Abstract

This paper discusses efforts to strengthen policy implementation in handling COVID-19 in the tourism sector in Indonesia as a form of strengthening every tourism policy. This study uses the grindle concept to identify Policy Content and Implementation Context in Handling COVID-19 in the Tourism Sector of Bintan Regency. The method used is a qualitative approach including data collection techniques, observation, interviews, and documentation so that the data obtained are tested using NVivo 12 Pro, then analyzed with a triangulation approach. The results of the study indicate that the emphasis on handling COVID-19 in the tourism sector in the Regency needs to be strengthened by existing stakeholders, meaning that on the Policy Content side it consists of the interests affected, types of benefits, degree of change, location of decision making, program implementation and resources used. still focused on central regulations and rules so that local government authorities cannot initiate policy strategies for handling COVID-19 in the tourism sector in Bintan Regency. showed a good contribution in handling COVID-19 in the tourism sector in Bintan Regency.

Abstract

Spatial planning is an effort to improve the welfare of the community and to ensure environmental sustainability by taking into account the comparative advantages in an area and minimizing the development gap by reducing slums, and poor and underdeveloped areas. Regional Spatial Planning Policy is a kind of policy product to control the level of environmental damage and the disorganized development and growth in a city or regency. The role of Batu City Government is to realize Batu City space that is safe, comfortable, productive and sustainable as a superior agropolitan city and tourism city in East Java Province. This article utilized Good Governance Perspective and System Theory to analyze the formulation of Regional Spatial Planning Policy in Batu City. This article firstly explained about tourism development, and secondly described the authority and responsibility of stakeholders in spatial planning formulation. The third part clarified good governance perspective on spatial planning in Batu City and analyzed supporting and inhibiting factors in spatial planning formulation in Batu City. The findings showed that only some actors and factors had strong influence over the formulation of Regional Spatial Planning Policy. Abstract

Saensuk Municipality is a famous tourism city in Thailand, especially Bangsaen beach. In supporting the tourism activity, it has waste managing method by using new generation administrator and technologies. However, the waste problem happened in Saensuk Municipality is included the human resource ability, technical facility, and the amount of waste. By using the qualitative descriptive method and doing a series of interview to selected informants, the researcher studied and analyzed the problem, factors, and solutions of the issue. This study found that the nature of the beach and the visitor behavior is among the reason behind the large amount of waste daily in the site. Moreover, the regulation by the local government is sufficient to cover the issue if implemented fully. The study shows that the city had implemented the good governance idea in several instances, and giving the waste management to the private sector is one of the optionsto resolve the problem since the quality of the work could be improved. Abstract

Sustainable use of forest resources is needed to establish a forestry management plan. Forest management plans exist at the provincial level according to the conditions and problems. Forestry planning at Provincial level depicts current forest conditions, institutional conditions, the contribution of economy, social and ecology associated with the provincial level strategic issues. This paper tries to elaborate the local development planning of forestry from good governance perspective, and role of stakeholders of local development forest planning. The research was based on qualitative descriptive approach to the study site in the province of Yogyakarta and West Papua. The result shows that forest planning in the region is top-down with respect to existing regional characteristics. To realize the principles of good governance, a gap for each stakeholder role in the arrangement, implementation, monitoring and evaluation to reporting should be made. The role of government in the area of forestry development planning in terms of good governance, the rule of law for the regulation in the forestry sector has been completed. Partnership is the key word synergy in the implementation of good governance in forestry development in the area will attention to the aspects of partnership and equity between all stakeholders in the arrangement, implementation, monitoring and evaluation and reporting of forest development.

Abstract

The Directorate General of Taxes (DGT) as a large organization certainly has directions and goals to be achieved. The main objective of the DGT is to achieve the tax revenue target. This main objective is set by the DGT to support the national development priority agenda. To achieve the main objective of DGT, a strategic formulation was considered out. This study aims to consider the importance of strategic formulations for DGT to increase tax revenue. This research is based on qualitative methods and descriptive analysis based on the actualization of strategic planning at DGT. The results of the study indicate that the strategic formulation is important for DGT to increase tax revenue, by: a). considering environmental realities, available resources and capacities; b) setting overall strategic objectives; c). identify the organization's mandate, clarify the vision, mission and values of the organization; d). assessing the external and internal environment; e) identify problems facing the organization, formulate and select strategies; and f) reassessing the strategy and strategic planning process.

Abstract

Tourism development aims to preserve nature, the environment and resources which are realized through the implementation of tourism development plans by taking into account the diversity, uniqueness and uniqueness of culture and nature, as well as human needs for tourism. This study used a qualitative design with a descriptive research type. In field research, researchers collect data using observation techniques, interviews, and document studies. The results of this study indicate that there are still gaps in the dynamics of collaborative governance in the development of sustainable tourism villages based on local wisdom in Badung Regency. This gap is due to data findings in the field that the government's role is still dominant and there are delays in transforming existing policies in regional action plans. This gap can be seen from the indicators of the success of the collaboration, namely based on institutional agreements which are characterized by limited joint commitments without being elaborated in depth in favor of each stakeholder and their performance achievements. In the process of developing a sustainable tourism village based on local wisdom to support tourism in Badung Regency, this can be done by issuing a policy by the government, by applying the Tri Hita Karana concept to ensure that all development is in accordance with its designation.

Abstract

BAN-PT has recently issued the latest standard, namely IAPS 4.0. IAPS 4.0 has 9 assessment criteria. This assessment replaces the previous criteria, which included 7 criteria (IAPS 3.0). There are fundamental differences that exist between IAPS 3.0 and IAPS 4.0. IAPS's fundamental differences result in unequal accreditation ratings. It is necessary to have a Conversion Supplement Instrument (ISK). The mandatory nature of this national accreditation makes Universitas Brawijaya have to adjust the policies and management of higher education institutions to fulfill the requirements for national accreditation. The success of changing the accreditation status of 80 Study Programs at Universitas Brawijaya has made the researchers interested in doing this research. This research was a case study with a qualitative approach. The result of this research was the implementation of ISK at Universitas Brawijaya was carried out according to the concept of Total Quality Management (TQM). The TQM concept as a PDCA cycle (Plan-Do-Check-Act) had been implemented thoroughly during the implementation of ISK. It started with formulating the ISK policies, procurement of ISK socialization and workshops, and Quality Internal Audits of ISK Assistance Clinics. The implementation of this ISK was very interesting to study because ISK was considered a shortcut for study programs that wanted to change the status of the IAPS 3.0 to IAPS 4.0. Abstract

This study aims to analyze the existing conditions of handling areas and slums in Mojokerto in accordance with the SDG's framework, and determine the dominant factors that influence the handling of areas and slums in the region. The research method used is Mix Method. The results of the analysis show that the existing condition of slum areas in Kedungmaling Village, Sooko Sub-district, Mojokerto District falls into the Moderate Slum category. However, there are no factors that can be included in the logistic equation model in multivariate analysis with logistic regression on the analysis parameters for safe and resilient cities/settlements. In the context of the SDG's framework, the handling of slum areas and settlements in Mojokerto needs to be evaluated by taking into account the dimensions of sustainable development compiled in the SDG's concept, as well as the indicators used to measure (Sustainable Cities and Communities) in the SDG's. Thus, a strategy for handling slum areas and settlements in Mojokerto can be developed. Thus, strategies for handling slum areas and settlements can be developed that are more in line with the principles of sustainable development included in the SDG's.

Abstract

AbstractIn policy implementation, constraints are often found. Each region varies according to the context of the society it faces. East Java still has significant Mother Mortality Rate (MMR) and Infant Mortality Rate (IMR) of the low quality of public health, especially in the horseshoe area covering the islands of Madura, Pasuruan, Probolinggo, Situbondo, Bondowoso and Jember. To analyze the policy implementation process, researchers use 5C's Protocol. The results showed that, among the 5 C's which is contained in Content, Context, Commitment, Capacity and Client & Coalition, the Public Health Service as the main actor influences the role of successful implementation of policies and programs. Through the 5C's analysis all stages of the policy process become clear. Beginning the determination of policy issues, implementation methods, monitoring and evaluation of MMR and MMR reduction policies can be explained and illustrated. The existence of a strong line relationship between the five C that will be seen that greatly affect the implementation process of decline policy in MMR and IMR in East Java province. This means that the implementation declining policy of MMR and IMR in East Java through innovation of local government actors and stakeholder involvement encourages the successful implementation of this policy.

Abstract

This study aims to describe and analyze the development of competency-based civil servant resources at BPS Riau Islands Province, as well as to identify factors that support and hinder the implementation of competency development. This study uses Spencer and Spencer's (1993) competency theory which states that competence consists of five main components, namely knowledge, skills, motives, self-concept, and nature/character. This study uses a qualitative descriptive approach. Research data were collected through interviews as primary data, while secondary data were collected through the BPS Riau Islands Province personnel database and reports related to the research and also through other literature such as books, journals, and other related research. The results of the study indicate that the development of civil servant resources at BPS Riau Islands Province has included various training programs that focus on improving statistical technical knowledge and skills. However, aspects of developing motives, self-concept, and nature/character have not been fully integrated into the program, thus impacting the effectiveness of competency development which is not yet optimal. The supporting factors identified include the commitment of leaders and management to competency development, the existence of Government Regulations/Rules, the availability of good and adequate training infrastructure including e-learning access, and the human resources of the Riau Islands Province BPS who are still of productive age also become supporters. On the other hand, the inhibiting factors faced include budget limitations, the absence of a sustainable development evaluation system, development activities have not been carried out based on training analysis needs analysis, and the low interest and motivation of employees to participate in development.
