Abstract

The public considers that bureaucratic performance in public services is still low, by listening to community voices, village governments can be more responsive and adaptive to local conditions and needs. This research aims to analyze local political communication strategies implemented by village governments in improving the performance of village public services. This research used qualitative methods with a descriptive approach which allows researchers to understand and explain phenomena in depth in a natural context, data was obtained from primary data, through interview, and secondary data, through official documents, journal and media. The research results show that effective political communication is very important to improve the performance of public services at the village government level. Strategies such as increasing transparency through various communication channels, involving the community through village meetings and discussion forums, and using digital technology can speed up interactions and ensure citizen involvement. Increasing the competency of village officials in communication skills and public service ethics is also crucial for creating responsive and accountable services. Promotion of village program results and achievements can strengthen community trust and encourage active participation in development. However, various challenges such as limited resources, policy incompatibility between the village and national levels, slow bureaucratic processes, and local political dynamics such as group competition and political intervention, still hamper the effectiveness of public services. Low community participation in decision making and monitoring also reduces the sense of ownership and responsibility for village programs, resulting in dissatisfaction and reduced program effectiveness.

Abstract

The border area in Wini, Indonesia with Oecusse, Timor-Leste with its unique geographical and economic characteristics, requires better management in order to become a profitable economic and trade center zone while maintaining the stability of food availability and security. The establishment of a Special Economic Zone (SEZ) on the border of Wini, Indonesia with Oecusse, Timor Leste has great potential to improve the welfare of the people around the border, support food security and improve border security. This study aims to analyze the potential of SEZ development in Wini in strengthening food security through increased food availability and distribution, as well as supporting border security through more systematic and sustainable management of border resources. The establishment of an SEZ will allow the Wini border region to optimize its natural resources and enhance economic cooperation with Timor-Leste, as well as provide a solution to the challenges in border management that have often been a sensitive issue.

Abstract

Kegiatan pengabdian kepada masyarakat yang dilakukan oleh Fakultas Kedokteran Prodi Administrasi Rumah Sakit Universitas Jenderal Achmad Yani bertujuan untuk mengoptimalkan manajemen pelayanan Usaha Kesehatan Sekolah (UKS) melalui penyuluhan dan pelatihan di beberapa sekolah dasar. Kegiatan ini merupakan bagian dari rangkaian acara Mega Baksos dengan tema "MEGA BAKSOS FK UNJANI MENGABDI" yang dilaksanakan di Serang, Banten, dan Bandung. Penyuluhan ini difokuskan pada peningkatan pemahaman tentang pentingnya UKS sebagai sarana untuk menjaga kesehatan siswa serta penerapan Pertolongan Pertama pada Kecelakaan (P3K) di sekolah. Metode yang digunakan meliputi ceramah, demonstrasi, diskusi, dan evaluasi, dengan peserta terdiri dari siswa dan guru. Hasil kegiatan menunjukkan antusiasme yang tinggi dari peserta, terutama dalam memahami pengelolaan obat-obatan, penerapan P3K, serta pentingnya kerjasama antara sekolah dan pihak eksternal dalam manajemen UKS. Hasil evaluasi menunjukkan program ini berhasil meningkatkan pengetahuan dan keterampilan peserta dalam manajemen UKS dan diharapkan dapat berlanjut secara berkesinambungan untuk menciptakan lingkungan sekolah yang lebih sehat dan aman.

Abstract

Sampah masih menjadi isu yang perlu diselesaikan bersama, mulai dari sektor pemerintah, akademisi, hingga komunitas. Keberadaan jumlah penduduk memiliki pengaruh ke kondisi lingkungan. Masalah yang berhubungan dengan lingkungan hidup diantaranya adalah meningkatnya jumlah sampah yang dapat memberikan pengaruh kepada penurunan kualitas hidup manusia. Di bidang kesehatan, dampak sampah dapat menyebabkan mudahnya penyebaran penyakit. Sedangkan pada sektor ekonomi, sampah yang menggunung dapat menimbulkan masalah pada menurunnya minat berwisata dikarenakan kurangnya estetika serta kenyamanan berwisata. Pengabdian Masyarakat dilakukan oleh Fakultas Kedokteran dan Fakultas Ekonomi dan Bisnis pada tahun 2023 ini berjudul “RAMPES: Remaja Peduli Sampah di Bandung Raya”. Kegiatan ini masuk pada skema/program Program Kemitraan Masyarakat (PKM) – Universitas Jenderal Achmad Yani (Unjani) dengan tujuan pengabdian masyarakat ini dapat mengembangkan literasi dan keterampilan remaja yang diwakili oleh siswa Sekolah Menengah Kejuruan Negeri (SMKN) 11 Kota Bandung. Secara umum, pelaksanaan serangkaian program dan aktivitas pengabdian kepada masyarakat berhasil dengan baik dan berjalan lancar berkat dukungan aktif dan responsif dari SMKN 11 Bandung. Fokus utama dalam pengabdian masyarakat ini adalah pemberian edukasi tentang dampak pengelolaan sampah yang buruk bagi kesehatan, pemanfaatan sampah untuk wirausaha, dan pemberian pelatihan pemilahan sampah bagi para siswa SMKN 11 Kota Bandung bekerjasama dengan startup pengelolaan sampah yang berlokasi di Kota Cimahi, Jubelo.id. Pada kegiatan ini juga dilaksanakan pre-test dan post-test bagi peserta terkait wawasan siswa akan sampah, kesehatan, bisnis ramah lingkungan dan Sustainable Development Goals (SDGs) sebagai media pengukuran keberhasilan pemberian materi Talk.

Abstract

Penelitian ini berfokus pada pemberdayaan peran Pusat Komando dan Pengendalian (Puskodal) Komando Armada Republik Indonesia (Koarmada RI) guna mewujudkan interoperabilitas antar matra Tentara Nasional Indonesia (TNI) dalam mendukung operasi gabungan. Dengan meningkatnya kompleksitas ancaman keamanan nasional dan internasional, interoperabilitas antar matra TNI Angkatan Darat, Laut, dan Udara menjadi kebutuhan penting dalam menjalankan operasi militer yang efektif dan efisien. Penelitian ini mengidentifikasi berbagai tantangan yang dihadapi oleh Puskodal Koarmada RI, seperti keterbatasan infrastruktur teknologi informasi, ketidaksinkronan prosedur operasional standar (SOP), serta hambatan dalam komunikasi dan koordinasi antar matra. Melalui metodologi kualitatif dengan desain penelitian studi kasus serta menggunakan pendekatan deskriptif analitik,  data dikumpulkan dari wawancara mendalam dengan perwira di Koarmada RI serta kajian literatur dari dokumen militer dan publikasi ilmiah yang relevan. Hasil penelitian menunjukkan bahwa untuk mengoptimalkan interoperabilitas, diperlukan langkah-langkah strategis, seperti peningkatan kemampuan teknologi informasi dan komunikasi, integrasi sistem komando dan pengendalian berbasis jaringan, serta pengembangan pelatihan terpadu yang melibatkan seluruh matra TNI secara berkala. Penelitian ini merekomendasikan pengembangan kebijakan untuk meningkatkan kemampuan Puskodal diantaranya penguatan SDM Puskodal melalui pelatihan intensif terkait teknologi serta latihan bersama antar matra, pemanfaatan kecerdasan buatan dan otomasi dalam proses pengumpulan, analisis serta distribusi data, penggunaan teknologi VR/AR dan blockchain, penyempurnaan standar operasional prosedur (SOP) dengan menyelaraskan doktrin dan SOP antar matra, pengembangan sistem interoperabilitas berbasis Network Centric Warfare (NCW) dan sistem C4ISR menjadi C6ISR Combat, pembentukan satuan khusus programming sebagai bagian dari angkatan siber sampai dengan pengoptimalisasian anggaran memprioritaskan peningkatan interoperabilitas antar matra
