Abstract

This research phenomenon focuses on the implementation of the independence development program run by the Tanjungpinang Class IIA Narcotics Prison. The program run is still considered ineffective, because the perpetrators who are declared to have completed the coaching and released from prison do not immediately or not at all get a job according to the skills learned, coupled with the stigma of society against drug criminals. Therefore, the purpose of this study is to see the extent to which the effectiveness of existing programs for Prisoners of Prison (WBP) can help productivity and awareness of crimes committed. The theory used by researchers in this study is Sutrisno (2007) regarding program effectiveness. The research method used is descriptive qualitative with a case study approach. The results showed that of the 5 existing indicators, achieving goals is an indicator that can provide effective results, as evidenced by the many coaching programs provided to WBP. Meanwhile, the less effective indicator at this time is real change. This is evidenced by the fact that there are still many cases committed by prisoners after leaving the prison and committing the same crime. The conclusion in this study is that various programs related to talent development and skills have been carried out in accordance with the interests and talents possessed by the WBP of the Class IIA Tanjungpinang Narcotics Prison, such as training in planting, farming, and animal husbandry, to carpentry. Thus, providing a variety of programs that can be utilized after leaving the prison.

Abstract

This study aims to evaluate the quality of public services provided by the DPRD Secretariat of the Kepulauan Riau Province using a descriptive qualitative approach. The analysis is based on secondary data from the 2023 Government Performance Accountability Report (LAKIP), particularly focusing on the Community Satisfaction Index (IKM). The study interprets quantitative performance metrics through a qualitative lens using the Results-Based Evaluation (RBE) framework, examining nine service elements including service procedures, responsiveness, competency, infrastructure, and complaint handling. Respondents reported a high level of satisfaction across most service dimensions, with eight out of nine elements categorized as “Very Satisfied” based on national scoring standards (Menpan RB No. 14/2017). The highest score was recorded in the Service Implementation element (average score: 3.76), while the lowest Service Suitability received a score of 3.20, indicating a gap between service delivery and public expectations. The overall IKM score of 86.14 places the Secretariat in the “Very Good” performance category and exceeds both its 2022 score and the national average for provincial institutions. Although the findings indicate commendable public service delivery, continuous improvement is essential particularly in aligning service outcomes with community needs and expectations. Strategic recommendations include enhancing user experience audits, refining service communication standards, and expanding digital integration to increase transparency and responsiveness.

Abstract

Krisis pangan yang dialami masyarakat Kalimantan Barat (Kalbar) tiga tahun terakhir semakin memperburuk ketergantungan pada pangan impor. Hal ini tidak hanya berdampak pada ketahanan pangan, tetapi juga pada pelestarian budaya lokal yang terkait erat dengan keanekaragaman pangan. Seminar dan Forum Group Discussion (FGD) yang diadakan pada 20 Januari 2025, mengundang partisipasi berbagai pemangku kepentingan lokal, termasuk Komunitas Rotan Kapuas (Restorasi Sungai dan Hutan Kapuas) Kalbar, Balai Pelestarian Kebudayaan Wilayah XII, Dosen Antropologi Sosial Universitas Tanjungpura, serta beberapa komunitas lokal di Kalbar, untuk secara kolaboratif mencari solusi terhadap permasalahan ini. Dalam FGD tersebut, peserta mengemukakan beragam pandangan mengenai signifikansi pemberdayaan masyarakat dalam mengenali dan memanfaatkan pangan lokal sebagai pilar utama ketahanan pangan, serta upaya untuk melestarikan identitas budaya. Selain itu, mereka menekankan pentingnya peningkatan pemahaman generasi muda tentang nilai pangan lokal, serta penerapan kebijakan yang mendukung keberlanjutan produksi pangan lokal. Temuan dari FGD menunjukkan bahwa pendidikan dan penguatan kebijakan berbasis sumber daya lokal dapat mengurangi ketergantungan pada pangan impor dan meningkatkan ketahanan pangan dan ketahanan budaya di dalam masyarakat. Sehingga, peningkatan sistem pangan lokal tidak hanya berfungsi sebagai obat untuk mengatasi krisis pangan, tetapi juga sebagai upaya untuk melestarikan warisan budaya yang merupakan identitas masyarakat Kalbar.

Abstract

Penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Peraturan Daerah  No. 1 Tahun 2018 tentang Pemajuan Kebudayaan Melayu di Kota Batam terhadap kepuasan masyarakat dalam hal ini masyarakat adat, masyarakat seni dan komunitas budaya yang ada di Kota Batam. Untuk mencapai tujuan tersebut, metode penelitian yang digunakan adalah metode kualitatif. Metode ini untuk menjawab permasalahan yang terkait dengan implementasi kebijakan  Perda No. 1 Tahun  2018 tentang Pemajuan Kebudayaan Melayu terhadap kepuasan masyarakat di Kota Batam. Untuk mengetahui kualitas pelayanan terhadap kepuasan masyarakat kebudayaan menggunakan teori New public Service (NPS) dari Denhart & denhardt. Informan dalam penelitian ini berjumlah 8 orang yang terdiri dari Kepala Dinas Kebudayaan dan Pariwisata Kota Batam, Kabid kebudayaan, Pamong budaya dan Pelaksana dari Dinas Kebudayaan dan Pariwisata Kota Batam, sedangkan yang dari luar pemerintah terdiri dari Ketua Lembaga Adat Melayu Kota Batam, Presiden Komunitas Seni Rumah Hitam dan Ketua Sanggar Permata Budaya Kota Batam. Determinasi Pemajuan Kebudayaan Melayu terhadap kepuasan masyarakat seni, komunitas budaya, dan masyarakat adat di Kota Batam menggunakan 7 indikator teori New public Service (NPS) dari Denhardt & denhardt yaitu (1)Serve citizens, not customers, (2) Seek the public interest, (3) Value citizenship over entrepreneurship, (4) Think strategically, actdemocratially, (5) Recognize thataccountability is not simple, (6) Serve rather than steer, (7) Value people, not just productivity. Hasil penelitian menunjukkan bahwa tingkat kepuasan masyarakat terutama masyarakat seni, komunitas budaya, dan masyarakat adat di Kota Batam belum merasa puas terhadap implemetasi kebijakan pemajuan kebudayaan melayu, berdasarkan hasil wawancara dengan ketua sanggar, presiden komunitas, dan ketua Lembaga Adat Melayu yang mewakili masyarakat Seni, budaya dan masyarakat adat di Kota Batam.

Abstract

The implementation of the Social Health Insurance Agency (Badan Pengelola Jaminan Sosial—BPJS Health) in Indonesia represents a major step toward achieving universal health coverage; however, it faces persistent challenges shaped by political, economic, social, and technological contexts. This research aims to examine the external factors influencing the performance and sustainability of BPJS Health through the application of the PEST (Political, Economic, Social, and Technological) analysis framework. A qualitative research design was employed, combining document analysis of government regulations, policy reports, and academic sources with expert interviews involving policymakers, healthcare practitioners, and scholars. Data were analyzed thematically using NVivo software, enabling the categorization of recurring themes across the four PEST dimensions. The findings reveal that political factors such as budget allocation, leadership commitment, and regulatory shifts significantly affect program sustainability, while economic challenges such as low contribution compliance, widespread poverty, and infrastructure disparities hinder financial resilience. Social aspects including low public awareness, inequality in access, and conflicts between stakeholders further complicate implementation, whereas technological limitations related to system integration, inadequate infrastructure, and digital literacy gaps restrict efficiency and innovation. Despite these challenges, opportunities exist through policy coordination, financial reforms, public awareness campaigns, and digital innovations such as telemedicine. In conclusion, the study highlights that the success of BPJS Health is contingent on the synergy of political will, economic inclusivity, social engagement, and technological advancement, providing valuable insights for strengthening Indonesia’s national health insurance system and ensuring equitable healthcare for all citizens.

Abstract

The purpose of this research paper is to determine the development of Apparatus Resources through education and training in the Gowa Regency Secretariat Office Scope viewed from the aspect of competence and motivation. The data sources in this study were obtained by giving questionnaires or questionnaires to respondents at the Gowa Regency Secretariat . The research design used in this study is a quantitative approach. The research used by the researcher is field research, namely by examining directly the object under study.The results obtained from the comparison of the value of sig. to the level of significance: sig. = 0.002 < 0.05. Because sig. < , the training variable partially (individually) has a significant effect on employee performance. the tcount value is 5.075 and the ttable value is known to be 2,000. By comparing between tcount and t - table, it is found that tcount > ttable = 5.075 > 2,000, because the value of t - count is greater than t - table, it can be concluded that the regression coefficient of the motivation variable is significant. And the results obtained from the comparison of the value of sig. with the level of significance: sig. = 0.000 < 0.05. Because sig. < , it can be concluded that H2 is accepted and H0 is rejected, meaning that the regression coefficient on the Motivation variable partially (individually) has a significant effect on Employee Performance s. The coefficient obtained by the tcount is 2.365 and the ttable value is known to be 2,000. By comparing between t - count and t - table , it is found that t-count > t - table = 2.365 > 2,000, because the value of t-count is greater than t - table.
