Abstract

This paper talks about an analysis of Lao's interest in working with China on the High-Speed Railway (HSR) project between Kumning, China, and Viantiane, Lao. Using a method called "foreign policy analysis," this paper looks at four factors that Lao considers when deciding whether or not to work with China. The first is that Lao is close to China and has a similar climate. Second, China's strength in the economy. Third, the stability of China's political system. Fourth, China's population, which has to do with the tourism industry and improving Lao' human resources. The authors of this paper say that the results show that a number of indicators make it possible for Lao to connect to the rest of the world through the HSR project, make more contributions to the region, and become more competitive on both the regional and international levels.

Abstract

This article focuses on showing how the efforts of Muslims in England are trying to fight the unreliable stigma and accusations of being a radical religion by spreading the values of moderate Islam that are peaceful without violence. This article is important and interesting because the willingness to fight the stigma is carried out in various fields and levels in the hope of gaining legitimacy from the British government. To understand the efforts to spread Islamic values in England, this study uses Martha Finnemore's theory of constructivism with descriptive analysis in order to better understand what the actions of the Muslim community are like. The data was collected using the Harzing Publish or Perish application through data sources from Google Scholar within the time range from 2005 to 2021, and the literature was categorised and analysed using the Nvivo 12 Plus application. The result is that the spread of moderate Islamic values started with Muslim individuals trying to separate extremism from Islam and then Muslim organisations trying an open approach and discussion towards non-Muslims until they got legitimacy. After that, the government builds an anti-extremism institute as a clear divider between peaceful Islam and radical Islam. This study contributes to explaining the deradicalization efforts of British Muslims in depth, which has not been explained in previous studies. This study is limited to only explaining how to deradicalize Islam in the domestic scope

Abstract

Desa Amadanom dikenal sebagai salah satu desa penghasil kopi di Kecamatan Dampit. Fakta ini tidak lepas dari banyaknya perkebunan kopi yang dimiliki warga sehingga profesi petani kopi di desa tersebut merupakan profesi yang sudah berlangsung secara turun temurun. Berangkat dari fakta di atas, dalam berbagai program pengabdian yang kami laksanakan dalam beberapa tahun terakhir, kami menekankan upaya penguatan petani kopi di desa ini. Berbeda dengan sebelumnya, pada KKN 2020 kami fokus untuk memaksimalkan potensi lain yang dimiliki Desa Amadanom. Salah satu potensi yang kami lihat memiliki prospek positif di desa ini adalah potensi wisata perbukitan yang memiliki pemandangan yang indah. Di antara bukit-bukit tersebut, yang paling menonjol adalah Bukit Van d'Kock. Berdasarkan identifikasi masalah dengan mitra, program pengabdian masyarakat kami bertujuan untuk membangun kesadaran bersama dan kesamaan pandangan antara perangkat desa dan masyarakat desa Amadanom tentang memaksimalkan potensi wisata perbukitan Van d'Kock berdasarkan prinsip pengembangan pariwisata berkelanjutan. Dari berbagai diskusi dan dua workshop yang kami selenggarakan, kami menemukan fakta bahwa pada dasarnya mayoritas warga Amadanom memiliki keinginan yang sama bahwa Desa Amadanom memiliki potensi wisata yang dapat dijual dan memberikan nilai tambah bagi perekonomian. Berangkat dari semangat tersebut, kami sebagai tim pengabdian kemudian menyediakan booklet atau buku panduan singkat yang berisi tentang pengembangan potensi wisata desa. Kami berharap buku panduan yang kami buat ini dapat mempermudah aparat desa, karang taruna, dan masyarakat desa Amadanom dalam mengembangkan potensi wisata yang ada di desa Amadanom khususnya yang berkaitan dengan Wisata Literasi Kopi Van d'Kock Hill.

Abstract

Since President Vladimir Putin enacted anti-LGBT laws in July 2023, Russia has received a variety of responses, especially those focusing on human rights issues. However, there are quite a few parties who have criticized Russia’s policies. This study aims to understand the differences in global responses to Russia’s anti-LGBT policies, using the English School perspective. This article uses a qualitative descriptive method. Data collection was carried out through literature studies, which came from Scopus journal articles, official Russian government documents, and credible media reports. Using the pluralism and solidarity approaches contained in the English School, the findings in this article can be summarized in two main premises. First, if based on the pluralism approach, the decision of countries that choose not to condemn Russia’s anti LGBT policies can be understood as a form of respect for Russia’s sovereignty in an effort to maintain international order. Second, by using a solidarity approach, the opposition of some pro-LGBT countries and international organizations to Russia’s anti-LGBT policies can be understood as an effort to uphold universal values in order to create international order. Abstract

Penelitian ini berupaya menguraikan paradiplomasi pemerintah Kabupaten Malang dalam mengatasi persoalan sampah. Sampai dengan tahun 2014, penanganan terhadap masalah sampah oleh pemerintah Kabupaten Malang masih belum maksimal. Hal ini tidak dapat dilepaskan dari semakin tingginya jumlah sampah tiap tahun, dan terbatasnya tempat pemrosesan akhir (TPA) sampah yang ada. Kajian akademis mengenai upaya kerja sama yang dilakukan oleh pemerintah daerah dengan pihak asing atau jamak disebut dengan Paradiplomasi, bukanlah hal yang baru. Tidak terkecuali riset yang berfokus pada paradiplomasi terkait isu lingkungan. Meskipun demikian, riset yang membahas paradiplomasi dalam hal pengelolaan masalah sampah, sejauh ini masih sangat jarang. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data primer maupun sekunder melalui tinjauan literatur dan wawancara. Dengan berpatokan pada konsep Paradiplomasi, penelitian ini menghasilkan temuan bahwa upaya pemerintah Kabupaten Malang dalam mengatasi persoalan sampah tampak dari adanya penjajakan, penandatanganan, dan pelaksanaan kerja sama dengan United Nations Economic and Social Commision for Asia and the Pacific (UNESCAP) selama rentang waktu 2014-2018. Upaya tersebut pada akhirnya berujung pada terwujud dan terlaksananya proyek Integrated Resource Recovery Center (IRRC).

Abstract

This article addresses Laos' motivations for working with China on their proposed high-speed train and railway projects. Due to its lack of access to land channels, Laos chooses to conduct its commercial and tourism cooperation with China through the BRI initiative, which is China's foreign strategy in establishing relations with ASEAN nations. We use the theory of foreign policy (FPA) to address several justifications for Laos' participation in China's high-speed rail and fast train projects. We found five reasons why Laos should join China: First, China's location allows for communication with landlocked Laos through the construction of the Laos High Speed Railway; second, China's demographics can help Laos become more prosperous;  third, Laos relies on China's natural resources to match the Lao population's consumption level; fourth, China's political system has improved bilateral ties with Laos giving Laos hope that long-term collaboration may be created with China through the construction of transportation infrastructure in the form of the China-Laos High-Speed Railway; and fifth, Laos's economic prowess can assist with commerce and provide funding for growth between Laos and China.

Abstract

Penelitian ini menganalisis berbagai tantangan yang dihadapi dalam praktik paradiplomasi oleh Pemerintah Kota Surabaya selama periode 2020-2024. Paradiplomasi, yang merujuk pada keterlibatan pemerintah subnasional dalam hubungan internasional, telah menjadi instrumen strategis bagi Surabaya dalam membangun kerjasama global dan meningkatkan daya saing kota. Dengan menggunakan pendekatan kualitatif dan metode deskriptif-analitis, penelitian ini mengidentifikasi empat faktor utama yang menghambat efektivitas paradiplomasi Surabaya: keterbatasan sumber daya, kurangnya koordinasi antar lembaga, pemahaman yang tidak memadai terhadap praktik diplomasi, dan regulasi yang belum jelas. Penelitian ini menggunakan kerangka teoretis dari Alexander S. Kuznetsov tentang dimensi konstitusional dan institusional paradiplomasi untuk menganalisis dinamika yang terjadi. Hasil penelitian menunjukkan bahwa tantangan-tantangan tersebut berdampak signifikan pada kredibilitas Surabaya di mata mitra internasional dan menghambat optimalisasi potensi kerjasama yang ada, khususnya dalam program-program strategis seperti kolaborasi teknologi dengan Busan dan inisiatif lingkungan dengan kota-kota di Eropa. Studi ini memberikan kontribusi penting bagi pemahaman tentang tantangan paradiplomasi di tingkat pemerintah daerah di Indonesia dan menawarkan rekomendasi praktis untuk meningkatkan efektivitas implementasinya di masa mendatang.

Abstract

The trade conflict between Indonesia and the European Union over CPO arose due to the RED II and EUDR policies, which were deemed discriminatory and potentially harmful to various parties, particularly domestic parties. This study aims to analyze Indonesia's strategy in responding to the conflict by applying Robert D. Putnam's Two-Level Games theory. The research method used is descriptive qualitative with data collection techniques through literature review by examining various written sources that will be validated. The study results show that Indonesia has implemented strategies simultaneously at Level I through international diplomacy and at Level II through the unification of domestic actors and interests. The results indicate that among all the strategies implemented, filing a complaint with the WTO proved to be the most effective step, resulting in a victory for Indonesia. The conclusion of the research indicates that Indonesia's success is not only determined by strategies in the international arena but also by domestic pressure and support. Theoretically, this finding reinforces the understanding of how domestic factors influence foreign policy, while practically, the research suggests that the government should strengthen domestic partnerships and promote joint diplomacy with other countries in facing global trade challenges.

Abstract

This article analyzes the haram fatwa issued by the Majelis Ulama Indonesia (MUI) East Java against the practice of Sound Horeg through a securitization theory approach. Sound Horeg, as a popular entertainment form in rural and semi-urban areas of East Java, has become a subject of social and moral controversy due to its content and social impact. The promulgation of the haram fatwa by MUI East Java in July 2025 marks a crucial point in the effort to frame this cultural practice as a threat to Islamic values and social order. Through the lens of securitization theory and a critical discourse analysis of the fatwa text and public sentiment data obtained using Brandwatch tools, this article demonstrates that the haram fatwa functions as a securitizing speech act—a discursive action that shifts Sound Horeg from a cultural domain to an existential threat. The main findings of this study indicate that despite initial public resistance, especially from youth and cultural communities, public opinion gradually shifted towards acceptance over time. This suggests that the success of securitization by non-state actors like MUI heavily relies on the dynamics of discourse, moral legitimacy, and underlying social structural support.

Abstract

The European Union’s Renewable Energy Directive II (EU RED II) excluded palm oil as a sustainable feedstock, indirectly stigmatizing Indonesia as a driver of deforestation. This study analyzes Indonesia’s response through the lens of stigma politics and ontological security. Unlike previous research that focused on material-economic impacts, this article highlights identity preservation and stigma avoidance. Using a qualitative case study and interpretive analysis of policy documents, official statements, and media coverage, the study finds that Indonesia’s strategy reflects stigma avoidance: accepting global sustainability norms while rejecting the negative label. This is demonstrated by its World Trade Organization (WTO) lawsuit against the EU, promotion of the Indonesian Sustainable Palm Oil (ISPO) certification, and cooperation with fellow producers through the Council of Palm Oil Producing Countries (CPOPC). The study contributes by conceptualizing stigma avoidance as a narrative-based diplomatic practice through which Indonesia safeguards both material interests and ontological security.
