Abstract

Abstract

One of the primary danger that is made by Meraapi mountain volcanic activity is pyroclastic flow which move fast and consists of gas that has a high temperature, volcanic ash and rock. This flow can move quickly down the mountain with a very high temperature. Merapi mountain natural conditions cause difficulties in visual monitoring of pyroclastic flow, whereas the usage of seismic equipment needs experts to analyze the data. This causes difficulties for staffs to warn people early, rapidly and precisely. So that, inspections are needed to plan an early pyroclastic flow warning system and be able to give a danger caution. The research devised an early pyroclastic flow warning based on geographical information system by using thermal sensor as a pyroclastic flow detector, this system is expected to give easiness in monitoring the flow and an early warning to people around Merapi mountain so that it can minimalize victims which is caused by pyroclastic flow. The research was done by surveying, observing and interviewing, whereas designing of the software using waterfall methodology or linear sequence model which consisted of analysis, design, implementation, and testing. Infrared thermal sensor using ATMega8535 microcontroller was used for the testing. The result of the research was a prototype of an early volcano pyroclastic flow warning which is based on geographical information system by utilizing thermal sensor as a pyroclastic flow detector. Thermal sensor used for the system is an infrared thermal sensor using microcontroller as an analog to digital converter. The system has facilities to set the sensor location, read the temperature on each sensor, and give n appropriate condition waning.

Abstract

The village social and political development nowdays tend to show in the uncertain condition and mistrack. Abstract

Electronic Government, an essential aspect of contemporary governance, harnesses information technology and the internet to optimize governmental activities, fostering enhanced public services and heightened government efficiency and transparency. This research investigates Palembang City's foray into e-government, specifically in regional tax collection, utilizing an online tax application initiated in 2018. Employing a descriptive qualitative research methodology encompassing interviews, observation, documentation, and literature review, the research reveals Palembang City's strategic move to simplify local tax collection through online taxes. Third-party service providers, in collaboration with Bank Sumsel Babel, play a pivotal role in monitoring and facilitating e-tax implementation. Success factors include robust policy support via Mayor Regulations, alongside effective communication strategies utilizing social and electronic media. Challenges persist, such as uneven distribution of tax payment kiosks and low taxpayer compliance with voluntary e-tax adoption. This research offers comprehensive insights into the complexities and opportunities of regional e-government, illuminating the nuanced landscape of digital governance at the local level.

Abstract

This study aims to examine integration strategies between local taxes and public values to increase public participation in tax payments. Local taxes are an important source of revenue for local governments for regional development and public services. However, low public participation in tax payments remains a major challenge for many regions. This approach proposes the incorporation of public values, such as transparency, accountability, and social inclusion, in local tax management to build public trust. Through a mixed method involving surveys and interviews, this study explores how the application of public values in local tax policies can strengthen citizen engagement in fulfilling their tax obligations. The results show that the integration of public values is able to increase public tax awareness and compliance, as well as have a positive impact on regional development. Therefore, it is recommended for local governments to prioritize public value-based strategies as an effort to increase tax participation in order to realize shared prosperity.

This research presents a bibliometric analysis of the development and collaboration in public service innovation research from 2014 to 2023. Data were obtained from the Scopus database using the keyword "Public Services Innovation." The results indicate a significant increase in the number of articles discussing public service innovation each year, with articles being the dominant document type. The study also identifies leading authors in the field, with Gallouj and Djellal leading in both the number of studies and citations received. Co-authorship network analysis reveals two clusters of authors showing close collaboration in public service innovation research. Furthermore, visualization of inter-country networks highlights patterns of cross-border collaboration, with some countries tending to collaborate more closely in this research. Keyword clustering provides insights into themes and trends in research, focusing on information technology, innovation management, service design, and public sector collaboration. Overlay and density visualization analyses deepen the understanding of the relationships between themes and the evolution of research over time. Recommendations include promoting cross-border collaboration, focusing on innovation management and leadership, and researching technology to enhance public services. Further research is expected to identify current research trends and areas for expansion.

Abstract

The purpose of this research is to understand and analyse the impact of regional expansion in the context of local government with a study of Musi Rawas Regency and North Musi Rawas Regency.  The research method used is qualitative research. This research focuses on three parameters that become criteria and objectives in regional expansion, namely economic growth, regional financial performance, and community welfare which are tested using the impact evaluation method, namely comparative before - after from Finsterbusch Motz (1980) in the dimension of ‘difference between actual and expected impact’ from Langbein (1980). Data collection techniques used interviews, observation, and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses data analysis developed by Robert K. Yin (2016), namely compile database, disassemble data, reassemble data, interpret data, conclude. The results showed that regional expansion in the parent region and DOB had an actual impact that was positive as expected through the parameters of economic growth, regional financial performance, and community welfare, but there were also unexpected and negative impacts. The positive impacts received by the community and local governments have not been proportional to the burden on the state budget for the expansion process and the transfer of funds each year to local governments. The results of this study indicate the need for strategies from the Mura and Muratara governments to improve and oversee community empowerment and regional superior commodities, infrastructure, and PAD, as well as equal distribution of teachers and health workers.
