Abstract

Research This aim For analyze Public Sector Leadership in service licensing in the government Regency Bojonegoro and for analyze supporting and inhibiting factors in Public Sector Leadership in service licensing in the government Regency Bojonegoro. Research This approach qualitative method studies case. Data collection techniques using observation, interviews, documentation, and Focus Group Discussion (FGD). Data analysis was carried out with a number of stages, which is open coding, axial coding, and selective coding. The process of analyzing and extracting data conclusions researchers also use technique triangulation, namely triangulation method, between researchers, data sources and theories. The results of study This show draft Public Sector Leadership can increase service public field licensing optimally in the Regency Bojonegoro. Public Sector Leadership carried out by the Head of the Bojonegoro Regency Bojonegoro realized with existence commitment leader, style leadership and culture unified organization with room scope performance as well as existence plan proper work. Factors influential supporters Public Sector Leadership in service licensing in the Regency Bojonegoro is : commitment tall Regional Head, culture appropriate organization with room scope performance government, the existence of motivation and innovation from Regional Heads and transparency. Abstract

Bureaucratic reform has become a very important concept in government administration. In Indonesia, bureaucratic reform has been ongoing for two decades and is systematically regulated through Presidential Regulation Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform for 2010-2024 with the aim of achieving a World Class Bureaucracy by 2025. However, in its implementation, the bureaucratic reform policy is ongoing to date. This has not yet shown an impact on improving governance and achieving development targets, especially in regional governments (Hermawan et al, 2020). According to the Ministry of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia, the number of regional governments that have implemented bureaucratic reform programs is 200 out of 500. This is because bureaucratic reform regulations are too complicated, even though there has been a system approach that has been developed, the implementation of bureaucratic reform policies has not yet been implemented. running as expected (Dwiyanto, 2015). This research focuses on the implementation of the bureaucratic reform road map policy at the Regional Secretariat of Konawe Regency, Southeast Sulawesi Province. The results of the research show that the implementation of the bureaucratic reform road map policy at the Regional Secretariat of Konawe Regency, Southeast Sulawesi Province has not been effective and has not been completed in several areas of change analyzed, although several areas of change have shown relatively good progress, there are still several aspects that need to be implemented. has not been effective and reached the optimal level as expected.Keywords:Bureaucratic Reform, Policy Implementation, Road Map, Regional Government

Abstract

Perlu dipahami bahwa anak sebagai generasi bangsa merupakan aset yang berharga. Kondisi saat ini adalah kasus anak yang merajalela memiliki pola traumatis yang dapat mempengaruhi terbentuknya karakter anak tersebut. Oleh karena itu, pemerintah harus fokus pada penanganan masalah sosial anak jika mereka menginginkan Indonesia memiliki generasi penerus bangsa yang dihormati. Kabupaten Tulungagung Provinsi Jawa Timur menjadi kabupaten pertama di Indonesia yang benar – benar serius dalam mengadvokasi permasalahan sosial anak. Tata kelola kolaboratif yang dilakukan dalam pelayana permasalahan sosial anak di Kabupaten Tulungagung diwujudkan dalam bentuk Unit Pelayanan Terpadu Perlindungan Sosial Anak Integratif (ULT PSAI) sebagai model layanan terintegrasi dalam mengadvokasi masalah sosial anak di Kabupaten Tulungagung. Tujuan dari penelitian ini adalah: 1) mengetahui peran Pemerintah Daerah dalam mengembangkan model pelayanan integratif untuk menangani kasus masalah sosial anak yang terjadi di Kabupaten Tulungagung; (2) mengetahui model sistem advokasi anak yang dilakukan oleh ULT PSAI, (3) mengidentifikasi keefektifan kegiatan ULT PSAI Kabupaten Tulungagung dalam mengadvokasi permasalahan sosial anak. Metode yang digunakan dalam penelitian ini adalah Participatory Action Research (PAR) melalui (FGD) dengan ULT PSAI, korban dan Organisasi Perangkat Daerah terkait untuk mendapatkan data. Data yang diperoleh kemudian diolah dan dianalisis secara deskriptif kualitatif. Artikel ini membahas: 1) pemerintah daerah dalam mengadvokasi masalah sosial anak melalui ULT PSAI adalah dengan melibatkan seluruh Organisasi Perangkat Daerah di Kabupaten Tulungagung sesuai dengan kompetensi dan permasalahan sosial yang dihadapi anak, 2 ) layanan primer), layanan sekunder (penjangkauan terhadap kelompok berisiko), layanan tersier (respon terhadap korban anak), 3) Keefektifan PSAI ULT dapat diidentifikasi dari jumlah dan jenis kasus masalah sosial yang ditangani anak. Melihat keefektifan model layanan ini dapat digunakan sebagai model percontohan untuk daerah lain di Indonesia.
