Abstract

Capacity is important to help government in facing COVID-19, because the government will be unable to absorb the COVID-19 problem when establishing strategy or policy if the capacity is lack. This study aims to measure how far local government capacity in tackling COVID-19, especially in Sukabumi City which is still facing the problem of COVID-19 cases. There are 8 criteria to measure local government capacity according to UNDP, namely: 1. Strategic Positioning, 2. Responsiveness, 3. Effective, 4. Efficient, 5. Sustainability, 6. Leadership, 7. Gender, 8. Coordination. The qualitative method with the case study approach was used in this research. The results showed that the capacity of local government has a significant impact, especially in tackling COVID-19. The capacity of Sukabumi City’s local bodies showed a good role with an improvement in reducing COVID-19 cases and has a strong coordination both with all element in Sukabumi City and with the central government, even though in some period has a significant case increased. However, several point must be fixed and improve related to the capacity of local government in tackling COVID-19 in Sukabumi City: (1) improve the quality of human resources, especially the health workers and secondly, (2) increase the community participation in order to compliance with all government policies, and (3) ensure the effectiveness and the efficiency of the COVID-19 programs and policies.

Abstract

This research is motivated by a problem phenomenon, namely illegal climbers who enter the Gunung Gede Pangrango National Park area without a permit to enter the conservation area (SIMAKSI). In this study using a qualitative research methodology. Data collection techniques used in this study were observation and field studies, interviews, literature studies and qualitative and audio and visual documents. In this study, researchers used triangulation to validate the data, namely source triangulation and technical triangulation. The data analysis used is data reduction, data presentation and drawing conclusions. Based on the results of this study, it shows that the National Park Center has conducted socialization related to the application of the Online Conservation Area Entry Permit (SIMAKSI) policy in the Gunung Gede Pangrango National Park area, so that climbers and the public already know about the application of the Conservation Area Entry Permit (SIMAKSI) policy. Abstract

The title of this study is "Implementation of the Policy for Parking Service Charges on the Side of Public Roads in the City of Sukabumi". The purpose of this study is regarding parking services on public roads. This research found several problems, namely the ticket was not realized when collecting parking fees and the lack of Human Resources (HR) in supervising parking attendants. The method used in this research is using qualitative research with data collection techniques using observation, interview and documentation techniques. In determining the informants in this study using the Snowball Sampling technique. The theory applied in this research is the policy implementation theory of Donald S.Van Meter and Carl E.Van Horn which is influenced by 6 dimensions. The results of implementing this policy conclude that the Implementation of Policy on Regional Regulation Number 16 of 2011 Regarding Parking Service Fees on the Side of Public Roads in the City of Sukabumi, that there are policies that have not obtained optimal results in line with the goals and objectives that have been set. If you look at the number of tickets that were not given and the lack of supervision.

Abstract

Public transportation is a means provided for the community to facilitate their daily activities, including city transportation (angkot). In providing good service and easing the burden on the community, the Sukabumi City government issued a policy of abolishing route permit fees for city transportation. The purpose of this study is to find out how the implementation of route permit retribution tariff policies for city transportation in the city of Sukabumi. The research method used in this research is a qualitative approach, the research is descriptive in nature. Data collection techniques used by researchers are observation, interviews and documentation. This study uses four variables of policy implementation from George Edward. From the results of the study that policy implementation has been going well when viewed from the disposition and structure of the bureaucracy. However, in terms of communication and human resources, it has been implemented but not optimal. This can hinder the success in implementing route permit recommendations at the Sukabumi City Transportation Service and needs to receive more important attention from the government for the future in implementing route permit policies.

Abstract

Regional Retribution is a regional levy as a payment for services or the granting of certain permits specifically provided and/or granted by the local government for the benefit of individuals or entities. This study aims to determine the effectiveness of the levy for receiving fish auctions at TPI Ciwaru in increasing local revenue (PAD) of Sukabumi Regency from the marine sector, and what are the obstacles that occur in the process. This research method uses a qualitative descriptive method and an analysis of the effectiveness measurement according to James L. Gibson. By collecting data using observation, interviews and documentation. The result of this study is that the acceptance of fish auction fees at TPI Ciwaru cannot be said to be effective. Revenue from fish auction fees at TPI Ciwaru has not been effective, as evidenced by the fish auction fees which are still low compared to the potential and large production value each year and never reach 1% according to the applicable local regulations.

Abstract

This study aims to determine the implementation of the minimum wage policy in Sukabumi Regency. This study uses qualitative research methods with a descriptive approach. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. The results of this study indicate that the implementation of minimum wage policy in Sukabumi Regency goes well in the dimensions of communication and disposition, but in the dimensions of resources and bureaucratic structure is not optimal, this is because the resources with the refocusing of the budget and the number of employees and infrastructure needed optimization and the bureaucratic structure is not the authority of the Department of manpower and Transmigration Sukabumi to assess how the SOP's related to the District Minimum wage and its implementation mechanism, it is because the Minimum wage policy of the City / District: 561 / PP.732-Kesra/2021 so that it is regulated by the province regarding sop's and the implementation mechanism

Abstract

The Effectiveness of the Productive Presidential Assistance Program for Micro Enterprises (BPUM) in Increasing the Productivity of Micro, Small and Medium Enterprises (MSMEs) in Sukabumi City During the Covid-19 Pandemic. The purpose of this research is to find out and describe the effectiveness of the Productive Presidential Assistance Program for Micro Enterprises (BPUM) in Sukabumi City and the inhibiting factors in its implementation. This is motivated by the fact that there are still problems related to the BPUM Presidential Decree, namely the occurrence of double data or duplicates, and many of the BPUM Presidential Decrees are not on target. This study used qualitative research methods. Informants in this study were the Office of Cooperatives, Small and Medium Enterprises, Trade and Industry (Diskopdagrin) of Sukabumi City, as well as the community/SMEs who received the BPUM Presidential Assistance program. Data validation in this study used source triangulation and technique triangulation. The results of this study are that the BPUM presidential assistance program in increasing the productivity of MSMEs in Sukabumi City has been running effectively, but there are still obstacles, namely that it is not fully on target because there are BPUM recipients who do not have a business to participate in getting this assistance.

Abstract

The government in implementing public services must improve the quality of services and ensure the provision of optimal public services. The problem phenomenon focuses on the not optimal quality of service in terms of errors in writing KTP and KK identities, the absence of blanks, the lack of optimal human resources, resulting in human erorr. Thet eori used by Zeithhaml Parasuraman Barry (2011) include Physical evidence, Reliability, Assurance and Empathy. The research method uses observation, interviews, and documentation. The research instrument is purposive sampling. The analysis unit and the informant's setting used snowball sampling. Data validation using triangulation, data analysis using data condensation, data view, and drawing conclusion. With tangible results, it has been felt well by the people of Surade District. Based on the reliability of the service unit's ability to provide the promised service immediately and satisfactorily for service users is still not well felt and the Responsive Dimension is still not well implemented. in conclusion Service standards in District Offices Surade has been implemented in accordance with applicable procedures, but the quality of service provided is still not good because the officers who provide waiters are not friendly so they do not provide comfort for service users at the Surade District Office, Sukabumi Regency.

Abstract

The purpose of this study to determine the effectiveness of the expansion of employment opportunities program against unemployment reduction in Sukabumi. The method used is qualitative method with descriptive approach. Data collection using observation techniques, interviews, and documentation. Data analysis using Flow model Method and Data Validation using triangulation technique. This study uses the theory of program effectiveness from Sutrisno with 5 indicators of program effectiveness, namely program understanding, target accuracy, timeliness, achievement of goals, and taking real research results show the effectiveness of the expansion of Employment Opportunities Program Against Unemployment in Sukabumi runs well where the dimension of understanding the independent labor program. Program runs skill training through the P2KSS program so as to support the achievement of targets. On the dimension of the accuracy of the target where the independent labor program according to the target where targeting housewives. In imensi keteapatan socialization time will be quite effective independent work program because it has done socialization as much as 2 times face to face. In the dimension of the program where the independent labor program spreads widely to all levels of society. And in the dimension of real decision where Disnakertrans provide facilities and assistance to the community and also training has been implemented.

Abstract

The title of this study is "Evaluation of the Social Rehabilitation Program for Uninhabitable Houses in Cikembar District, Sukabumi Regency".This study aimed to evaluate the Social Rehabilitation Program for Uninhabitable Houses in Cikembar District, Sukabumi Regency, to identify the inhibiting and supporting factors of this program. This study uses a qualitative research method with a narrative approach. Data collection techniques include observation, interviews, and documentation. The results of this study indicate that. The effectiveness of RTLH rehabilitation in Cikembar District, has been effectively carried out by the Housing and Settlement Service of Sukabumi Regency, Sufficiency in implementing RTLH rehabilitation is provided to low-income communities, Equitable rehabilitation of RTLH is provided to communities according to the criteria in Sukabumi Regent Regulation Number 46 of 2019. Responsiveness to the people whose houses have been rehabilitated is satisfied with government assistance. Accuracy is good and right on target. Inhibiting factors are insufficient budget, determination of low-quality materials, and lack of mutual cooperation in the community.
