Abstract

Tujuan penelitian yang dilakukan adalah untuk mengetahui bagaimana Implementasi Kebijakan Pemerintah Daerah dalam Pengembangan Pariwisata di Desa Silalahi, Kecamatan Silahisabungan, Kabupaten Dairi. Jenis penelitian dalam penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif dan menggunakan teori Van Meter dan Van Horn meliputi standar dan sasaran kebijakan, sumberdaya, hubungan antar organisasi (komunikasi), karakteristik agen pelaksana, kondisi sosial, ekonomi, dan politik dan disposisi implementor. Teknik pengumpulan data dalam penelitian ini menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan pengembangan pariwisata pada Kawasan Tao Silalahi khususnya objek wisata Dermaga Apung sudah berjalan dengan baik terkhusus variabel karakteristik pelaksana. Komunikasi antaristansi pelaksana sudah baik namun koordinasinya belum maksimal karena masalah keterbatasan anggaran dan masalah sinkronisasi program antarinstansi yang dibatasi oleh tugas pokok instansi di wilayah lain dan lebih berfokus pada program yang ada di renstranya masing-masing. Terkait dengan sikap pelaksana masih kurang tanggap dalam melaksanakan tugasnya serta kondisi sosial, ekonomi dan politik masih belum optimal dalam mendukung pelaksanaan pengembangan pariwisata

Abstract

Penyalahgunaan wewenang dalam distribusi dana hibah sering kali mencerminkan lemahnya tata kelola keuangan publik serta menimbulkan konsekuensi hukum. Penelitian ini bertujuan menganalisis penyalahgunaan wewenang administrasi dalam penyaluran dana hibah oleh Komite Olahraga Nasional Indonesia (KONI) Sumatera Selatan periode 2019–2023 dan menilai apakah praktik tersebut memenuhi unsur tindak pidana korupsi menurut hukum Indonesia. Dengan menggunakan pendekatan yuridis empiris, penelitian ini memadukan analisis dokumen hukum, wawancara, dan data lapangan. Hasil penelitian menunjukkan adanya penyimpangan sistematis dalam prosedur administrasi, termasuk manipulasi dokumen, proposal fiktif, dan penyalahgunaan alokasi dana, yang mengakibatkan kerugian keuangan negara. Praktik ini tidak hanya memenuhi unsur korupsi, tetapi juga merusak kepercayaan publik terhadap tata kelola olahraga. Implikasi penelitian ini menekankan pentingnya penguatan transparansi, akuntabilitas, dan mekanisme pengawasan untuk mencegah terulangnya kasus serupa di masa mendatang.

Abstract

People with intellectual disabilities are individuals with below-average intellectual abilities that impact their adaptive behavior and independence, in order to help develop their potential and skills. The Binjai State Special School organizes vocational skills programs, one of which is handicrafts, to equip students with economically valuable skills for their future. This study aims to determine the effectiveness of the handicraft vocational skills program for people with intellectual disabilities at Binjai State Special School using the effectiveness criteria according to Sutrisno (2007), namely program understanding, accuracy of target, timeliness, achievement of objectives, and tangible changes. The research employed a qualitative descriptive method with data collection techniques including observation, in-depth interviews, and documentation. The results of the study indicate that program understanding and targeting have been effective. However, in terms of timeliness, achievement of objectives, and tangible changes, the program has not been fully effective because students still require assistance in the product manufacturing process. Therefore, continuous support from the school, teachers, and families is needed so that this vocational skills program can run more optimally and sustainably.

Abstract

Blood, as a vital component, has essential functions in the human body, including nutrient circulation, oxygen transport, and hormone distribution. A shortage of blood supply can be fatal, making an adequate blood supply in healthcare facilities crucial for saving patients' lives and maintaining the continuity of the medical service system. Despite its clear importance, challenges in meeting blood needs still frequently occur, primarily due to a lack of public awareness about the urgency and benefits of blood donation, as well as uneven understanding of the process and donor eligibility criteria. This phenomenon is exacerbated by fluctuating donation rates, an aging population demographic, and socioeconomic shifts that impact the sustainable availability of donors. The partner in this community service is the Indonesian Red Cross (PMI) of Medan City, located at Jl. Palang Merah No. 17 Medan. PMI Medan City offers several services such as ambulance, disaster management, training, social service units, and blood donation. The partner's problems are the public's lack of awareness of the importance of blood donation, minimal socialization and information about blood donation, and unstable blood stock availability, making it important to maintain the amount of available blood stock. Based on the partner's problems, the solutions offered in this service are raising awareness, capacity building, and empowering the community thru the creation of the Bintang Donor application and the formation of blood donation volunteers. The benefits obtained are that by forming blood donation volunteers, knowledge, awareness, and public health are increased thru blood donation, blood stock availability can be maintained so that it remains stable, and it becomes easier for the public to obtain information and blood donation locations. The planned outputs of this program are: a journal of the activity results, a video of the activity implementation, publications in mass/online media, and Intellectual Property Rights (IPR).

Abstract

Domestic problems were initially seen as private issues between individuals, but the rise of domestic violence led the government to contribute to addressing the problem. One of the violence that is often accepted in the domestic is psychic violence, therefore researchers are interested in studying the analysis of the evidence of criminal acts of psychic violence in the domestic sphere. This research is an empirical juridical law study. Through a sociological juridical research approach. The research location is located in Samarinda Police, Samarinda State Prosecutor's Office, Samarinda District Court, types and sources using primary data as well as secondary data, techniques of obtaining data obtained through primary data collection techniques by interview while secondary data collection techniques are obtained from literature studies.

Abstract

Humans in utilizing these natural resources must of course pay attention to their goals, and the effects caused by their use, which if left unchecked will have an impact on the growth ecosystem of every existing environment. We need to know that the environment plays a very important role in people's lives, where every community definitely needs a clean and far from pollution environment, one of the roles of the community in maintaining and managing the environment is the creation of the Law on Environmental Protection and Management, hereinafter abbreviated as UUPPLH is a regulation made in order to guarantee the fulfillment and needs of the right to the environment in its protection and management. The author uses the library research method or literature review. This literature review research is conducting research from library books, magazines, journals and articles and sources from the internet that are relevant to the problems discussed.

Abstract

False information is essentially a situation where a person gives a false statement on oath (he swears first then strengthened by giving information) or under oath (he gives information first then strengthened by oath), the arrangement on giving false information is contained in book II chapter IX of the Criminal Code entitled Perjury and False Statement and becomes the only article in book II chapter IX of the Criminal Code, i.e. Article 242 of the Criminal Code. In this study examined the false information provided by the police as one component of law enforcement. This research is a normative juridical law research. The technique used in this study is by inventorying primary legal materials, secondary legal materials, and tertiary legal materials, and this type of research uses a statute approach with data analysis methods using qualitative approaches.

Abstract

The purpose of assessment is to determine learning success. Exams with question descriptions have several advantages, including ease of preparation and the ability to reveal student comprehension and originality. The problem with space is that it takes time to fix. Therefore, it is important to develop algorithms and software that automatically evaluate space. With the help of this algorithm and this software, you can solve some exam and assessment problems. This study aims to investigate similarity algorithms that approximate human patterns in evaluating ambiguous answers. This study examines his five similarity algorithms, including TF-IDF and LSA. The data was a collection of correct answers with a total of 371 texts. The similarity algorithm's performance was compared with human correction results. Evaluation was performed using Root Mean Square Error (RMSE). This study shows that his TF-IDF algorithm like Jaccard has the lowest his RMSE compared to human judgement. However, the LSA algorithm tended better to follow human rating patterns for descriptive tests..

Abstract

Social interaction is important in social life, including for the elderly. With the establishment of good social interaction, it will make the elderly feel at home and comfortable living in an elderly home. However, if the social interaction between the elderly, caregivers and companions is not good, it will create a sense of competition and tend to experience sadness in the elderly. The purpose of this research is to find out how the process of social interaction is formed between fellow elderly, caregivers, and companions at the Panti Lansia Binjai and the inhibiting factors of social interaction among fellow elderly, caregivers and companions. This study used a q ualitative research method with a descriptive approach. In collecting data using direct observation methods, interviews and documentation. The data analysis techniques used are data reduction, data display and conclusion. The research results obtained are social interaction processes, namely associative processes in the form of cooperation, accommodation and assimilation and dissociative processes in the form of competition, conflict and quarrels. The social interactions that occur between the elderly, caregivers and companions at the Panti Lansia Binjai can be seen through the establishment of communication in the form of conversation, mutual understanding, cooperation, openness and empathy, mutual support/motivation, having a positive feeling and a sense of similarity with others, where it is an indicator of social interaction.

Abstract

Pembicaraan tentang ekonomi Islam merupakan suatu hal yang sangat menarik dalam dekade terakhir ini. Kemunculan ekonomi Islam dipandang sebagai sebuah gerakan baru yang disertai dengan misi dekonstruktif atas kegagalan sistem ekonomi dunia yang dominan selama ini dalam menyelesaikan berbagai persoalan ekonomi dunia yang semakin rumit. Tujuan menulis jurnal ini adalah untuk mengetahui tentang hakikat dan sistem dasar ekonomi Islam.Pada hakikatnya ekonomi Islam adalah metamorfosa nilai-nilai Islam dalam ekonomi dan dimaksudkan untuk menepis anggapan bahwa Islam adalah agama yang hanya mengatur persoalan ubudiyah atau komunikasi vertikal antara manusia (mahluk) de­ngan Allah (khaliq)nya. Sedangkan sistem dasar Ekonomi Islam itu terdiri dari lima asas utama yaitu : kepemilikan, keseimbangan, keadilan, kebebasan, dan kebersamaan dalam pemerataan kesejahteraan ekonomi.
