Abstract

This study examines the dynamics of the formation of representative institutions in Indonesia with a focus on the role of the Regional Representative Council of the Republic of Indonesia (DPD RI) in a representative democratic system. Applying a qualitative method with a literature review approach and documentation analysis, this study explores the main challenges faced by DPD RI, including the limited authority that limits its contribution to the legislative process. The findings show that Indonesia's bicameral system creates a significant power imbalance between the House of Representatives (DPR) and DPD RI, with DPR's dominance hampering DPD RI's representative function. The implications of these findings confirm the need for reorganization of Indonesia's bicameral system through strengthening the authority of DPD RI. This reform is expected to create a fairer balance of power, ensure better representation for the regions, and support a more democratic and inclusive system of government.

Abstract

Oral and dental health among school-age children is often neglected, despite its importance in supporting their quality of life. A Training of Trainer (ToT) program on oral and dental health was conducted for teachers and parents at MI KH Ramly Surabaya to support the vision of Indonesia Free from Dental Caries 2030. This training included educational sessions and guidance on proper tooth-brushing habits using fluoride toothpaste. The results showed an improvement in participants' knowledge, with higher average post-test scores compared to pre-test scores. Additionally, there was a positive behavioral change among children in maintaining oral hygiene. Although statistical tests indicated insignificant results, the intervention had a practical impact on establishing healthy habits. Support from teachers, parents, and healthcare professionals is essential to reducing the prevalence of dental caries in the future. .

Abstract

Civil Servant (ASN) Performance has been the main focus of the Government of Indonesia as a part of ASN’s main role as a motor of national development. Studies have shown interrelations of ASN Performance into many aspects including achieving organizational goals, gaining public trust, and providing an accessible and optimal public service. This research aims to develop a conceptual framework of ASN Performance by utilizing VOSViewer to analyze research publication trends indexed in Dimensions and mapped in three different visualizations: network visualization, overlay visualization and density visualization. The result of the study shows that research on ASN Performance experienced fluctuations as a result of various factors including government policy, Covid-19 Pandemic and bureaucracy reform. ASN Performance is closely interrelated to various areas such as merit system, motivation, work discipline, human resources management, organizational culture, and supervision. A research on the influence of individual motivation and organizational climate to ASN Performance is the most cited article in the span of 2016-2023. Findings of this results contributes to future efforts in improving ASN performance by providing general overview of topics related to it that are actively researched, discussed, aiming to ensure quality of public services.

Abstract

Penelitian ini dilatarbelakangi oleh masih lemahnya keterlibatan masyarakat dan belum optimalnya peran kelembagaan politik dalam proses pembentukan kebijakan publik di Indonesia. Pada era demokrasi dan desentralisasi saat ini, kedua unsur tersebut menjadi sangat penting untuk memastikan setiap kebijakan yang dihasilkan benar-benar mencerminkan aspirasi, kebutuhan, dan kepentingan masyarakat luas. Penelitian ini bertujuan untuk menganalisis secara mendalam bagaimana partisipasi publik dan kelembagaan politik berkontribusi secara strategis dalam setiap tahapan perumusan, pelaksanaan, hingga evaluasi kebijakan publik. Untuk mencapai tujuan tersebut, penelitian ini menggunakan metode dokumenter dengan menelaah berbagai dokumen resmi, literatur ilmiah, kliping berita, dan sumber-sumber informasi terkait proses kebijakan di Indonesia. Hasil penelitian menunjukkan bahwa keberhasilan kebijakan publik sangat dipengaruhi oleh seberapa besar ruang partisipasi yang diberikan kepada masyarakat, serta seberapa kuat dan akuntabel kelembagaan politik dalam menjalankan fungsinya. Keterlibatan masyarakat, baik secara langsung maupun melalui lembaga-lembaga sosial, tidak hanya meningkatkan legitimasi kebijakan, tetapi juga memperkuat kualitas dan efektivitas implementasinya di lapangan. Sementara itu, kelembagaan politik yang mampu menjalankan peran representasi dan pengawasan secara terbuka serta bertanggung jawab akan mendorong terciptanya tata kelola pemerintahan yang lebih baik dan demokratis. Abstract

The development of information and communication technology has changed the behavior and lifestyle patterns of society as a whole, transcending the world and bringing changes in various fields. Information technology not only contributes to human well-being, progress and advancement of civilization, but can also be an effective means of breaking the law. The purpose of the enactment of the ITE Law is also to ensure the recognition and respect for the rights and freedoms of others in accordance with existing legal corridors. Unfortunately, the ITE Law has several articles that cause multiple interpretations in society, or better known as the rubber article. The purpose of this study is to reveal the urgency of the revision of UU ITE no. 19 of 2016. The method used in this research is normative and legal, using the technique of collecting library research materials. In summary, amendments to the ITE Law are very much needed to prevent incidents involving multiple interpretation articles. The provisions of the ITE Law which can be interpreted many times have negative impacts such as limited freedom of opinion in expressing opinions and criticism, lack of legal certainty in supporting the law, and the possibility of being misused and also the possibility of excessive crimes.

Abstract

Background: The Maghrib Mengaji program has long been a Muslim tradition that fosters Qur’anic literacy and moral development. Its continued existence plays a vital role in strengthening community-based religious education, particularly for young children. Objective: This study aims to describe the implementation of the Maghrib Mengaji program as a medium for Qur’an learning among early childhood students. Method: A qualitative descriptive approach was used, with the research conducted at TPQ Al Ittihad, Cirebon Regency. Data were collected through observation and interviews with program organizers and participants. Result: The findings reveal insights into the history and implementation of the Maghrib Mengaji program, its roles and benefits for early childhood Qur’an learning, and the obstacles encountered during its execution. Conclusion: The Maghrib Mengaji program serves as an effective platform for introducing Qur’anic learning and strengthening children’s spiritual values. However, challenges such as limited resources and scheduling conflicts remain to be addressed. Contribution: This study contributes to the understanding of community-based Islamic education and provides a framework for improving Qur’anic learning strategies for early childhood through the Maghrib Mengaji tradition.

Abstract

Rice husk waste management remains a challenge in Pasireungit Village, Sumedang Regency, where this waste is often simply discarded or burned, causing pollution and ignoring its economic potential. Rice husks have high caloric content and can be processed into charcoal briquettes, a solid fuel that can be used as an alternative to other household fuels, the prices of which continue to rise. This community service program aims to provide education and practical skills to the people of Pasireungit Village in processing rice husk waste into charcoal briquettes with economic value. The activity was carried out in August 2025, involving 15 members of the Women Farmers Group through demonstrations, training, and pre-test and post-test evaluations. The results showed a significant increase in the participants' knowledge, skills, and positive perceptions of the selling value and environmental benefits of briquettes. The average score increased by 17.5%, with the most significant changes in the experience of making briquettes and understanding of environmental benefits. This activity proved to be effective in encouraging the transformation of knowledge into belief in the economic and ecological potential of rice husk briquettes, while also opening up opportunities for the development of home industries based on renewable energy.ABSTRAKPengolahan limbah sekam padi masih menjadi tantangan di Desa Pasireungit, Kabupaten Sumedang, di mana limbah ini seringkali hanya dibuang atau dibakar, sehingga menimbulkan pencemaran dan mengabaikan potensi ekonominya. Sekam padi memiliki kandungan kalori tinggi dan berpotensi diolah menjadi briket arang, bahan bakar padat yang dapat menjadi alternatif pengganti bahan bakar rumah tangga lain yang harganya terus meningkat. Program pengabdian ini bertujuan memberikan edukasi dan keterampilan praktis kepada masyarakat Desa Pasireungit dalam mengolah limbah sekam padi menjadi briket arang bernilai ekonomi. Kegiatan dilaksanakan pada Agustus 2025 dengan melibatkan 15 anggota Kelompok Wanita Tani (KWT) melalui metode demonstrasi, pelatihan, serta evaluasi pre-test dan post-test. Hasil menunjukkan peningkatan signifikan dalam pengetahuan, keterampilan, serta persepsi positif peserta terhadap nilai jual dan manfaat lingkungan briket. Skor rata-rata meningkat sebesar 17,5%, dengan perubahan paling besar pada pengalaman pembuatan briket dan pemahaman manfaat lingkungan. Kegiatan ini terbukti efektif mendorong transformasi pengetahuan menjadi keyakinan akan potensi ekonomi dan ekologis briket sekam padi, sekaligus membuka peluang pengembangan industri rumahan berbasis energi terbarukan.

Abstract

Preparing the partnership agreement must comply with the rules for the parties to get guarantees and legal protection. The rules must meet the preliminary requirements, such as understanding the transaction object and background, compiling its outline, recognizing the partners, and formulating the agreement principles. The partnership agreement must also have a signature, as well as rights and obligations. This normative study aimed to analyze the partnership agreement rules as legal protection. The results showed that the partnership agreement rules contain all the parties need as legal certainty and protection.

Abstract

Background: Collagen plays a crucial role in post-extraction wound healing. Thunnus albacares skin, a collagen source synthesized through the papain soluble collagen (PaSC) method with varying NaCl concentrations, is assessed for non-toxicity using the MTT assay on BHK-21 fibroblast cell cultures. This research is to determine cell viability resulting from synthesizing collagen powder from the skin of yellowfin tuna (Thunnus albacares) with varying NaCl concentrations using the papain soluble collagen (PaSC) method. Method: Collagen powder was synthesized by cleaning Thunnus albacares skin measuring 1x1 cm, soaking it in 0.1 M NaOH, hydrolyzing it with CH3COOH, extracting it with papain enzyme, and then dividing the samples into four groups: without NaCl, NaCl 0.9 M, NaCl 1.3 M, and NaCl 1.7 M. Samples were centrifuged (6000 rpm) and followed by freeze-drying. Cell viability was obtained by conducting a cytotoxicity test using the MTT Assay method on BHK-21 fibroblast cells. Result: The percentage of cell viability in groups K, P1, P2, P3, and P4 were 100%, 10.708%, 113.750%, 107.833%, and 105.958%, respectively. The Kruskall-Wallis test yielded a significance value 0.000, indicating a significant difference (p<0,005). The Mann-Whitney test confirmed significant differences between groups. Conclusion: Collagen powder from Thunnus albacares skin with NaCl concentrations of 0.9 M, 1.3 M, and 1.7 M showed no toxic effects, while the group without NaCl showed toxic effects. Collagen powder with a NaCl concentration of 1.7 M yielded ideal results and showed no toxic effects.

Abstract

Dental and oral health in Indonesia is still a health problem that needs attention. The most concerning thing is that as many as 93% of school-age children experience dental and mouth problems. This can be caused by a lack of knowledge and awareness of dental hygiene. One of the efforts made to increase knowledge and awareness of dental hygiene is by holding an educational activity called the "School Health Program". This activity was carried out in several schools, one of which was TK ITS. This activity began with the Training of Trainer Program given by dentists to teacher cadres and parents of students/students/students about the benefits of good oral hygiene and how to brush your teeth twice a day with fluoride toothpaste. Dentists provide educational materials using power point media and educational videos through the zoom application. There were 5 cadres consisting of 2 teachers and 3 guardians of students who attended this activity. After that, the teacher cadres and parents of the students/students disseminate information to other parents of students/students so that they can become mentors to their children to apply good and correct behavior of brushing their teeth twice a day for 21 days with the method recorded on the given calendar. The hope is that after this program ends, students at ITS Kindergarten have the behavior of maintaining oral hygiene by brushing their teeth twice a day with fluoride toothpaste.
