Abstract

Pembangunan di negara-negara berkembang tidak saja menjadi sebuah paradigma (pandangan keilmuan), melainkan menjadi ideologi (pandangan politik), bahkan mitos. Ketika negara-negara terjajah di kawasan Asia dan Afrika memperoleh kemerdekaannya, baik “diberi” maupun “direbut”, terperangah melihat dirinya. Negara-negara baru ini bukan saja terperangah dalam hal kesejahteraan, tetapi juga dalam hal peradaban. Ketertinggalan tersebut tidak dihitung oleh tahun, namun abad. Pada tahun 1945, negara-negara di Eropa Barat dan Amerika Utara sudah berkembang dari masyarakat merkantilisme ke masyarakat industri tahap pertama. Pada saat yang sama masyarakat negara baru berada dalam tahap primitif, agraris, dan sebagian kecil di peradaban merkantilisme serta lebih sedikit lagi di peradaban industri. Merkantilisme artinya sistem ekonomi untuk menyatukan dan meningkatkan kekayaan keuangan suatu bangsa dengan pengaturan seluruh ekonomi nasional oleh pemerintah dengan kebijakan yang bertujuan mengumpulkan cadangan emas, memperoleh neraca perdagangan yang baik, mengembangkan pertanian dan industri, dan memegang monopoli atas perdagangan luar negeri (Kamus Besar Bahasa Indonesia, 1990; 578)). Penulis akan memulai dari konsep pembangunan zaman Orde Baru. Orde Baru melakukan pembangunan bagi rakyat Indonesia, khususnya antara tahun 1970 hingga pertengahan 1980-an. Keunggulan manajemen Presiden Soeharto dikombinasikan dengan para teknokrat yang cakap keluaran perguruan tinggi luar negeri, sebagian besar dari Berkeley sehingga tidak jarang dicap “mafia Berkeley”. Sudah demikian, iklim dunia mulai bergeser dari kecenderungan politik ke cenderungan ekonomi, antara lain, ditandai dengan terbentuknya geo-geo ekonomi baru di seluruh dunia.

Abstract

One of the primary danger that is made by Meraapi mountain volcanic activity is pyroclastic flow which move fast and consists of gas that has a high temperature, volcanic ash and rock. This flow can move quickly down the mountain with a very high temperature. Merapi mountain natural conditions cause difficulties in visual monitoring of pyroclastic flow, whereas the usage of seismic equipment needs experts to analyze the data. This causes difficulties for staffs to warn people early, rapidly and precisely. So that, inspections are needed to plan an early pyroclastic flow warning system and be able to give a danger caution.The research devised an early pyroclastic flow warning based on geographical information system by using thermal sensor as a pyroclastic flow detector,this system is expected to give easiness in monitoring the flow and an early warning to people around Merapi mountain so that it can minimalize victims which is caused by pyroclastic flow. The research was done by surveying, observing and interviewing, whereas designing of the software using waterfall methodology or linear sequence model which consisted of analysis, design, implementation, and testing. Infrared thermal sensor using ATMega8535 microcontroller was used for the testing.The result of the research was a prototype of an early volcano pyroclastic flow warning which is based on geographical information system by utilizing thermal sensor as a pyroclastic flow detector. Thermal sensor used for the system is an infrared thermal sensor using microcontroller as an analog to digital converter. The system has facilities to set the sensor location, read the temperature on each sensor, and give n appropriate condition waning.

Abstract

The establishment of the transaction safety program with the spirit of change made Bank Syariah Indonesia (BSI) gain widespread raising attention. This is evident from the author's observations and interviews with bank employees regarding the age range of the customer, which is 5-80 years. As a result, the author questions “what lies behind” the extremely high level of public confidence in the bank. It turned out that this occurred as a result of BSI using webform and BSI Mobile as transaction tools. This is what the BSI version of the transaction safety program means. The change made is very significant by switching the transaction system from a paper-based to a paperless one. Through a dual approach of Critical Discourse Analysis (CDA) and corpus linguistics, 100 comments were collected from the BSI Mobile application on the Play Store. In addition, interviews with BSI customers and direct observations of nearby BSI branches were carried out. The study's findings suggest that BSI's transaction safety program is a digital-based system that includes a website called the BSI webform and an application called BSI Mobile. By implementing a learning-by-doing system and ensuring perfect digital transaction systems, safety transactions are developed and put into practice. The program is routinely upgrading applications and websites and there is online learning about the system that has been upgraded. Therefore, bank employees must be adaptable to provide maximum service.

Abstract

Background: The ability to speak in public needs to be mastered by anyone, including village government officials. Not only the apparatus, all elements involved in the village including the Karang Taruna, the Village Representative Body, and the Empowerment and Family Welfare (PKK) of the village need to improve public speaking skills in order to strengthen the village's potential and self-potential. The absence of public speaking learning facilities in the village environment limits the local community's opportunities to develop public speaking skills. Purpose: Therefore, this community service activity aims to improve the public speaking skills of South Tanjung Dayang village apparatus, Indralaya Selatan District, Ogan Ilir Regency, South Sumatra Province. Method: This activity is aimed at village government officials which is carried out using three methods: lectures and questions and answers regarding the basic aspects of public speaking; problem solving by opening discussions about the participants' concrete problems when speaking and solutions to overcome them, as well as demonstrations and simulations. Result: This community service shows that this activity succeeded in increasing participants' understanding of important aspects of public speaking. This can be seen from the average score of the participants during the pre-test which increased from 69.2 with the lowest score of 35 to 85.6 with the lowest score of 65 during the post-test. Statistical analysis using the Wilcoxon test showed that the Sig. (2-tailed) of 0.000 <0.05 which means the alternative hypothesis (Ha) that there is a significant difference between the average pre-test scores and post-test scores has been proven. This shows that public speaking training has a significant influence on increasing the understanding of the participants. Conclusion: The implementation of public speaking training for Tanjung Dayang Selatan village officials as a whole has been successful because there has been a significant increase in understanding.

Abstract

This brief article represent the idea brainstorming and interesting offers on submiting various alternative about the new design of management system of civil servant that proposed by observer and bureaucrats but apparently it can not touch the problems that most basic, detailed and profound in characters. For the policy makers both at central or district, should "immediate" making review even if needed performed special research on correction and completion upon the existing weakness at the management system of civil servant in Indonesia such as those suggested in this article.

Abstract

BAPPEDA at regency/city in local autonomy has important position and very strategic. It caused all of the planning process and development in local governmentprocessed 6y that body. Because of that it's very important if BAPPEDA at regency/ city performance need to improve, base on it's mandate, vision and mission. The same as condition at BAPPEDA Ponorogo regency in local autonomy era will always try to improve has performance as a professional planner development institution project stamp. It means BAPPEDA have already worked yet as a professionalplanner institution. This describe about how is the strategy to increase BAPPEDA Ponorogo regenvg performance. Base on research which is use strategic management concept, writer did strategic management analysis strategic issue identification and finally range the strategies. SWOT model analysis explain thet there are problems become strategic issue all at once with are need to notice and hadling quickly and accurately to increase BAPPEDA Ponorogo regency.

Abstract

The village social and political development nowdays tend to show in the uncertain condition and mistrack. On one side, in the rural community there is much basic weakness such as the low degree of human resource, natural resource, culture, financial, and political and the economic infrastructure. The commitment of elite leadership (Village Legislative Body , Head of Village and its personnel) tend to be weak hear the village community aspiration. On other side, the centralgovernment (including localgovernment) articulate that the decentralisation process, democrag and village autonomy is also show the mistrack The attempt to impelement tightly the legislation of the village autonomy that must be obeyed and the legislation homogeni# for at least a district/ city is dearly the betrayal" to nature of autonomy itself. In such condition so the short term attempt that could be immediately done to reduce the problem is to make arrangement (sense straighting), consciuosness, and the political empowerment both for the village community and the central and local government. In addition, the misperception and unconciousness on decentralization, democrag and the village autonomy could be done 6y understanding the decentralization, democrag and the village community active participation in the real meaning that become the main pole of decentralization success and village autonomy. This writing contains the strategic management and suplementary and barrier factors in impelementing the village autonomy. Then as a anticipative attempt to reduce of unlimited and irresponsible freedom impact, anarcparticipation, and not respect the humanity aspect.

Abstract

Electronic Government, an essential aspect of contemporary governance, harnesses information technology and the internet to optimize governmental activities, fostering enhanced public services and heightened government efficiency and transparency. This research investigates Palembang City's foray into e-government, specifically in regional tax collection, utilizing an online tax application initiated in 2018. Employing a descriptive qualitative research methodology encompassing interviews, observation, documentation, and literature review, the research reveals Palembang City's strategic move to simplify local tax collection through online taxes. Third-party service providers, in collaboration with Bank Sumsel Babel, play a pivotal role in monitoring and facilitating e-tax implementation. Success factors include robust policy support via Mayor Regulations, alongside effective communication strategies utilizing social and electronic media. Challenges persist, such as uneven distribution of tax payment kiosks and low taxpayer compliance with voluntary e-tax adoption. This research offers comprehensive insights into the complexities and opportunities of regional e-government, illuminating the nuanced landscape of digital governance at the local level.

Abstract

This research investigates the impact of both traditional and virtual social capital on community resilience, with engagement on social media as a mediating variable. The study surveyed 397 inhabitants of an urban sub-district in Palembang, Indonesia, and analyzed the data using the structural equation model partial least square (SEM-PLS) technique. The results indicate that it is critical to prioritize and activate various forms of social capital to enhance community resilience during the coronavirus disease 2019 (COVID-19) pandemic. The analysis showed that social media engagement had a significant positive impact on community resilience (p<0.05), however the influence of virtual bonding social capital was negligible and negatively skewed (p=0.084). It is significant to note that community resilience was significantly positively impacted by both traditional bonding and bridging social capital (both p<0.05). Social media involvement was also markedly positively impacted by virtual bonding and bridging social capital (both p<0.05). The link between virtual bonding, bridging social capital, and community resilience was strongly influenced by social media use in terms of mediation (both p<0.05). This emphasizes how important social capital, both physical and digital, and particularly social media participation, are to building community resilience during pandemics.
