement, gap analysis, developing human resource strategies to support organization strategies that support the the regency’s vision and mission. The supporting factors of the planning of Civil Servant development is adequate funding, adequate infrastructure, supports by government's commitment, and also support by the mandates of government regulations that require regional planning, including the Civil Servant development. While the contrain factor is that planners still less competent employees, the changes of Act No. 5 of 2014 there has been no implementation guidance yet, policy about the structural position. The planning of Civil Servant development in Bojonegoro is a good plan because it has been through the stages in accordance with the theory.

Abstract

This research aims to investigate the influence of competence, independence, objectivity, the complexity of the task, and the integrity of the auditors on the quality of audit results either partially or simultaneously: a case study on Inspectorate of Madiun Regency, East Java. Data collection techniques used were questionnaires, observations, and interviews. The population is around the auditor Inspectorate active in carrying out the audit task, as many as 22 auditors. The dependent variable (Y) is used in the Quality Audit Result at Inspectorate of Madiun Regency, while the independent variable is the competence of auditors (X1), the independence of auditors (X2), the objectivity of the auditor (X3), the complexity of the task of auditors (X4), and the integrity of the auditors (X5). This research provides results that competence, independence, objectivity, the complexity of the task, and the integrity of auditors simultaneously gives significant effect on the quality of audit results. Auditor competence positively affect the quality of audit results. The more competent an auditor then the more qualified the results of the examination. Auditor independence positively affect the quality of the results of the examination. The higher level of independence of the auditor, the more qualified the examination results. Auditor’s objectivity positively affect the quality of the results of the examination. The more objective an auditor then the more qualified the results of the examination. Complexity task of auditor adversely affect the quality of the results of the examination. The more complex the task of an auditor then decreasing the quality of the examination. Integrity auditors positively affect the quality of the results of the examination. The higher the integrity of an auditor then the more qualified the results of the examination.

Abstract

Street vendors are one of the informal sectors that often cause problems in urban areas, such as the street vendors in Mojokerto City Square. The presence of street vendors is considered to have disturbed the orderliness and cleanliness of the city environment. Therefore, based on the Local Government Regulation of Mojokerto City No. 5 of 2005 concerning the Arrangement and Development of Street Vendor Activities, the government implemented a policy of street vendor relocation. This paper aims to analyze the implementation of street vendor relocation policy in the area of ​​Mojokerto City square. This research uses a descriptive qualitative approach involving six key informants with interviews and documentation as the data collection method. This study indicates that implementing the street vendors relocation policy in the square area of ​​Mojokerto City is not entirely effective. Four factors influence the implementation of the policy, communication, resources, disposition, and bureaucratic structure.

Abstract

Quality education must be included in a comprehensive education system under applicable education laws. The definition of good service quality must pay attention to and be centered on efforts to fulfill customer needs and desires and the accuracy of delivery to balance customer expectations. This study aimed to identify the factors causing the failure of education services in Malang Raya and their solutions. Several data collection techniques were used in this study, including interviews, observation, and documentation. In this study, the main instrument was the researcher himself, who was supported by an interview guide, file notes, and writing instruments. This study uses descriptive data analysis, which aims to describe, explain and explain in detail and systematically about the actual situation, which will then draw a conclusion and finally be able to answer the problems raised in the formulation of the problem. In this study, it was found that the factors causing the failure of educational services in Malang Raya, among others: 1) There is no optimal collaboration between stakeholders, 2) There are still providers of subscription education services that collect tuition fees, 3) Supervisory human resources, 4) An effective supervision system. less than optimal, 5) Inadequate facilities and infrastructure, and 6) Miss Orientation.
