Abstract

This study aims to determine the development of Kartini Ferry Port based on service performance assessment. Service performance assessment was analyzed using two methods, namely identification of existing port suitability based on surveys, and Customer Satisfaction Index analysis through distributing questionnaires to respondents. Furthermore, development at Kartini Port uses the gap results from previous Customer Satisfaction Index analysis. Research variables are sourced from Minister of Transportation Regulation Number 39 of 2015 with 21 indicators to be analyzed. The research results show suitability identification at the existing Kartini Port received a score of 44 (less suitable) and the results from Customer Satisfaction Index analysis also received a value of 62.23% (quite satisfied). This shows the service performance at the Kartini Ferry Port is still not fully maximized. Results from the gap calculation show that there are 10 service indicators with a value smaller than minus one (< -1). This indicates that indicators need to be developed and improved in the future. The existing development of Kartini Ferry Port needs to be done is adding facilities that are not yet available, readjusting some facilities that have not been maximized, and adding some information that is still incomplete.

Abstract

Settling of Tower Crane (TC) will influence efficiency of task served, it will effect to leasing cost and operational cost of TC. This problem is gotten by contractors while they arrange construction schedule. TC’s placement isn’t exact that due to extend scheduling and cost wasteful. Therefore, TC’s settling needs a calculation of TC workload balance in order to minimize duration time. To field observation will be taken an ongoing construction project which is Jember Icon’s Project on Gajah Mada street in Jember. Results of these researches shown exactly settling of TC will reduce operational hours and project schedule. Penempatan Tower Crane (TC) akan mempengaruhi efisiensi pekerjaan yang dilayani, hal ini juga akan berpengaruh pada biaya sewa dan biaya operasional TC. Permasalahan ini sering dihadapi oleh kontraktor ketika menyusun rencana pelaksanaan kegiatan proyek. Penempatan TC yang tidak tepat dapat mengakibatkan jadwal pelaksanaan yang panjang dan pemborosan biaya. Oleh karena itu dalam penempatan TC memerlukan perhitungan keseimbangan beban kerja TC agar dapat meminimalisasi durasi penggunaan TC. Observasi lapangan dilakukan pada proyek konstruksi yang sedang berjalan yaitu pada proyek Jember Icon, yang berlokasi di Jalan Gajah Mada, Jember. Hasil penelitian menunjukkan penempatan TC dapat diketahui bahwa penempatan TC yang tepat dapat mereduksi jam operasional TC dan jadwal proyek.

Abstract

Pelaksanaan proyek pembangunan selalu memiliki risiko kecelakaan kerja. Penerapan kesehatan dan keselamatan kerja yang kurang dapat menimbulkan berbagai macam risiko kecelakaan kerja. Oleh karena itu, perlu dilakukan penelitian tentang analisis risiko dan kontrol mitigasi guna mengurangi risiko kecelakaan kerja. Penelitian ini bertujuan untuk mengetahui risiko dominan terkait Kesehatan dan Keselamatan Kerja pada masa pandemi Covid-19. Metode yang digunakan dalam penelitian ini adalah Bowtie Analysis karena metode ini tidak hanya mampu menilai risiko tetapi juga dapat memaksimalkan mitigasi dari faktor penyebab dan dampak yang ditimbulkannya. Hasil penelitian menunjukkan bahwa terdapat 5 risiko dominan yang disebabkan oleh 20 faktor penyebab dan menimbulkan 14 dampak risiko kecelakaan kerja. Risiko dominan tersebut meliputi sling crane putus, crane terbalik, pekerja terjatuh saat pemasangan scaffolding, pekerja terjatuh saat pengecatan dan pekerja terjatuh dari lift. Sedangkan risiko akibat pandemi Covid-19 hampir tidak mempengaruhi risiko dominan kecelakaan akibat kerja. Respon risiko yang dihasilkan dari penelitian ini terdapat 36 alternatif mitigasi agar risiko dapat dicegah dan diselesaikan.Kata kunci : K3, Risiko, Kecelakaan Kerja, Bowtie Analysis, Respon Risiko

Abstract

Infrastructure plays an important role in developing regions, particularly in the economic, social, cultural, and environmental aspects. One of the regions experiencing development is Banyuwangi Regency, particularly in the tourism sector, as it has the greatest tourist attractions, thus having the potential to support economic growth. Kampe Beach is one of the designated tourism areas with natural tourist attractions in Banyuwangi Regency. Based on the 2012-2032 Banyuwangi Regency Spatial Plan, Kampe Beach is included in the Tourism Development Area (WPP) I. The infrastructure owned by Kampe Beach is still inadequate and there are several supporting tourism infrastructures that are not yet available. Therefore, there is a need for infrastructure development directions that can support tourism activities at Kampe Beach so that it can assist the Banyuwangi Regency government in developing the region. This study aims to determine the existing condition of Kampe Beach and the level of importance and performance of Kampe Beach infrastructure so that directions for Kampe Beach infrastructure development can be formulated to support the tourism sector in Banyuwangi Regency. The methods used in this study are descriptive analysis to identify existing conditions, the Importance-Performance Analysis (IPA) method to determine the level of importance and performance of each research variable, and triangulation analysis to formulate infrastructure development directions. This study determined the sample using the Lemeshow formula and produced 67 respondents to determine the level of importance and performance of the predetermined variables. The results of the study indicate that infrastructure that requires development directions is located in quadrant I consisting of waste, road networks, road signs, parking lots, and security posts. Development directions that need to be carried out at the research location include conducting socialization and training, procuring infrastructure that is not yet available, and placing road signs more strategically.

Abstract

Multi-story building construction projects have high complexity, involving many stakeholders with different skills and competencies. Therefore this project has a threat of failing to comply with security, safety, health, and sustainability (K4) standards. The government requires each project development stage to implement a Construction Safety Plan (RKK), but in reality, many construction activities still need to pay attention to this standard. Therefore it is necessary to evaluate RKK implementation in construction projects to minimize construction accidents. This study aims to determine the implementation of construction safety planning stages in building projects. This research will take a case study of the Regent's Office Building Project and the Regional Secretariat of Pasuruan Regency by conducting direct observations and interviews to evaluate the implementation of the RKK. The study results show that all components of the RKK are available, but the analysis of the potential hazards that may occur still needs to be improved. Job safety analysis as a construction safety plan has yet to be supported by proper hazard identification, risk assessment, and risk control following the implemented implementation method. This research can use the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method to solve this problem. The results of the HIRARC method assessment adjusted for the available variables according to the project implementation method yielded the following results. There were 26 variables with low risk, 57 with medium risk, and 21 with high risk. The hazard risk control strategy is prepared based on the OHS risk control hierarchy, namely engineering control, administrative management, and provision of PPE, because almost all activities in building work do not allow for eliminating risks using elimination and substitution.

Abstract

Data on work accidents in the construction industry in Indonesia is still relatively high, so the government issued a Construction Safety Management System (CSMS) regulation in 2021. However, many middle to lower-class contractors still need help compiling it. Contractors still use job safety analysis as a substitute for the Construction Safety Plan (CSP) with minimal analysis. Therefore, it is necessary to research the preparation of CSP, which is integrated with the project technique method. The research method used is to describe CSP implementation in selected project cases. The study results show that contractors already have good resources and commitment to carrying out CSP but have limitations in understanding the techniques for preparing CSP documents accompanied by sound risk management analysis.

Abstract

Transportation is a crucial element in the development of an area, especially in the context of developing transportation routes in Lampon Beach, Banyuwangi Regency. With inadequate road access, the development of road routes on this beach is a priority to increase the region's economic productivity by utilizing the potential of natural resources. This research applied the spatial data-based Technology-Based Integration Method with the support of ArcGIS and Civil 3D software. Two road traces were generated, with the total length of trace 1 is 4.76 km and trace 2 is 4.98 km; the volume data of trade 1 with excavation amounted to 52,064.09 m3, and embankment amounted to 15,002.59 m3. Meanwhile, the volume of trade 2 with excavation amounted to 89,464.92 m3, and the barrier amounted to 12,537.02 m3. These results demonstrate the efficiency and accuracy of infrastructure planning on the geographical and spatial characteristics of the region. The assessment of excavation and embankment costs provides an overview of the resources required by applicable standards and regulations. This approach contributes significantly to selecting efficient road routes and a better understanding the resources needed for infrastructure development.

Abstract

The implementation of green building construction in Indonesia is still limited, despite the increasing environmental damage caused by the conventional construction industry. The government has issued several regulations on green buildings and sustainable construction, but implementation is still not optimal. Furthermore, the concept of Green Jobs, as jobs that contribute to preserving or restoring environmental quality, is not yet widely recognized by construction service providers in Indonesia. In fact, a workforce with sustainable development knowledge and skills is crucial to support environmentally friendly construction practices. This study aims to evaluate the importance and application of green construction principles in the construction sector and determine priority actions. The research method used is Importance Performance Analysis (IPA), which involves administering questionnaires to construction stakeholders. This study is expected to provide a basis for formulating policies for developing Green Jobs by improving the competency of human resources for sustainable development. The results indicate a gap between high importance and low performance, with three important areas as the main priorities: mastery of green building technology, Zero Energy/Low Emission Building Systems, and Building Information Modeling (BIM) for sustainability. Proposed strategies include certified training, integrating sustainability criteria into procurement, and encouraging public-private partnerships for technology transfer. These findings provide a roadmap for all industry stakeholders to accelerate the development of a sustainable construction-skilled workforce.
