Abstract

This study explored the practice of village governance (TKPD), particularly the practice of making village development policies during the COVID-19 pandemic (2020–2022) in Malang Regency, East Java. The policy-making was carried out in the village deliberation forum (musdes). This research specifically sought to discover the practice of musdes during the COVID-19 pandemic. It applied a qualitative methodology and an observational analysis method, with the interview as the main data-gathering technique. This study reveals changes in the practice and meaning of musdes in setting village development policies. The pandemic situation has forced the government to drive village development policy options that are not fully in accordance with the needs and demands of villagers. Musdes has changed its meaning. It is no longer a space for consultation and negotiation. Musdes become a non-deliberative forum that functions for clarification and approval of village development policies that have been directed by government and regency regulations.  This finding reinforces previous studies that the village law and implementing regulations experience critical differences from musdes as a deliberation space because it reduces representation of the community and actors who can be involved in decision-making. The exploration of the practice and meaning of musdes during the COVID-19 pandemic adds to the village governance literature, which was different from the situation prior to the pandemic. At that time, the village government still had enough space to accommodate the villagers' demands. This study echoes the state-centered approach to explaining village governance by discovering the government as an obstacle to village governance. This study also contributes to extending village governance literature by proposing the worth of considering an antecedent factor that encourages the government and regency to issue regulations that do not support village governance. The context of the pandemic can explain factors that occurred prior to the issuance of government regulation, which then hindered village governance.

Abstract

Kewirausahaan politik menurut pandangan Petridou (2016) dibagi menjadi empat aspek utama, yakni Who, How, Where dan Impact.

Abstract

This research explores the level of construction of Islamic Socialism in the Peneleh Activist Organization, both in terms of conceptual thinking and its application in the organization. This study aims to explore the ideology and value system that exists in thought to be a trigger for the revival of an organization’s moral spirit. This study used Berger's sociology of knowledge approach, which focuses on reality and knowledge. Meanwhile, this research applies qualitative case study methods. The study reveals that the practice of Islamic Socialism by Peneleh Activists is a follow-up to all big ideas regarding the unification of Religion and Ideology in today's social life. However, to make this happen, Peneleh Activists did not work alone. However, they succeeded in reaching an agreement in formulating the idea of Islamic Socialism in a cooperative scheme with other organizations. Thus, the construction of Islamic socialism carried out by Peneleh Activists not only focuses on reactualizing HOS Tjokroaminoto's ideas but also integrates new elements that are appropriate to current social and economic conditions and accommodate changes in practice and policy. This finding strengthens previous studies showing that Islamic Socialism is not just an intellectual movement, but also has a strong social dimension (İkiz, 2019). The construction of Islamic Socialism H.O.S Tjokroaminoto by Peneleh Activists has also expanded the interpretation of Islamic Socialism. Previously, Islamic Socialism tended to be a concept that only had the power of values as a guide to beliefs. This study reveals Islamic Socialism as a concept-building and practical step in organizational social activities. This study also contributes to building tactical steps toward achieving the ideals of Islamic socialism, namely independence (vrijheid-liberty), equality (gelijkheid-equalty), and brotherhood (broederschap-fraternity).

Abstract

This study re-examines conceptual models of governance through an analysis of political entrepreneurship prototypes created by Gen Z students, focusing on digital civics and democratic innovation. Dominant governance models—networked governance (Rhodes, 1996; Sørensen & Torfing, 2007), interpretive governance (Bevir & Rhodes, 2016), and state-centric governance (Pierre & Peters, 2018)—are based on formal institutional relations and have not yet accommodated the experimental micro-arena driven by young citizens using digital technology. Using a qualitative content analysis of 28 prototypes (12 digital civics and 16 democratic innovations), this study examined how Gen Z design collective decision-making processes. The findings suggest that digital civics build political literacy, and that democratic innovations facilitate policy co-production. This study proposes the concept of governance as co-produced micro-arenas–small-scale collective decision arenas designed by young political entrepreneurs–to expand governance theory to cross-generational collaborative ecosystems.
