Abstract

DLHK has initiated an innovative program to tackle this problem where people can dispose of waste in a more safe manner. The program “Pesan Gadis” is a door-to-door large garbage collection service for the people of Denpasar city, and free of charge. The purpose of this study to determine the performance of the Denpasar City Environment and Hygiene Service in Managing Large Waste through “Pesan Gadis” program. The theory used is the Performance Theory from Dwiyanto, which contains five indicators, namely Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. This research uses descriptive qualitative methods.The results showed that the performance of the Denpasar DLHK in Managing Large Waste through the “Pesan Gadis” program had been going well but not yet optimal due to the lack of facilities and infrastructure, an ineffective work task system, and socialization has not embraced the community so that the “Pesan Gadis” program looks passive.

Abstract

The background of the research is Presidential Instruction No. 3 of 2003 which requires all government agencies to implement E-government. The Denpasar City Manpower and Competency Certification Office implement an online job fair E-government website. The purpose of this research is to look at the implementation and obstacles in implementing the Denpasar City online job fair website using six key indicators for the success of policy implementation. The results of this study indicate that the implementation of E-government can be said to run quite smoothly. This can be seen from the six indicators used, namely bureaucratic compliance, smooth routines and no problems, performance, support, capacity have been running well, but values ??have not been fully run optimally. It can be seen from the graph in 2017 and the lack of website updates so that website visitors decrease and make the implementation of E-government less than optimal.

Abstract

Implementation of the principle of accountability of Village Fund management starting from the planning stage, implementation of all activities, and after the activities of village fund management is expected to be accountable. Judging from the object and method of analysis used, this research is included in qualitative descriptive research. This type of research seeks to describe the real picture of the phenomena that occur in the management of village funds, especially accountability of village fund management pemogan district of South Denpasar. To dissect this issue of Financial Accountability Theory, there are two indicators used in this study including: (a) Transparency Indicators proven by the absence of open village governance attitude towards village fund management from planning, implementation and accountability stages, (b) Indicators of Accountability (Accountability) evidenced by the different amounts of village funds used in reports on village financial accountability and reports on the use of village funds owned by BPMPD Kota Denpasar and Accountability Report of APBDes Pemogan Village caused by budget changes in October and accountability report with evidence of fund usage still not synchronized.

Abstract

The implementation of tourism in Law No. 10 of 2009 in detail is explained in Chapter III of article 5 on the principle of the implementation of tourism. Stating that tourism is carried out with the principle of upholding religious norms and cultural values as an embodiment of the Tri Hita Karana concept; uphold human rights, cultural diversity and local wisdom; maintain the preservation of nature and the environment; empower the local community; ensuring integration between sectors, between regions, between the center and regions which constitutes a systemic unit within the framework of regional autonomy, as well as integration among stakeholders. Basically the organization of tourism in the village is aimed at improving the standard of living and welfare of the people through economic development through the development and development of sustainable tourism based on local wisdom. The implementation of tourism is then carried out by tourism institutions in order to create sustainable tourism development.This research is a type of descriptive qualitative research with data collection methods in the form of observation, interviews, and documentation. Informants in this study were determined through purposive techniques and snowball sampling. This research was conducted in Jatiluwih Village, Penebel District, Tabanan Regency. There are three indicators used in the study, namely: Implementation of policies consisting of Communication, Resources, Disposition, bureaucratic structures have been applied properly. Abstract

In the midst of the Covid-19 pandemic, economic improvements must be made by all levels of society so that they can meet their daily needs. One way to improve the community's economy can be done by increasing the UMKM (Micro, Small and Medium Enterprises). UMKM (Micro, Small and Medium Enterprises) actors are slowly starting to experience problems arising from the pandemic such as marketing and capitalization. In accordance with the objective desired by the researcher, namely the formation of community participation in increasing creative and innovative MSMEs in Pikat Village, Dawan District, Klungkung Regency. Having creative and innovative ideas about MSMEs in the midst of a pandemic like this can help people to survive in their current conditions. Currently, MSMEs in Indonesia continue to experience a drastic decline. Not a few MSMEs have to go out of business because of the lack of customers, so this has led to many layoffs (PHK). Therefore, the participation of the community or UMKM actors in increasing creative and innovative ideas at MSMEs is very necessary so that the participation of the community can make the Indonesian economy recover. In addition, there is a need for a good strategy in planning MSMEs to help run the business. MSMEs have a very large and crucial contribution to the Indonesian economy. In the effort to increase MSMEs, there is also a need for training for the people of Pikat Village, so that people have the skills in implementing new businesses to meet their daily needs in the midst of a pandemic. Thus, this dedication is expected to be a role model for efforts to increase the development of creative and innovative MSMEs in Pikat Village, Dawan District, Klungkung Regency.

Abstract

The efforts of the central government in maximizing services, development, and community at the village level so that villages can be more independent in managing their government and can maximize the various natural resources they have in order to improve the quality of life and welfare of rural communities with the passing of Law Number 6 of 2014. The enactment of the Law Number 6 of 2014 to date to Permendagri Number 113 of 2014 concerning village financial management. The implementation of village financial management is mandated to accelerate the improvement of the quality of accountability for state finances. Having a clear accountability by the government to the community is very important in realizing good governance. Measuring the performance of government officials is one of the components in the public performance accountability system that can also be used in assessing the performance of village financial management. The amount of authority given to the village government in regulating its own governance means the great responsibility that the village government has in carrying out its duties. The allocation of village funds can also raise concerns because not all village financial management apparatus have adequate capacities. For example, the ability to spend and produce accountable village financial reports. Through trainings and massive educational outreach, it can improve the competence of village officials in managing village finances. The method used in this service is in the form of socialization and education related to the procedures for preparing good and correct financial reports to the village financial management apparatus, through several methods such as lectures, tutorials, discussions, and mentoring. In addition, the existence of socialization and education activities on village financial management not only increases the capacity of village apartments but also increases community understanding regarding the management of village funds. Thus, this dedication is expected to be able to improve the capacity and competence of village financial management officials and village officials in Werdhi Bhuwana Village, so that they can better compile village financial management reports.

Abstract

Pandemi Covid-19 di Indonesia memberikan pengaruh yang sangat besar diberbagai sektor kehidupan masyarakat terutama pada dunia pendidikan. Salah satu kebijakan yang dibuat pemerintah dalam mengatasi permasalah pendidikan ditengah pandemic, pemerintah mengambil kebijakan untuk melaksanakan pembelajaran jarak jauh atau secara daring sebagai upaya untuk mengatasi pendidikan ditengah pandemic. Pembelajaran jarak jauh adalah suatu proses kegaitan pembelajaran yang tidak dilakukan disuatu tempat yang bersamaan melainkan dilaksanakan ditempat yang berbeda melalui daring.Penelitian ini bertujuan untuk melihat sejauh mana efektivitas pembelajaran daring dikalangan mahasiswa. Penelitian ini menggunakan penelitian deskriptif dengan metode kualitatif dimana metode ini menggambarkan tentang masalah yang diteliti secara jelas dengan menelaah dan menguraikan data yang ada secara rinci dan sistematis. Teknik pengumpulan data pun dilaksanakan dengan wawancara tidak langsung dan langsung. Sumber data yangdigunakan yaitu data sekunder dan primer. Penelitian ini menggunakan wawancara tidak langsung yaitu berupa kuesioner dengan 100 responden dengan memberikan 5 pertanyaan. Hasil penelitian ini menunjukan bahwa 56% mahasiswa memberikan tanggapan cukup puas dengan pembelajaran daring. Media yang digunakan dalam pembelajaran daring 90% mengatakan menggunakan webex. Materi yang disampaikan pun dalam proses pembelajaran cukup baik diterima oleh mahasiswa. Kendala yang dihadapi oleh mahasiwa dalam pembelajaran daring menunjukan 48% kurang memahami materi yang disampaikan. Dan hasil penelitian terakhir menunjukan 64% responden mengatakan proses pembelajaran online cukupefektif.

Abstract

Badung regency is in the first place with the most Money Changer business in Bali, which is 446 units or with a percentage of about 70% of the total money changer business in Bali. Of the many business units of Money Changer, in the implementation of its activities are still encountered problems such as unlicensed Money Changer still found, the existence of fraud related to money changer business, and the lack of public understanding related to Money Changer certified and not. The purpose of this research is to determine the implementation of  regulations of Bank Indonesia as an independent institution that has authority in carrying out payment system supervision on rupiah, one of which is non-bank foreign exchange business activities. Data is collected by observation method, semistructure interview and documentation. Based on the research using Implemetation Theory according to Charles o Jones, the results showed that there are several indicators that have been well met as well as indicators of Productivity, Accountability, Service Quality, and Responsibiltas. While the Responsiveness indicator shows good results but is not optimal, the shortcomings are largely due to lack of socialization, onsite or direct supervision, and human resources as well as lack of cooperation activities with basic-level organizations to carry out direct supervision.

Abstract

Perkembangan teknologi ini mengubah banyak kebiasaaan dari masyarakat. Bukan saja mengubah kebiasaan masyarakat kemajuan teknologi ini juga memberikan dampak pada sektor pelayanan publik. kemajuan teknologi ini meregenerasi pemerintahan yang bersifat konversional ke arah E-government  atau Electronic Government. E-government adalah penggunaan teknologi guna meningkatkan akses serta pengiriman layanan dari pemerintah kepada warga negara, mitra bisnis dan karyawan yang dapat memberikan manfaat. Di Indonesia sendiri, beberapa daerah telah menerapakan E-government dalam penyelenggaran pemerintahannya salah satunya adalah Kabupaten Badung Provinsi Bali. Pada Pemerintahan Kabupaten Badung telah menerapkan dan memanfaatkan teknologi komunikasi dan informasi dalam penyelenggaran pelayanan publik. Terlihat dari adanya berbagai inovasi sistem yang disediakan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Badung ini salah satunya yaitu inovasi berupa program “LAPERON” (Layanan Perizinan Online) yang bekerja sama dengan Balai Sertifikasi Elektronik. Bali Dwipa, SRIKOM Bali, Mal Pelayanan Publik Kabupaten Badung, dan Zona Integritas dalam masalah perizinan dan non perizinan. Terdapat 122 jenis perizinan dan non perizinan. Penelitian ini menggunakan metode penelitian pendekatan kualitatif dimana metode ini mempunyai tujuan yaitu menentukan, mengolah, mengumpulkan, dan menganalisis data dari hasil penelitian. Penerapan E-government pada program LAPERON berdasarkan hasil survei kepuasan masyarakat menunjukan sangat baik yang mencapai 90.99 dengan jumlah 1677 responden. Survei kepuasaan tersebut terdiir dari 11 pertanyaan yang meliputi seputar persyaratan, prosedur, kecepatan, biaya/tarif, produk layanan, kompetensi pelaksana, prilaku pelaksana, penangaanan pengaduang dan sarana dan prasarana

Abstract

In a pandemic situation in the new normal era with limited community mobility in carrying out daily activities, which aims to break the chain of transmission and spread of the Covid-19 virus, the application of e-government is a solution for the government to be able to provide services to the public. E-government is a government program in an effort to develop electronic-based government administration and carry out transformations to facilitate community and business activities. use of information and communication technology. Utilization and development of telecommunications technology began to be developed in the governance process of the Bali Province, namely in Badung Regency. The location of this research is in the Badung Regency Government Center. This research uses qualitative research with descriptive method. Data collection techniques by means of observation, interviews, questionnaires, literature study and documentation. The informants in this study were the Head of the Badung Regency Communication and Information Office (Diskominfo), the Head of the Badung Regency Investment and One Stop Service (PTSP), the Head of the Regional Revenue Agency, and the Head of the Badung Regency Population and Civil Registration Office. With the implementation of e-government in the government process, the process of providing government services to the community becomes more effective, efficient, and safe, so that it can provide excellent service. The results of this study indicate that E-Government-based public services in Badung Regency have been running well in accordance with the successful elements of E-Government development, namely Support, Capacity, and Value
