Abstract

Indonesia is a developing country where the problem of poverty, including homelessness and beggars, is still widespread in urban areas. This phenomenon also occurs and is part of the life of big cities such as Pekanbaru City, this is due to the increase in population which is not balanced with adequate employment opportunities, and unequal employment opportunities. The aim of this research is to determine the role and obstacles of the Pekanbaru City social service in carrying out social rehabilitation for homeless people and beggars in Pekanbaru City. The approach used in this research uses qualitative research with the type of research being descriptive, the data needed is primary data and secondary data so that data collection is carried out by interviews and documentation, data analysis techniques are by data reduction, data presentation, drawing conclusions. The research results show that the role of the Pekanbaru City social service in carrying out social rehabilitation for homeless people and beggars is that the Social Service has carried out its role in carrying out the rehabilitation of homeless people and beggars in accordance with Perwako No. 97 Tahuin 2016 even though it is only implementing basic rehabilitation. The obstacles experienced by the Pekanbaru City Social Service in carrying out social rehabilitation for homeless people and beggars consist of a minimal budget, inadequate existing facilities, and the mentality of homeless people and beggars. Abstract

The relation of NU - Muhammadiyah in the history of modern Indonesia is indeed very interesting. Throughout the course of this largest Islamic organization is often colored by coordination, competition, and even confrontation. Reflecting on the Regent's election contestation in Gunung Kidul Regency, Yogyakarta became a real "battleground" for Muhammadiyah and NU organizations to show its existence. The stretching of the relationship between NU and Muhammadiyah is strongly influenced by the existence of their political machines, namely PKB and PAN. Therefore, this study will focus to identify the capital owned by NU and Muhammadiyah and to track the strategies undertaken between NU and Muhammadiyah in utilizing this capital in the simultaneous post-conflict local election as a structure of opportunities. To answer that questions above, this research was carried out through a case study method and used the modality framework as stated by Pierre Bourdieu. The results of this study indicate that there was no increase in exchange between CSOs and candidates in the election of the Regent in the Regency. Gunung Kidul. The post-conflict local election only gives a new field to habitus that has been settled, because the exchange that occurs is a manifestation of relations that have been institutionalized before.

Abstract

Nagari Tuo Pariangan Tourism Village is one of the tourism areas in Tanah Datar Regency which has been affected by the COVID-19 pandemic. Interestingly, in 2021-2022 it has managed to rise followed by several achievements, namely being in the ADWI 2022 Top 50 category, 1st Place for Developing Tourism Villages and obtaining 2 MURI Records, namely the First Tourism Village with Coffee-Scented Batik and the First Tourism Village with Batik Coloring Experience from Coffee Waste in the ADWI 2022 event. The purpose of this research is to find out how collaborative governance has been carried out so that the Nagari Tuo Pariangan Tourism Village has succeeded in reviving quickly which is studied using the Collaborative Governance Regime (CGR) theory from Emerson, Nabatchi, & Balogh (2012). This research uses a qualitative approach with a descriptive research type and is located in the Nagari Tuo Pariangan Tourism Village. The entire data was obtained through interviews with 17 informants, observations, and documentation which were analyzed using qualitative data analysis stages according to Miles and Huberman. The results of the study show that the dynamics of collaboration have not fully gone well because not all people understand that their area is a tourist destination. Nonetheless, other parties involved have carried out their roles and duties properly which have had an impact on increasing the number of tourist visits and some positive impacts felt by certain communities. The increase in the number of tourist visits must be balanced with the availability of homestays which are currently still limited and given that the majority of tourism revenue comes from guests staying overnight. This is a temporary adaptation which will later be used as a correction for the next collaboration. It can be concluded that collaborative governance in the development of the Nagari Tuo Pariangan Tourism Village has not fully run optimally.

Abstract

This research aims to determine the capabilities of the AIDS Commission (KPA) in handling HIV/AIDS in Pekanbaru City in 2022. The research was conducted using a qualitative descriptive method which aims to describe the phenomena that occur. The theory used in this research is the capability of public organizations according to Kusumasari (2014) with Institutional, Human Resources, Financial and Technical indicators. This type of research is qualitative with a descriptive approach. The data collection techniques used in this research were interviews, observation, documentation as well as note taking and recording. The research results show that the capability of the Pekanbaru City AIDS Commission (KPA) in handling HIV/AIDS can be seen from several indicators as follows: 1) Institutional capability in terms of institutional arrangements of the Pekanbaru City AIDS Control Commission is quite good with the structure and team in place. 2) The human resource capabilities of the Pekanbaru City KPA are considered to be not optimal in carrying out all their duties and functions, this is due to an inappropriate educational background. 3) Capability in terms of budget, it is known that the Pekanbaru City KPA obtains a budget or financial resources originating from the Pekanbaru City APBD with a total amount of 200 million even though what is needed is 500 million, and it is not uncommon for this budget to be disbursed in the middle of the year. So the KPA cannot work effectively in dealing with the HIV/AIDS problem in Pekanbaru City. 4) Technical capabilities in terms of logistics and information systems used by the Pekanbaru City KPA to collaborate and build coordination with related parties in efforts to handle HIV/AIDS in Pekanbaru City are classified as capable of providing information facilities for communicating and establishing cooperation with various sectors and government institutions. and non-governmental organizations. Abstract

This research aims to determine the regional government's strategy in the Covid-19 vaccination program especially for the elderly in Sialang Munggu Village, Tuah Madani District, Pekanbaru City. And to find out the inhibiting factors in implementing the program. The theory used in this research is strategy theory according to Siagian, namely accountability, deadlines and resources. The type of research used is qualitative. Meanwhile, the research approach used is descriptive. Data was collected by the author using interview and documentation techniques. The data used is primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research. The results of the research show that the strategy carried out by Sialang Munggu Village for several Covid 19 vaccination programs specifically for the elderly is in the form of setting targets so as to ensure that the targets or goals are achieved with accountability. The second strategy provides a deadline for the implementation of each program that will be carried out ( Deadlines) and the third strategy ensures that the appropriate resources are used, namely in the form of a budget, human resources appropriate to the field and finally adjusting the infrastructure or facilities that will be used to make program implementation easier (Resource requirements). All strategies that have been carried out are included in the not optimal category. This is indicated by the achievement of vaccination for the elderly in Sialang Munggu Village only at 27.21% of the specified target of 85%. Abstract

The vaccination policy is the government’s effort to deal with the Covid-19 pandemic, especially for the elderly who are vulnerable to transmission of the Covid-19 virus. Bunut Sub-district has the least number of targets, but the coverage of Covid-19 vaccinations for the elderly in Bunut Sub-district is still below the ideal target. The focus of this study discusses the implementation of the Covid-19 vaccination policy for the elderly in the Bunut Sub-District Pelalawan District in 2021. This study uses a qualitative descriptive method with data collection techniques with interview, observation and documentation techniques.This research will describe how the implementation of the Covid-19 vaccination policy for the elderly in the Bunut Sub-District, using the Van Meter and Van Horn theories. The research results show that implementation of Covid-19 vaccination for the elderly has not been optimal. This can be seen from the 6 indicators . First, the delivery of covid-19 vaccination for the elderly is slow and has not yet reached the target. Second, resources are not sufficient, because not yet supported by completeness, lack of funds or finances and maintenance of the quality of the Covid-19 vaccine. Third, the lack of communication from the puskesmas with other organizations such as village heads and religious organizations has resulted in clow Covid-19 vaccination especially for the elderly. Fourth, attitude the tendency of the executors is still lacking, seen from the discipline of the implementing staff in reporting. The effort to provide services with ball pick-up system such as door-to-door vaccination is not optimal. Keywords: Policy Implementation, Vccination Covid-19, Elderly

Abstract

The current government is directing all agencies in Indonesia to implement the Integrity Zone throughout all government institutions. While many agencies have declared their commitment to the Integrity Zone, it often remains a mere formality. Consequently, these agencies remain at the declaration stage and do not attain the Corruption-Free Zone (WBK) predicate. However, the Religious Court of Pekanbaru, within a year of applying for WBK, immediately obtained the WBK predicate and has maintained it since. This research aims to understand the Bureaucratic Reform Strategy of the Religious Court of Pekanbaru in Maintaining the Integrity Zone WBK Predicate in 2022. The research is located at the Religious Court of Pekanbaru. This study employs Sedarmayanti's theory on bureaucratic reform strategies aligned with the assessment indicators for the development of integrity zones as outlined in the Regulation of the Minister of Administrative and Bureaucratic Reform Number 90 of 2021. It utilizes a qualitative descriptive approach with data collection techniques including interviews and documentation. The research findings indicate that the strategies of the Religious Court of Pekanbaru are in line with the directives of Regulation Number 90 of 2021. Pekanbaru Religious Court, in maintaining the WBK Integrity Zone predicate in 2022, adheres to all provisions outlined in Regulation Number 90 of 2021. The Institutional Arrangement Strategy focuses on the process of change within the governance and governmental organization systems aimed at enhancing effectiveness, efficiency, adaptability, and innovation. The Administrative Arrangement Strategy emphasizes improving the performance of civil servants to become effective and efficient. The Human Resources Arrangement Strategy focuses on enhancing the quality of human resources, ensuring that they are qualified and productive in carrying out their duties. The Accountability Strategy concentrates on the process of accounting for the results of performance or programs implemented. Lastly, the Public Service Strategy focuses on improving public services provided and the outcomes of the performance carried out by civil servants. Abstract

This research departs from several phenomena that are a problem, namely that Pekanbaru Transmetro stops still do not meet standards and are not equipped with facilities for people with disabilities. Then the condition of the buses still does not provide opportunities for passengers with disabilities. The research was conducted using a qualitative descriptive method which aims to describe the phenomena that occur. The data collection techniques used in this research were interviews, observation, documentation as well as note taking and recording. Indicators of inclusive public services according to Agus Dwiyanto (2015) include: quality of policies, service procedures, discretionary space and gender prioritization. The results of this research show that overall, the inclusive services carried out by the Trans Pekanbaru Management UPT in implementing public services for people with disabilities are not optimal. This can be seen from the fact that there are still many deficiencies in the provision of facilities in the form of bus stops, sidewalks and so on. The quality of policy still has many problems that need to be resolved. So there is a need for clear and written regulations regarding TMP bus services for people with disabilities. Service procedures are quite good, this is proven by the existence of SOPs regarding corridor operation procedures and SOPs regarding TMP bus services which have been implemented seriously, then there is dissemination of information to the public regarding TMP bus schedules and routes as well as all the information needed by the public. Discretionary space was chosen by providing participatory services. In its implementation there were several problems regarding the condition of the TMP bus stops, which were not all in accordance with the needs of people with disabilities. Gender mainstreaming is carried out by upholding the value of justice, this is realized through the provision of disabled-friendly facilities, so that disabled people feel they are getting justice when they access TMP bus services. Abstract

This research aims to evaluate unemployment alleviation programs by the Pekanbaru City Manpower Office in 2023 in order to overcome the problem of high and low unemployment rates and decreasing labor absorption rates in Pekanbaru City in 2023. This research was conducted using qualitative descriptive methods and techniques. Data collection carried out in research is interviews, documentation, note-taking and recording. The theory used is the CIPP Model Program Evaluation by Stufflebeam. The results of this research indicate that unemployment alleviation programs by the Manpower Department are not implemented optimally due to ineffective and efficient budget allocations, lack of sufficient Human Resources (HR) and experts in implementing programs, inadequate facilities and infrastructure. , lack of information about the program to job seekers, and minimal company participation in the program. So, the conclusion is that there needs to be sufficient budget allocation for the implementation of all programs, the government needs to continue to make progressive and innovative efforts so that existing obstacles can be minimized so that the program can still be implemented, a firm and pro-active attitude in establishing good relations with companies, and active participation and supervision from the community regarding program implementation so that in the future all programs can be fully implemented and have a more significant impact in overcoming unemployment in Pekanbaru City.
