Abstract

Hartono Lifestyle Mall merupakan mall yang dibangun di kawasan Solo Baru dimana memiliki luas + 90.425 m2. Sesuai dengan Pedoman Teknis Analisis Dampak Lalu Lintas Pembangunan Pusat Kegiatan pada Ruas Jalan Nasional di Wilayah Perkotaan (2009) bahwa pusat pertokoan dengan luas minimal 500 m2 wajib dilakukan andalalin. Hartono Lifestyle Mall memiliki luas + 90.425 m2 sehingga wajib dilakukan andalalin. Analisis dampak lalu lintas (Andalalin) adalah kajian yang menilai efek - efek yang ditimbulkan akibat pengembangan tata guna lahan terhadap sistem pergerakan lalu lintas pada suatu ruas jalan terhadap jaringan transportasi di sekitarnya. Analisis perhitungan kinerja ruas dan persimpangan didasarkan pada MKJI 1997 dan nilai VCR atau DS sebagai parameter kinerja lalu lintas. Dalam analisis perhitungan pemodelan bangkitan dan tarikan diperoleh estimasi bangkitan dan tarikan sebesar 318 smp/jam yang terdiri dari 183 kendarangan ringan/jam dan 270 sepeda motor/jam. Berdasarkan analisis perhitungan kondisi eksisting dan kondisi setelah pembangunan Hartono Lifestyle Mall maka diperlukan beberapa tindakan penanganan pada simpang bersinyal Carrefour Solo Baru dan simpang tak bersinyal Solo - Baki. Selain itu, perlu dilakukan redesign daya tampung parkir dan penataan eksternal Hartono Lifestyle Mall untuk memberikan kenyamaan bagi para pengunjung yang datang ke Hartono Lifestyle Mall.

Abstract

Kota Pangkalpinang sudah memiliki angkutan umum berupa angkot yang melayani kepentingan mobilitas masyarakat dalam melakukan aktivitas. Namun, minat masyarakat Kota Pangkalpinang dalam menggunakan angkutan umum masih sangat rendah dan jumlah pengguna kendaraan pribadi terus meningkat. Salah satu faktor yang mempengaruhi minat masyarakat dalam menggunakan angkutan umum adalah tarif dari angkutan umum itu sendiri. Sehingga, perlu dilakukan evaluasi tarif angkutan umum untuk mengetahui kesesuaian tarif yang berlaku terhadap kemampuan dan kemauan membayar masyarakat sebagai pengguna jasa transportasi di Kota Pangkalpinang. Dalam penelitian ini, evaluasi tarif dilakukan berdasarkan Ability To Pay (ATP) dan Willingness To Pay (WTP). Dimana, pendekatan dalam analisis ATP berdasarkan besarnya alokasi biaya transportasi terhadap pendapatan dan frekuensi perjalanan dalam 1 bulan, sedangkan pendekatan analisis WTP berdasarkan kemauan membayar masyarakat terhadap kondisi pelayanan angkutan umum saat ini. Berdasarkan hasil evaluasi, tarif bukan masalah utama yang menyebabkan rendahnya minat masyarakat dalam menggunakan angkutan umum. Agar dapat meningkatkan minat masyarakat dalam menggunakan angkutan umum dapat dilakukan dengan penyesuaian tingkat pelayanan. Dimana, Pemerintah Kota Pangkalpinang perlu memperbaiki pelayanan angkutan umum yang selama ini masih mengandalkan angkot dengan menyediakan angkutan umum berbasis bus (Bus Rapid Transit) seperti di beberapa kota di Indonesia.

Abstract

Stunting merupakan salah satu permasalahan gizi pada anak secara global. Kabupaten Bangka merupakan salah satu kabupaten di Provinsi Kepulauan Bangka Belitung yang memiliki angka stunting tertinggi. Kondisi Angka stunting di Kabupaten Bangka sejak Tahun 2017 menjadi peringkat tertinggi di Provinsi Kepulauan Bangka Belitung yakni berada dikisaran 32,27 Persen, namun pada Tahun 2018 turun menjadi 8,9 Persen. Upaya menekan angka tersebut terus menerus dilakukan, sehingga di akhir Tahun 2021 telah mencapai 1,68 Persen. Kabupaten Bangka bercita-cita menuntaskan angka stunting pada Tahun 2023 atau Zero Stunting Tahun 2023. Tujuan dari pengabdian ini diharapkan berguna dalam memberikan edukasi dan pemahaman kepada remaja tentang pentingnya pencegahan stunting sejak dini. Metode kegiatan yang dilakukan meliputi tiga tahap yaitu tahap perencanaan, tahap pelaksanaan, dan tahap pelaporan. Selain memberikan edukasi dan sosialisasi secara tatap muka, akan dilakukan juga bentuk edukasi dan sosialisasi dengan media Podcast, Tik Tok, dan video-video dengan content yang menarik dengan platform digitalisasi. Abstract

Transportation is still a problem in every region in Indonesia, including in Aceh Province. As the node of sea transportation, ports have an increasingly large role in economic development in line with the increasing importance of ports in logistical activities. This study aims to examine logistics transportation based on the movement of agricultural commodities in Aceh Province. The research method uses descriptive quantitative methods with a secondary data analysis approach. The data used in this study are data of the movement of goods and data on agricultural products in Aceh Province. The data analysis approach used linear regression and was validated through the coefficient of determination and correlation test as well as the t-test and ANOVA test. Based on the results of analysis and statistical validation, it can be seen that agricultural products have a positive and significant linear relationship with the generation of movement of goods in Aceh Province.

Abstract

There are large of number vehicle trips in Pangkalpinang City that raise parking spaces allocation. The parking spaces not only use parking lots but also use legal or illegal on-street parking. The on-street parking that optimally manages can be a source of local revenue through retribution on on-street parking services. The local revenue of Pangkalpinang City from the on-street parking retribution sector is not running optimally, so it is necessary to review the implementation of the on-street parking retribution policy that has been applied. The product of the policy that will be reviewed in this study is a local government regulation relating to on-street parking retribution issued by the Government of Pangkalpinang City. This study uses a qualitative research method through interviews, observation, and secondary data collection. The result of this study reveals that the implementation of the on-street parking retribution policy in Pangkalpinang City is maximal yet. Therefore, it is necessary to evaluate the current on-street parking retribution policy in Pangkalpinang City, so that the local revenue from the on-street parking retribution can be optimized.Keywords: policy implementation, public policies, on-street parking, local government regulations, parking fees ABSTRAKPergerakan kendaraan yang tinggi di Kota Pangkalpinang menimbulkan kebutuhan ruang parkir yang tidak hanya memenuhi lahan parkir, namun juga menggunakan tepi jalan umum baik yang legal maupun ilegal sebagai tempat parkir kendaraan. Penggunaan tepi jalan umum sebagai tempat parkir bila dikelola secara optimal dapat menjadi sumber pendapatan asli daerah melalui retribusi pelayanan parkir di tepi jalan umum. Penerimaan retribusi parkir di Kota Pangkalpinang dinilai belum optimal, sehingga perlu ditinjau implementasi kebijakan retribusi parkir yang telah terlaksana. Produk dari kebijakan yang akan dikaji implementasinya dalam penelitian ini adalah peraturan daerah yang dikeluarkan oleh Pemerintah Kota Pangkalpinang yang berkaitan dengan retribusi parkir di tepi jalan umum. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif melalui teknik wawancara, observasi, dan pengumpulan data sekunder. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan retribusi parkir di tepi jalan umum Kota Pangkalpinang dinilai belum maksimal, sehingga perlu dilakukan evaluasi terhadap kebijakan retribusi parkir di tepi jalan umum Kota Pangkalpinang yang ada saat ini agar penerimaan retribusi parkir dapat lebih optimal.Kata kunci: implementasi kebijakan, kebijakan publik, parkir di tepi jalan umum, peraturan daerah, dan retribusi parkir

Abstract

The use of roadsides as parking spaces in the Pangkalpinang Plaza - Bangka Trade Center Area, if managed optimally, can be a source of Regional Original Income for Pangkalpinang City. The determination of this area as one of the on-street parking zones has the potential to be a significant contributor to parking fees revenue in Pangkalpinang City. Therefore, a study is needed to know the potential for parking fees in the Pangkalpinang Plaza - Bangka Trade Center Area to the Original Regional Income of Pangkalpinang City. The potential for parking fees revenue in Pangkalpinang City is analyzed based on three types of tariff conditions, consist of official tariffs, current tariffs, and adjustment tariffs. The results of the analysis of the potential parking fees for on-street parking in the Pangkalpinang Plaza - Bangka Trade Center Area shows that on-street parking fees revenue in this area has greats potential for the Original Regional Income of Pangkalpinang City. However, the management of the retribution receipt has not been carried out optimally, so that the revenue from this source is still low. Besides, coordination and transparency in managing parking fees also need to be improved. Furthermore, this research is expected to be used as a consideration for the government in making parking policies to optimize the receipt of parking fees in this area.

Abstract

COVID-19 has spread around the world and has given a huge impact on people's lives. One of the changes in the COVID-19 condition is the travel pattern of people. Travel patterns can be explained in terms of the flow of vehicles, passengers, and people's mobility from the origin and destination zones within a certain area and period. On the other hand, it is known that travel patterns are an essential factor in solving transportation problems. The change of travel pattern data is needed for transportation planners and policymakers in providing safe transportation during the pandemic. In addition, data on travel patterns also play an important role in determining travel restrictions in an area to reduce the spread of COVID-19. This study tries to analyze travel patterns during the COVID-19 pandemic through an exploratory approach by taking a case study in the Bangka Belitung Province. The results of this study show that the mobility was dominated by intra-island trips during the pandemic, both within Bangka Island and Belitung Island. Furthermore, during the COVID-19 pandemic, the majority of people made changes to their routine's mobility. More than 50% of people did not return to their original travel patterns even though the pandemic conditions had entered the New Normal period. The most influential factor which makes people change their mobility is to take precautions from COVID-19.

Abstract

Abstract The potential of the village in the form of the original results of the village must be developed with a touch of legal certainty based on the rules relating to the village. The classic problem that arises is in the process of establishing a draft village regulation that explores the potential of local wisdom-based villages and legal protection of the original products of villages that are not yet incorporated and are not recorded in household industrial food production permits. Methods used through direct socialization, discussion, and direct assistance to the village government in the process of making a draft village regulation based on local wisdom, this method can solve problems related to the structuring of village government administration. The result of devotion that the village government has not maximally understood the concept of making village regulations based on local wisdom to the maximum so that it needs continuous assistance in the draft aspirational village regulations is an integral part so that real action is needed from the village government to accommodate the aspirations of the community in the form of local wisdom-based regulations and real action is needed with regard to legal protection of the original product. Abstrak Potensi desa dalam bentuk hasil asli desa harus dikembangkan dengan sentuhan adanya kepastian hukum berdasarkan pada aturan yang berkaitan dengan desa. Permasalahan klasik yang muncul adalah dalam proses pembentukan rancangan peraturan desa yang menggali potensi desa berbasis local wisdom serta perlindungan hukum atas hasil produk asli desa yang belum berbadan hukum dan tidak tercatat dalam izin produksi pangan industri rumah tangga. Metode yang digunakan melalui sosialisasi secara langsung, diskusi, dan melakukan pendampingan langsung terhadap pemerintahan desa dalam proses pembuatan raperdes berbasis local wisdom, metode ini dapat memecahkan permasalahan terkait dengan penataan administrasi pemerintahan desa. Hasil pengabdian bahwa pemerintahan desa belum maksimal memahami konsep pembuatan peraturan desa yang berbasis kearifan lokal secara maksimal sehingga perlu pendampingan secara berkelanjutan dalam Rancangan peraturan desa aspiratif merupakan bagian yang tak terpisahkan sehingga diperlukan tindakan nyata dari pemerintahan desa untuk menampung aspirasi dari masyarakat dalam bentuk peraturan berbasis kearifan lokal serta diperlukan tindakan nyata berkaitan dengan perlindungan hukum atas produk asli desa

Abstract

Jalan Lintas Timur (the East Highway) serves as an alternative road to divert traffic from the main Pangkalpinang-Sungailiat road. The East Highway is prioritized for industrial or heavy vehicles. The damaged road found in the East Highway’s STA 10+000 to STA 11+000 has reduced the ability to serve the traffic optimally. Therefore, a study on this road damage is imperative. Bina Marga Method is used for the road damage assessment (TP3JK No. 018/T/BNKT/1990). The road is divided into 20 segments, each 50 meters long. Road damage identification is carried out for each segment, untilizing several indicators consisting of level of damage, type of damage, and dimension of damage. The analysis result showed that the damage occurred in East Highway consists of rutting (1.967%), potholes (0.015%), raveling (13.283%), hair crack (0.078%), alligator crack (0.459%), edge crack (0.001%), slippage crack (1.399%), shoving (4.128%), and patching (78.669%). The assessment result of road condition in the East Highway has the average value of 5, with the average number of road damage of 13.6. The Priority Order obtained is 10, indicating that the road has mild damage. Therefore, to overcome the road damage on the East Highway, a routine maintenance program is needed. Abstract

Jada Bahrin Village has a strategic location for the location of the development of fishing tourism areas because it is located on the outskirts of the Batu Rusa River channel. The development of fishing area tourism aims to increase the economic income of the village community and village government. Another goal of developing this area is so that Jada Barin Village can develop more because of the large number of tourists visiting. This service activity uses data collection methods and regional design or design. The document from the design of this fishing tourism area was welcomed by the village government for the basis of its development. The development of this fishing tourism area can later make Jada Bahrin Village more well developed.
