Artikel ini mengkaji perkembangan media massa di Indonesia dari perspektif politik kekuasaan penguasa.Metode kajian secara kesejarahan dengan analisis dokumen(studi pustaka) dan wawancara. Tiap babakan sejarah, penguasa mempunyai perspektif sendiri terhadap media.Masa pemerintahan Belanda penguasa memanfaatkan media untuk tujuan kolonial.Dalam babakan pendudukan Jepang,penguasa menggunakan media sebagai alat mobilisasi. Masa perjuangan nasionalis,media sebagai sarana penyebar semangat nasionalisme.Pada periode Soekarno, sistem kontrol media terbagi pada paruh demokrasi liberal dengan pers bebas memberitakan, sedangkan pada paruh demokrasi terpimpin, pers berperan sebagai corong Soekamo. Kemudian pada babakan Soeharto, pers di kontrol pemerintah.Politik kekuasaan Soeharto dipandang otoritarian.Dan pada era 1999- 2010, model pers yang berkembang adalah menganut paradigma pers liberal.

Partisipasi adalah satu konsep penting dalam wacana pembangunan. Sebagai satu konsep penting, partisipasi sering dibicarakan dan ditekankan dalam penulisan berkaitan perubahan sosial yang terencana seperti pembangunan. Dalam abdimas ini untuk memastikan rancangan pembangunan menepati kehendak dan keperluan golongan sasaran dan sekaligus memastikan penerimaan dan kesinambungannya, maka adalah penting partisipasi golongan sasar dipedulikan dan diperdayakan dan diberi penekanan sebelum perancangan dibuat. Pertisipasi mereka mestilah aktif dan bermakna dan dibagi dengan permasalahan ini yang ada di Kabupaten Tangerang maka dibuat pelatihan pembangunan mind set dan culture set masyarakat miskin dengan pendekatan model partisipasi masyarakat. Sedangkan tujuanÂ pembangunan mainset dan culture set ini adalah menjelaskan keadaan dan akar permasalahan , pola dan pola komunikasi masyarakat dan menentukan bagaimana keadaan tersebut mewakili kecenderungan-kecenderungan dalam mencari penyebab hambatan yang ada dalam pembangunan mind set dan culture set tersebut. Dalam pembangunan minset dan culture set di kalangan masyarakat miskin Kelurahan Mekar bakti ini menggunakan tiga peringkat, yaitu perancangan, partisipasi dan penilaian. Bentuk partisipasi begini adalah selaras dengan Declaration on the Rights to Development yang dipakai oleh Persatuan Bangsa-bangsa dalam tahun 1986. AbstractCommunity Service Activities (P2M) which are carried out as a form of implementation of the communication science field at the technical or practicum level and are a form of development from previous research related to public relations photography. The purpose of this P2M implementation provides an understanding theory and practice related to the responsibilities of each position, especially at the Tangerang Regency DPRD Secretariat. The scope of this P2M implementation relates to the field of communication science in the form of non-verbal communication, namely communication in the form of symbols or symbols that are used as a reinforcing component of the text in a reporting or publicity reporting area. P2M activities are carried out using methods in the form of exposure and oral explanations and focus group discussions in the form of theory as a basic understanding of the use of equipment, and direct interaction with training objects, both in and outside the room. P2M participants consisting of employees at the Tangerang Regency DPRD secretariat directly practiced the theory that had been obtained to produce photographs that not only had good visual value but the participants became more familiar with the needs of the photo for the secretariat, whose duties included public relations. The results of this P2M activity also synergize the equipment already in possession to be able to be utilized optimally such as some camera units as supporting activities at the Tangerang Regency DPRD secretariat.Ã‚Â Keywords : technical guidance, public relations photography, tangerang dprd secretariatÃ‚Â AbstrakKegiatan Pengabdian Pada Masyarakat (P2M) yang dilaksanakan sebagai bentuk pengimplementasian bidang keilmuan komunikasi pada tataran teknik atau praktikum dan merupakan bentuk pengembangan dari penelitian yang telah dilakukan sebelumnya terkait fotografi kehumasan. Tujuan dari pelaksanaan P2M ini memberikan pemahaman teori dan praktik terkait tanggung jawab pada masing-masing jabatan khususnya di Sekretariat DPRD Kabupaten Tangerang. Ruang lingkup pelaksanaan P2M ini terkait bidang ilmu komunikasi berupa komunikasi non verbal, yakni komunikasi berupa lambang-lambang atau simbol yang digunakan sebagai komponen penguat teks dalam sebuah pelaporan maupun pemberitaan bidang kehumasan. Kegiatan P2M dilaksanakan dengan menggunakan metode berupa pemaparan dan penjelasan lisan dan focus grup discussion berupa teori sebagai pemahaman dasar teknis penggunaan peralataan, dan interaksi langsung dengan obyek pelatihan baik yang dilakukan di dalam ruang maupun luar ruang. Para peserta P2M yang terdiri dari pegawai di sekretariat DPRD Kabupaten Tangerang secara langsung mempraktekan teori yang telah diperoleh untuk menghasilkan foto-foto yang tidak hanya memiliki nilai visual yang baik namun para peserta menjadi lebih faham dari sisi kebutuhan foto bagi sekretariat, yang tugasnya meliputi tugas sebagai humas. Hasil dari kegiatan P2M ini juga mensinergikan peralatan yang telah di miliki untuk dapat dimanfaatkan secara maksimal seperti beberap unit kamera sebagai penunjang kegiatan pada secretariat DPRD Kabupaten Tangerang.Ã‚Â Kata kunci : bimbingan teknis, fotografi kehumasan, sekretariat dprd tangerang

This research aims to help those trying to master the media and political power in Indonesia and use the media as a tool to build community system from the Dutch colonial rule to the independence era, particularly from 1999 to 2019. This study is about how the system formed the media under the political policy until it developed into a base media in Indonesia between the era of the Dutch conquest and the year 2019. To achieve the objective of the study, investigation has been made upon media as a factor that affects the formation of the base to control the freedom of the media by using the investigation approach on history through document analysis and deep interview. The finding shows that forming a base that controls the freedom of the media is based on a proses which is designed soberly to fit with the philosophy and the value which is practiced by the ruling leader, and became the base of the national media activist in Indonesia.

Persaingan usaha dibidang pendidikan, setiap pihak berlomba untuk menggunakan bentuk media sebagai strategi yang dinilai dapat dijadikan daya tarik dalam memenangkan persaingan terhadap setiap kompetitornya khusunya pada SMK Teknologi Pilar Bangsa. Saat ini SMK Teknologi Pilar Bangsa menggunakan media cetak dan media elektonik dalam memberikan informasi dan promosi yang up to date. Agar promosi berjalan sesuai target tentunya menyampaikan pesan-pesan persuasif yang terpadat dalam media cetak dan media elektronik tersebut yang terdiri dari profile sekolah, fasilitas, prestasi, jurusan, ekstrakulikuler dan lain-lain sehingga dapat menjadi daya tarik yang efektif bagi calon siswa-siswi baru dan masyarakat untuk bergabung di SMK Teknologi Pilar Bangsa. Tujuan dari penelitian ini adalah Untuk mengetahui strategi penggunaan media SMK Teknologi Pilar Bangsa dalam mempromosikan sekolah dan menarik minat calon siswa-siswi baru. Adapun metode yang digunakan dalam penelitian ini adalah metode studi kasus dengan pendekatan kualitatif tujuan deskriptif untuk menjelaskan Strategi Penggunaan Media SMK Teknologi Pilar Bangsa Dalam Mempromosikan Sekolah dan Menarik Calon Siswa-Siswi Baru. Peneliti melakukan observasi dan wawancara di SMK Teknologi Pilar Bangsa. Wawancara dilakukan dengan key informan dan beberapa informan dari SMK Teknologi Pilar Bangsa. Dari penelitian tersebut dapat disimpulkan bahwa perlu isi pesan-pesan persuasif dalam strategi penggunaan media SMK Teknologi Pilar Bangsa untuk menarik minat calon siswa-siswi. ABSTRACTAlong with the development of today's era and technology, cultural arts rarely show their existence and millennials have forgotten about the existence of cultural arts and traditions in Indonesia. Although there are still some millennials who care about cultural arts and traditions, they do not understand the meaning of these cultural arts. In West Java, Tasikmalaya has a variety of cultures and traditions, especially Tawarangsa, but today many Tasikmalaya millennials do not know the existence of these cultures and traditions. Of course, the researcher wants to preserve the existence and describe the implied meaning of Tarawangsa. Then what is the meaning of the Tarawangsa art performance in Tasikmalaya Regency? Using a phenomenological study approach, phenomenology is defined as natural phenomena, as well as events that can be felt and can be seen by the five senses, this gives the meaning that a phenomenon is something that can be seen, observed and interpreted as part of human life. The purpose of this study is to find out and understand further and in depth the meaning of the Tarawangsa Art Performance for the residents of Tasikmalaya Regency and describe the meaning implied in the Tarawangsa art performance. The method used in this research is a qualitative research method with a phenomenological approach to explain the meaning of Tarawangsa art performances in Tasikmalaya Regency. Researchers conducted observations and interviews in Cangkuang village, Cikukulu Village, Karangnunggal District, Tasikmalaya Regency, West Java Province. Interviews were conducted with key informants and several informants from Tarawangsa players and the surrounding community. From this study it can be concluded that the meaning of Tarawangsa, this performance is carried out for the ritual of the ngala pare (rice harvest) event. By playing Tarawangsa when the rice will be harvested and before the event is carried out, there is Mitamiyan/Mimitian (Starting) is an activity to mark with some rice stalks that are ready to be harvested in every corner of the rice fields. The whole series of rituals in the event of taking rice is accompanied by playing the art of Tarawangsa. Keywords: Tarawangsa, meaning, performing arts, phenomenology.

The purpose of this research is to analyze the application of crisis communication in private schools impacted by Government Employees with Contract Agreements or PPPK. This type of research is quantitative content analysis. Quantitative content analysis is a research method that focuses on research with keywords in news texts or reading texts which are the main focus of research. The data source for this research is primary data by taking news samples from 3 different online media, however, they are similar to each other both in terms of the title and the content of the news. The results of this study show that 1) the percentage of implementing crisis communication in the first news reaches 75% with three of the four questions. 2) the percentage of implementing crisis communication in the second story reaches 50% with two of the four questions. 3) the percentage of implementing crisis communication in the third news reaches 50% with two of the four questions.

Communication Patterns of the Head of Religious Affairs Office (KUA) in Reducing the Divorce Rate Basri Basri; Erman Anom

This study aims to determine the pattern of communication carried out by the Bangko District Office of Religious Affairs (KUA) in reducing the divorce rate in Bangko District, Rokan Hilir Regency, Riau Province. The research method employed is qualitative, with a case study approach. The results of this study show that the pattern of communication carried out by the Bangko District Office of Religious Affairs (KUA) in reducing the divorce rate in Bangko District uses the Lasweell model communication pattern and the stimulus-response (S-R) communication pattern. Where the Office of Religious Affairs (KUA) of Bangko Subdistrict is carrying out its activities, it always conducts communication analysis, which includes elements of effective communication and which, in the end, shows whether the response obtained from the stimulus results goes according to purpose or not. Based on the researcher's analysis, it was concluded that the pattern of communication that was carried out had not had a significant impact, meaning that it still increased the divorce rate in Bangko District. However, the pattern of communication that is carried out makes a good contribution to the husband and wife who are going to divorce in the form of consideration in making the decision to divorce.

This exploratory descriptive phenomenological research aims to understasnd how an elderly person has an understanding of digital media and experiences when using it through theoretical perspectives, concepts, and indicators of digital literacy. Furthermore, this research also explores how to deal with intergenerational communication that occurs between the elderly and children in the context of parenting in the digital media era. Research shows that the elderly have a fairly good, critical, balanced level of understanding about the positive and negative impacts of the internet for their self and their children. Most of the elderly are able to use digital media in their daily lives to communicate, and some others can use digital media to create content. Yang-Eyang also take action to guide the elderly for apply parenting patterns that are adapted to the world of children to build intimacy. Even so, the elderly also implement several strategies to regulate children's use of digital media that run by Yang-Eyang Community.

Interpersonal Communication of the Election Commission as a Strategy in Efforts to Improve the Political Efficiency of the Fisherman Community in Manggar District, Belitung Timur Regency Asrikah Asrikah; Erman Anom

The KPU's communication target in general elections is to increase voter participation by giving them their voting rights in elections. Preliminary studies show that around 69.8% of 40 fishermen in Manggar District, East Belitung Regency, are still apathetic towards political processes such as elections and feel that their involvement in politics will have no impact. Therefore, the KPU then implemented an interpersonal communication strategy in an effort to increase the political efficacy of the fishing community in Manggar District. This study uses a qualitative descriptive method with data collection techniques of interviews, observation, and documentation. Data analysis used the Miles and Huberman interactive model, which consisted of the stages of data collection, data condensation, data presentation, and drawing conclusions. The results of the study found that the East Belitung KPU, together with members of the Manggar District Election Committee (PPK), held face-to-face meetings and discussions with fishermen groups as part of the KPU's outreach activities to the public. KPU has been open and honest in conveying any information related to the election, understanding the problems felt by fishermen, and providing support in the form of providing election education and knowledge to fishermen. In addition, KPU has also tried to build an atmosphere and interaction with fishermen to foster equality, as well as a communication approach that considers fishermen important. External factors such as the social environment or friends in the community and the candidate's vision and mission that can prosper the fishermen are factors that also influence the fishermen's perceptions and evaluations of elections and the political system in Indonesia.
