Abstract

The purpose of this study was to analyze the sea defense strategy used in the Iceberg operation to strengthen the defense aspect of the country. The method used in this study is descriptive qualitative. The results showed that (1) the naval blockade was an effective strategy in winning the battle on Okinawa Island, (2) the establishment of a sea defense line in operation Iceberg supported the protection of the Allied fleet towards the Ryukyu Islands from attacks by Japanese submarines and enemy warplanes, (3) Marine aircraft were used in operation iceberg to counter the threat of floating glaciers and to monitor the movement of those glaciers,  (4) Cooperation between the Allied fleets of the United States, Great Britain, and Australia in Operation Iceberg was critical to the successful invasion and protecting forces from attacks by the Japanese naval fleet, and (5) Allied forces conducted naval intelligence monitoring around Okinawa Island to monitor the Japanese naval fleet using aerial reconnaissance, radar monitoring, and submarine reconnaissance.

Abstract

Diplomacy through international agreements such as the General Agreement on Tariffs and Trade (GATT) has an important role in international relations and geopolitics. This study aims to analyze the role of diplomacy through GATT in the context of the Pacific War as well as its impact on geopolitical dynamics in the region. Research methods used include literature study and analysis of historical documents to trace GATT's role in defusing trade conflicts between countries involved in the Pacific War. The results of the analysis show that diplomacy through GATT can reduce trade barriers between countries in conflict, thus helping to minimize the impact of the Pacific War on the global economy. The discussion included an explanation of how the role of diplomacy through GATT helped build more stable trade relations in the post-World War II Pacific region.

Abstract

The South China Sea has become a battleground for major powers' hegemonic struggles. Indonesia, due to China's claim over the North Natuna Sea, is involved in the conflict, utilizing a force planning approach. The historical and strategic values have made the South China Sea a region of complex conflicts involving global hegemony. The research used a qualitative descriptive method. Indonesia's response includes capability-based planning through law enforcement, scenario-based planning with naval base construction, and threats-based planning through military buildup in the North Natuna Sea. This escalating conflict in the South China Sea is pulling Indonesia further into the vortex, necessitating strategic steps through a force planning approach to protect its sovereignty and interests.

Abstract

The Sulu Sea as well as the Sulawesi Sea, are semi-closed sea areas, these seas are targets of illegal maritime activities. The Sulu Sea and Sulawesi Sea, being hotspots for several serious maritime crimes such as terrorism, kidnapping, piracy, and other transnational crime problems require joint operations through INDOMALPHI as a common platform in dealing with security threats in the region. The purpose of this study is to analyze the security strategy of the Indonesian Border Sea area in the Sulu Sea through the Trilateral Maritime Patrol Indomalphi. The method used is qualitative research that is descriptive. Data collection was obtained by literature study through articles, journals and reports related to the Sulu sea area and threats arising in the Indonesian border area. After that, the author discussed the Strategy for Securing Indonesia's Border Sea Area in the Sulu Sea through the Trilateral Maritime Patrol Indomalphi. Furthermore, the author describes the steps that can be taken by the Indonesian government. The results show that in securing Indonesia's border sea area in the Sulu Sea, INDOMALPHI's trilateral maritime patrol strategy has played an important role. This collaboration between Indonesia, Malaysia, and the Philippines through this trilateral has succeeded in increasing security and stability in the region. In its implementation, INDOMALPHI's trilateral maritime patrol has faced several challenges. One is coordination between three countries that have different policies and procedures. In addition, other challenges are the vast and complex Sulu Sea area, as well as the presence of armed groups that are still active in the region. To improve the effectiveness of Indonesia's border sea area security strategy in the Sulu Sea through INDOMALPHI's trilateral maritime patrol, here are some suggestions that can be considered: Strengthening cooperation, Capacity building, Regional cooperation development, Community empowerment

Abstract

The Chinese government enacted the China Coastguard Law (CCGL) on 1 February 2022, consisting of 8 chapters and 84 articles. Several provisions within this law, particularly Articles 3, 20, 21, 22, 25, and 46-51 pose significant potential for conflict, especially with Indonesia. These articles regulate China’s maritime jurisdiction, the use of weapons, and actions against foreign vessels, which could heighten tensions in the South China Sea. This study aims to analyze Indonesia’s Integrated and Interactive Defence and Security Strategy (IITCA) in response to the threats posed by the CCGL. The research reveals that Indonesia has strengthened multilateral and bilateral defense diplomacy, protected fishermen’s rights, and enhanced its capacity to maintain regional peace and security, in line with the ASEAN Outlook on Indo-Pacific (AOIP). Indonesia has also involved civil society and academia in this integrative strategy. Transparency is maintained through public and international communication, including engagement with organizations such as the United Nations, WTO, ARF, and IMO, as well as cooperation with the fisheries and shipping industries. Control measures are implemented through Confidence-Building Measures (CBM), joint exercises with China and the US, and the reinforcement of maritime security through national and international cooperation. Accountability is ensured by establishing commissions, independent mechanisms, and regular audits and evaluations of defense policies. In addressing the CCGL, Indonesia must strengthen its defense human resources and develop more cohesive maritime policies to manage the escalating conflicts in the South China Sea.

Abstract

This article discusses the urgency of Indonesian public policy in facing the situation of "war in peace" amidst global economic competition. Competition between countries now includes economics, technology, and politics. Indonesia must adopt adaptive and proactive policies to maintain stability and advance national interests. Through qualitative analysis, this article explores strategies such as strengthening economic infrastructure, economic diversification, human resource development, economic diplomacy, and bureaucratic reform. National security policy must also include economic, cyber, and energy aspects. This research provides insights for policymakers, academics, and practitioners in formulating effective strategies to face the challenges of globalization.

Abstract

Penguatan kerjasama internasional dalam bidang keamanan laut sangat penting untuk menjaga kestabilan maritim di kawasan Asia Tenggara. Indonesia, melalui Badan Keamanan Laut Republik Indonesia (Bakamla RI), memiliki peran sentral dalam menjaga integritas wilayah laut Indonesia dan mendukung ketahanan kawasan. Salah satu forum yang dapat dimanfaatkan adalah ASEAN Coast Guard Forum (ACGF), yang merupakan wadah bagi negara-negara ASEAN untuk memperkuat koordinasi dan kolaborasi dalam penanggulangan ancaman di laut. Penelitian ini bertujuan untuk menganalisis bagaimana penguatan kerjasama internasional melalui ACGF dapat mendukung keamanan laut Indonesia. Dengan menggunakan pendekatan kualitatif deskriptif, penelitian ini mengeksplorasi tantangan dan peluang yang dihadapi oleh Bakamla RI dalam memperkuat kerjasama di forum ini, serta dampaknya terhadap keamanan nasional. Hasil penelitian ini menunjukkan bahwa ACGF dapat memperkuat hubungan bilateral antar negara anggota ASEAN, meningkatkan kapabilitas koordinasi penegakan hukum di laut, serta mendukung diplomasi maritim Indonesia.
