Abstract

The Covid-19 vaccination program is one of the policies issued by the Pekanbaru City government in dealing with Covid-19. It is hoped that this program can cover the people of Pekanbaru City and be accepted by the community. However, the Covid-19 vaccination has not been evenly distributed due to public distrust of the Covid-19 vaccination, in this case it can be judged that the community does not know and understand the importance of vaccination in dealing with the Covid-19 outbreak. Furthermore, the data collection techniques used are interviews and documentation. While the data source used is primary data obtained from the research location in the form of research informants and supported by secondary data, namely documents related to interviews, observations, and document studies. The location of this research is in the city of Pekanbaru. The results of the research carried out are that the Policy Performance in the Covid-19 mass vaccination in Pekanbaru City in 2021 has been carried out in accordance with the 2021 Pekanbaru City Regulation in paragraph 17A, starting from setting and collecting data on the target recipients of Covid-19 vaccinations. The Policy Effect, namely the target coverage and comparisons have not been achieved, the deviation bias exists, access to affordable locations, communication is not good and access is equal, and the suitability of the program to the needs of the community is appropriate. In Policy Impact, the dimensions of the initial results of policy outputs are appropriate, the medium term is appropriate and the long term is appropriate. Abstract

One form of public service that will be carried out by the government is the need for optimal community e-KTPs. However, there was a decrease in the value of the Koto Gasib community satisfaction survey and the number of printed e-KTPs, so that it became a problem that occurred at the Koto Gasib District Office, Siak Regency. The community complains about the performance of employees, causing a sense of community dissatisfaction. The eKTP service process cannot provide certainty or information related to the institution or the community. Therefore, employee performance needs to be improved again. The purpose of this study is: To measure community satisfaction with the performance of the sub-district apparatus in Koto Gasib. This research can be classified in the type of quantitative research with descriptive analysis. From the results of research that has been carried out, it is known that the percentage of respondents to community satisfaction in the quality of public services is 45.92%, which in the criteria for respondents' answers 25% -49% are categorized as dissatisfied. Abstract

Based on Presidential Regulation Number 76 of 2013 concerning Management of Public Service Complaints, a Service Complaint Management System is established National Public Service for People’s Aspirations and Online (SP4N-LAPOR!). In 2016 the Pekanbaru City Government participated in implementing the LAPOR! by forming a coordinating team for complaint management and officers LAPOR! management administrator! SP4N Pekanbaru City Government. In implementation has resulted in problems, namely the lack OPD response in respond to complaints that come in through LAPOR! and there are still people who do not understand the use of LAPOR!. The purpose of this research namely to find out public sector services by the Pekanbaru City Government related to conveying public aspirations through the LAPOR! year 2019. Theory used in this study is the theory of public service quality proposed by Zeithahaml, Parasuraman & Berry. This research uses qualitative method with a descriptive approach. Data collection techniques with interviews and documentation. Based on the results of the study, it can be concluded that public sector services by the Pekanbaru City Government are related to the delivery of people’s aspirations through the LAPOR! in 2019 everything is going well except for physical evidence indicators which still need to be improved, especially in terms of communication media. And then on the action response indicator Further, the settlement of complaints in Pekanbaru City from the public is still not good because from the example that the researcher described above, there is still a delay in the response from Relevant OPD who still have not followed up on complaints. Abstract

This study aims to determine the causes of conflicts that occur between the village head and the village consultative body and see the pattern of relationships, namely the pattern of partnership, consultation and coordination in the implementation of infrastructure development in Koto Inuman Village in 2019-2020. This study uses a qualitative research method with a descriptive type of research, which can be interpreted as a problem solving process that is investigated by describing the state of the research subject based on the facts that appear during the research which is then continued based on existing theories. The presence of the village consultative body in the village government as its function and authority is expected to be able to realize a system of checks and balances in village development planning. The pattern of parallel relations between members of the village deliberative body and the village head as regulated in laws and regulations turns out to be in its implementation colored by practices of work relations that are less harmonious and lead to conflict and manifest a tendency for the village head to dominate over the village consultative body in village development. , which leads to the patron-client theory in which the patron holds higher power than the client. In this study the village head becomes a patron or has power and the village consultative body as a client or subordinate who must accept whatever is determined and given by the village head must be obeyed and accepted by the village consultative body. This is contrary to what should be, where the village head and the village consultative body are working partners and have an equal position which is clearly stated in Law Number 14 of 2014 concerning Villages and Regional Regulation of Kuantan Singingi Regency Number 4 of 2017 concerning Management and village government article 145 paragraph 1 states that the working relationship between the village consultative body and the village government is equal and becomes a partner in the administration of village governance. The conclusion in this study is that the working relationship that should run in harmony with the pattern of partnership, consultation and coordination leads to the domination and exploitation of the village head against the village consultative body which results in disharmony in the implementation of infrastructure development in Koto Inuman Village. Abstract

Complete Systematic Land Registration (PTSL) is one of the national priority programs for asset legalization set by the government in accordance with the regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 12 of 2017 which was amended by regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the Land Agency. National Republic of Indonesia Number 6 of 2018 concerning Acceleration of Complete Systematic Land Registration. In 2021, the target number of land parcels to be certified is 20,000 parcels, but only 9,963 land certificates have been realized or around 49%. The problem that occurs in this research is that public services carried out by the Pekanbaru City National Land Agency office do not achieve the targets that have been set in the 2021 fiscal year. The research approach used is a qualitative approach and the type of research used is descriptive. The location of this research was conducted in Pekanbaru City and data collection techniques were carried out by interview and documentation. The results of this study are that the first public services carried out by the Pekanbaru City BPN office are not optimal, as evidenced by the failure to achieve the target of land certificates produced by the Pekanbaru City BPN Office, it is found that there is a lack of human resources that serve as a task force tasked with completing the PTSL program. Abstract

The scarcity of clean water in Dumai City has been going on for decades. PDAM Tirta Dumai Bersemai is required to have good performance so that the distribution of clean water is evenly distributed to all people. However, PDAM faces many challenges in achieving this goal. Challenges in the form of limited funds, human resources, and influential environmental factors so that performance is said to be not optimal. PDAM almost went bankrupt in 2016, trying to get up in 2018-2020 by making various efforts. This paper is intended to explain the success of PDAM in providing clean water. Success is interpreted not as an equal supply of clean water to all people but rather as success in getting through a period of bankruptcy. This research was conducted using qualitative methods by collecting data through interviews and documentation. The field results were then analyzed, resulting in the following findings. First, PDAM can be involved in various clean water supply schemes such as SPAM NUWS, PPP, and Durolis. This involvement shows the trust of the parties in the PDAM's performance. Second, improvements in PDAM performance are inseparable from improvements in PDAM's internal management. Improvement of PDAM's institutional dimension is the key to PDAM's revival. The leadership of the first and second periods of the principal director of PDAM showed significant changes. So that in the future, PDAM leadership must be based on qualified knowledge, information, and experience in managing clean water.

Abstract

Termination Public service innovation for picking up micro and small business permits in Pekanbaru City is a form of conclusion that simplifies public services in licensing related to licensing requirements, procedures, processes, and completion to increase the quality of licensing document services and facilitating and facilitating the community in managing micro and small business licensing. The problem in this research is the high level of slowness, injustice, and high costs. Not to mention the service has not been effective and efficient. The purpose of this study was to find out the termination of the innovation of shuttle service for micro and small business licenses in Pekanbaru City. The research approach used in this study is a qualitative approach and this type of research is descriptive. The location of this research was conducted in Pekanbaru City and data collection techniques were carried out by interviews and documentation. The results of this study are that Termination is a conclusion or dismissal of functions, programs, and policies in public services. The public service for picking up micro and small business licenses has been running and is a public service innovation that makes it easier for the community to apply for business licenses, but in 2019 this innovation has been discontinued. The following are indicators of innovation termination seen from 6 aspects of indicators, namely Development of Innovation Leadership, Development of Innovation culture, Development of Employees, Development of Work Teams and artnerships, Development of Innovation Performance, and Network Development. Abstract

The synergy of the customs agency with the national narcotics agency in preventing narcotics smuggling is cooperation in a relationship and institutional or agency setting with a specific division of tasks to produce a good goal, through communication and coordination, therefore the author is interested in further studying the formulation of the problem. "How is the synergy of customs with the Dumai City National Narcotics Agency in preventing drug smuggling" This study aims to find out how the synergy of customs with the Dumai city national narcotics agency in preventing drug smuggling. This research is a type of descriptive research using a quantitative approach. The data collection technique in this study used interview techniques. The data analysis used was interactive quantitative analysis. The results of the study can be concluded that the efforts made by BNN together with Customs and Excise to reduce the number of drug smugglers entering the city of Dumai, as well as eradicate the illicit traffic of narcotics and narcotics precursors, protect and prevent the nation from narcotics abuse. Particularly the National Narcotics Agency and Customs and Excise where the two institutions supervise illegal goods entering Indonesia, especially the Dumai area which is directly opposite neighboring countries. Abstract

The government has implemented New Normal to restore community activities, especially economic activities while still complying with the Health Protocol. Implementation of learning in the New Normal situation, which is a Joint Decree (SKB) made by 4 Ministers, Minister of Education and Culture, Minister of Religion, Minister of Health, Minister of Home Affairs in responding to the New Normal situation, especially for the implementation of learning. The research objective was to find out about the implementation of the health protocol policy during the Covid-19 pandemic during the Covid-19 pandemic at schools in Pekanbaru City in 2020-2021. Informants from this study were the Pekanbaru City Education Office in the Field of Junior High School Education (SMP), teachers and students in the schools studied. The types of data used in this research are primary data and secondary data. The data collection used in this research was interview and documentation method. The analysis used in this research was descriptive analysis and qualitative analysis. From the research results it is known that the theory used is the concept of Donald S. Van Meter and Carl E. Van Horn theory in Nugroho (2016: 136). The first indicator is the Health Protocol Policy Standards and Targets Based on a Joint Decree (SKB) During the Covid-19 Pandemic at schools in Pekanbaru City based on a Joint Decree (SKB), existing resources are agencies that have the right to oversee the implementation of activities, namely the City Education Office Pekanbaru, all students and teachers in the City of Pekanbaru by communicating this policy to the schools that are their work authority, namely in the City of Pekanbaru. The implementing agents here can be seen the number of teachers and students at the research site, namely Integrated Yabri Middle School, Pekanbaru 44 Public Middle School, Pekanbaru 2 Public Middle School and Pekanbaru 5 Public Middle School. Abstract

Community participation is a tool to obtain information about the conditions, needs, and attitudes of the local community, if they feel involved in the process of preparation and planning and democratic rights. So that community participation in forest and land fire control causes a decrease in the number of fires, although there are still fires in Rokan Hilir Regency. Then the handling of fires in Rokan Hilir Regency is carried out with the Rokan Hilir District Regulation No.41 of 2017 concerning the implementation unit for controlling forest and land fires in Rokan Hilir Regency. And the urgency of this research is expected to provide a role model in solving the fire problem by changing the policy perspective from top down to bottom up. The purpose of this study was to determine community participation in supporting forest and land fire control policies in Rokan Hilir Regency. The theory used is based on 4 indicators of the form of community participation from Cohen and Uphoff, namely participation in decision making, participation in implementation, participation in benefit making and participation in evaluation. The research method used in this research is descriptive research method with a qualitative approach. In collecting data, the author uses interview and documentation techniques. The results of this study indicate that community participation in forest and land fire control policies in Rokan Hilir Regency has decreased the rate of forest and land fires in Rokan Hilir Regency in 2019 - 2020 in accordance with Government Regulation Number 45 of 2004 concerning forest protection so that community participation is achieved. in supporting forest and land fire control policies
