Abstract

Abstract In line with improvement of economic conditions and enhancement of the tourism sector in East Java, the potential tourism market and its industries became a target of businesses in the transport sector, especially the tourism travel and rental transportation. This service was predicted to grow rapidly during the development in tourism sector. Therefore, the construction of transport infrastructures became an important issue to support the tourism sector. Not only Central Government, but also Provincial and Regency/City Government have a role in accordance with their respective authorities to plan, formulate policies, control and supervise the implementation of efficient and reliable transport systems. To improve the quality of tourism and rent service, performance evaluation of the companies should be conducted regularly. Keywords: tourism and rent transport, performance evaluation, services, performance  Abstrak Seiring dengan membaiknya kondisi perekonomian dan meningkatmya sektor pariwisata di Jawa Timur, potensi pasar dunia pariwisata dan industri turunannya mulai menjadi incaran para pelaku usaha di sektor transportasi, khususnya angkutan pariwisata dan angkutan sewa. Layanan ini diprediksi tumbuh dengan cepat seiring perkembangan dunia pariwisata. Oleh karena itu, pembangunan prasarana transportasi menjadi penting untuk mendukung sektor pariwisata ini. Tidak hanya Pemerintah Pusat, namun juga Pemerintah Provinsi, dan Pemerintah Kabupaten/Kota mempunyai peran sesuai cakupan kewenangannya masing-masing untuk menyusun rencana, merumuskan kebijakan, mengendalikan, dan mengawasi perwujudan sistem transportasi yang efisien dan handal. Abstract

Letjen Panjaitan Road and Letjen S. Parman Road are national roads connecting Jember City and Banyuwangi City. Public roads with massive traffic volumes and high accident rates are a scourge in the community. Traffic accidents result in much loss, both property and vehicle damage costs, as well as medical care costs. In order to obtain road conditions that minimize the risk of traffic accidents, it is necessary to identify locations that are prone to traffic accidents. The method for handling accident-prone locations uses the Road Infrastructure Safety Audit form. Traffic accident data from 2014-2018 obtained from the Jember Police Traffic Unit with accident-prone locations occurred in the KM 1 + 250 to KM 1 + 500 road segments. Road infrastructure safety audits get a non-hazardous (NH) risk category. The road geometry in the field is following the geometric procedures for inter-city road planning issued by the Department of Public Works and Bina Marga.

Abstract

Jember regency has a population that is increasing every year, causing traffic density. However, the facilities did not get so much improvement as the population did, therefore the number of traffic accidents increased. A traffic accident has an impact to increase the amount of poverty because there is so much cost to spend, either cost for when the accident happened or after the accident happened for healing cost. This study aims to analyze the characteristics and costs of traffic accidents to reduce the number of traffic accidents in Jember using the Gross Output (Human Capital) method. The results of the Gross Output (Human Capital) method obtained the cost of accident victims in Jember for three years (2017-2019) of IDR 162,010,233,179 and the cost of traffic accidents in Jember for three years (2017-2019) of IDR 192,779,704,983.

Abstract

The growth of transportation facilities and infrastructure is not in line with traffic growth, resulting in an increase in traffic crashes. The increasing trend in the number of crashes causing death occurs in developing countries, like Indonesia. The purpose of this study is to value the subjective cost of a slight crash. This study used the Willingness to Pay method to determine the probability of motorists to be willing to pay more to reduce the risk of traffic crashes using the binary logistic regression method. The results of the Willingness to Pay method provide conclusions namely gender, total income, marital status, and the experience of having an crash resulting in the probability of being willing to pay more to reduce the risk of crashes by 27% (for motorists who have had an crash one time) and 40% (for motorists who have had a crash twice).

Abstract

Transportation is a community’s needs at this time. In the development of transportation, transportation modes which is developing as a solution problems of time efficiency, safety, transportation capacity, and estimate costs for the population of Indonesia. For the population of Indonesia, especially the people in Madiun, railway facilities are transportation modes that energy saved and have a better level of safety than other transportation. This study discusses safety, security, reliability, convenience, simplicity, and equality of SPM which is consist of physical variables indicator, reliability, response, empathy, and concern. The research sample was participants in the departure place at Madiun Train Station. The samples did by random sampling method. Data collection uses a questionnaire which distributed directly for 400 questionnaires. Analysis method uses the Important Performance Analysis (IPA) method with validity testing using Bivariate Pearson (Product Moment Pearson) and reliability testing using Cronbach Alpha (ɑ) statistical test. The results of service quality and facility performance researches showed 94.44% of availability and 88.89% of fulfilment at Madiun Station according to PM.48 of 2015. Whereas the results of conformity and gap researches showed the assessment integrity accordance to concerns and expectations of the highest GAP service users - 0.90 according to variable indicator. Transportasi merupakan kebutuhan masyarakat pada saat ini. Dalam perkembangan transportasi, moda transportasi yang berkembang sebagai solusi permasalahan tentang efisiensi waktu, keselamatan, kapasitas penumpang, dan estimasi biaya bagi penduduk Indonesia. Bagi penduduk Indonesia khususnya masyarakat di Madiun, sarana kereta api adalah moda transportasi yang hemat energi dan tingkat keselamatan yang lebih baik dibandingkan transportasi lain. Penelitian ini bertujuan menguji keselamatan, keamanan, kehandalan, kenyamanan, kemudahan, dan kesetaraan terhadap SPM berupa indikator variabel fisik, keandalan, tanggapan, empati, dan peduli. Sampel penelitian ini adalah penumpang pemberangkatan di Stasiun Madiun. Sampel dilakukan dengan metode acak. Pengumpulan data berupa kuesioner yang disebarkan secara langsung sebanyak 400 kuesioner. Metode analisis menggunakan metode Importance Performance Analysis (IPA) dengan uji validitas menggunakan Bivariate Pearson (Product Moment Pearson) dan uji reliabilitas menggunakan uji statistic Cronbach Alpha (ɑ). Hasil penelitian kualitas kinerja pelayanan dan fasilitas menunjukkan ketersediaan sebesar 94,44 % dan keterpenuhan sebesar 88,89 % di Stasiun Madiun sesuai PM.48 Tahun 2015. Sedangkan, hasil penelitian kesesuaian dan kesenjangan menunjukkan bobot penilaian sesuai kepentingan dan harapan pengguna jasa senilai GAP tertinggi -0,90 sesuai indikator variabel.

Abstract

Notohadinegoro Airport access road according to road class is class III road. This road has a length of ± 3 km and a width of 3 m, where the traffic control is 2-way undivided. The direction of development of Notohadinegoro Airport as stated in the development plan document of the Jember Regency Transportation Agency in 2005, one of the development directions is widening the access road to the airport. This research was conducted to plan the improvement of road access to Notohadinegoro Airport. Improved road access is planned to be a 2-lane 2-way road type. The method in planning refers to the 1997 Intercity Road Geometric Planning Procedure, the 2017th Road Pavement Manual method for pavement thickness with a plan year of 20 years, and compiling the cost requirements for this road improvement work. The results were obtained for geometric planning using a road width of 7 m with a median width of 2 m. Planning for flexible pavement obtained surface layer thickness AC-WC = 40 mm, AC-BC = 60 mm, and aggregate foundation layer = 400 mm. Meanwhile, the cost needs to reach Rp. 11,265,996,400.00. Abstrak Akses jalan Bandar Udara Notohadinegoro menurut kelas jalan adalah jalan kelas III. Jalan ini mempunyai panjang ± 3 km dan lebar 3 m, dimana pengaturan lalu lintas adalah 2 arah tak terbagi. Arah pengembangan Bandar Udara Notohadinegoro yang tertuang dalam dokumen rencana pengembangan Dinas Perhubungan Kabupaten Jember pada tahun 2005, salah satu arah pengembangan adalah pelebaran pada akses jalan menuju bandar udara. Penelitian ini dilakukan untuk merencanakan peningkatan akses jalan Bandar Udara Notohadinegoro. Peningkatan akses jalan direncanakan menjadi tipe jalan 2 lajur 2 arah. Metode dalam perencanaan mengacu pada Tata Cara Perencanaan Geometrik Jalan Antar Kota tahun 1997, metode Manual Perkerasan Jalan tahun 2017 untuk tebal perkerasan dengan tahun rencana 20 tahun, dan menyusun kebutuhan biaya pada pekerjaan peningkatan jalan ini. Hasil penelitian diperoleh untuk perencanaan geometrik menggunakan lebar jalan 7 m dengan lebar median 2 m. Perencanaan perkerasan lentur diperoleh tebal lapis permukaan AC-WC = 40 mm, AC-BC = 60 mm, dan lapis pondasi agregat = 400 mm. Sedangkan untuk kebutuhan biaya mencapai Rp. 11.265.996.400,00.

Abstract

The Jember University Faculty of Nursing building is on the Tegal Boto campus of Jember University, which was built in 2008 for the Dekanat building and 2010 for the laboratory building so that it can be seen that the age of the Faculty of Nursing building has reached more than 10 years. Therefore it is necessary to evaluate and evaluate the condition of the building by analyzing the level of damage and calculating maintenance costs. This study uses the Analytical Hierarchy Process (AHP) method with the Expert Choice version 11 assistance program. The analysis process of the Dekanat’s building produced 16 elements that were slightly damaged and 8 other elements were in good condition. Whereas for the laboratory building there were 11 elements that suffered minor damage and 10 other elements had good conditions. The condition index value for the Dekanat building is 99.73% and the laboratory building is 98.49%, both of which are included in the Zone 1 Building Condition Index between 85% - 100% which has excellent conditions. The highest priority in maintenance and maintenance is in the exterior wall ceramic element components and the lowest priority is in the shutters component. So that the total cost required in the care and maintenance of the Dekanat building is Rp. 26,119,595.05 and for the laboratory building Rp. 48,513,395.38. Bangunan gedung Fakultas Keperawatan Universitas Jember berada di kampus Tegal Boto Universitas Jember yang dibangun pada tahun 2008 untuk gedung dekanat dan 2010 untuk gedung laboratorium, sehingga dapat diketahui bahwa umur bangunan gedung Fakultas Keperawatan telah mencapai 10 tahun lebih. Oleh karena itu diperlukan adanya evaluasi dan penilaian kondisi bangunan dengan menganalisa tingkat kerusakan dan menghitung biaya pemeliharaan. Penelitian ini menggunakan metode Analytical Hierarchy Process (AHP) dengan program bantu Expert Choice versi 11. Proses analisa terhadap gedung dekanat menghasilkan 16 elemen mengalami kerusakan ringan dan 8 elemen lainnya mempunyai kondisi baik. Sedangkan untuk gedung laboratorium terdapat 11 elemen mengalami kerusakan ringan dan 10 elemen lainnya mempunyai kondisi baik. Nilai indeks kondisi untuk gedung dekanat sebesar 99.73% dan untuk gedung laboratorium sebesar 98.49%, keduanya masuk dalam Indeks Kondisi Bangunan Zona 1 antara 85% - 100% yang mempunyai kondisi baik sekali. Prioritas tertinggi dalam pemeliharan dan perawatan terdapat pada komponen elemen keramik dinding eksterior dan prioritas terendah terdapat pada komponen daun jendela. Sehingga total biaya yang diperlukan dalam perawatan dan pemeliharaan untuk gedung dekanat sebesar Rp. 26,119,595.05 dan untuk gedung laboratorium sebesar Rp. 48,513,395.38.

Abstract

Pergerakan lalu lintas di ruas jalan Gajah Mada tergolong tinggi karena banyak daerah pusat perbelanjaan di sekitarnya yang berpotensi mengakibatkan kecelakaan lalu-lintas. Tujuan penelitian ini untuk mengetahui hubungan antara derajat kejenuhan dengan angka kecelakaan lalu-lintas. Angka kecelakaan (Accident Rate) adalah banyaknya kecelakaan yang terjadi pada ruas jalan selama waktu tertentu dan dihitung berdasarkan panjang jalan serta jumlah kendaraan yang melewati ruas jalan tersebut. Sedangkan derajat kejenuhan merupakan perbandingan antara volume lalu-lintas (smp) dengan kapasitas jalan. Penelitian dilakukan di jalan Gajah Mada Kabupaten Jember yang dibagi menjadi dua bagian. Analisis pada penelitian ini menggunakan uji korelasi dan uji regresi. Variabel yang digunakan adalah derajat kejenuhan untuk variabel bebas, dan tingkat kecelakaan sebagai variabel terikat. Hasil analisis menunjukkan hubungan yang kuat bersifat negatif (-) antara derajat kejenuhan dengan angka kecelakaan. Hubungan antara derajat kejenuhan dengan angka kecelakaan pada setiap ruas adalah fungsi eksponensial negatif  (-). Hasil ini dapat diartikan peningkatan derajat kejenuhan berpengaruh terhadap penurunan angka kecelakaan. Kesimpulan dari penelitian ini adalah terdapat pola hubungan antara derajat kejenuhan dengan angka kecelakaan di jalan Gajah Mada Kabupaten Jember. Sehingga hasil penelitian ini dapat dijadikan pertimbangan untuk perencanaan dan manajemen jalan perkotaan.

Abstract

The increase in facilities and the academic community experienced at 5 Public High Schools in Jember is in line with the increase number of vehicles. The increasing number of vehicles causes traffic jams on the surrounding areas of school. Moreover, most of the parents accompanying their children stop or park their vehicles on the road side. Therefore, it needs a traffic management to solve the problem. The first thing to do is the analysis and modeling of trip generation. Analysis of trip generation modeling in this study was modeled using multiple linear regression methods. The best model produced to predict the trip attraction of Jember Public High Schools vehicles is Y = (0,194) X1 + (1,059) X6 + (42,676) X7 606,109 with an R2 value of 0.945. Meanwhile, the trip production of Jember Public High Schools vehicles is Y = (0.234) X1 + (0.699) X6 + (40,566) X7 594.67 with an R2 of 0.933; where the Y is the number of vehicles, X1 is the number of students, X6 is the class area, and X7 is the ratio of the number of students to teachers.

Abstract

Kamsebtibcar Lantas or secure, safety, orderliness, and fluency of traffic are made in support of road safety actions reporting on traffic due to the lack of public knowledge about the importance of using self-protection tools that have been determined in traffic law number 22 of 2009 concerning traffic and road transport. By using this program, you can find out the relationship between the factors that cause accidents. From those collected from various regions in East Java, taken from 2016 to 2018. The data obtained can be processed using data mining techniques. This technique works by using a pattern that is a reference for decision making. By using the Fp-Growth algorithm that works with the data tree system to find out the patterns of reporting activities that are happening, this pattern is determined by two parameters, namely support (support value) and confidence (certainty value). With this system, it can help the parties concerned to improve facilities in various Kamseltibcar Lantas reporting activities. Kamsebtibcar lantas atau keamanan, keselamatan, ketertiban, dan kelancaran lalu lintas dibuat dalampedalam mendukung pelaporan aksi keselamatan jalan pada lalu lintas yang dikarenakan minimnya pengetahuan masyarakat tentang pentingnya penggunaan alat perlindungan diri yang telah ditentukan pada undang-undang nomor 22 tahun 2009 tentang lalu lintas dan angkutan jalan. Dengan menggunakan program ini dapat mengetahui hubungan antara faktor-faktor penyebab kecelakaan. Data yang dikumpulkan dari berbagai daerah yang ada di wilayah Jawa Timur diambil pada tahun 2016 sampai dengan 2018. Data yang telah didapat dapat diolah menggunakan teknik data mining. Teknik ini berfungsi dengan menggunakan pola yang menjadi acuan untuk penentuan keputusan. Dengan menggunakan algoritma Fp-Growth yang bekerja dengan sistem data tree untuk mengetahui pola kegiatan pelaporan kamsebticar lalu lintas yang sedang terjadi, pola ini ditentukan dengan dua parameter, yaitu support (nilai penunjang) dan confidence (nilai kepastian). Dengan sistem ini dapat membantu pihak yang berkaitan untuk meningkatkan fasilitas dalam berbagai kegiatan pelaporan Kamseltibcar Lantas.
