Abstract

This qualitative case study aims to explore the practice of political entrepreneurship in a rural Javanese village. Political entrepreneurship is dictated by the special interest of political entrepreneurs, incentives gained from the political system, and awareness about targeting the change of political institution, an explanation theorized by McCaffrey and Salerno (2011). Unlike the theory, this study assesses the importance of cultural explanation of political entrepreneurship which provides room in an academic discussion. The study reveals the role of Javanese (and Islam) values in encouraging the political entrepreneurship of a village head. Philosophical values of Javanese leadership promoting an exemplary leader (ing ngarso sung tulodo) and leadership behavior that is andap asor (humble) have favored public acceptance of the practice of political entrepreneurship. Furthermore, the doctrine (akhlak) and practices of Islamic rituals by the village head explain the direction of political entrepreneurship. This study discovers also the concept of ‘sungkan’ demonstrated in respect for the performance of the village head. Moreover, the ability to provide solutions to villagers’ problems practiced through suwuk and petungan add gratitude for the village head. Leadership behavior adhering to these cultural and religious values directly or indirectly induced a ‘sungkan’ effect in a reelection bid (the 2013 Village Election). ‘Sungkan’, which is equal to electoral accountability, explicates the outcome of political entrepreneurship for the electoral process in the village that were relatively clean from vote-buying. Lastly, the casework expands political entrepreneurship theory, indeed, cultural and religious values can also drive the practice of political entrepreneurship.

Abstract

This qualitative case study aims to explore the electoral political relations of the kiai and santri in the local leaders election of East Java.The kiai's authority is absolute, the submission of the santri to the kiai is the main rule of the pesantren culture, the relationship of the kiai and santri is patron-client, there is an unequal interaction with the position of the santri being a client and the kiai becoming a patron.The strength factor of the charisma and influence of the kiai is often used for various interests in the politics of regional elections. Different from theory, the patron-client relationship in the electoral political relations of the kiai and santri in the local leaders election of East Java is not relevant. This study finds, First, the electoral political relations of the kiai and santri are determined by the attitude of equal egalitarian relations and complementary relations. Kiai and santri both play a role in shaping voting behavior, and the kiai is no longer the dominant figure in determining santri's political choices, because there is a practice of political deliberation. Secondly, there are three typologies of electoral political relations between kiai and santri, namely, (1) Political relations are equal (associative), (2) Positive opposition political relations (dissociative-positive), and (3) Political relations mabadi ’khaira ummah ((prioritizing the interests of the ummah). Lastly, this case study of the electoral political relations of the kiai and santri adds new knowledge that the santri's political choices in regional elections are no longer based on patron-client relations.

Abstract

Previous studies on the relationship between the electability of presidential and legislative candidates in Indonesia followed the coattail effect theory. The decision to vote for presidential candidate contributes to the decision to vote for a party or legislative candidate. Nonetheless, this theory is not entirely appropriate in explaining the electability of celebrity legislator candidate in the 2019 Concurrent Election. The case study of elected celebrity politics Krisdayanti in the constituency of East Java V (Malang Regency, Malang City, Batu City) in the 2019 Concurrent Election shows an opposite logic. The decision to vote for Krisdayanti actually led to the decision to vote for the Candidate Pair Joko Widodo-Ma'ruf Amin (Jokowi-Ma'ruf) or it shows the working of the reverse coattail effect theory. Krisdayanti operationally performed dual role as a celebrity politician and celebrity endorser for Jokowi-Ma'ruf. Krisdayanti's electoral influence endorse constituents to vote for Jokowi-Ma'ruf. If it is not used as the main consideration, the voters admit that Krisdayanti's endorsement is able to strengthen their decision to vote for Jokowi-Ma'ruf. In other words, the operation of the reverse coattail effect theory shows the Krisdayanti effect encourage and strengthen the decision to vote for Jokowi-Mar'ruf.Keywords: the 2019 concurrent elections, krisdayanti, celebrity politics, reverse coattail effect.

Abstract

This qualitative case study explores voting behavior in a multilevel (municipality and province) and concurrent local election in the Municipality of Malang. Previous researches on concurrent local election in Indonesia revealed a number of relevant factors elucidating voters’ choices, namely vote-buying (Fossati et al., 2016), social identity (Kristianus, 2016), intensity of meeting with candidates (Ramadhany, 2017), and the blater character of incumbent (friendly and close to commoners) (Sobari, 2018).  The study extends previous findings through exposure to voting behavior that the capacity to vote and the adequacy of information about candidates are two converging factors explaining similarities and differences in the considerations for voting. The capacity demonstrates ability in making electoral decision, mainly referring to rational choice arguments. It is supported by the adequacy of information about the profile of candidates for mayors and governors along with their proposed vision, missions and programs. On the contrary, the lack of knowledge about candidates' profiles and their platforms contribute to the emergence of trivial voters who simply exercised their voting rights (alakadarnya) or without adequate consideration, especially in selecting candidates for governor. Furthermore, this research echoes Mondak and Huckfeldt’s study (2006) that information about candidate’s integrity is a rational argument for electoral decision, especially in the 2018 Local Election of Malang. Key words: local election, multilevel and concurrent, integrity, malang, indonesia.

Abstract

The village women leader (Klèbun Babine’) in Madura is not fully considered. They were merely a symbol and administrative officer. While the policy determinant is on the husband or family of the male party. In contrast, the case study of women Head Village chief Ponteh successfully run the village government without the influence of the husband or family from the male side. The leadership of Klèbun Babine' is not inferior to the village head led by men. The case study revealed the leadership practices, leadership styles and driving factors of Klèbun Babine ' in the village government. By doing observasion, in-depth interviews and playing documentation revealed that Klèbun Babine's leadership performed by paddling the community as a child, giving freedom to the official village to work well and to tighten on Primary community interests from personal interests. Klèbun Babine' implements the style of masculine-transformational leadership with the hallmark of totality in leading based on Divine value (transcendentalism). The driving factor of Klèbun Babine' success in the first village government are the individual ability, communication to bring out a layer of community, second, community suppor and active, third, the maximum role of village government. This study shows a new fact about Klèbun Babine ' that is not a symbol and administrative officer but it can lead the village government in rural Madura.

Abstract

ABSTRAK Penelitian bertujuan untuk mengkaji perilaku pemilih masyarakat jawa dengan metode kualitatif studi kasus Pemilukada di Kabupaten Trenggalek tahun 2015. Penelitian terdahulu yang mengkaji perilaku pemilih masyarakat jawa di Indonesia adalah Geertz (1960) dan Gaffar(1992). Dinyatakan bahwa perilaku memilih melalui pendekatan politik aliran dengan orientasi memilih sosio relijius dan sosio personal. Sobari (2016) menyatakan bahwa perilaku pemilih berdasarkan pendekatan orientasi kelompok dalam masyarakat jawa. Artikel tersebut melihat perilaku pemilih jawa melalui pendekatan sosio kultur masyarakat jawa. Pemilukada Kabupaten Trenggalek 2015 dimenangkan oleh pasangan Emil Elestianto dan Mochamad Nur Arifin sebagai penantang petahana. Masyarakat Trenggalek mayoritas adalah suku jawa yang menganut budaya mataraman dengan nilai feodalistik. Perilaku “gumunan” merupakan temuan unik dalam memperluas tentang kajian perilaku pemilih jawa. Budaya sikap “gumunan” falsafah jawa bermakna mudah kagum dan heran pada kekayaan, kecerdasan, kebangsawanan orang lain. Konteks Pemilukada Trenggalek perilaku pemilih “gumunan” berarti masyarakat cenderung mudah terkesan pada janji kampanye serta penampilan luar kandidat namun tidak dapat menilai apakah itu rasional atau tidak bagi kesejahteraan. Sikap “gumunan” dipengaruhi perilaku afektif meliputi cara menilai sesuatu dengan emosional, seperti perasaan, nilai, penghargaan, antusiasme, motivasi, dan sikap. Hal tersebut mejadikan rasionalitas semu pada pemilih jawa.Kata Kunci: Perilaku Pemilih, Pemilih Jawa, Falsafah Jawa, Pemilukada, Mataraman  ABSTRACT The voters behavior in Javanese society becomes a review in this article. The purpose of this article is to expand the study of Javanese voter behavior. This research used qualitative method using case study approach at General Election of Trenggalek Regency in 2015. Previously there were many scientists that discussed about voter behavior in Indonesia especially in Javanese society such as Geertz (1960) and Gaffar (1992). Both explain the behavior of choosing through the “politik aliran” approach with the orientation of choosing socio-religious and socio-personal. Another opinion about the behavior of Javanese voters put forward by Sobari (2016) which explained voter behavior based on group orientation approach in Javanese society. This article tries to capture the behavior of Javanese voters through socio-cultural approach in Javanese society. This study was conducted on the General Election of Trenggalek in 2015 was won by Emil Elestianto and Mochamad Nur Arifin as incumbent challengers. In Trenggalek,Majority civilian is Javanese tribe who embrace the culture of mataraman with feudalistic value. The behavior of "gumunan" is a unique finding in expanding on the study of Javanese voter behavior. "Gumunan" attitudes in the philosophy of life in Javanese people means easily amazed and marveled at the wealth, intelligence, nobility of others. In the context of General Election of Trenggalek, voter behavior of "gumunan" means people tend to be easily impressed by campaign promises and outside appearance of the candidate but unable to assess whether it is rational or not for welfare."Gumunan" was influenced by the affective behavior, including how to judge things emotionally, such as feelings, values, appreciation, enthusiasm, motivation, and attitude.This makes a pseudo rationality in Javanese voters.Key words:Voter Behavior, Local Election, Javanese Voters, Javanese Philosophy, Mataraman

Abstract

Current studies discover the difference of response of conservatism to the COVID-19 pandemic situation with, at least, six stigmas, namely practicing conservative politics, high risk public health behavior, lack of trust in science, neglecting mainstream media reports, less support for vaccination, and tendency to stockpile. This fieldwork-based qualitative study aims to explore the conservative political leadership of a village head in dealing with the pandemic situation. Unlike the previous studies, it reveals the village head’s conservative leadership which plays a vital role in coping with the outbreak. Under the influence of Javanese culture and tradition, the practices of leadership have positive impacts on controlling the situation, that are responsiveness, willingness to hear input, empathy, direct engagement, non-discrimination, ability to mobilize village apparatuses and to encourage participation of villagers, and consistent reminders to villagers to adhere to health protocols. The village head operationally practices the values of ngancani (accompanying) and njagongi (hanging out) in his leadership. The findings challenge previous academic works as the leadership adjusts to dominant Javanese conservatism in handling the pandemic. It negates the view of difference of conservatism’s response to the outbreak. Conservatism, particularly Javanese cultural and traditional values, actually minimizes the differences of social identity among villagers.

Abstract

This study explored the practice of village governance (TKPD), particularly the practice of making village development policies during the COVID-19 pandemic (2020–2022) in Malang Regency, East Java. The policy-making was carried out in the village deliberation forum (musdes). This research specifically sought to discover the practice of musdes during the COVID-19 pandemic. It applied a qualitative methodology and an observational analysis method, with the interview as the main data-gathering technique. This study reveals changes in the practice and meaning of musdes in setting village development policies. The pandemic situation has forced the government to drive village development policy options that are not fully in accordance with the needs and demands of villagers. Musdes has changed its meaning. It is no longer a space for consultation and negotiation. Musdes become a non-deliberative forum that functions for clarification and approval of village development policies that have been directed by government and regency regulations.  This finding reinforces previous studies that the village law and implementing regulations experience critical differences from musdes as a deliberation space because it reduces representation of the community and actors who can be involved in decision-making. The exploration of the practice and meaning of musdes during the COVID-19 pandemic adds to the village governance literature, which was different from the situation prior to the pandemic. At that time, the village government still had enough space to accommodate the villagers' demands. This study echoes the state-centered approach to explaining village governance by discovering the government as an obstacle to village governance. This study also contributes to extending village governance literature by proposing the worth of considering an antecedent factor that encourages the government and regency to issue regulations that do not support village governance. The context of the pandemic can explain factors that occurred prior to the issuance of government regulation, which then hindered village governance.

Abstract

Studi ini berangkat dari kegagalan petahana dalam Pemilihan Kepala Daerah (pilkada) Tahun 2020 di Kabupaten Blitar, Jawa Timur. Penelitian bertujuan mengungkap logika peralihan suara kepada kandidat penantang dengan mengeksplorasi kepemimpinan politik, kondisionalitas konteks lokal, dan refleksinya terhadap nilai-nilai demokrasi. Untuk itu, penelitian ini menerapkan metodologi kualitatif dengan metode analisis observasional dalam kajian kepemimpinan politik. Studi ini menemukan evaluasi kandidat berupa rendahnya kepuasan warga terhadap kinerja kepemimpinan kandidat petahana (2015-2020) sebagai alasan peralihan suara. Evaluasi menghasilkan pula persepsi negatif pemilih terhadap calon wakil bupati petahana karena sejumlah persoalan etis. Argumen penting lainnya karena kedekatan emosional antara pemilih dan kandidat penantang. Nalar peralihan suara tersebut merefleksikan pemenuhan nilai-nilai demokrasi, yaitu nilai intrinsik, instrumental, kompetitif, partisipatif, dan deliberatif. Riset ini memperluas logika peralihan suara karena alasan kedekatan emosional. Dalam kajian perilaku memilih, kedekatan emosional bisa diinterpretasikan sebagai wujud keterikatan atau loyalitas yang membentuk persepsi pemilih tentang kandidat, dan memperluas teori keterikatan kepada partai politik. Pun, temuan tersebut berpotensi mengembangkan nilai demokrasi yang selama ini lebih banyak didominasi penjelasan rasional, seperti evaluasi kandidat. Demokrasi sebaiknya dipandang pula sebagai ruang ekspresi kedekatan emosional antara warga dan pemimpin. Aspirasi politik tak selalu berkonsekuensi pada janji materi, melainkan mencakup juga pemenuhan sisi emosional para pemilik suara.

Abstract

Desa Sanankerto merupakan salah satu desa di Kecamatan Turen, Kabupaten Malang yang memiliki destinasi wisata Boon pring. Strategi yang dilakukan pemerintah desa Sanankerto untuk mengembangkan destinasi wisata Boon pring  adalah memberikan mandat kepada Badan BUMDes Kertoraharjo sebagai pengelola. Penelitian ini membahas kepemimpinan Badan Usaha Milik Desa (BUMDes) Kerto Raharjo dalam meningkatkan kesejahteraan masyarakat sekitar ekowisata Boom Pring di Desa Sananketo. Tujuan penelitian ini adalah untuk menganalisis perilaku politik kepemimpinan BUMDes, mengidentifikasi kualitas personal kepemimpinan politik, dan mengamati implementasi nilai-nilai politik dalam mencapai kesejahteraan masyarakat. Penelitian ini dilakukan pada bulan Januari - November tahun 2022 di Desa Sanankerto, Kecamatan Turen, Kabupaten Malang. Metode penelitian yang digunakan adalah pendekatan kualitatif yang bersifat induktif, dengan menggunakan teknik purposive sampling untuk menentukan 12 informan terdiri dari informan pemandu, informan kunci, dan informan pendukung. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi. Data dianalisis dengan model interaktif reduksi data, penyajian data, dan penarikan kesimpulan. Langkah-langkah analisis meliputi pengkodean terbuka, pengkodean aksial, dan pengkodean selektif untuk membentuk konsep. Pengujian keabsahan data dilakukan melalui uji kredibilitas, transferabilitas, depenabilitas, dan konfirmabilitas. Hasil penelitian menunjukkan bahwa kepemimpinan politik BUMDes Kerto Raharjo memiliki perilaku yang positif, termasuk kemampuan pengambilan keputusan, motivasi bawahan, dan komunikasi yang baik. Pemimpin BUMDes juga menunjukkan tanggung jawab, kontrol emosi, dan kharisma dengan kepercayaan diri serta pelayanan masyarakat. Nilai politik terimplementasi melalui penyediaan berbagai usaha bagi masyarakat, peran dalam pengembangan ekowisata Boom Pring, dan pemberdayaan masyarakat di Desa Sananketo.   Sanankerto Village is one of the villages located in the Turen District, Malang Regency, known for its tourism destination, Boon Pring. In efforts to develop Boon Pring as an eco-tourism destination, the village government has delegated the responsibility to the Village-Owned Enterprises (BUMDes) Kerto Raharjo to manage its development. This study aims to analyze the political leadership behavior of BUMDes, identify the personal qualities of political leadership, and observe the implementation of political values in achieving community welfare. The research was conducted from January to November 2022 in Sanankerto Village, Turen District, Malang Regency. A qualitative, inductive approach was utilized for this research, employing purposive sampling to select 12 informants, including guides, key informants, and supporting informants. Data were collected through in-depth interviews, observations, and documentary studies. The interactive model of data reduction, data presentation, and conclusion drawing was employed for data analysis, including open coding, axial coding, and selective coding to form concepts. Data validity was tested through credibility, transferability, dependability, and confirmability assessments.The results revealed that the political leadership of BUMDes Kerto Raharjo demonstrated positive behaviors, including effective decision-making, motivating subordinates, and excellent communication skills. BUMDes leaders also exhibited responsibility, emotional control, charisma, self-confidence, and a strong commitment to public service. Political values were effectively implemented through the provision of various community-oriented initiatives, active involvement in the development of Boon Pring eco-tourism, and community empowerment efforts in Sanankerto Village.
