Abstract

The poverty rate in Bojonegoro Regency in 2021 has increased by 166.52 thousand people. Therefore, it is necessary to make efforts to reduce the lives of the poor towards prosperity by means of the government taking sustainable actions to facilitate access to food. Non-Cash Food Assistance is one of the programs issued by the government, but in its implementation there are still many problems that make the program not effective enough.This study aims to find out and describe how to evaluate the implementation of the non-cash food assistance program (BPNT) using the e-shop method in Bojonegoro Regency in 2021.The research methodology uses a qualitative descriptive research method with several informants as research subjects. Data obtained by interview, observation and documentation techniques. Furthermore, the data analysis technique used is data reduction, data presentation, and drawing conclusions.The results of the study show that the Evaluation of the Implementation of the Non-Cash Food Assistance Program (BPNT) using the E-warung Method in Bojonegoro Regency in 2021 has not run optimally and has not been fully effective even though several indicators have been fulfilled quite well, such as the benefits obtained by several informants. However, there are still a number of indicators that have not been fulfilled sufficiently to hinder the success of the Evaluation of the Implementation of the Non-Cash Food Assistance Program (BPNT) using the E-warung Method in Bojonegoro Regency in 2021, namely inaccuracy in targeting aid recipients, inaccuracy in the quality of food ingredients, inaccuracy in the delivery of assistance, shortage of E-warong agents in areas that are quite far from other sub-district agents. Based on the results of the research, the researcher gave advice to the Bojonegoro Regency Social Service in the form of the need to monitor and evaluate the process of implementing assistance, and to increase the number of E-warung in various sub-districts in Bojonegoro.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui strategi Dinas Perpustakaan dan Kearsipan Kabupaten Bojonegoro dalam meningkatkan minat baca di era digital. Penelitian ini dilakukan di Dinas Perpustakaan dan Kearsipan Kabupaten Bojonegoro. Metode yang digunakan dalam penelitian ini yaitu deskriptif kualitatif. Sumber data yang digunakan dalam penelitian ini yaitu berasal dari data primer dan sekunder. Data primer diperoleh dari kata-kata dan tindakan, sedangkan data sekunder dari pengamatan dokumen (sumber data tertulis) dan foto-foto. Teknik pengumpulan data dalam penelitian ini yaitu dengan observasi, wawancara, dokumentasi, dan kuisoner. Hasil penelitian menunjukkan bahwa beberapa strategi dari Dinas Perpustakaan dan Kearsipan Kabupaten Bojonegoro dalam meningkatkan minat baca di era digital belum berjalan lancar. Hal ini diakibatkan adanya hambatan yaitu seperti kegiatan publikasi yang sudah berjalan namun belum maksimal. Selain itu koleksi buku digital di Perpustakaan Umum kabupaten Bojonegoro yang bisa dikatakan kurang, serta fasilitas yang kurang optimal. Kesimpulannya yaitu strategi yang dilakuakan Dinas Perpustakaan dan Kearsipan Kabupaten Bojonegoro dalam meningkatkan minat baca di era digital belum maksimal.

Abstract

Program jambanisasi merupakan program dari pemerintah daerah tuban tentang pengalokasian besaran bantuan khusus jambanisasi kepada desa tahun 2022. Program ini bertujuan untuk memperkuat upaya perilaku hidup bersih dan sehat, mencegah penyakit berbasis lingkungan, dan mendukung program universal akses air minum dan sanitasi khusunya jamban sehat. Jenis penelitian dalam penelitian ini adalah kualitatif yang menggunakan teori dari Daniel Stufflebeam yakni evaluasi CIPP (Context, Input, Process dan Product). Yang meliputi kontesk tujuan dan sasaran dibuatnya program, input yang dapat menunjang keberhasilan program, proses pelaksanaan proram dan produk yang dihasilkan oleh program. Dalam pelaksaannya terdapat beberapa permasalahan yang perlu dievalusi yaitu terkait penentuan sasaran yang dirasa kurang tepat karena dalam proses penentuannya tidak mengacu pada juknis yakni tidak melaksaakan rembug desa. hal ini menjadi penting untuk dilakukan agar pada tahun selanjutnya tidak terjadi permasalahan seperti ini. Namun, dalam hal pendanaan tidak ditemukan masalah yang signifikan atau tidak terjadi masalah. Hasil jamban sesuai dengan kriteria dan dana yang diberikan dapat digunakan secara maksimal.

Abstract

Program Wirausaha Muda Mandiri Berdikari (WISMANDI) ini dibentuk untuk merespons angka pengangguran yang di sebabkan pada tahun 2022 saat proses pembangunan infrasruktur untuk industri minyak dan gas sudah hampir selesai. Selesainya pembangunan dapat menyebabkan pengangguran atau kehilangan karyawan proyek. Penelitian ini bertujuan untuk mengetahui pemberdayaan masyarakat melalui pengembangan komunitas pada Program Pengembangan Masyarakat Wirausaha Muda Mandiri Berdikari.  Selain itu, juga bertujuan untuk mengetahui ketercapaian indikator pemberdayaan masyarakat dalam Program Wirausaha Muda Mandiri Berdikari dan untuk memberikan gambaran yang komprehensif tentang sejauh mana Program ini sudah memberdayakan Karang taruna serta masyarakat. Penelitian ini menggunakan teori dari Narayan yang meiliki 4 (empat) indikator, diantaranya adalah akses terhadap informasi, inklusi dan partisipasi, akuntabilitas, dan kapasitas organisasi lokal.  Penelitian ini menggunakan metode kualitatif. Metode yang digunakan untuk mengumpulkan data melalui observasi, wawancara, dan dokumentasi. Informan yang terlibat pada penelitian ini berjumlah enam pihak. Teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Teknik keabsahan data yang dilakukan dalam penelitian ini melalui triangulasi sumber, triangulasi teknik, dan triangulasi waktu.  Hasil penelitian menunjukkan yang diberdayakan dalam Program ini adalah karang taruna, bukan masyarakat secara luas. Program Wirausaha Muda Mandiri Berdikari (WISMANDI) berhasil memberdayakan Karang Taruna Desa Bandungrejo melalui peningkatan ekonomi dan kapasitas organisasi. Namun terdapat kendala pada akses informasi yang kurang optimal dalam melakukan target pemasaran telur, pelanggaran aturan AD/ART terkait kontribusi dana ke PAD, dan motivasi anggota yang masih berorientasi pada finansial atau manfaat langsung. Dengan penelitian ini dapat mengevaluasi keberhasilan dan kegagalan program Wirausaha Muda Mandiri Berdikari ini untuk pemberdayaan masyarakat

Abstract

Indonesian Migrant Workers (PMI) who work abroad often receive bad treatment such as violence and neglect, both during pre-deployment and during placement. With the emergence of various problems regarding the protection of Indonesian Migrant Workers (PMI), in 2017 the government issued Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers. This Law explains that there are three forms of protection for prospective Indonesian Migrant Workers (PMI) or Indonesian Migrant Workers, namely Protection before work, Protection during work, and Protection after work. This research was carried out in order to measure and assess the success of implementing the Indonesian Migrant Worker protection policy at the Bojonegoro Industry and Manpower Service. The problem formulation drawn from the background is how to implement the Indonesian Migrant Worker protection policy in Bojonegoro Regency. This research uses George C. Edward III's theory which focuses on four indicators, namely Communication, Resources, Disposition and Bureaucratic Structure. The research method used is a descriptive research method with a qualitative approach, and the technique for determining informants uses a purposive sampling technique. To collect data, the author used interview, observation and documentation techniques. The results of this research show that based on George C. Edward III's theory, the protection policy for Indonesian Migrant Workers in Bojonegoro Regency has not been implemented as it should be. Protection before work, during work, and after work or after work has not been implemented at the Bojonegoro Industry and Manpower Service. This is proven by the existence of several deviations from communication factors and funding source factors which make the implementation of the Indonesian Migrant Worker Protection policy carried out by the Bojonegoro Regency Industry and Manpower Service unable to run well.

Abstract

This study aims to analyze digital transformation in waste management in Bojonegoro Regency. This study uses a descriptive qualitative method with data collection techniques through literature studies, observations, and interviews. This research is based on the Royyana Theory, which involves five indicators, namely human resources, processes, strategies, structures, and technology as tools to improve performance. The study results show that implementing digital waste banks in Bojonegoro Regency has fulfilled essential aspects of digital transformation. Competent human resources can run the program effectively; the service process is carried out optimally to support work efficiency; digitalization socialization strategies to the community have proven to be efficient and easy to understand; the management structure of the digital waste bank is running well; and the integration of technology has made it easier for people to make transactions digitally. The significance of the results of this study lies in the real positive impact, namely increasing public awareness and participation in digital-based waste management, which ultimately contributes to environmental sustainability. This research shows that digital waste banks can be a relevant innovation model for other regions in supporting digital transformation for ecological management.

Abstract

Bojonegoro Regency has wealth in the form of oil and gas resources, as well as a number of tourist destinations that have the potential to be developed to support improving community welfare. This study aims to understand the implementation of Collaborative Governance in Realizing Maliogoro Park as a Tourism Icon of Bojonegoro Regency. This study uses a qualitative approach with a descriptive method, including observation activities, interviews, and documentation collection at the research location. Based on research using five main indicators, it was found that the success of collaboration between stakeholders was influenced by Face to face dialogue, Trust building, Commitment to process, Share understanding, Intermediate outcome as the main key. Now, Malioboro Park has become a favorite destination that has a positive impact on local economic growth. This shows that harmonious collaboration between the Government, Community, and the private sector has a crucial role in encouraging sustainable tourism development

Abstract

This study evaluates the effectiveness of the Keluarga Penerima Manfaat (KPM) social assistance program in alleviating poverty in Sumengko Village, Kalitidu District, Bojonegoro Regency, in 2023. A qualitative descriptive method was employed, with data collected through interviews, observations, and documentation involving six respondents. The evaluation utilized William N. Dunn's framework, focusing on effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, to ensure credible conclusions. The findings indicate that while the program effectively addresses basic needs by distributing 10 kg of rice per household, limitations in rice availability hinder its adequacy and equity. Uneven socialization and misallocation to ineligible households also impact program accuracy. These findings provide a basis for comparing similar programs in other rural settings and highlight the need for improved coordination and oversight. Beyond poverty alleviation, the program has potential broader impacts on community health and education by enhancing food security and reducing economic stress. This comprehensive evaluation emphasizes the importance of addressing logistical and social challenges to optimize the benefits of social assistance programs.

Abstract

This study analyzed community participation in the Mpok Damira waste management program. The research method used is descriptive with a qualitative approach. Data will be collected from direct interviews, observation, and documentation. The informants in this study are Mpok Damira administrators, the Mpok Damira Program Manager (IDFoS), the Ngumpakdalem Village Head, and program beneficiaries. Researchers used Cohen and Uphoff's participation theory, which refers to participation in decision-making, implementation, benefit-taking, and evaluation. The results stated that in decision-making, the community was involved in the Mpok Damira formation meeting and participated in expressing opinions. For the implementation indicator, the community contributed labor and funds to support the program. Meanwhile, in the benefit-making indicator, the program provides many benefits for the community, such as additional income, improved social relations, cleanliness and tidiness of the environment, and increased community knowledge and skills. In terms of evaluation, community involvement is still minimal. The obstacles experienced in the waste management program are the low awareness of the community about sorting waste and the officers' delay in picking up household waste. Mpok Damira has community capital, such as social, human, physical, and financial capital, to increase community participation.

Abstract

This research aims to determine the evaluation of the free transportation program for students in Tuban Regency, organized by the Tuban Regency Government through the Environmental and Transportation Agency (DLHP). This research uses a qualitative method that is descriptive in nature. The data collection techniques in this study were conducted through three methods, namely observation, interviews, and document studies. The results of this study indicate that the free transportation program for students in Tuban Regency has not been running optimally. Although the program has provided benefits for students by facilitating free buses and transportation, there are several areas that need improvement, such as the lack of free bus and transportation fleets, the absence of a hotline for public complaints, and the unavailability of an application and tapping system for free transportation, which are only possessed by the "Si Mas Ganteng" bus.
