Abstract

Media sosial telah menjadi bagian penting dari kehidupan remaja masa kini. Remaja pengguna media sosial sesungguhnya memiliki lingkaran pertemanan yang lebih luas di dunia nyata, kesadaran identitas dan rasa memiliki yang lebih baik, serta perkembangan keterampilan teknis yang mereka butuhkan untuk menjadi masyarakat dunia digital. Temuan dalam riset ini menunjukkan bahwa para remaja paham akan isu-isu sosial dan politik yang terbaru baik yang terjadi di level lokal, nasional, maupun internasional. Namun demikian, partisipasi mereka dalam pembuatan kebijakan pemerintah masih tereksklusi. Oleh karena itu, pemerintah harus memanfaatkan media sosial sebagai alat untuk mempelajari suara remaja, sekaligus untuk mem- bangun legitimasi atas kebijakan yang dibuat.

Abstract

The eruption of Mount Merapi in 2010 was one of the largest volcanic eruptions in Indonesian history. The catastrophic event resulted in fatalities, loss of homes and livelihoods, infrastructure damage, and trauma for residents. There also a shift in community dynamics. The purpose of this study is to analyse and understand the formation of resilient communities by examining the shift in the society dynamics, specifically socio-cultural changes in community-based interventions. The study is a case study of Pangukrejo Hamlet in Sleman, Indonesia. Study results showed that in the aftermath of the eruption, the community experienced changes in degree of harmony and mutual respect among members. The study identified community economy dynamics, which are attributable to three interventions. Study results formed the basis for drawing policy implications for public awareness of disaster risk and post-disaster recovery in general.

Abstract

Geothermal energy is currently considered as an environmentally friendly, renewable energy source. However, based on empirical data from various countries, geothermal energy production often results socioecological losses for the host community. Various environmental justice movements have emerged to protect environment by protestesting and providing a counter discourse against the dominant perception that geothermal energy is renewable and environmentally friendly. As Indonesian government put more effort to develop more geothermal power thermal across the country, more reactions also emerge and surprisingly include the critical one. This article aims to look at one of the critical reaction from community to counter the argument of positive impact of a geothermal site. It is important to understand how the strategy and discourse of an agent to argue that eviromental friendly is not always beneficial, especially fo local community. This article looks into the Aliansi Selamatkan Slamet (freely translated into Save Slamet Alliance) movement that rejects the construction of the Baturraden Geothermal Power Plant (PLTPB) in Banyumas by outlining the key elements and specific conditions observed. Aliansi Selamatkan Slamet is intriguing because it has achieved active involvement of various elements through its respective perspectives to jointly reject the construction of the PLTPB. Using a theoretical framework of the movement strategy, it examines how Aliansi Selamatkan Slamet determined the selection of targets, framing, time, and relations in the resistance movement. The results indicate sociopolitical conditions, relations between organizations, and organizational cultures are influential to the strategies and discourses of the movement.

Abstract

In times of crisis such as a pandemic, local governments serve a pivotal role as first-hand responders in managing emergencies in local areas, with the expectation of an effective policy to implement. Notwithstanding, there are limited literature studies of emergency management on local governments, concentrating on identifying policy effectiveness by the implementation in the field. This article emphasizes the effectiveness of local policy implementation in managing the emergency of the COVID-19 pandemic in the Jakarta area, with the centralization on Large-Scale Social Restriction as the case study. The objective is to provide lessons related to coronavirus for the government to evaluate future policies. Using secondary data analysis as a method, the findings would diagnose the empirical stratum of the local government's implementation in handling COVID-19, which defines the policy's effectiveness. The result of this analysis is intended to propound insights to public managers in the hope of receiving a more profound comprehension of their possibility and improving their enactment in handling a crisis.

Abstract

Proyek MRT (Moda Raya Terpadu) Jakarta fase pertama telah diselesaikan dan digunakan pada awal tahun 2019. Keberadaan MRT Jakarta ini menimbulkan masifnya interaksi dalam ruang publik, khususnya pada media sosial Twitter. Interaksi yang terbentuk dapat diidentifikasikan sebagai aktivitas keterlibatan pemangku kepentingan karena berfungsi sebagai mekanisme kontrol oleh publik terhadap MRT Jakarta saat periode kemunculannya. Artikel ini bertujuan untuk menilai bagaimana efektivitas dari keterlibatan pemangku kepentingan yang terbentuk di platform Twitter dalam kasus MRT Jakarta. Metode penelitian yang digunakan dalam penelitian ini adalah metode analisis konten secara kualitatif. Dengan melakukan kategorisasi tipe pesan sebanyak 1.853 pesan menjadi lima tipe, penelitian ini menemukan dominasi pesan dari kategori keterlibatan pemangku kepentingan. Hasil penelitian ini menunjukkan bahwa aktivitas keterlibatan pemangku kepentingan di MRT Jakarta mampu memenuhi lima dimensi seperti representasi, keterlibatan awal, pengaruh, transparansi, dan pembelajaran.

Abstract

Proses pelaksanaan kebijakan penanganan anak jalanan di Provinsi DIY melibatkan berbagai stakeholder pemerintah maupun non-pemerintah dan tergabung dalam tim koordinasi khusus yakni Tim Penjangkau. Tim Penjangkau merupakan tim koordinasi khusus yang dibentuk sesuai amanat Perda DIY Nomor 6 Tahun 2011 tentang Perlindungan Anak yang Hidup di Jalan. Penelitian ini berupaya menjelaskan interaksi antar stakeholder dalam Tim Penjangkau Penanganan Anak Jalanan di Provinsi DIY. Penelitian ini bertujuan untuk memperoleh gambaran terkait stakeholder yang terlibat serta pola interaksi antar stakeholder yang mencakup peran dan kerjasama stakeholder. Metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan studi kasus. Data primer dikumpulkan dengan menggunakan teknik wawancara semi terstruktur. Wawancara dilakukan terhadap seluruh anggota Tim Penjangkau yang beranggotakan Dinas Sosial DIY, Satuan Polisi Pamong Praja DIY, Ikatan Pekerja Sosial Masyarakat DIY, Komunitas Taabah, Panti HAFARA, Rumah Anak Indonesia, Rumah Singgah Ahmad Dahlan, Rumah Singgah Anak Mandiri, RSB Diponegoro, Yayasan Indriya Nati, dan Yayasan Rumah Impian. Terdapat adanya kerjasama dan koordinasi yang berjalan dengan baik di antara stakeholder. Didukung dengan tren penurunan anak jalanan di Provinsi DIY pada Tahun 2011-2019. Hasil penelitian menunjukkan bahwa adanya Tim Penjangkau mampu memperkuat penanganan anak jalanan di Provinsi DIY.

Abstract

Gender is not the forefront issue of the COVID-19 pandemic yet lessons from previous outbreaks have suggested that women are disproportionately affected during such crises. This paper aims to understand the gendered impacts of the pandemic in Indonesia and offer insights into the experiences of women during the pandemic. We collected 10 administrative and survey data from government agencies, international organizations, as well as private organizations to conduct a secondary data analysis on the gendered impact of COVID-19 in Indonesia. Women are found to be bearing the brunt during the COVID-19 pandemic namely employment disruption, the burden of unpaid domestic and care work, heightened risk of gender-based violence, as well as indirect health and wellbeing impacts which includes accessibility to sexual and reproductive health services and stress levels.

Abstract

This article describes the process of digital activism carried out by a coalition of pros and cons regarding the ratification of policies on the prevention and handling of sexual violence in tertiary institutions as well as the effectiveness of digital activism from the two coalitions in terms of the implications for policy implementation. This article uses a qualitative content analysis method by analyzing Twitter messages containing the hashtags and keywords Permendikbudristek, Permendikbud, #RevokePermendikbudristekNo30, and #DukungPermendikbud30. The choice of these hashtags was based on the urgency to be able to review public opinion on the ratification of Permendikbudristek Number 30 of 2021 based on the pros and cons categories so that the implications could then be analyzed for the policy implementation of preventing and handling sexual violence. The data obtained in this study were analysed using the theory of digital activism stages which consist of triggering phases, media reactions, viral organizations, and direct action. In addition, data analysis is also focused on reviewing the effectiveness of digital activism carried out by the two coalitions based on several factors that influence the effectiveness of digital activism in achieving its goals, starting from public involvement, long-term strategic plans, mass mobilization, and the level of support received. The results of the analysis show that the stages of digital activism carried out by the two coalitions started with the emergence of a triggering phase which was based on the incompatibility of the substance of the policy with the values shared by several community groups, then was strengthened by the presence of a fairly high media reaction, in this case, social media Twitter. Even though it was not accompanied by the emergence of a viral organisation, there was a direct action by the counter coalition. Furthermore, the results of the analysis also show that the effectiveness of digital activism by counter-parties is categorized as low compared to digital activism carried out by pro-parties based on the achievement of factors that influence the effectiveness of digital activism.

Abstract

Isu tentang kerentanan perempuan dalam bencana telah banyak dibahas dalam berbagai literatur mengenai kebencanaan. Sebagian besar literatur menunjukkan bahwa tingkat kerentanan perempuan akan meningkat pada periode sebelum, selama, dan setelah bencana. Memahami bagaimana perempuan menjalani kehidupan pascabencana memberikan kontribusi terhadap kajian kebencanaan yang telah ada. Hasil penelitian ini menunjukkan bahwa perempuan memiliki kemampuan yang baik dalam menghadapi bencana dan bertahan hidup, terlebih bagi perempuan yang memiliki warisan keterampilan. Diferensiasi latar belakang sosial ekonomi desa memberikan tampilan yang lebih lengkap baik dalam hal pola budaya yang terlihat maupun masalah yang lebih dalam mengenai cara perempuan untuk bertahan terhadap bencana. Perempuan dalam kajian ini me­ nyadari bahwa bencana telah memicu motivasi perempuan untuk membantu membiayai kehidupan ekonomi keluarga. Bahkan, pendapatan mereka saat ini telah berkontribusi besar bagi keluarga. Pada akhirnya, kemampuan bertahan hidup pascabencana sekaligus juga telah membangun kepercayaan dan harga diri perempuan serta memengaruhi relasi gender.
