Abstract

Penelitian ini dimaksudkan untuk mengevaluasi input kebijakan pariwisata di Kabupaten Siak yang mengusung pengembangan pariwisata berbasis kearifan lokal. Ide dasar dari tulisan ini berangkat dari kegelisahan dalam mengamati fenomena pengembangan pariwisata berbasis kearifan lokal yang dianggap kuno, tidak menarik dan tertinggal. Terlebih dalam era globalisasi, kekhawatiran akan pudarnya kearifan lokal yang dikelilingi oleh budaya barat dan budaya lainnya menjadi tantangan tersendiri bagi eksistensi kearifan lokal. Namun berbeda yang terjadi di Kabupaten Siak, kearifan lokal justru menjadi daya tawar dalam kebijakan pariwisata. Sehingga menjadi penting untuk melacak penguatan kearifan lokal dalam kebijakan pariwisata Kabupaten Siak dari sisi input kebijakan. Penelitian ini merupakan penelitian kualitatif melalui pendekatan studi kasus. Melalui teori evaluasi kebijakan Stufflebeam, penelitian ini fokus untuk menganalisis input evaluation mengingat aspek input menjadi kunci kesuksesan sebuah kebijakan. Hasil penelitian menunjukkan bahwa kebijakan pengembangan pariwisata tidak dapat dilepaskan dari dukungan input kebijakan berupa sumber daya manusia, sarana dan prasarana, rencana strategis pengembangan pariwisata serta dukungan anggaran. Di Kabupaten Siak, sumber daya manusia yang bekerja pada Dinas pariwisata masih terbatas secara kualitas dan kuantitas. Pengembangan pariwisata di Kabupaten Siak juga dihadapkan pada situasi belum optimalnya pemanfaatan kemajuan teknologi komunikasi dan informasi sebagai salah satu sarana pemasaran dan promosi pariwisata. Dilihat dari regulasi, Kabupaten Siak memiliki keunggulan regulasi melalui visi daerah yang berorientasi pada kebudayaan dan pariwisata, tersedianya roadmap kebudayaan melayu dan PERDA yang mengatur tentang bahasa dan pakaian melayu. Sedangkan dari aspek pendanaan, penyerapan anggaran pada Dinas Pariwisata masih belum maksimal disebabkan oleh keterbatasan sumber daya aparatur yang terlibat dalam pengelolaan kegiatan.

Abstract

Determination of the budget and regional expenditure income (APBD) of Kuantan Singingi Regency has a polemic in the formulation process. The delay in the enactment of this regional budget regulation indicates that there is a bad relationship between the regional head and the Kuantan Singingi district parliament. To answer the problems that occur, an analysis is conducted to find the bright spots of the polemic. This research was conducted to see the relationship between the DPRD and local government in the process of formulating the APBD. This research uses a qualitative approach. Data collection techniques namely by studying literature and using previous research. This study uses Stone's interaction type theory, namely decisional type, anticipated reaction type, non-decisional making type, systemic type. The results showed that the relationship between the local government and the Regional Parliament of Kuantan Singingi in the formulation of the 2017 Regional Budget was included in the type of non-decessional making interaction. This type of interaction is a form of interaction that is influenced by the presence of a strong majority group in influencing the process of formulating the APBD, especially on the submission and agreement of the KUA-PPAS by providing public issues so that a bad image is formed.

Abstract

Circulation and abuse of drugs in Pekanbaru city show significant improvement. The efforts made by the National Narcotics Agency (BNN) in the field of prevention, empowerment, and the eradication has not been able to minimize the number of narcotic abuse in the city of Pekanbaru.Based on data from the Drug Investigation Division Police Directorate Riau and Resta Pekanbaru, cases of drug abuse in Pekanbaru city in 2011 there were 72 cases with 94 suspects, in 2012 there were 79 cases with 115 suspects, and in 2013 as of October there were 102 cases with 129 suspects. Formulation of the problem in this research ishow to role model appropriate policies in combating drug abuse in Pekanbaru city, so the purpose of this research is to find a role model of appropriate policies in combating drug abuse in the city of Pekanbaru and to the terms of role models of successful implementation of policies to eradicate drug abuse in the city of Pekanbaru. This research is aqualitative research with deskriptive method. This research was done through observation,in-depth interviews, Focus Group Discussion and documentation. Techniques of data analysis done by data reduction, organizing the data, and interpretation of data. The results of this research show that the efforts made by BNN Pekanbaru city of prevention, empowerment, and eradication have not been able to minimize of drug abuse cases in Pekanbaru city, although the value of the BNN gains of Pekanbaru city average in 2012 is 107,5% and in 2013 is 118,34%. So as to minimize the abuse of drugs offered a role model policies based on local wisdom that is returned to the Malay identity by means of strengthening traditional values of Malay culture and religious values.

Abstract

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Abstract

The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and “Right to the city” coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

Abstract

Tulisan ini berangkat dari ketertarikan untuk melihat relasi kuasa yang terjalin antara Negara dan institusi adat dalam pengembangan pariwisata budaya melayu yang ada di Kabupaten Siak. Penelitian ini merupakan penelitian lanjutan dari temuan sebelumnya yang menunjukkan bahwa lembaga adat melayu kabupaten Siak tidak lagi dilibatkan dalam pengembangan pariwisata berbasis kearifan lokal. Padahal kita ketahui bahwa Siak mengusung “Siak the Truly Malay” sehingga idealnya LAM Kabupaten Siak akan menjadi salah satu leading sector yang akan menjaga dan menuntun nilai-nilai budaya melayu dalam setiap event kepariwisataan. Sehingga menjadi penting untuk mengupas lebih jauh seperti apa relasi kuasa yang terbangun antara Dinas Pariwisata Kabupaten Siak dan Lembaga Adat Melayu Kabupaten Siak dalam pengembangan pariwisata berbasis budaya melayu. Metode yang digunakan adalah melalui pendekatan kualitatif, sehingga data-data di lapangan akan diperoleh melalui proses wawancara dan dokumentasi. Kemudian berbagai data dan infromasi tersebut dianalisis hingga diperoleh kesimpulan penelitian. Hasil penelitian menunjukkan relasi yang justru terjadi adalah layaknya “perang dingin”. Kedua belah pihak tidak terlibat konflik secara langsung, namun bersikap saling diam. Hal ini dikarenakan adanya relasi yang tidak seimbang. Lembaga Adat Melayu Kabupaten Siak seolah-olah tak bisa berbuat apa-apa ketika tidak dilibatkan dalam setiap program pengembangan Pariwisata Kabupaten Siak.

Abstract

Wisata Goa pindul menawarkan berbagai keindahan alam di sepanjang aliran sungai bawah tanah yang didalamnya terdapat stalaktit dan stalamit yang menjadi panorama menakjubkan bagi para pengunjungnya. Sering waktu, objek wisata Goa Pindul berubah menjadi kawasan wisata yang menjanjikan keuntungan. Namun, tidak semua pihak memiliki peluang yang sama untuk memperoleh pendapatan, sehingga ketidakadilan dalam “bagi-bagi kue” ini lah yang menjadi salah satu penyebab konflik berkepanjangan. Goa Pindul menyingkap banyak perdebatan terkait siapa pihak yang paling berhak mengelola dan mengapa berhak mengelola. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Melalui teori representasi dari Hannah Pitkins, tulisan ini akan mengkaji mengenai pemetaan representasi politik berdasarkan 4 hal yaitu identifikasi agen, konstituen, kepentingan yang diwakili dan juga responsivitas. Hasilnya diperoleh bahwa fenomena yang terjadi di Goa Pindul yaitu keterlibatan Atik Damayanti justru memperlihatkan hal yang berbeda dari konsep yang ditawarkan oleh Hannah Pitkin. Agen tidak selamanya ditentukan atau ditujukan untuk membela kepentingan konstituen tetapi tindakan agen justru ditentukan atau ditujukan untuk memperjuangkan kepentingan elit itu sendiri dan keluarganya.

Abstract

After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped.

Abstract

Basically, the preparation of regional regulations departs from the expectation of the realization of quality public services. One of the steps that can be taken is to bring input and aspirations from the community. The Government can capture the aspirations of the community as the parties affected by the presence of public policies. This service is carried out in Pekanbaru City, precisely in Marpoyan Damai and Senapelan District. This service activity also emphasizes the importance of community involvement in making regional regulations. Therefore, this service is carried out in the context of strengthening community participation in the formation of regional regulations. This activity is carried out using presentation and discussion methods to provide understanding to the community regarding three things, namely the concept of participation, participation channels and solutions in dealing with participation constraints. The results of this service activity further add to the public's insight regarding the technical delivery of aspirations. Through this service activity, the community gains reinforcement regarding ways that can be done to pass the proposal. Communities need to know specific ways to convey aspirations, including making superior programs, conveying aspirations in forums and synchronizing proposals with the sub-district agenda.

Abstract

Community participation is a tool to obtain information about the conditions, needs, and attitudes of the local community, if they feel involved in the process of preparation and planning and democratic rights. So that community participation in forest and land fire control causes a decrease in the number of fires, although there are still fires in Rokan Hilir Regency. Then the handling of fires in Rokan Hilir Regency is carried out with the Rokan Hilir District Regulation No. 41 of 2017 concerning the implementation unit for controlling forest and land fires in Rokan Hilir Regency. And the urgency of this research is expected to provide a role model in solving the fire problem by changing the policy perspective from top down to bottom up. The purpose of this study was to determine community participation in supporting forest and land fire control policies in Rokan Hilir Regency. The theory used is based on 4 indicators of the form of community participation from Cohen and Uphoff, namely participation in decision making, participation in implementation, participation in benefit making and participation in evaluation. The research method used in this research is descriptive research method with a qualitative approach. In collecting data, the author uses interview and documentation techniques. The results of this study indicate that community participation in forest and land fire control policies in Rokan Hilir Regency has decreased the rate of forest and land fires in Rokan Hilir Regency in 2019 - 2020 in accordance with Government Regulation Number 45 of 2004 concerning forest protection so that community participation is achieved. in supporting forest and land fire control policies.
