Abstract

The phenomenon of digital literacy has become a hot topic of discussion during the Covid-19 pandemic. Digital transformation in various community activities and public services managed by the government during the pandemic continues to this day. One of the innovations made by the Pekanbaru City Government is to create an electronic-based government application, namely "Pekanbaru Dalam Genggaman". This study aims to determine the effectiveness of using the "Pekanbaru Dalam Genggaman" application in providing public services to the community in relation to the digitalization of services. This study uses a qualitative approach where data sources are obtained from direct observation of the Pekanbaru Dalam Genggaman application and through literature studies of books, journals, articles, and other sources that are in accordance with the research topic. To analyze the concepts of digitalization in public services, this study uses an approach from the Harvard JFK School of Government, there are three elements of success that must be possessed, namely support, capacity, and value (benefits). The results of this study suggest that to apply the concepts of digitalization to public services, there are three elements of success that must be possessed, namely support, ability, and benefits. In terms of support, the government has deployed two to four IT personnel in each agency, but the infrastructure to support public services through digital is not yet optimal. In terms of capability, it is also considered unsuccessful, because 5 of the 16 features in the Pekanbaru Dalam Genggaman application do not function, of which 3 of the 5 features that do not function are very important for the community. In terms of benefits, only a small portion of the community feels the benefits. Because there are still many people who do not know about the existence of this application.

Abstract

Keberhasilan dalam inovasi dapat mendorong kepentingan publik untuk mengembangkan berbagai jenis inovasi lainnya. Oleh sebab itu, peran dan posisi inovasi dalam kepentingan publik sangat penting untuk meningkatkan kualitas layanan yang diberikan kepada masyarakat. Tujuan penelitian ini untuk memberikan penjelasan dan analisis tentang seberapa efektif metode peninjauan literatur, dengan penekanan khusus pada penggunaan aplikasi desa digital di Kabupaten Kampar. Keberhasilan inovasi tersebut dianggap sebagai pendorong semangat tambahan bagi kepentingan publik dalam mengelola berbagai inovasi. Dalam konteks ini, peran inovasi menjadi sangat signifikan untuk meningkatkan mutu pelayanan kepada masyarakat. Kerjasama pentahelix, yang melibatkan pemerintah, masyarakat, dan pelaku ekonomi atau swasta, dianggap sebagai faktor kunci dalam pengembangan inovasi desa digital. Tujuan dari penelitian ini adalah untuk mendapatkan pemahaman tentang implementasi inovasi desa digital yang dihasilkan dari kerjasama pentahelix di Desa Sungai Petai, Kabupaten Kampar. Penelitian ini menggunakan metode review literatur. Hasilnya menunjukkan bahwa aplikasi desa digital di Desa Sungai Petai, Kabupaten Kampar, telah dilaksanakan dengan sukses. Aplikasi ini menawarkan berbagai keuntungan, seperti membuat proses lebih mudah dan lebih cepat dan meningkatkan akurasi pelayanan.

Abstract

This paper discusses the role of special autonomy and village government in Aceh in supporting the implementation of sharia (Islamic law) and religious moderation. The study uses empirical qualitative methods and is analyzed through the theory of asymmetric decentralization. Data were collected through interviews with key informants, namely the Islamic Law Office, Village Head (Keuchik), Village Imam (Tengku Imum), Tuha Peut (Customary Apparatus), Pastors, Religious Figures and Community Leaders. Related literature studies include journal articles, laws and regulations, and books. The results of this study indicate that the implementation of special autonomy, especially through the framework of village government in Aceh, has effectively supported the implementation of sharia and religious moderation. This support can be seen from the authority and contribution of village government to Islamic education, such as gender-inclusive religious studies in Meunasah, economic empowerment through the management of zakat, infaq, and sedekah by Baitul Mal Gampong, and conflict resolution, namely by optimizing the active role of village officials in customary justice. It can be further emphasized that this article also concludes that promoting religious, social, and ethnic harmony through inclusive programs that actively involve all elements of society, regardless of race, religion, or ethnicity at the Gampong level is a prime example of the manifestation of effective religious moderation. Within the framework of asymmetric decentralization, Gampong authority has succeeded in supporting and facilitating special autonomy and the implementation of sharia and religious moderation can run well.

Abstract

The degradation of peatlands attributable to anthropogenic activities, including the conversion of land for agricultural purposes and unsustainable land use practices, has culminated in a reduction of local food productivity and has adversely impacted food security in the Sungai Apit Subdistrict of Siak Regency, Indonesia. This research endeavor seeks to critically assess the efficacy of collaborative governance in the amelioration of peatland degradation and its ramifications on food policy. The methodological framework employed in this study is qualitative descriptive, utilizing data collection techniques that encompass comprehensive interviews, empirical field observations, and rigorous document analysis. The results indicate that institutional frameworks and leadership dynamics are pivotal dimensions that significantly affect the efficacy of collaborative efforts, notwithstanding the observed weakness in coordination among stakeholders. The predominance of governmental authority in decision making processes, coupled with a general lack of public awareness regarding the significance of peatland conservation, constitutes substantial barriers to progress. As a strategic intervention, the implementation of food diversification initiatives, such as the cultivation of hybrid coconuts, maize, and sweet potatoes, is advocated to mitigate reliance on rice and to enhance local food security. The study advocates for the fortification of participatory platforms, the enhancement of cross-sectoral coordination, along with community empowerment through educational programs and innovations in eco-technology. By adopting a more inclusive approach to collaborative governance, there exists a potential to foster sustainable food systems within regions characterized by vulnerable ecosystems, such as peatlands.

Abstract

The representation of women in high-ranking positions within Indonesia’s public sector remains significantly low, despite the increasing number of female civil servants (ASN) and their comparable levels of education to male counterparts. This situation reflects a persistent gender imbalance in bureaucratic leadership that contradicts the principles of equality outlined in Law No. 5 of 2014 concerning the State Civil Apparatus, which guarantees equal opportunity for all citizens. The purpose of this study is to analyze the level of women’s representation in various public sector positions and to identify the key factors contributing to the underrepresentation of women in strategic leadership roles. The research adopts a qualitative approach using the library research method, employing the theories of Representative Bureaucracy and Glass Walls as analytical frameworks. Data were collected through extensive review of scholarly literature, government regulations, and statistical reports from the National Civil Service Agency (BKN). The results show that over the past three years, male civil servants have dominated senior leadership positions Principal, Middle, and Primary levels comprising approximately 80%, while women account for less than 20%. The findings indicate that the limited representation of women is primarily caused by low interest and self-confidence, limited lobbying ability, gender-based job segregation, and enduring negative stereotypes that associate leadership with masculine traits. The study concludes that gender equality in Indonesia’s bureaucracy is still far from being realized, and achieving representative bureaucracy requires stronger institutional commitment to empowering women, promoting gender-sensitive recruitment, and ensuring equitable access to leadership opportunities in public administration.

Abstract

Sistem ketahanan pangan hendaknya disinergikan dengan melibatkan antar-pelaku dan antar-daerah sebagai kunci keberhasilan daerah dalam program ekonomi kerakyatan dan pengentasan kemiskinan. Akantetapi jika melihat kondisi dan permasalahan alih fungsi lahan pertanian, termasuk sawah menjadi perkebunan kelapa sawit di Kabupaten Siak, maka perlu adanya peranan Pemerintah Daerah Kabupaten Siak dalam merumuskan konsep pengendalian alih fungsi lahan pertanian menjadi perkebunan dan Permukiman Penduduk untuk mendukung terwujudnya ketahanan pangan di Kecamatan Sabak Auh. Produksi pangan yang belum memenuhi kebutuhan konsumsi pangan di Kecamatan Sabak Auh menjadi salah satu persoalan penting dalam pembangunan daerah di era otonomi daerah, dimana kewenangan pembangunan pertanian telah dilimpahkan kepada pemerintah daerah. Hasil penelitian ini menunjukkan bahwa Ketahanan Pangan di Kecamatan Sabak Auh memerlukan keputusan politik yang berpihak dan menguntungkan bagi pelaku agribisnis pangan untuk mengatasi masalah pemenuhan kebutuhan atas konsumsi pangan sebagai sumber energi dan protein. Persoalan mendasarnya adalah program peningkatan ketahanan pangan yang dirancang dalam rencana strategis jangka pendek dan jangka menengah belum menunjukkan hasil yang nyata di Kecamatan Sabak Auh, dan sampai saat ini Kecamatan Sabak Auh belum mampu memenuhi meningkatkan angka Produksi Pangan, yang terjadi adalah bahwa alihfungsi lahan semakin masif masih terjadi di Kecamatan Sabak Auh, dan artinya secara tidak langsung program peningkatan ketahanan pangan di Kecamatan Sabak Auh belum berhasil.

Abstract

Kegiatan pengabdian ini dilaksanakan dalam rangka meninjau perencanaan pencegahan stunting di Kabupaten Bengkalis. Angka stunting di Kabupaten Bengkalis pada tahun 2021 sebesar 21,9% dan akan menurun menjadi 8,4% pada tahun 2022. Hasil ini menjadikan Kabupaten Bengkalis sebagai kabupaten dengan angka stunting terendah di Provinsi Riau bahkan melampaui nasional.Urusan pemerintahan di bidang kesehatan merupakan urusan wajib. layanan dasar. Kegiatan pengabdian ini dimaksudkan untuk menambah pengetahuan para pihak dalam merancang perencanaan, menjalin koordinasi dan meningkatkan partisipasi masyarakat dalam rangka mendukung terwujudnya zero stunting di Kabupaten Bengkalis. Peserta kegiatan pengabdian ini berjumlah 30 orang yang terdiri dari kepala desa, PLKB , Puskesmas, Tim Pendamping Keluarga, Ahli Gizi, Tokoh Masyarakat, dan PKK. Metode pengabdian dilakukan dengan brainstorming, penyampaian materi dan diskusi. Dampaknya, perencanaan perlu melibatkan unsur Pemerintah Daerah dan Pemerintahan Desa sesuai kewenangannya serta memberikan ruang untuk melibatkan masyarakat dan swasta. Hal ini dapat berdampak pada harmonisasi dan kerjasama masyarakat untuk terlibat dalam program dan kegiatan penurunan angka stunting. Sehingga pelaksanaan program dan kegiatan penurunan angka stunting mendapat dukungan dari masyarakat.

Abstract

Constitutional political dynasties can be regulated in such a way, but in the context of a democratic state it is considered bad because it prevents the freedom of the people from participating in contesting political positions and bureaucratic positions within the Regional Government. The author discusses the practice of political dynasties that had been established by the elected regional heads over the power they already possessed. The issues raised in this study are (1). How is the practice of political dynasties carried out by the Regional Government in Riau Province? And what are the implications of political dynasties in Riau Province that have never been healed? Data collection in this research was carried out by studying literature by collecting related documents both journals, books and news in the mass media. The results of this study indicate that in the regional government environment in Riau Province whether the Governor, Regent and Mayor are considered to have built political dynasties by inaugurating families, namely children, wife, brothers and sisters to fill strategic positions in the Province, Regency and City. Finally, the practice of political dynasties has an adverse effect on governance because the practice of political dynasties is an early form of abuse of power. Among them is the flourishing of corrupt and collusive practices as well as blocking the freedom of people who have the competence to compete in filling strategic positions within the Regional Government.

Abstract

Pada penyelenggaraan Pilkada Karimun tahun 2020 hanya diikuti oleh dua pasangan calon yang saling bersaing memperebutkan kursi Bupati dan Wakil Bupati Karimun. Dari persaingan tersebut terdapat keunikan dimana pasangan petahana yang didukung oleh koalisi “gemuk” dan dana kampanye yang begitu besar tidak mampu mendominasi perolehan suara dan hampir dikalahkan oleh pasangan penantang yang didukung oleh koalisi “ramping” dan dana kampanye yang jauh lebih kecil dengan selisih hanya sebanyak 86 suara. Penelitian ini merupakan penelitian kualitatif dengan jenis penelitiannya yaitu kualitatif secara komparatif. Teknik pengumpulan data pada penelitian ini melalui wawancara dan dokumentasi serta untuk memaparkan permasalahan digunakan teknik analisis data kualitatif model interaktif. Hasil penelitian ini menunjukkan bahwa pada kontestasi Pilkada Karimun tahun 2020 dimenangkan oleh pasangan petahana dengan selisih hanya sebanyak 86 suara dari pasangan penantang. Hal ini tidak lepas dari peran kekuatan-kekuatan politik yang dimiliki oleh masing-masing pasangan calon. Perbedaan paling mendasar dari kedua pasangan calon Bupati dan Wakil Bupati Karimun tahun 2020 ini adalah pasangan petahana hanya mempunyai empat kekuatan politik yaitu LSM, partai politik, media massa dan kelompok pengusaha. Sedangkan pasangan penantang mempunyai enam kekuatan politik yaitu LSM, partai politik, organisasi buruh, media massa, lembaga survei dan birokrasi.

Abstract

The phenomenon that occurs is seeing the participation of the Rangau Road Care Forum (FPJR). where the problem is due to vehicles passing repeatedly with loads that exceed the maximum limit of the vehicle itself, so that road user activities cannot run normally and have a direct impact on the surrounding community. Therefore, this research was conducted with the aim of finding out the participation of the Jalan Rangau Care Forum, Bathin Solapan District, Bengkalis Regency in 2022-2023. This study uses a qualitative method. The location of this research is in Buluh Manis Village and Farmer Village. Meanwhile, data collection techniques were carried out using interviews and documentation. Data analysis techniques by collecting data, reducing data, presenting data, and drawing conclusions. The results of this research are based on 4 stages of participation, namely participation in the planning stage of road infrastructure improvements including making decisions, both political and technical. Both participations in the implementation stage of this participation include how to mobilize existing resources, both funds and administrative activities. Third, participation in the receiving stage maintains and develops the results of road improvements, both in terms of quality and quantity, which can be seen from the percentage of success. And finally, participation in the stage of assessing road infrastructure improvements to what extent the implementation of improvements that have been carried out in previous stages, both active and passive, have been achieved. This can be seen based on concrete evidence of road improvements starting from collaboration with companies to successful bursama sittings and joint decision making, improvements to Rangau road infrastructure with commission IV of the Riau Province DPRD with the Riau Province PUPR service in the field of community development up to the stage of gradual road repair in 2022-2023.
