Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan kapasitas Pemerintah Desa Makuang, Kabupaten Mamasa, dalam upaya meminimalisir terjadinya kekerasan seksual melalui metode ceramah dan tanya jawab. Kekerasan seksual masih menjadi persoalan serius di berbagai daerah, termasuk di wilayah pedesaan, di mana pemahaman tentang pencegahan dan penanganannya sering kali terbatas. Melalui kegiatan ini, diharapkan aparat desa dan masyarakat dapat memperoleh pengetahuan yang komprehensif mengenai bentuk-bentuk kekerasan seksual, faktor penyebab, dampak, serta langkah-langkah pencegahan dan penanganan yang efektif. Kegiatan dilaksanakan dalam bentuk sosialisasi interaktif dengan melibatkan perangkat desa, tokoh masyarakat, serta perwakilan warga untuk memastikan penyebaran informasi yang merata. Metode ceramah digunakan untuk memberikan pemahaman mendasar, sedangkan sesi tanya jawab memungkinkan peserta untuk mengklarifikasi hal-hal yang belum dipahami serta berbagi pengalaman terkait isu kekerasan seksual di lingkungan tersebut. Hasil evaluasi menunjukkan peningkatan kesadaran peserta mengenai pentingnya peran aktif pemerintah desa dalam menangani kasus kekerasan seksual, mulai dari aspek preventif hingga responsif. Selain itu, peserta juga memahami prosedur pelaporan dan pendampingan korban yang sesuai dengan mekanisme hukum yang berlaku. Kegiatan ini turut menghasilkan rekomendasi bagi pemerintah desa untuk membuat regulasi atau program khusus yang mendukung upaya pencegahan kekerasan seksual, seperti sosialisasi berkala, pembentukan tim respons cepat, dan kerja sama dengan lembaga terkait. Dengan demikian, kegiatan pengabdian ini tidak hanya memberikan dampak langsung berupa peningkatan pengetahuan tetapi juga mendorong tindakan nyata dari pemerintah desa dalam menciptakan lingkungan yang lebih aman dan responsif terhadap isu kekerasan seksual.

Abstract

Village Community Institutions (LKD) play a strategic role in supporting village governance and the implementation of community-based development. However, various challenges remain for many LKDs, particularly in terms of institutional capacity, regulatory understanding, and collaboration among stakeholders. This community service activity aims to strengthen the capacity of the LKD of Pamboborang Village, Banggae Sub-District, Majene Regency, in supporting sustainable village development. The activity was conducted through interactive lectures focusing on improving understanding of institutional functions, strategic roles in planning and monitoring development, and the importance of synergy between the LKD, village government, and the community. Participants included LKD members, village officials, and local community representatives. The results showed an increase in participants’ understanding of the main duties and functions of LKDs, along with a growing collective awareness of the importance of local institutional roles in sustainable development. This activity serves as a tangible contribution to transforming village governance through institutional empowerment. In the future, follow-up actions such as continuous mentoring and practice-based training will be needed so that LKD institutional capacity can develop systematically and independently.

Abstract

This study aims to analyze the gaps and policy directions for strengthening Micro, Small, and Medium Enterprises (MSMEs) in Majene Regency from the perspective of Entrepreneurial Ecosystem Theory (Stam, 2015). This theoretical approach emphasizes that entrepreneurial success is not only determined by individual entrepreneurs, but also by the systemic interaction between capital, market access, knowledge, talent, social networks, local culture, and institutional and infrastructure support. The study uses a descriptive qualitative method with data collection techniques through literature studies, regional policy documentation, reports from supporting institutions, and triangulation of media data and the latest scientific journals. The results of the study indicate that the MSME entrepreneurial ecosystem in Majene is in the early stages of formation, with various government and institutional interventions such as digital training, Business Development Services programs, and facilitation of export market access through Rumah BUMN. However, significant gaps are still found in aspects of digital access, limited capital and talent, and weak networks between entrepreneurs. Institutional support and physical infrastructure have begun to be built, but have not been integrated into holistic and sustainable MSME development policies. Therefore, a regional policy formulation that is data-based, participatory, and integrated between sectors is needed to strengthen the local entrepreneurial ecosystem in an inclusive manner.

Abstract

Permasalahan dalam penelitian ini adalah implementasi kebijakan kawasan tanpa asap rokok di kabupaten Luwu Utara. Penelitian ini bertujuan untuk mengetahui dan menemukan pemecahan permasalahan implementasi kebijakan kawasan tanpa asap rook di kabupaten Luwu Utara. Metode yang digunakan dalam penelitian adalah metode penelitian deskriptif dengan pendekatan kualitatif untuk menilai implementasi kebijakan kawasan tanpa asap rokok di Kabupaten Luwu Utara. Informan dalam penelitian ini adalah 9 orang dari tiga lokasi yang ditetapkan sebagai Kawasan tanpa asap rokok. Penetapan sampel dengan menggunakan metode unit alalisis. Hasil penelitian menunjukkan bahwa kebijakan kawasan tanpa asap rokok di Kabupaten Luwu Utara yang dituangkan menjadi peraturan daerah Kabupaten Nomor 9 Tahun 2026 belum terimplementasi karna belum memenuhi semua aspek. Dari aspek standar dan sasaran kebijakan yang menunjukkan masih banyak orang yang merokok di lokasi yang ditetapkan sebagai KTAR serta penerapan sanksi sesuai Perda belum dilakukan. dari aspek sumberdaya belum terimplementasi dengan terbatasnya sumberdaya menusia dan sumberdaya financial untuk pengimplementasian kebijakan. Dengan demikian masih perlu upaya dalam peningkatan implementasi kebijakan kawasan tanpa asap rokok di Kabupaten Luwu Utara.

Abstract

Ancaman bencana alam merupakan tantangan besar bagi Indonesia. Hal ini menuntut kesiapan nasional untuk menghadapi dampak destruktifnya. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi akar masalah pada mitigasi bencana, khususnya di Provinsi Sulawesi Barat, sehingga bisa mengimplementasikan strategi Pengurangan Risiko Bencana yang optimal. Penelitian ini menggunakan metode analisis kebijakan publik milik William Dunn, di mana peneliti melakukan Problem Sensing untuk menemukan masalah umum yang ada di Sulawesi Barat, khususnya mengenai kesiapan dan mitigasi bencana. Selanjutnya dilakukan Problem Searching untuk mengetahui lebih lanjut mengenai situasi rill di lapangan. Setelah itu, dilakukan Problem Identification untuk mengetahui mendata meta masalah yang berkaitan dengan isu kebencanaan. Setelah menemukan masalah yang ada, kemudian dilakukan analisis mendalam terhadap masalah-masalah yang ada, seperti menambahkan bukti-bukti yang menunjukkan urgensi setiap masalah yang ditemukan, lalu memberikan rekomendasi Policy Alternatives. Penelitian ini menemukan berbagai masalah yang berkaitan dengan kesiapsiagaan dan mitigasi bencana, diantaranya adalah masalah Geografis & Teknologis, Sosial-Budaya, Kebijakan & Politik, Hukum & Kelembagaan serta Informasi & Komunikasi. Selanjutnya terdapat beberapa alternatif kebijakan yang ditawarkan, diantaranya adalah Memperkuat Diplomasi Kebencanaan dan Kerja Sama Internasional, Pendanaan dan Institusionalisasi Program "Desa Tangguh Bencana" serta Penguatan Regulasi dan Penegakan Standar Bangunan Tahan Gempa.

Abstract

This study aims to analyze the implementation of Good Corporate Governance (GCG) principles in the management of the Regional Public Company Wai Tipalayo, located in Polewali Mandar Regency. As a public water utility, this regional public plays a vital role in fulfilling basic community needs while contributing to regional original income. Employing a qualitative approach with a phenomenological method, this research explores how the five core principles of GCG transparency, accountability, responsibility, independence, and fairness are applied in organizational governance. Data collection was conducted through direct observation, in-depth interviews with key stakeholders (including directors, managers, and customers), and document analysis. The findings reveal that transparency is implemented primarily through digital platforms such as social media and the company's official website, although financial transparency remains limited to internal stakeholders and regional authorities. Accountability is evidenced by clearly defined job descriptions and routine performance evaluations. The principle of responsibility is reflected in the company's commitment to environmental sustainability and social service to the community. Independence is demonstrated by the company's ability to self-finance operational costs without external political interference. Moreover, fairness is upheld through equitable recruitment practices and equal treatment of employees regardless of their employment status. Overall, the study concludes that consistent application of GCG principles enhances organizational performance and public trust in Wai Tipalayo’s Regional Public Company. However, greater efforts are still required to expand financial transparency and strengthen external collaboration to support sustainable corporate governance.

Abstract

This study examines how political stability, infrastructure governance, and sustainable development shape West Sulawesi’s role as a supporting region for Indonesia’s Nusantara Capital City, and its alignment with the Sustainable Development Goals (SDGs), particularly SDG 9 (Industry, Innovation and Infrastructure) and SDG 11 (Sustainable Cities and Communities). Using a sequential mixed-methods design, it triangulates policy documents, interviews, and 100 news articles coded in NVivo 12 Plus. Findings indicate that infrastructure development, especially roads, ports, and energy systems, is the strongest policy driver, reinforced by local government coordination and public–private partnerships. Institutional reliability functions as governance capital, sustaining policy continuity and strengthening accountability. Nevertheless, sustainability integration remains partial, constraining progress towards SDG 9 Targets 9.1 and 9.4 and SDG 11 Targets 11.3, 11.6, and 11.b. Reliance on discourse-based evidence and a cross-sectional timeframe limits causal inference and long-term sustainability assessment. Future research should adopt longitudinal designs, comparative buffer-region analyses, and quantitative sustainability indicators.
