Abstract

This article aims to realize good governance through e-Catalogues in micro, small, and medium enterprises (MSMEs) in South Sumatra Province. The problem focuses on how the procurement of goods and services is carried out through e-catalogues in MSMEs in South Sumatra. To address this issue, the theoretical framework of the Principles of Government Procurement of Goods and Services by Willem (2012:11-12) is utilized, which states that in good procurement of goods and services, the principles of effectiveness, efficiency, competitiveness, transparency, and accountability must be applied from the planning stage onwards. Data was collected through observation, interviews, and documentation from SMEs in South Sumatra Province and the Electronic Procurement Service (LPSE) of South Sumatra, which manages the e-catalogue in South Sumatra, and analyzed qualitatively. This study concludes that the implementation of government procurement of goods and services through the e-catalogue for micro, small, and medium enterprises (MSMEs) in South Sumatra Province is not yet optimal because it does not meet several procurement principles, namely effectiveness, efficiency, and transparency. It is hoped that in the future, the e-catalogue can be improved and continue to support the development of MSMEs.

Abstract

The purpose of this research is to find out The implementation of the Acquisition Duty of Rights on Land and Buildings (BPHTB) policy serves as an essential fiscal instrument in increasing the locally generated revenue (PAD) of Palembang City. This study aims to analyze the implementation of the BPHTB policy based on Regional Regulation Number 4 of 2023 using the Thomas B. Smith implementation model, which consists of four variables: idealized policy, target group, implementing organization, and environmental factors. The research employed a qualitative approach with data collected through in-depth interviews, observation, documentation, and triangulation to ensure the validity and reliability of findings. The results indicate that Palembang City has established a strong regulatory foundation and clear Standard Operating Procedures (SOPs) to support the acceleration of BPHTB services. However, the implementation still faces several challenges, including digital system disruptions, inconsistencies in taxpayer-submitted data, a high verification workload, and dependence on specific officials for document authorization. On the taxpayers’ side, low administrative and digital literacy, the tendency to report transaction values below market price, and limited understanding of BPHTB requirements often hinder the service process. From the implementing organization’s perspective, variations in staff competence, suboptimal internal coordination, and inconsistent service responses remain significant obstacles. Meanwhile, environmental factors such as fluctuations in property market prices, the economic capacity of taxpayers, and coordination with PPAT, the National Land Agency (BPN), and banking institutions also influence the effectiveness of implementation.This study concludes that the success of BPHTB policy implementation is strongly determined by the synergy between a solid regulatory framework, technological readiness, human resource quality, data accuracy, and the level of taxpayer participation and compliance. Therefore, the study recommends strengthening digital governance, enhancing the capacity of public officials, optimizing inter-agency coordination, and improving socialization strategies for taxpayers to enhance the overall effectiveness of BPHTB implementation in Palembang City.

Abstract

This study aims to analyze population administration service policies in Palembang City through a monitoring and evaluation approach, focusing on shifting functions and obstacles faced in their implementation. Population administration is a very important basic service for the community, which includes the recording of personal data such as birth certificates, family cards, and ID cards, as the main foundation in various aspects of citizens' lives. The quality of this service reflects good and accountable governance, where the Population and Civil Registration Office (Disdukcapil) plays a central role in ensuring the effectiveness and transparency of services. In this context, public policy monitoring and evaluation are essential instruments to identify various operational constraints and design improvement solutions, as well as to assess the extent to which the shift in service functions towards digitalization and other innovations can be optimally accommodated. The research method used is qualitative with a case study approach, analyzing policy implementation, the role of actors, success indicators, and their impact on service quality and public trust levels. The results of the study show that, although various technological innovations have been implemented, such as online systems and the use of digital devices, obstacles such as limited internet access, low digital literacy, and coordination challenges between agencies are still the main obstacles in accelerating the shift in service functions. This study recommends strategies for increasing human resource capacity, strengthening technological infrastructure, and continuous monitoring and evaluation so that policy implementation can run more effectively, equitable, and responsive to community needs. Thus, it is hoped that population administration services in Palembang City can further increase public satisfaction, trust, and support more efficient and accountable governance.

Abstract

This article synthesizes evidence on the relationships among institutional capacity, organizational culture, and the effectiveness of digital governance in public organizations, its implications for the development of future empirical research in more specific contexts. The review was conducted in accordance with the PRISMA 2020 guidelines and employed an initial corpus of 2,623 bibliographic records drawn from 20 RIS files compiled from Google Scholar, Scopus, and ScienceDirect. After deduplication, 2,231 unique records remained. A staged screening process based on publication year, public organization context, digital governance relevance, and conceptual fit produced 134 metadata-based candidates, which were subsequently narrowed to 15 priority studies for full-text review. The synthesis indicates that institutional capacity is most operationalized through regulation, coordination, interoperability, civil servant competence, capability, and organizational adaptive capacity. Organizational culture functions as both an enabling and constraining condition, particularly through trust, digital leadership, collaboration, learning, and public values. Meanwhile, the effectiveness of digital governance is most consistently reflected in service quality, administrative efficiency, transparency, public trust, public value, and government effectiveness. Cross-study findings confirm that the effectiveness of digital governance cannot be understood as an automatic outcome of technology adoption; rather, it constitutes an organizational outcome shaped by the interaction between institutional readiness and organizational culture that supports change.

Abstract

Land administration services frequently face integrity challenges due to the high discretionary power required by frontline officials. This study aims to investigate the influence of employee discretion on the rationalization of unethical behavior and the moderating role of public service motivation. A cross-sectional survey was conducted among two hundred and ninety-two civil servants and contract workers in regional land administration offices. Data were collected using vignette-based scenarios to mitigate social desirability bias and analyzed using partial least squares structural equation modeling. The findings reveal that increased discretionary power significantly heightens the propensity of employees to cognitively justify unethical actions. Conversely, intrinsic motivation to serve the public significantly reduces this tendency. Crucially, the analysis confirms that motivation acts as a quasi-moderator; it effectively buffers and weakens the negative impact of operational discretion on ethical rationalization. The study also uncovered an adversarial posture toward oversight bodies, which emerged as the most dominant neutralization technique among officials. Furthermore, significant differences in ethical resilience were observed between permanently tenured staff and contract workers. Cultivating intrinsic public values is essential to prevent operational flexibility from mutating into systemic corruption. Institutional integrity requires continuous ethical socialization alongside robust accountability frameworks.
