Considering daily Covid-19 confirmed cases from the United States and China, as well as the Stock Indexes of the United States, China, and Indonesia from January 1, 2020 to October 30, 2020. The results demonstrate that the total active instances of Covid-19 in the United States (USAC) have a positive impact on the Indonesian Financial Market Index (JKFINA). It is indicated by a decline in primary industry and its contribution to economic growth, which has impacted on China's raw material export to Indonesia. Many corporations have dropped, causing issues with the banking industry and, as a result, a negative influence on the Indonesian Financial Stock Index (JKFINA). Given these conditions, the Indonesian government must fully support the activities of small, medium, and large businesses in order to maintain and promote Indonesia's export activities, provide simplicity in export permits, accelerate the export licensing process, and pay more attention to the rules set by the US. Due to the restriction of raw material supply from China, Indonesia needs to be able to optimize its own resources

Abstract

This study examines the effects of digital literacy and technostress on employee performance through digital fluency among Indonesian civil servants implementing the Electronic-Based Government System (SPBE). Drawing on Dynamic Capabilities Theory, it proposes that digital literacy enhances digital fluency and performance, while technostress reduces both outcomes, with digital fluency serving as a mediating mechanism. A quantitative cross-sectional design was employed using survey data from 252 civil servants selected through purposive sampling. Data were collected between February and April 2026 through online questionnaires and analyzed using PROCESS Macro Model 4 in SPSS with 5,000 bootstrap resamples. Measurement validity and reliability were confirmed, and Spearman correlation was applied due to non-normal data distribution. Results indicate that digital literacy significantly improves digital fluency and employee performance, whereas technostress significantly reduces digital fluency but does not directly affect performance. Digital fluency partially mediates the relationship between digital literacy and performance and fully mediates the relationship between technostress and performance. The findings suggest that performance in digital government environments depends largely on employees’ ability to convert digital skills into digital fluency. Organizations should therefore prioritize digital fluency development and technostress reduction through targeted training and improved system design.

Abstract

This paper examines the impact of regulations and policies on the development of e-business in Indonesia. As e-business becomes increasingly integral to the economy, understanding the regulatory environment is crucial for stakeholders, including policymakers, business owners, and consumers. The study explores the current regulatory framework governing e-business in Indonesia, identifying key policies that influence its growth and development. Through qualitative analysis of government regulations, industry reports, and expert interviews, the paper highlights both the supportive and restrictive aspects of these regulations. Findings indicate that while certain policies, such as tax incentives and infrastructure investments, have fostered e-business growth, others, including stringent data protection laws and complex compliance requirements, pose challenges. The research underscores the need for a balanced regulatory approach that promotes innovation while ensuring consumer protection and fair competition. Recommendations are provided for policymakers to enhance the regulatory landscape, suggesting measures such as streamlined compliance processes, enhanced digital literacy programs, and increased collaboration between government and industry stakeholders. Ultimately, this paper aims to contribute to the discourse on how regulations can be optimized to support the sustainable growth of e-business in Indonesia, aligning with broader economic goals and technological advancements.
