Abstract

The characteristics of different provinces led to the use of different technologies among wetland rice farming in Java. Such differences lead to the technologthat resulted in incomparable frontier size among provinces. This study analysed the factors affected on the production, efficiency and how the technological gap in wetland rice farming. Meta-frontier analysis is applied in this article to prove that the measure of the technical efficiency level in four Java Island provinces can not be compared among each other. All variable coefficients production function as expected is positive and significant. This study also shows that the utilization of technical efficiency (TE) were measured based on their respective frontier province could lead to biased and misleading policy decisions, so it needs to be given special notes in its analysis.

Abstract

The demand for rice as a basic need of the Indonesian people in meeting food needs encourages farming to have good farming performance and be able to provide optimal results. Achievements performance farming will determine by the farmer and other factors that influence it good internal factors and external. Farmer as manufacturers in the field agriculture often Act as price takers. Ability farmer in allocate factor production and other factors with alternatives combination new could produce performance different farming. This other factor is entrepreneurship (entrepreneurship). Entrepreneurship in the agricultural sector can create and provide value-added products or new innovations, making people more creative, independent and able to develop agricultural businesses into business. Study this aim to analyze the Entrepreneurial Activities of Rice Farmers in the District Bojong Picung Regency Cianjur. Primary data collection time starts June-December 2019. Data used is hard data latitude (cross section) of 167 farmers paddy rice. Analysis activity entrepreneurship use Entrepreneurial Behavioral Index (EBI) with enter component measurement Entrepreneurship in farming proposed by the Food and Agriculture Organization (FAO) consists of: on 4 (four) indicators, namely: Entrepreneurial Qualities, Entrepreneurial Competencies, Managerial Competencies, Technical Competencies. Research results show that activity entrepreneurship in the District Bojongpicung Cianjur included in the medium category with an EBI value of 56.15. Farmer with high EBI category by 22.75 percent, in the medium EBI category at 50.90 percent, and in the low EBI category by 26.95 percent. This EBI Assessment seen from motivation farmers who make farming as profession main, ability farmer in build network with involved in group farm and courage take risk with no follow insurance agriculture, skills managerial specifically in ownership status land and setting plant, and input and production management farming carried out. Implication study this is activity entrepreneurship could Upgrade performance farming. Ability entrepreneurship could push farmer apply more management good in management farming and quality individual farmers who have motivation, courage take risk, and build good cooperation network so that farmer could own power competitive.

Abstract

The aim of this paper in to assess the impact of financial inclusion and government expenditure in education and health sectors in order to increase human development index. Government expenditure has important role to achieve and increase economic growth and welfare. Government fiscal policy spending in education and health sectors are kind of significant government policy to increase human development. This study found that financial inclusion has important contribution to human development. Financial inclusion has positive effect to the human development index components along with government expenditures in education and health sector. As the consequences, in the future the government should prioritize its budget in education and health sector in order to increase human resources quality in Indonesia.

Abstract

Sejak 2016 Indonesia telah menjadi negara importir gula nomor satu dunia melampaui Tiongkok. Di tahun 2020, Indonesia terus mengimpor gula hingga sebanyak 4400 ribu MT gula mentah. Penurunan produksi yang disebabkan oleh penyempitan areal tanam membuat Indonesia akan terus mengimpor gula di 2021/22. Tujuan penelitian yaitu mengevaluasi dampak kebijakan proteksi, ekspansi, dan subsidi terhadap industri gula Indonesia. Menggunakan metode simulasi ekonometrika, hasil penelitian menunjukkan bahwa perkembangan luas perkebunan tebu di Pulau Jawa dipengaruhi oleh luas areal tebu tahun sebelumnya. Variabel yang sama ditambah dengan jumlah pabrik penggilingan tebu mempengaruhi luas tanam tebu perkebunan luar Pulau Jawa. Kebijakan proteksi dan subsidi oleh pemerintah mempengaruhi permintaan serta produksi gula Indonesia. Kebijakan ekspansi areal tanam tebu, terutama ke luar Pulau Jawa, merupakan kebijakan yang paling disarankan.

Abstract

The productivity level of cabbage farming in North Sumatra Province is low compared to other provinces on the island of Sumatra, where Karo Regency represents the general condition in North Sumatra Province. This study aims to estimate the level of technical, allocative, economic efficiency and the factors that affect the technical inefficiency of cabbage farming. The production function uses the Cobb-Douglas production function. Data analysis used the stochastic frontier method with a total sample of 116 farmers. The results of the analysis showed that cabbage farming in Karo District had not achieved technical, allocative and economic efficiency. The average technical, allocative and economic efficiency values of the respondent farmers were 0,697, 0,374 and 0,215. These results indicate that low efficiency is a contributing factor to the low productivity of farmer respondents' cabbage in Karo District. Factors that have a significant effect on efficiency are farming experience, labor ratio, land ownership status and cabbage harvest age. Based on the estimation results, the research policy suggestions include; increase farmer activeness to be involved in farmer groups, build and facilitate the growth and development of agricultural institutions and provide good seeding training so that farmers have good skills, thus improving the technical efficiency of cabbage farming in Karo District.

Abstract

Gorontalo district is one of the areas in the Gorontalo province who get the integrated farming system of sugarcane-beef cattle program. The integrated farming system of sugarcane-beef cattle is one form of technological innovation in agriculture. The purpose of this study is to analyze the factors that influence the farmer’s decision to implement the integrated farming system of sugarcane-beef cattle and to known the factors that provide the greatest opportunities in the implementation of the integrated farming system. This research was conducted with logit analysis, using cross section data obtained from interviews to 59 cane farmers who have cattle. The results showed that the farmer's decision to implement the integrated farming system of sugarcane-beef cattle, significantly influenced positively by a factor of the number of beef cattle, grass garden ownership, extension education, technological mastery of feed and fertilizer. The most factor that give opportunity for farmers to implement the integrated farming system of sugarcane-beef cattle is the number of beef cattle. Thegovernment policy implication, related to the implementation of the integrated farming system of sugarcane-beef cattle that is, the government needs to pay attention to the factors that significantly give positive influence on the implementation of the integrated farming system of sugarcane-beef cattle. Therefore, needed the government policy to increase the number of beef cattle ownership, grass garden ownership, extension education, and technological mastery of feed and fertilizer for sugarcane farmers.

Abstract

Indonesia’s economic development is marked by changes in the structure of the economy and employment from those originally based on agriculture to non-agriculture, which is called structural transformation. This study discusses the turning point phenomenon in employment which is one of the important theses in the dualistic economic development analysis framework formulated by Lewis (1954). Related to changes in the sectoral employment structure and the achievement of turning points, this study finds that Indonesia has not yet entered a turning point stage. The achievement of Lewis’s turning point in Indonesia tends to be temporary. Viewed from the decomposition of sectoral growth, the contribution of the non-agricultural sector to economic growth is two times greater than that of the agricultural sector. This shows that economic growth in Indonesia is strongly driven by the role of the non-agricultural sector. This study also found that layers of labor from the agricultural to non-agricultural sectors had a positive impact on economic growth in Indonesia.
