Abstract

During the reign of Susilo Bambang Yudhoyono, Indonesia’s foreign policy showed a high level of global participation. It had been recognized as a pivotal state by the international community. It played an important role in many international issues ranging from international security, economy, democracy and human rights, to climate change. In addition, the robust economic growth and the defence budget policy had contributed to the road toward a rising power status. This paper is a critical review of the literatures on the moment Indonesia’s rise in international politics during the Yudhoyono presidency. The focus of this paper is to identify the driving factors behind the rise of Indonesia towards a global power. This paper concludes that ideational factors primarily the idea of the elite play a crucial role beyond the economic and military structures.

Abstract

This article aims to explain the failure of US-North Korea’s denuclearization negotiation in 2019. There has not been research on this topic. In general, existing literature proposes four factors that explain the failure of international negotiation, namely, actor, structure, strategy, and process. This article contributes to existing literature by adding another variable in explaining diplomatic failure. Using Charles Kupchan’s concept of unilateral accommodation, this article argues that the failure of US-North Korea’s denuclearization negotiation in 2019 is caused by the failure at the unilateral accommodation stage due to US distrust over North Korean’s commitment in dismantling its nuclear program. Despite the fact that North Korea has sent a positive signal to the US – for example by destroying its nuclear facilities and returning US prisoners of war and soldiers’ body – the US remains unfazed. This article demonstrates that the negotiation process is largely determined by the first stage in which each party gives concessions in order to create mutual trust.

Abstract

Kebangkitan Cina, yang menurut David Shambaugh, adalah sebab utama kebangkitan Asia (Asia Rising), kerap dipersepsi secara negatif oleh sebagian pakar geopolitik Barat. John Mearsheimer berpendapat bahwa “Jika Cina terus mengalami pertumbuhan ekonomi yang luar biasa selama beberapa dekade mendatang, maka Amerika Serikat dan Cina akan saling bersaing dalam hal keamanan yang dapat memicu perang”. Senada dengan itu, David Shambaugh juga berpendapat bahwa “Beijing cenderung menunjukkan perilaku yang keras dan kasar kepada banyak negara tetangganya di Asia, selain kepada Amerika Serikat dan Uni Eropa. Pesimisme semacam itu sangat mendominasi cara pandang Barat terhadap Cina. Akibatnya, sikap Barat kepada Cina cenderung dilandasi oleh logika ancaman ketimbang peluang kerjasama.

Abstract

Pahlawan Perang Dunia II Winston Churchill suatu ketika pernah berkata, “Sejarah dibuat oleh para pemenang”. Jika kita membaca dan mencermati sejarah dunia dari masa ke masa, kata-kata tersebut barangkali ada benarnya. Para penakluk Spanyol (conquistadores) mulai dari Christopher Columbus, Fransisco Pizzaro, sampai Hernan Cortez mengarang cerita bahwa orang-orang Indian Amerika adalah masyarakat barbar (uncivilized) sehingga menjustifikasi penaklukan oleh masyarakat Eropa yang ‘tercerahkan’ (civilized). Pasca Perang Dunia II Sekutu sebagai pihak yang menang punya otoritas penuh untuk mereka-ulang rancang-bangun tatanan internasional. Dalam konteks ini, pendukung setia hegemoni Amerika John Ikenberry mengatakan dalam bukunya berjudul ‘After Victory: Institutions, Strategic Restraint, and the Rebuilding of Order After Major Wars’ bahwa munculnya institusi-institusi global semacam GATT yang kemudian berubah menjadi WTO, IMF, Bank Dunia, bahkan PBB tak luput dari upaya Amerika Serikat untuk merekonstruksi dunia menurut sudut pandangnya.Jika benar dunia dibentuk oleh kekuatan besar, lantas bagaimana peran negara-negara lain, lebih khusus negara-negara berkembang? Kita semua mahfum bahwa negara-negara berkembang dulunya adalah negara terjajah. Negara-negara ini rata-rata baru lahir dalam kurun waktu pasca Perang Dunia II sampai dengan dekade 1960-an. Dari segi geografis, negara-negara ini menempati tiga kawasan besar dunia yakni Asia, Afrika, dan Amerika Latin. Ketiga kawasan itu secara ekonomi dulunya dianggap sebagai kawasan marjinal, atau periphery menurut istilah penganut teori dependensia klasik. Kombinasi antara faktor politik sebagai negara terjajah dan faktor ekonomi sebagai negara ‘kelas dua’ membuat negara-negara berkembang tidak memiliki andil besar dalam arsitektur tatanan internasional.Tetapi apakah benar demikian?

Abstract

Within the history of Japanese Colonization, follows establishment of Japanese Military Sexual System. Japanese action trigger transnational movement who gave demands for Japan to redress, but have not accomplished until this time. There are attempts to made an issue’s settlement through Japan-ROK Agreement 2015, however The Redress Movement for Comfort Women in western country still giving their efforts, and there is fresh establishment of new NGO after Agreement accomplished. The purpose of this research is to examine transnationalization’s process of Redress Movement for Comfort Women in the West Country. To analyze the process of transnationalism of Redress Movement for Comfort Women, this research use Transnational Advocacy Network (TAN) approach and Boomerang Pattern Concept. This research have two argument, first argument saying that transnationalism of Redress Movement for Comfort Women in western countries are caused by implementation of TAN and Boomerang Pattern by The Korean Council. The Korean Council must implementing TAN Strategy due to Blockage has given by the Government of Japan and South Korea.

Abstract

Syrian conflict was one of the effects of the Arab Spring and has been evolving into a proxy war and get prolonged. Among many actors who are active and has their own interest in the international politics, the Holy See came to fight for peace in Syria. This study aimed to explain the reason why the Holy See was getting involved in pursuing peace in Syria. This research used a desk research method with an explanative type. This study used the theory of constructivist norms and the concept of foreign policy. Constructivism assumed that norms, one of which is domestic norms adopted by a country, can influence the interests of a country and  affect the foreign policy. In this case, Pacem In Terris, as one of the encyclicals in Catholic social teaching, has become one of the domestic norms of the Holy See. Therefore, this study found out that Pacem In Terris was the domestic norm of the Holy See affected the interests of the Holy See to fight for peace in peaceful ways and then as a 'map' that influenced the policy of the Holy See to participated through several foreign policies towards Syria.

Abstract

Since Jacinda Ardern's period as a prime minister in New Zealand, the country has contrasted climate change policy with the previous prime minister. Ardern's concern about climate change leads New Zealand to change the countries' diplomatic relations and add its foreign aid to the Pacific Islands countries. New Zealand's orientation and concern for the regional climate change crisis show a shift in Jacinda Ardern's leadership with her predecessor. This research aims to answer the research question: "Why does New Zealand actively participate in Pacific Island's climate change crisis during Jacinda Ardern Presidency?". This study aims to explain the role of Jacinda Ardern's ideas in shaping the climate change policy in the Pacific Islands. This research is explanative research using the desk research method. This study uses the framework of Ideas and Foreign policy by Judith Goldstein and Robert O. Keohane on answering which type of idea and how the policy-making mechanism that Ardern used.

Abstract

The shift in the fashion world which is increasingly popular has prompted a Spanish company, Inditex, to implement a fast fashion work model. This work model is then implemented by Inditex through investment and technology transfer to developing countries such as Bangladesh. However, this work model is prone to labor exploitation and actually creates dependence and backwardness for Bangladesh itself. This research will use Dependency Theory. The method used in this study is a qualitative research with data collection techniques used is the literature study method. So this study tries to prove that the work model that Inditex runs actually creates state dependence and underdevelopment of garment workers in Bangladesh. The result of this research is that Inditex actually maintains Bangladesh's dependence on the fashion company, Inditex's actions are full of injustice but on the other hand Bangladesh needs foreign capital assistance from Inditex to help thecountry's economy.

Abstract

Kashmir is one of the areas currently in dispute between India and Pakistan which is often accompanied by rebellions in which the people of Kashmir are victims. This conflict has caused human rights violations because many Kashmiris have been subjected to violence and restrictions on rights, especially women in Kashmir who are often victims of rape. The purpose of this study is to find out why the Kashmir conflict has resulted in a lot of sexual violence against women in Kashmir. This study was analyzed qualitatively using the literature method obtained from books, scientific articles, journals and mass media relevant to this topic. Furthermore, this research will be processed using a congruent method that focuses on cause and effect and is presented in an explanatory manner. Several previous studies have focused more on the territorial dispute between India and Pakistan and the interests of the two countries and less on the impact of these disputes on the Kashmiri community, especially women. So the novelty of this research is to complement another perspective in viewing the territorial dispute between India and Pakistan which previously did not highlight its impact on the enforcement of human rights in Kashmir, especially women because previous research focused more on the causes of the conflict. This research will be prepared using the concept of war crimes and the theory of using rape as a war strategy. The efforts of India and Pakistan in fighting over the Kashmir region often lead to violence in the local community. The main argument of this study is that the prevalence of sexual violence in the Kashmir region is influenced by the use of rape as a war strategy.

Abstract

The implementation of infrastructure development in ASEAN economic cooperation in the realm of air and maritime transportation is the cornerstone of the establishment of the ASEAN Open Sky. In every policy-making, Indonesia opens access for interest groups, including the epistemic community who want to exert influence in foreign policy. The epistemic community is a network of professionals with recognized expertise and has the authority to propose or make policies on certain issues that are relevant to their knowledge. The objective of this research is to explain the role of the epistemic community in the making and implementation of foreign policy, in this case INACA in ASEAN Open Sky using constructivism theory. According to constructivism, epistemic communities have an important role in policy making and implementation, they can help to shape the interests and preferences of the state. This research uses the qualitative method and the data needed is obtained through primary and secondary resources by interviewing relevant organizations and reviewing relevant literatures, such as books, journals, news, and another online sources. The interview method was carried out online through questionnaires. This research shows that the role of the epistemic community in policy making is less significant caused by the domination of the government and lack of support for the research development process by the epistemic community.
