Abstract

Private Higher Education Institutions (PHEIs) play a significant role in advancing educational opportunities and national competitiveness, yet they face critical challenges in governance, resource efficiency, and stakeholder satisfaction. This study proposes a comprehensive governance framework integrating Total Quality Management (TQM), Enterprise Architecture (EA), and value creation strategies to address these challenges. Using Structural Equation Modeling (SEM) and qualitative insights from pilot implementations at Indonesian PHEIs, the framework identifies key interdependencies among service quality, institutional strategies, and operational outcomes. The results demonstrate that aligning academic and non-academic systems with strategic objectives enhances governance effectiveness, stakeholder engagement, and institutional performance. This research provides practical recommendations for policymakers and practitioners, highlighting the importance of technology adoption, continuous feedback, and capacity building for sustainable governance transformation

Abstract

Indonesia, as one of the countries with the largest Muslim population in the world, has significant revenue potential from zakat payments to improve societal welfare. With the advent of the technology era, financial transactions have become more accessible through the emergence of Financial Technology. Among FinTech innovations, digital payments, particularly crowdfunding, are especially prominent in terms of zakat donations. This study explores the psychological dynamics underlying the adoption of digital zakat payment platforms, using the Theory of Planned Behavior, the Theory of Reasoned Action, and the Diffusion of Innovation Theory as the theoretical framework. Through a mixed-method approach, which includes empirical research and theoretical modeling, this study identifies barriers in the digital zakat payment process. The findings emphasize the importance of attitudes, subjective norms, and perceived behavioral control in shaping individuals' intentions to use e-zakat platforms. Furthermore, this study highlights the role of technological innovation in accelerating the adoption of digital zakat payments, contributing to increased efficiency and inclusivity in zakat management. Abstract

This study aimed to address Indonesia's critical environmental issue of waste management by designing optimal user services for an eGovernment waste management application. The research is exploratory in nature, employing a combination of qualitative and quantitative methods to develop an integrated digital solution. Our methodology includes data analysis from World Bank reports, insights from the Ocean Conservancy, and the examination of government policies and advanced technological applications. The results demonstrated the urgent need for efficient waste management systems, as Indonesia is the second-largest contributor to oceanic plastic waste. We propose a framework for an e-Government application that leverages Internet of Things (IoT), big data, and digital platforms to monitor, manage, and optimize waste management processes, enhancing transparency and effectiveness. Our findings suggested that the application's user-centric design significantly improves community engagement and participation in sustainable waste practices. The implications of this research point towards a scalable and sustainable model for waste management that can be adopted by other regions facing similar challenges. We recommend further development of the application with a focus on user feedback and iterative design to ensure adaptability to diverse waste management contexts. The contribution of this study lies in its potential to revolutionize waste management practices through digital transformation, providing a blueprint for environmental sustainability initiatives within e-Government frameworks. Keywords: waste management, digital transformation, E-Government Applications, sustainability, user services

Abstract

Tourism sector has been identified contribute to the economy of Lampung Province. The study aims to assess the direct and indirect linkage towards economic sectors, analyze the sensitivity of tourism sector distribution, to assess the multiplier effect of dispersion in the tourism sector, and calculate the final demand of tourism sector in the economy of Lampung Province. The results revealed that the score of the forward linkages from the tourism sector in Lampung is relatively small compared to the backward linkage. Both directly and indirectly, the tourism sector is a 'down stream' sector of Lampung economy, which the output is directly consumed by final consumers. Therefore if tourism sector is developed, it can pull output that is in the upstream sector. Keywords: development, forward and backward linkages, local economy, multiplier effect, tourism economy.

Abstract

This study examines the effects of digital literacy and technostress on employee performance through digital fluency among Indonesian civil servants implementing the Electronic-Based Government System (SPBE). Drawing on Dynamic Capabilities Theory, it proposes that digital literacy enhances digital fluency and performance, while technostress reduces both outcomes, with digital fluency serving as a mediating mechanism. A quantitative cross-sectional design was employed using survey data from 252 civil servants selected through purposive sampling. Data were collected between February and April 2026 through online questionnaires and analyzed using PROCESS Macro Model 4 in SPSS with 5,000 bootstrap resamples. Measurement validity and reliability were confirmed, and Spearman correlation was applied due to non-normal data distribution. Results indicate that digital literacy significantly improves digital fluency and employee performance, whereas technostress significantly reduces digital fluency but does not directly affect performance. Digital fluency partially mediates the relationship between digital literacy and performance and fully mediates the relationship between technostress and performance. The findings suggest that performance in digital government environments depends largely on employees’ ability to convert digital skills into digital fluency. Organizations should therefore prioritize digital fluency development and technostress reduction through targeted training and improved system design.

Abstract

This paper examines the impact of regulations and policies on the development of e-business in Indonesia. As e-business becomes increasingly integral to the economy, understanding the regulatory environment is crucial for stakeholders, including policymakers, business owners, and consumers. The study explores the current regulatory framework governing e-business in Indonesia, identifying key policies that influence its growth and development. Through qualitative analysis of government regulations, industry reports, and expert interviews, the paper highlights both the supportive and restrictive aspects of these regulations. Findings indicate that while certain policies, such as tax incentives and infrastructure investments, have fostered e-business growth, others, including stringent data protection laws and complex compliance requirements, pose challenges. The research underscores the need for a balanced regulatory approach that promotes innovation while ensuring consumer protection and fair competition. Recommendations are provided for policymakers to enhance the regulatory landscape, suggesting measures such as streamlined compliance processes, enhanced digital literacy programs, and increased collaboration between government and industry stakeholders. Ultimately, this paper aims to contribute to the discourse on how regulations can be optimized to support the sustainable growth of e-business in Indonesia, aligning with broader economic goals and technological advancements.

Abstract

This study aimed to deepen the understanding of the decision-making process supporting the acceptance of Cryptocurrency mobile apps by integrating relevant factors into the Traditional Technology Acceptance Model (TAM). The impact of Antecedent System Characteristics (Relevance, Terminology, and Screen Design), Perceived Risk, and Trial ability on the existing TAM-3 constructs was investigated. A survey questionnaire was distributed among mobile cryptocurrency app users, resulting in 41 responses. The proposed framework was evaluated using the SEM-PLS method, including confirmatory factor analysis (CFA), and its construct validity was confirmed. Invariance tests were conducted on both the measurement and structural models. While most findings supported the suggested model, exceptions were found regarding Terminology and Perceived Risk of Cryptocurrency Mobile Application Adoption. The extended TAM factors, unlike the traditional TAM, accounted for 45% of the variance in the actual usage of cryptocurrency mobile apps. The revised model demonstrated improved predictive and explanatory power, particularly in explaining Perceived Ease of Use, which the traditional model could not. The study highlights the occurrence of inconsistencies between the original TAM model constructs and the added constructs when expanding the Technology Diffusion theory. Nonetheless, the model in this study enhances predictive capabilities and provides a comprehensive explanation of users' acceptance of mobile cryptocurrency applications. Keywords: TAM-3, Cryptocurrency, technology diffusion theory, integrating relevant factors, decision making process
