Abstract

This study aims to formulate an optimization strategy for winning tenders for construction management consulting services in Indonesia based on the results of Delphi and SWOT analyses. The Delphi method is used to obtain consensus from experts on factors that influence tender winning, while the SWOT analysis helps group these factors into categories of strengths, weaknesses, opportunities, and threats. The results show that the company's main strengths are project experience, quality of human resources, and financial stability. The main weaknesses include inefficient administrative management and incomplete documents. The greatest opportunities arise from national infrastructure projects and partnerships with foreign companies, while the greatest threats are increasingly fierce competition and complex changes in tender regulations. Based on these results, the recommended optimization strategy involves improving project management, utilizing technology, and strengthening relationships with project owners. This study provides strategic guidance that can help consulting firms improve their competitiveness in the tender process.

Abstract

Construction projects on soft soils face significant technical and financial challenges due to low soil bearing capacity and high potential for settlement. These unique characteristics require effective integration of design and implementation to overcome high risks and improve structural stability. This study develops a Decision Support System (DSS) model based on Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) applied to the process of selecting foundations and construction methods for buildings on soft soils. This DSS enables a comprehensive assessment of various design alternatives and construction methods based on multi-aspect criteria, including stability, cost, time, material, and environmental conditions. Through data analysis and questionnaires involving construction experts, this DSS was tested on an infrastructure project in the tidal area of ​​South Kalimantan. The results show that this DSS model is effective in supporting the selection of foundations, such as piles and bored piles, which are adjusted to the building load and soil conditions. This DSS also provides implementation priorities that can minimize the risk of project costs and delays. In addition to improving efficiency and accuracy in decision making, this model offers an integrated approach that optimizes every stage of construction from planning to field execution. This DSS contributes to the development of better and more sustainable risk management methods in construction projects on soft soils. These findings are expected to be applied more widely in the construction industry, especially in efforts to manage the high risks associated with soft soil conditions and create more efficient and stable construction.

Abstract

Pertumbuhan jumlah kendaraan di Kabupaten Banyumas, Jawa Tengah, dari tahun ke tahun semakin meningkat. Pertumbuhan jumlah kendaraan bermotor ini perlu disikapi dengan cermat, terutama terkait dengan ruang parkir kendaraan. Masalah yang terkait dengan ketidakdisiplinan pengunjung juga sering ditemukan dalam perparkiran di Rita Pasaraya Supermall Purwokerto. Berdasarkan kondisi dan permasalahan yang ada di atas, peneliti menilai perlu dilakukan suatu penelitian terkait dengan kapasitas parkir di Rita Pasaraya Supermall Purwokerto. Penelitian ini dilakukan untuk menganalisis kebutuhan serta ketersediaan ruang parkir Rita Pasaraya Supermall Purwokerto dalam melakukan pelayanan parkir kendaraan. Metode deskriptif dilakukan dengan melakukan analisis pemecahan masalah terhadap kapasitas parkir di Rita Pasaraya Supermall Purwokerto dengan menggambarkan keadaan faktual di lapangan dengan Pedoman Teknis Penyelenggaraan Parkir Direktorat Jenderal Perhubungan Darat (1996). Berdasarkan hasil analisis data, dapat disimpulkan bahwa kebutuhan ruang parkir Rita Pasaraya Supermall Purwokerto dengan metode pendekatan kebutuhan ruang parkir menurut Pignataro (1973) adalah diperlukannya lahan parkir yang dapat menampung sejumlah 620 kendaraan roda empat dan 956 kendaraan roda dua. Sedangkan dengan metode pendekatan Dirjen Perhubungan Darat dibutuhkan ruang parkir yang mampu menampung kebutuhan ruang parkir sebesar 424 kendaraan roda empat dan 1.189 kendaraan roda dua. Dari kedua metode tersebut jika dibandingkan dengan ketersediaan ruang parkir Rita Pasaraya Supermall Purwokerto saat ini yang dapat menampung sejumlah 730 kendaraan roda empat dan 880 kendaraan roda dua, maka kapasitas parkir untuk kendaraan roda dua sudah tidak mencukupi untuk melayani para pengunjung.

Abstract

Proyek konstruksi merupakan industri yang unik dan sulit. Biaya dan waktu pelaksanaan yang singkat sering menjadi penyebab tantangan sendiri. Salah satu faktor terpenting dalam sektor konstruksi adalah penerapan aspek Keselamatan dan Kesehatan Kerja (K3). Undang-Undang Nomor 1 Tahun 1970 tentang Keselamatan Kerja dan Peraturan Pemerintah Nomor 50 Tahun 2012 tentang Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) keduanya memuat peraturan yang tegas tentang K3 di Indonesia. Penelitian ini dilakukan dengan tujuan untuk melakukan identifikasi bahaya, penilaian risiko, serta metode pengendalian risiko sesuai dengean acuan Australian Standard/New Zealand Standard (AS/NZS) 4360:2004 Risk Management pada Proyek Pembangunan Bagian Junction Palembang. Variabel pada penelitian ini berfokus pada pekerjaan setelah kegiatan erection girder selesai seperti .lantai, parapet, dan aspal. Data diambil dnegan metode wawancara dan pembagian kuisioner kepada responden yang memenuhi persyaratan. Analisa risiko dilakukan dengan metode menyebarkan kuisioner kepada 40 orang responden dengan 72 variabel pernyataan. Variabel yang digunakan sudah melalui tahap uji validitas dan uji reliabilitas menggunakan aplikasi Statistical Package for the Social Sciences (SPSS). Sehingga kuisioner dapat dilanjutkan. Setelah itu melakukan perhitungan akan kekerapan dan dampak yang ditimbulkan. Kemudian menghitung nilai tingkat risiko kecelakaan kerja diatas ketinggian. Setelah menghitung nilai tingkat risiko, selanjutnya melakukan pengendalian terhadap risiko tersebut dengan cara eliminasi, substitusi, rekayasa teknik, administrasi dan penggunaan Alat Pelindung Diri (APD). Hasil penelitian ini menunjukkan bahwa dari 72 variabel pernyataan terkait risiko bekerja diatas ketinggian, terdapat 63 risiko tingkat tinggi dan 9 risiko tingkat moderat. Untuk selanjutnya akan dilakukan pengendalian risiko sesuai dengan masing-masing pekerjaan. Contohnya adalah melaksanakan Tool Box Meeting (TBM) harian , memasang rambu peringatan, memakai Full Body Harness, memakai Alat Pelindung Diri (APD) saat bekerja, dan lain lain. Harapannya setelah dilakukan pengendalian risiko mampu menurunkan risiko kecelakaan kerja.

Abstract

Makalah ini memaparkan hasil penelitian tentang antisipasi dan solusi penanganan kelebihan biaya material pada proyek jalan tol sistem terbuka di Jadebotabek. Tujuan dari penelitian ini adalah untuk mengetahui antisipasi dan solusi penanganan kelebihan biaya material. Penelitian ini dilakukan dengan melakukan survei kepada 76 responden yang terdiri dari Manajer, Konsultan dan Kontraktor yang terlibat dalam pembangunan jalan tol di Jabodetabek yang merupakan wilayah pesisir. Hasil survei tersebut diuji validitas, reliabilitas dan mean untuk mengetahui faktor dominan penyebab kelebihan biaya, selanjutnya dilakukan penyusunan antisipasi dan solusi penanganan kelebihan biaya peralatan oleh tim ahli. Hasil penelitian menunjukkan bahwa terdapat 12 faktor penyebab kelebihan biaya yang valid dengan nilai koefisien 0,385 – 0,577 dan 13 faktor penyebab kelebihan biaya yang reliabel dengan nilai cronbach’s alpha diatas 0,700. Hasil penelitian ini juga menunjukkan bahwa antisipasi dan solusi penanganan pembengkakan biaya peralatan pada proyek jalan tol pesisir adalah tindakan preventif untuk mengurangi dan menghilangkan terjadinya pembengkakan biaya pada tahap perencanaan maupun pada tahap pelaksanaan.

Abstract

Inaccuracy in planning project activities during project implementation greatly affects implementation delays in the field. The purpose of the study is to determine and analyze: (1) the causal factors that contribute to project completion delays, (2) the causal factors that contribute to the dominant delay in project completion, and (3) delay risk management. In the Sports facilities (Eastern Tribune Development) project. Cirebon Regency. This study is a type of quantitative descriptive study. Data collection was done through FGD, interviews and questionnaires distributed to 10 qualified respondents in the construction sector. The resources of this study are the cause of the delay in the completion of the projects. A House of Risk (HOR) approach was used to analyze the data. Research results show that (1) Cirebon Regency Sports Facilities Building (Eastern Tribune Development) project has 14 risk events and 17 identified risk causes that cause delays. (2) Control factors that cause delays in project completion include: material factors, contract document factors, project owner factors, and contractor and design consultant factors, and (3) delay risk management options, including: (a) good communication and coordination. with the owner; (b) apply a comprehensive planning approach to procurement of materials, (c) coordinate current project drawings between consultants and field workers, (d) contact consultants and supervisors.

Abstract

The Yogyakarta International Airport Project was implemented for 730 days starting on July 16, 2018 to July 14, 2020. The New Airport in Kulonprogo Regency is targeted to gradually operate in April 2019. The purpose of this study is to identify the success factors and the sequence of variables that have the most influence on the implementation of Yogyakarta International Airport. In addition to the Project, it is to determine the relationship between variables in the successful completion of Yogyakarta International Airport. The form of research used is qualitative descriptive research conducted using a closed questionnaire method that is given directly to all stakeholders of the Yogyakarta International Airport Development Project. The results of this study show 6 factors that have the most influence with the order of variables from the most influential, namely, Labor, Goods and Services Procurement Strategy, Implementation Method, Equipment, Financing and Work Environment. While the negative relationship between variables in the Yogyakarta International Airport National Strategic Project is if Financing (X1) and Equipment (X2) increase, Success (Y) will decrease and vice versa.

Abstract

Construction projects around the world have a significant impact on the environment where construction is being built, both on a local and global scale. Each stage of the construction process has a measurable environmental impact, including the process of mining the materials used to obtain raw materials, transporting these materials to the location, noise, dust caused by the use of heavy equipment, and the waste disposal process after completion of construction. With a rapidly developing global economy, it is important to understand the impact of construction projects on the environment and how it can be reduced this impact in the future. This research aims to analyze risks that occur in the environment which generally happen in building construction using variables from the results of a review of several journals related to environmental impacts. The method used in this research is a quantitative method based on data collecting from the questionnaires. The results obtained show that the most important factors that influence the environment are noise (30%), dust (24%), road damage (20%), and the amount of waste after construction (9%).

Abstract

The construction of the Gemolong Police Sector Headquarters (Mako Polsek Gemolong) and public facilities in Sragen is a state-owned project built from June 4, 2024, to October 31, 2024. This facility serves as a center for public services and complaints to the Indonesian National Police. The construction includes four detention rooms, each with a maximum capacity of five detainees. These detention rooms are not intended for permanent detention but as temporary holding cells before transfer to permanent prisons. This study assesses the effectiveness of implementing quality, cost, and time management during the construction process. The analytical method used involves comparing the implementation of quality management with the Technical Specifications, comparing the Project Implementation Budget Plan (RAP) with the contractual Budget Plan (RAB), and comparing the initial work schedule (Time Schedule) with the actual field implementation. The findings show that quality management during the construction of the Gemolong Police Headquarters and public facilities met the required technical specifications. However, cost management was deemed unsuccessful because the implementation cost reached IDR 3,625,017,095.07, exceeding the contractual value of IDR 3,414,445,000.00, resulting in the failure to achieve the expected 10% profit margin. Time management was also considered unsuccessful due to a 30-working-day delay in project completion. Based on these results, it is recommended that the Commitment-Making Officer (PPK) review the application of contractual provisions in construction projects and that relevant stakeholders pay greater attention to the implementation of quality, cost, and time management principles in future projects.
