Abstract

The aim of this research is to identify the factors that cause commercial sexual exploitation of children in the city of Kendari, to identify the role of social services in supporting victims of commercial sexual exploitation of children in the city of Kendari, and to identify barriers in supporting victims to carry out sexual investigations. commercial exploitation. sexual exploitation of children in the city of Kendari. This research is research that uses a qualitative approach with descriptive methods. The data collection techniques used were interview observation and documentation. The results of this study concluded that the social service in assisting victims of child sexual exploitation by carrying out services, empowerment and coaching to victims to carry out handling and planning service policies as well as increasing self-confidence to victims and providing protection and guarantees to victims. And the obstacles of the Social Service in providing assistance or services are the lack of human resources, do not yet have a Women's Social Service Center, and the victim does not want to be open or still does not want to provide information that occurs

Abstract

The objectives of the Internal Community Partnership Program (PKMI) are: 1). Increasing the knowledge and technical skills of BUMDes managers in developing superior village potential through planning business types and actively involving the community as beneficiaries; and 2). Increase the knowledge and morality of BUMDes managers, so that in developing the village's superior potential they can utilize budgets that are carried out honestly, openly, fairly, professionally and future-oriented. To achieve this goal, the method used was training with a focus on lecture and FGD methods. The PKMI results show that: 1) Training to increase the capacity of BUMDes managers in developing superior village potential, is a vehicle for administrators and business unit managers to identify and ensure appropriate, effective and innovative superior potential in supporting BUMDes programs to increase village income and community welfare; 2) Capacity building training in developing superior village potential becomes a starting point for administrators, business managers and BUMDes program target groups to identify various challenges and obstacles; as well as solving problems, so that they are able to choose the right type of business by involving the community as beneficiaries.

Abstract

Eksistensi BUMDES yang seharusnya menjadi sokoguru kemadirian ekonomi desa, justru banyak menimbulkan problematika, seperti persoalan sumber daya manusia pengelola, minimnya modal usaha, rendahnya kapasitas wirausaha, dan sebagainya. Atas dasar tersebut tim PKM FISIP Universitas Halu Oleo melaksanakan kegiatan, yang bertujuan: untuk: 1) Meningkatkan pengetahuan dan moralitas kewirausahaan pengelola BUMDES, agar dalam pemanfaatan dana dilakukan secara jujur, terbuka, adil, profesional, dan berorientasi masa depan; 2) Meningkatkan kemampuan pengelola BUMDES dalam hal kewirausahaan dan tata kelola program yang bermuara pada peningkatan kualitas hasil program dan produksi, dan 3) Mendorong agar pengelola BUMDES dapat membangun sinergi dengan lembaga ekonomi lain, serta mampu menguasai pasar lokal dan regional. Untuk mencapai tujuan tersebut, maka metode yang dilakukan adalah pelatihan dengan memfokuskan pada pendekatan Focus Group Discussion (FGD). Hasil PKM menunjukkan bahwa: 1) Pelatihan Kewirausahaan bagi pengelola BUMDES, memiliki fungsi dalam upaya mendorong tumbuhkembangnya ekonomi desa dan menciptakan lapangan kerja; 2) Pelatihan kewirausahaan menjadi starting point bagi pengelola, dan kelompok sasaran dalam mengidentifikasi tantangan dan hambatan dalam pengelolaan BUMDES; 3) Pelaksanaan pelatihan menjadi wahana tukar menukar pengalaman pengelola BUMDES yang diwujudkan melalui kerjasama, akses pasar, dan adaptasi teknologi berbasis kewirausahaan. Selanjutnya, kesimpulan dari pelaksanan Program Kemitraan Masyarakat adalah terjadinya peningkatan pengetahuan dan kapasitas kewirausahaan pengelola BUMDES, yang indikatornya dalam sesi diskusi dan studi kasus.

Abstract

Community participation in maintaining the natural and cultural resources they own is a big contribution and has the potential to become a tourist attraction, including for communities in coastal areas. The development of tourism in the coastal area of Soropia District, Konawe Regency has not shown maximum results so it has no impact on increasing people's income in the area. One of the main components in tourism communication is human resources, especially in tourism activities related to community care and community welfare. The growth and development of community participation in tourism is largely determined by three main elements, namely, the opportunity given to the community to participate in tourism, the community's willingness to participate in tourism development, and the community's ability to participate in tourism progress. Solution offered: Providing education and stimulating public sensitivity to the benefits of maritime tourism in the coastal area of Tapulaga Village. Fundamental contribution to the target audience. Formation of understanding of village officials, tourism business actors, tourism workers and local communities in the coastal area of Tapulaga Village in exploring maritime tourism development.

Abstract

The research entitled "Agenda Setting for the construction of the Bangka-Sumatra bridge" focuses on several interests from the economic, social, and political sides. The research method in this writing is descriptive qualitative research. The results of the study that Agenda setting is a program carried out by the Bangka Belitung government to solve problems that occur in Bangka Belitung such as inflation in Bangka Belitung which is one of the backgrounds to improve the economy in Bangka Belitung by providing alternative policies such as building the Bahtera Sriwijaya Bridge, where the bridge is 13.5 kilometers long located in Sebagin Village Bangka Belitung. From providing policy alternatives, the Bangka Belitung regional government provides policy actions such as providing policies in long-term development by making Regional Spatial Planning Regulations (PERDA RTRW). Then the results of the policy cannot be implemented properly due to budget constraints because the construction of the bridge requires a very high budget, then the community is also still thinking about the negative impact of the bridge later such as crime, culture and traffic accidents. Since the feasibility test was carried out until now there has been no significant process for the bridge. This means that development in the region requires an agenda setting that must look at the side of economic interests, social interests and political interests in it.

Abstract

The research entitled "Grand Design of Local Tourism Development Policy: From Vision to Implementation (Study of tourism development in South Bangka)" focuses on tourism development in South Bangka district, including various policies issued as well as evaluation of the implementation process in the policies taken. The research method in this writing is descriptive qualitative research. The results of the research show that the regional tourism development policy design stipulated by the South Bangka Regency Government is contained in the South Bangka Regency Tourism Development Master Plan for 2012 – 2022 in the form of nine policy programs. In practice, the South Bangka tourism development policy which has been implemented for 10 years has not run optimally. This is evident from the evaluation of policy implementation carried out using the theory of evaluation criteria according to William N. Dunn which includes policy effectiveness, efficiency in implementation, adequacy of needs, alignment in policy implementation, responsiveness, and program accuracy. It shows that the nine programs run by the government of South Bangka Regency has not achieved results in accordance with the expected indicators of success.

Abstract

PT. Bangka Asindo Agri (BAA) located in Kenanga Village, Bangka Regency, Bangka Belitung Island Province from July 2022 until November 2022. This study used a descriptive qualitative research design with primary data and secondary data collected through observation, interview, and archived documentation. This data were analyzed using interactive model data analysis techniques from Miles and Hubberman. The result of this study indicate that: 1) CSR program design carried out by PT. Bangka Asindo Agri shows the government’s involvement with the company and the company’s involvement with the community in Kenanga Village, Bangka Regency can be said too poor; and, 2) Implementation of the CSR program from PT. Bangka Asindo Agri is carried out in accordance with Law Number 40 of 2007 concerning Limited Liability Companies, although it is not optimal. The implementation of CSR is influenced by inhibiting factors and driving factors.

Abstract

Utilization of social capital is considered capable of addressing conflicts that arise in rural areas, especially those related to tourist areas that are part of community empowerment programs. This study examines the crucial role of social capital in dealing with conflicts arising from the transition from the tourism sector to mining in Pangkal Niur Village. This study used qualitative methods. The analysis results depict in-depth how social capital significantly mitigates conflicts between the tourism and mining sectors. The implications of this social capital are also highlighted in the context of modernization and globalization, especially concerning the local community in Pangkal Niur Village. Additionally, this research emphasizes the importance of social relationships in forming the basis of trust, cooperation, and community participation. In the context of post-mining land restoration efforts, sustainable actions are crucial to reduce environmental damage caused by such functional changes, especially in regions with significant mining sectors like Bangka Belitung. The findings of this research have broad implications, especially in environmental management and sustainable development. The study concludes that social capital can play a role in resolving conflicts, but continuous efforts are still needed to preserve the environment and enhance community well-being.

Abstract

This research focuses on a village in Belinyu Sub-district, Bangka Regency, Kapitan Village. This research uses descriptive qualitative methods and a literature review with observation and documentation data collection techniques. The study’s results found that social capital plays an important role in strengthening the network of the Forest Farmers Groups, where one of the efforts is the Karang Lintang Festival. The community in Kampung Kapitan has been built with a social capital system based on trust, norms, and network relationships. This festival activity is one of the efforts to encourage participation and increase community social capital through bonding, bridging, and linking social relationships. The theory used in this research is Woolcock’s social capital theory. As stated by Woolcock, the types of social capital become this research’s reference to analyze the role of social capital in the community. The strength of this network is obtained through wide-scale or national relationships that the Forest Farmers Group has achieved with government agencies. Of course, strengthening the network of this group is accompanied by an increase in tourism potential in Kapitan Village.

Abstract

Sebagai salah satu harapan ekonomi alternatif masa depan, khususnya pasca sektor ekstraktif yang selama ini masih bertumpu besar pada eksplioitasi SDA (perkebunan dan pertambangan) di Pulau Bangka, tentu pariwisata menjadi salah satu sumber daya alternatif yang potensi untuk terus dikembangkan di Bangka Belitung. Pengembangan pariwisata biru berkelanjutan, termasuk misalnya pada kawasan pulau kecil yang memiliki daya tarik wisata telah menjadi isu strategis yang perlu dibahas secara serius, khususnya dalam rangka memperkuat pertumbuhan dan pemberdayaan sosial-ekonomi yang lebih inklusif di satu sisi, sementara itu hal tersebut juga seiring-sejalan dalam upaya mendorong literasi edukatif yang juga berkaitan erat dengan agenda penguatan ‘sustainable blue tourism’ pada ruang-ruang lokal. ‘Blue tourism’ berkelanjutan dalam konteks ini mesti dipahami sebagai sebuah benefit ekonomis dan ekologis dalam waktu bersamaan. Walaupun tidak bisa dipungkiri, ada begitu banyak tantangan kaitannya dengan persoalan wisata berkelanjutan yang tidak hanya terjebak pada logika bisnis semata, akan tetapi juga memberikan atensi besar pada agenda proteksi lingkungan dan kebudayaan lokal. Lalu, pada saat bersamaan juga penting kemudian untuk terus mendorong kesadaran warga lokal melalui berbagai program literasi yang bertujuan untuk memperkuat partisipasi warga, sekaligus juga dalam rangka menjadikan ragam kepentingan (stakeholders) dan aktor terjalin interkoneksi satu sama lain. Tujuannya tentu dalam rangka memperkuat literasi ‘blue tourism’ dan juga semangat sadar wisata secara berkelanjutan di Pulau Kelapan Kabupaten Bangka Selatan.
