Abstract

Regional integration in ASEAN, within the framework of ASEAN Community has three pillars. ASEAN Socio-Culture Community as one of the pillars brought the vision of equality of access toward education aligned with the United Nation Sustainable Development Goals. Specifically, integration higher education is institutionally spearheaded by the ASEAN University Network (AUN) established in 1995, which currently is still the only legitimate HEI’s platform under the ASEAN Secretariat. This paper discusses the question on the exclusivity of AUN membership that had created the narratives of doubt among the non-member universities of AUN. The research is conducted with the qualitative methods in triangulation design based on the primary data taken from in-depth interview and structured focus group discussion (FGD), supplemented by the desk study on current research on the area of regional integration and higher education management. The result presented the positive view on the question posed in the research. AUN is adapting to change, with several universities are now holding the status of associate membership. AUN also stated that they are under the preparation of making scheme and procedure of new membership application. As a unique space of integration in ASEAN, AUN is continuously adjusting to accommodate the needs of the greater audience.Keywords—higher education, ASEAN University Network, inclusive, regional integration, ASEAN

Abstract

One of the efforts to prevent the spread of Covid-19 is the Covid-19 vaccine. Everyone in the world has the right to access a Covid-19 vaccine, so governance is needed to guarantee that vaccine distribution is fair and equal. This article aims to discuss the regional governance of the COVID-19 vaccination program in Southeast Asia. Furthermore, the concept of regional governance and systematic literature study methods was used. The results showed that states in southeast asia have done bilateral cooperation with vaccine-producing eventough companies or states. On the scheme of regional governance, ASEAN becomes a fasilitator of vaccine distribution in order to guarantee that ASEAN members get the vaccine.

Abstract

ABSTRACT The new public diplomacy is about building relationships with civil society actors residing abroad and facilitating networking between foreign non-governmental parties. The emergence of new actors in new public diplomacy allows the direct involvement of the public in the diplomatic process. Deutsches Fest is a new practice of public diplomacy. This research aims to see the collaboration between Germany and Indonesia through several projects that are part of the Deutsches Fest with reference to the new theory of public diplomacy. The formulation of the problem in this research is 'what are the characteristics of the new public diplomacy in the implementation of the Deutsches Fest?'. This research explains some of the characteristics of new public diplomacy from the study of international relations found in the implementation of the Deutsches Fest. In examining this problem, researchers use qualitative methods through literature studies and online searches. This research shows that there are several characteristics of new public diplomacy through the implementation of the Deutsches Fest. Not only are there new actors in its implementation, the Goethe Institute is also building a nation brand, new ways of delivering communication, and collaborative relationships with the public in Indonesia. Abstract

Tujuan dari artikel ini adalah untuk menjelaskan faktor-faktor apa sajakah yang mempengaruhi dikeluarkannya kebijakan luar negeri Indonesia terhadap WTO dalam negosiasi pembentukan aturan subsidi perikanan. Untuk menjelaskan faktor-faktor tersebut, penulis menggunakan teori reorientasi kebijakan luar negeri K. J. Holsti. Dalam artikel ini penulis menggunakan metode penelitian kualitatif untuk menyimpulkan jawaban terkait rumusan masalah yang diangkat dalam artikel ini. Dalam artikel ini peulis menyimpulkan bahwa kebijakan luar negeri Indonesia terhadap WTO dalam negosiasi pembentukan aturan subsidi perikanan sangat dipengaruhi oleh terjadinya reorientasi kebijakan luar negeri yang terjadi antara Presiden Susilo Bambang Yudhoyono dan Joko Widodo. Reorientasi tersebut terjadi berdasarkan adanya pertimbangan faktor domestik, faktor eksternal, dan faktor latar belakang historis negara Indonesia.

Abstract

This article seeks to analyse how Catalan identity, within the context of its conflict with the Spanish government, contributes to its foreign relations with the global public through paradiplomacy. This article uses qualitative research method with literature study. It finds that Catalonia, as one of Spain’s autonomous regions, have a distinct history, language, and culture from other Spanish regions. To protect their identity, there have been an emergence of movement for greater Catalan autonomy, even independence. This conflict reached climax on 1 October 2017 when the Catalan government initiated an independence referendum amongst Catalan people, with the majority voted for independence from Spain. Since then, the Catalan independence movement has faced many changes until now, with one of the moves done by Catalonia to seek support from global public through their paradiplomacy. As such, it is worth noting how paradiplomacy done by the Catalan government was an effort to protect the existence of their identity, which increases the complication and dynamics of Catalan and Spanish governments’ internal conflict. Findings from this study may show important implications for the resolution of similar internal conflicts, especially those involving identity and paradiplomacy.

Abstract

Ikhwanul Muslimin adalah salah satu gerakan Islam transnasional yang paling berpengaruh. Mereka mampu memperluas ruang lingkup operasinya di luar Mesir dan mengilhami berdirinya berbagai organisasi dan gerakan Islam di seluruh dunia hingga menggapai Asia dan Eropa, termasuk Indonesia, di mana pengaruh gagasan Ikhwanul Muslimin dapat ditemukan dalam Jemaah Tarbiyah, yang kemudian menjadi Partai Keadilan Sejahtera (PKS) pascaruntuhnya rezim orde baru. Penelitian ini bertujuan untuk menjelaskan proses translokalisasi gagasan Ikhwanul Muslimin sehingga dapat menyebar ke Jemaah Tarbiyah di Indonesia dengan menggunakan pendekatan travelling theory dari konsep translokalitas, yang merupakan turunan dari transnasionalisme. Hasil dari riset ini menunjukkan bahwa dimensi-dimensi yang terkandung dalam travelling theory menjelaskan bagaimana gagasan dapat menyebar luas di Indonesia melalui penemuan berbagai media penyebaran, serta ditemukannya proses penyesuaian gagasan Ikhwanul Muslimin dalam pengadopsian dan implementasinya di Indonesia. Selain ituterdapat temuan terkait konsekuensi-konsekuensi tidak terduga dari kebijakan suatu negara, baik yang bertindak sebagai sumber maupun tujuan, terhadap perkembangan dan penyebaran gagasan tersebut. Kata-kata Kunci: Ikhwanul Muslimin, Jemaah tarbiyah, translokalisasi, travelling theories The Muslim Brotherhood is one of the most influential transnational Islamic movements. They were able to expand their scope of operations beyond Egypt and inspired the establishment of various Islamic organizations and movements throughout the world to reach Asia and Europe, including Indonesia, where the influence of the Muslim Brotherhood's ideas can be found in Jemaah Tarbiyah, which later became the Prosperous Justice Party (PKS) after the collapse of the New Order regime. This study aims to explain the process of translocalizing the ideas of the Muslim Brotherhood so that they can spread to the Tarbiyah Jemaah in Indonesia by using a travelling theory approach from the concept of translocality, which is a derivative of transnationalism. The results of this research show that the dimensions contained in travelling theory explain how ideas can spread widely in Indonesia through the discovery of various dissemination media, as well as the finding of the process of adjusting the ideas of the Muslim Brotherhood in their adoption and implementation in Indonesia. In addition, there are findings that suggest unexpected consequences of a country's policy, both acting as a source and a destination for the development and spread of the idea. Abstract

Tujuan dari penelitian ini adalah untuk melakukan analisis terhadap pengawasan program dan kegiatan kepolisian pada Polres Sorong Selatan. Jenis penelitian ini adalah kualitatif dengan menggunakan studi kepustakaan, observasi dan wawancara sebagai metode untuk mengumpulkan data baik primer maupun sekunder. Hasil dari penelitian ini menunjukkan bahwa pengawasan program dan kegiatan kepolisian pada Polres Sorong selatan belum diterapkan secara optimal dengan implikasi rendahnya pencapaian target kinerja. Hal ini disebabkan oleh beberapa kelemahan pada bidang sumber daya manusia, sarana prasarana, anggaran dan metode yang digunakan. Oleh karena itu, perlu untuk dilakukan sosialisasi untuk meningkatkan pemahaman terhadap tugas pokok dari fungsi pengawasan, meningkatkan kemampuan para petugas dan perlu untuk dilakukan pelatihan bersama antar fungsi sehingga terjalin koordinasi yang baik antar satuan kerja pada Polres Sorong Selatan. The objectives of this study is to analyze the policy of monitoring police programs and activities at the Polres Sorong Selatan. This is a descriptive qualitative research by using library study, observation and interviews were used to collect the primary also secondary data. The results of this study showed that the monitoring of policy implementation on programs and activities at Polres Sorong Selatan has not been optimally implemeted with the implication that the achievement performance and accountability is still low. This is due to constraints in the field of personnel, infrastructure, budget and methods used. Therefore, i tis necessary to conduct socialization to provide understanding of the main tasks of the supervisory function, improve the ability of officers and carry out joint training with related functions so that there is a good relationship between works units in Polres Sorong Selatan.

Abstract

This study discussed the background of Indonesia's non-tariff trade barrier implementation against imports of chicken legs from the United States (US) through halal certification. As WTO members, the two countries are bound by the rules and agreements of the WTO, one of which is trade liberalization related to the elimination of various kinds of trade barrier including non-tariff trade barrier such as halal certification. The application of halal certification by Indonesia to imports of chicken legs has prevented imported chicken legs from the US from entering the Indonesian market, even though they have a lower price. This study uses a mercantilism approach in the global political economy, namely the theory of non-tariff trade barrier from Thomas Oatley. The method used by the researcher was a qualitative research method with the type of case study and data collection techniques are carried out through literature study and interviews with related informants. This study concludes that there were two considerations behind the implementation of non-tariff trade barrier by Indonesia to the import of chicken legs from the US through halal certification, namely the consideration of a society-centered approach to protect public confidence, protect producers, and domestic livestock workers and considerations that are state-centered in the context of handling the economic crisis in the livestock sector and saving the state's foreign exchange expenditure.

Abstract

Indonesia has the largest palm oil plantation industry and is the world's largest producer of palm oil. Palm oil commodities originating from Indonesia are exported to almost all continents with the highest consumers found in the Asian continent and the European Union region. The European Union as one of the major consumers of Indonesian palm oil in 2018 revised its policy to Renewable Energy Directive II (RED II) which reaped negative sentiment towards the Indonesian palm oil industry. Then, the Government of Indonesia responded to these negative issues through several diplomatic efforts, such as multilateral cooperation. This article discusses Indonesia's trade diplomacy activities to the European Union using multilateral cooperation. This research uses qualitative research methods with the concept of economic diplomacy The data used in this study was obtained using several data collection techniques, such as literature studies. These data are analyzed and discussed using the framework of economic diplomacy concepts to explain the economic diplomacy activities carried out by Indonesia to the European Union on its palm oil commodities by joining multilateral cooperation. The result of this study is that Indonesia in making efforts to maintain its palm oil follows several bilateral and multilateral cooperations such as its participation in CPOPC.

Abstract

This research aims to analyze paradiplomacy of Bandung City towards global public in the development of halal tourism. Paradiplomacy becomes important for subnational actors in the development of local resources and the use of foreign resources. Potential areas that have the opportunity to be developed is halal tourism, which is one of the new trends in tourism in the world. The Bandung city is one of the leading regions in the creative economy in West Java that sees this potential and participates in driving regional development through halal tourism. The method in this research is qualitative by collecting data through interviews and documentation studies. This research found that paradiplomacy became one of the instrument of the Bandung city in the utilization of foreign sources through halal tourism. Bandung City Government interacts toward global public by introducing Bandung as one of the destination in halal tourism. The results of this research also show that the paradiplomacy of the Bandung city is carried out through several stages, including introducing halal tourism to the global public, increasing positive appreciation of halal tourism, strengthening relationships with other actors abroad and influencing it by bringing cooperation with other actors.
