Abstract

The transfer of management of Tax for Acquisition of Land and Buildings (BPHTB) and Land and Building Tax–Urban and Rural(PBB-P2) from the central government to regional government is a regional follow-up autonomy and fiscal decentralization policy. With the transfer of BPHTB into local taxes, BPHTB contributed to the District Own Source Revenue(PAD). This research aims to know how much the contribution, how effective and efficient, how BPHTB potency, the obstacles in BPHTB collection, and what strategy needs to be done to increase BPHTB revenue. The type of research is a descriptive method. The data source used is secondary data obtained from Bapenda Banjar district to calculate the contribution, effectiveness, efficiency, and primary data obtained from interviews to know the potential, constraints, and strategies in the revenue of BPHTB. This research can conclude that contribution of BPHTB to local revenue (PAD) is still deficient. The effectiveness of 2012-2016 is beneficial because the point is always above 100%, and the implementation of BPHTB collection is very efficient. BPHTB of Banjar district has a very high potential and potentially will continue to increase. The obstacle faced by the Banjar district government is not yet applied market price and still only refers to NJOP. A strategy that can be done is using price comparison, and Banjar district government routinely conducts an evaluation meeting with BPN and notary/PPAT.

Abstract

This article explores President Sukarno’s cultural politics in shaping the ideological framework, mobilizing tradition, and fostering national unity in the early Republic of Indonesia (1945–1965). Sukarno’s articulation of Pancasila went beyond a mere political manifesto by embedding the five principles in cultural performances, state-sponsored rituals, and heritage initiatives. Through major exhibitions, architectural projects, and mass media campaigns, Sukarno mobilized folklore, traditional arts, and popular culture to construct a shared national narrative. Furthermore, the Nasakom doctrine exemplifies his efforts to integrate nationalism, religion, and communism into a cohesive cultural narrative, reducing ideological divisions and formalizing pluralist discourses. Using qualitative research with discourse analysis of speeches, policy decrees, and contemporary media reports—and grounded in Gramscian cultural hegemony theory—this study unpacks the mechanisms of cultural governance under Sukarno. Findings suggest that these cultural strategies played a significant role in consolidating state authority, fostering a sense of collective identity, and leaving a lasting imprint on Indonesian civic culture beyond Sukarno’s presidency. This article contributes to scholarship on postcolonial nation-building by bridging political history and cultural studies, offering new insights into the performative dimensions of early Indonesian statehood.

Abstract

This study aims to comprehensively analyze and determine the priority strategies for poverty alleviation in Banjarmasin City, with a specific focus on cultural poverty, which remains the most dominant and deeply rooted form of poverty in the community. The research method combines Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis and the Analytical Hierarchy Process (AHP). The SWOT approach is employed to identify various internal and external factors influencing the effectiveness of poverty alleviation programs, as well as to formulate relevant and applicable strategic alternatives. Meanwhile, the AHP method is utilized to determine the priority order of these strategies based on expert assessments and stakeholder evaluations who possess expertise in social and economic development. The data were collected through in-depth interviews with seven key informants actively involved in the planning, implementation, and evaluation of poverty alleviation programs in Banjarmasin City. The findings indicate that the priority strategies that need to be developed include strengthening community empowerment institutions, improving human resource capacity, and enhancing the poverty data system to ensure validity, accuracy, and inter-agency integration. Policy recommendations emphasize the importance of cross-sectoral synergy, collaboration among development actors, and the implementation of evidence-based policies to ensure that poverty alleviation efforts are more effective, sustainable, and have a tangible impact on society.
