Abstract

Pulo Aceh is highly vulnerable to natural disasters, including earthquakes and tsunamis. The lack of awareness and limited knowledge among the community, particularly elementary school students, regarding disaster mitigation efforts poses a serious challenge in fostering local community resilience. This community service activity aims to enhance students' disaster awareness and preparedness at Lampuyang. Public Elementary School, Pulo Aceh. The methods used include interactive education, evacuation simulations, and emergency response training tailored to local conditions and participant age. The results show an increase in students' understanding of types of disasters, initial self-rescue steps, and the importance of individual and school preparedness in facing emergencies. Strengthening disaster mitigation capacity at the elementary school level has proven effective as an initial strategy for cultivating a disaster-aware culture from an early age. This activity is expected to serve as a model for school-based disaster education that can be implemented in other disaster-prone areas.

Abstract

The phenomenon of digital literacy has become a hot topic of discussion during the Covid-19 pandemic. Digital transformation in various community activities and public services managed by the government during the pandemic continues to this day. One of the innovations made by the Pekanbaru City Government is to create an electronic-based government application, namely "Pekanbaru Dalam Genggaman". This study aims to determine the effectiveness of using the "Pekanbaru Dalam Genggaman" application in providing public services to the community in relation to the digitalization of services. This study uses a qualitative approach where data sources are obtained from direct observation of the Pekanbaru Dalam Genggaman application and through literature studies of books, journals, articles, and other sources that are in accordance with the research topic. To analyze the concepts of digitalization in public services, this study uses an approach from the Harvard JFK School of Government, there are three elements of success that must be possessed, namely support, capacity, and value (benefits). The results of this study suggest that to apply the concepts of digitalization to public services, there are three elements of success that must be possessed, namely support, ability, and benefits. In terms of support, the government has deployed two to four IT personnel in each agency, but the infrastructure to support public services through digital is not yet optimal. In terms of capability, it is also considered unsuccessful, because 5 of the 16 features in the Pekanbaru Dalam Genggaman application do not function, of which 3 of the 5 features that do not function are very important for the community. In terms of benefits, only a small portion of the community feels the benefits. Because there are still many people who do not know about the existence of this application.

Abstract

This study examines why digitally mediated corporate social responsibility (CSR) governance has failed to address structural and ecological problems in oil- and gas-producing villages in Riau Province, Indonesia. Oil and gas corporations formally articulate commitments to social and environmental responsibility in official policy documents; however, their corporate social responsibility (CSR) initiatives are predominantly symbolic in nature and tend to be constrained to short-term, project-based interventions such as vocational training, food assistance, and basic road infrastructure development. These interventions do not engage with the structural drivers of environmental degradation, persistent poverty, and the absence of a locally grounded green transition. Methodologically, the research employs a qualitative design, drawing on semi-structured interviews with village authorities, residents, and officials from the Riau Provincial Government. The analysis further incorporates a documentary review of policy texts, CSR implementation reports, and digital CSR governance platforms. The data were analyzed to identify exclusionary mechanisms and disjuncture between formal governance architectures and actual CSR practices. The findings demonstrate that although digital CSR systems formally enhance transparency and open channels for participation, villagers’ engagement is largely confined to the submission of administrative proposals, with no meaningful avenues for deliberation, co-decision-making, or inclusive oversight. Decision-making authority remains concentrated in the hands of corporate actors and local elites, frequently mediated through political recommendations issued by local government leaders. In response to these dynamics, the study advocates a reconfiguration toward “participatory digital governance,” in which digital CSR platforms are mandated to incorporate community-led monitoring, binding feedback loops, and direct accountability mechanisms.

Abstract

The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community. Kemitraan dalam pengelolaan sampah yang dilakukan oleh Pemerintah Kota Pekanbaru bukan tanpa alasan. Persoalan sampah telah menjadi momok menakutkan yang jika tidak segera dikelola dengan baik maka akan semakin menuju titik kritis. Namun harus diakui bahwa Pemerintah Daerah dihadapkan pada keterbatasan dalam mengelola sampah, sehingga menjalin kemitraan dengan pihak swasta. Penelitian ini hadir untuk melihat sejauh mana wewenang yang dibagi itu menutupi keterbatasan melalui sudut pandang implementasi kebijakan. Permasalahan akan dibedah melalui teori implementasi kebijakan David C. Korten. Berbagai data yang diperoleh dari metode studi kasus kemudian dikembangkan dengan teori guna memperoleh suatu kesimpulan yang komprehensif. Hasil penelitian menunjukkan tiga hal penting. Pertama, kesesuaian antara program dan penerima manfaat. Kenyataan dilapangan menunjukkan bahwa beberapa program yang telah dirancang dan dituangkan melalui undang-undang sudah sangat komprehensif. Kedua, kesesuaian antara program dengan organisasi pelaksana. Poin ini menguji kesesuaian antara ide dan rencana yang telah disusun oleh pemerintah dengan kemampuan organisasi pelaksana. PT. Samhana Indah selaku pelaksana pengelolaan sampah di wilayah zona I merupakan perusahaan mapan secara finansial, memiliki armada pengangkutan yang memadai, serta berpengalaman dalam hal manajemen kerja. Ketiga, kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana. Pihak swasta telah melakukan pekerjaan sesuai dengan standar kerja dan membawa manfaat kepada masyarakat sekitar.
