Abstract

Accidents occur on various road terrains that cause drivers to experience losses from property to fatalities. Prof. Hamka Street and Siliwangi Street are located in the city of Semarang where Prof. Hamka Street is a road with a hilly topography while Siliwangi Street is a flat road. Problems occur on these road sections such as the many accidents that result in fatalities. The existing problems need to be addressed immediately so that they can reduce the risk of accidents in the future. The stages carried out first analyze the characteristics of accidents and vulnerable locations so that they know the most appropriate handling points and recommendations. In determining the location points prone to accidents using the EAN and UCL methods while in identifying the hazards of vulnerable locations using HIRARC. The results obtained on Prof. Hamka Street, the location points are at STA 6 (0 + 700) and 9 (1 + 000) while on Siliwangi Street, the location prone to accidents is at STA 18 (1 + 900) and 5 (0 + 600). The recommended handling is to repair the condition of the road surface that has cracks at the joints, signs at accident-prone locations that are still very lacking, street lighting at accident-prone locations, maintenance on the road so that obstacles on the side of the road do not block visibility and installation of vehicle speed control devices.

Abstract

Construction projects involve complex processes requiring effective management and skilled human resources to ensure successful outcomes. This study analyzes key factors influencing human resource (HR) performance in building construction, identifying ability, working conditions, organizational structure, motivation, discipline, and compensation as critical determinants. A structured questionnaire using a 5-point Likert scale was employed as the data collection instrument, distributed to 130 contractors, with 114 valid responses collected in Semarang, Indonesia. Data analysis using SPSS v.27 confirmed that all indicators are valid, reliable, and positively perceived, with “ability” receiving the highest rating (mean = 4.8). Practical implications for project stakeholders include the need to implement targeted training, performance-based incentives, leadership development, and optimized recruitment. Technological integration is also emphasized for enhancing communication and decision-making efficiency. The findings underscore the importance of a comprehensive HR strategy that addresses both individual competencies and systemic organizational support, advancing sustainable engineering practices and improving project productivity in dynamic construction environments.

Abstract

This thesis is titled "Optimization of Time & Cost in Elevated Road Construction for Design and Build Projects KOPERBI-IKN with Re-Engineering." The background of this research focuses on the challenges within the increasingly competitive construction industry, where effectiveness, efficiency, and cost accuracy are essential for project success. The rising number of construction projects often leads to delays and discrepancies between planning and execution, impacting both time and cost. Therefore, this study aims to optimize time and costs in construction projects using a value engineering approach and descriptive quantitative analysis. The research method employed is descriptive quantitative, involving systematic steps to analyze data related to project time and costs. The results indicate fluctuations in the total project cost as the duration of working days is reduced. During the acceleration period from 150 to 143 days, there was a gradual decrease in initial and final costs; however, excessive acceleration can lead to an increase in total costs. Therefore, it is crucial to optimize acceleration by considering effective costs to achieve the desired results.

Abstract

ABSTRAK Pembangunan Gedung Perkuliahan sebagai bagian dari Proyek Infrastruktur sering menghadapi tantangan Efisiensi Biaya dan Waktu. Penelitian ini bertujuan untuk menganalisis penerapan Value Engineering (VE) sebagai pendekatan sistematis dalam mengurangi biaya proyek Pembangunan Gedung Kuliah 12 lantai dengan luas total 24.000 m² dan nilai anggaran sebesar Rp.164.668.171.695,00. Fokus penelitian ini adalah pada pekerjaan struktur, khususnya elemen Plat Lantai yang dinilai memiliki potensi penghematan tertinggi tanpa mengganggu sistem struktur utama bangunan. Metode penelitian meliputi analisis dokumen proyek, wawancara, serta kajian terhadap alternatif desain berbasis VE. Hasil penelitian menunjukkan bahwa penggunaan Hollow Core Slab (HCS) sebagai pengganti Plat Beton Bertulang Konvensional dapat mengurangi biaya sebesar Rp3.492.288.479,00 atau 18,14% dari desain awal, serta mempercepat waktu pelaksanaan hingga 53 hari atau 21,03%. Penelitian ini merekomendasikan penerapan VE secara sistematis pada proyek konstruksi serupa untuk mengoptimalkan sumber daya dan meningkatkan efisiensi proyek. Penelitian ini memberikan kontribusi keilmuan pada wawasan praktis dan teoretis mengenai penerapan VE dalam konteks proyek pendidikan tinggi di Indonesia, termasuk implikasi terhadap regulasi dan praktik konstruksi lokal. Mengevaluasi efisiensi penggunaan Hollow Core Slab (HCS) sebagai alternatif elemen plat lantai dalam proyek gedung pendidikan tinggi bertingkat tinggi di Indonesia.  Temuan ini selaras dengan prinsip tata ruang yang mengedepankan optimalisasi penggunaan lahan dan efisiensi ruang vertikal, khususnya di kawasan perkotaan padat, sehingga dapat menjadi referensi dalam penyusunan kebijakan zonasi pendidikan berbasis konstruksi berkelanjutanKata Kunci: Value Engineering, Efisiensi Biaya, Efisiensi Waktu, Proyek Konstruksi, Hollow Core Slab ABSTRACTThe construction of university buildings, as part of infrastructure development projects, often encounters challenges related to cost and time efficiency. This study aims to analyze the application of Value Engineering (VE) as a systematic approach to reduce the overall budget of a 12-story university building project with a total floor area of 24,000 m² and a budget of IDR 164,668,171,695. The research focuses on the structural works, particularly the floor slab component, which is considered to have the highest potential for savings without compromising the integrity of the main structural system. The methodology involves project document analysis, interviews, and evaluation of VE-based alternative designs. The findings reveal that substituting the conventional reinforced concrete slab with a Hollow Core Slab (HCS) can reduce costs by IDR 3,492,288,479 or 18,14% of the original design and shorten the construction duration by up to 53 days or 21.03%. This study recommends the systematic application of VE in similar construction projects to optimize resource utilization and improve project efficiency. The research offers both practical and theoretical contributions to the discourse on VE implementation in higher education building projects in Indonesia, including implications for national construction regulations and practices. It also evaluates the efficiency of HCS as an alternative floor slab system in high-rise educational facilities. These findings align with spatial planning principles that emphasize optimal land use and vertical space efficiency, especially in dense urban areas, and may serve as a reference for developing sustainable, construction-based zoning policies for educational areas.Keywords: Value Engineering, Cost Efficiency, Time Efficiency, Construction Project, Hollow Core Slab

Abstract

ABSTRAKIndustri konstruksi di Indonesia menyumbang sekitar 30% dari total kecelakaan kerja nasional, yang sebagian besar disebabkan oleh pekerjaan berisiko tinggi. Penelitian ini mengevaluasi implementasi ISO 45001:2018 pada proyek Pembangunan Jembatan Kaca Bendungan Sukamahi, dengan pendekatan kuantitatif berbasis evaluasi praktis dan perhitungan Relative Importance Index (RII). Hasil menunjukkan mayoritas prosedur keselamatan telah diterapkan dengan baik, seperti briefing keselamatan sebelum bekerja (RII = 0,93), namun komunikasi bahaya kerja masih menjadi tantangan (RII = 0,886). Solusi paling efektif adalah pemberian insentif kepada pekerja yang mematuhi prosedur K3 (RII = 0,928). Penelitian ini berkontribusi dalam memperluas kajian penerapan ISO 45001:2018 di sektor konstruksi Indonesia, khususnya melalui pendekatan berbasis metrik dan identifikasi praktis, yang masih terbatas dalam literatur lokal. Temuan ini juga memberikan implikasi kebijakan bagi perusahaan konstruksi dan pemangku kepentingan untuk mengembangkan strategi implementasi K3 yang lebih adaptif dan terukur. Penerapan K3 yang efektif menjadi bagian integral dari perencanaan infrastruktur yang aman, berkelanjutan, dan selaras dengan pengelolaan ruang proyek.Kata Kunci: ISO 45001:2018, Proyek Konstruksi, Manajemen K3, Risiko Kecelakaan ABSTRACTThe construction industry in Indonesia accounts for approximately 30% of total national workplace accidents, most of which are attributed to high-risk activities. This study evaluates the implementation of ISO 45001:2018 in the Glass Bridge Construction Project at the Sukamahi Dam, using a quantitative approach based on practical evaluation and the Relative Importance Index (RII) method. The results indicate that most safety procedures have been properly implemented, such as pre-work safety briefings (RII = 0.93); however, hazard communication remains a challenge (RII = 0.886). The most effective solution identified is the provision of incentives for workers who comply with occupational health and safety (OHS) procedures (RII = 0.928). This study contributes to the growing body of research on ISO 45001:2018 implementation in Indonesia’s construction sector, particularly through metric-based evaluation and practical identification, which remain limited in local literature. The findings also provide policy implications for construction companies and stakeholders to develop more adaptive and measurable OHS implementation strategies. Effective OHS implementation is an integral part of safe, sustainable infrastructure planning that aligns with spatial and site management principles.Keywords: ISO 45001:2018, Construction Project, OHS Management, Accident Risk

Abstract

Industri tambang merupakan salah satu sektor usaha yang memiliki peran sangat penting dalam perekonomian baik secara nasional maupun global. Dalam rangka pemenuhan kebutuhan akan tempat tinggal bagi tamu yang berkunjung ke lokasinya seperti kontraktor, inspektor maupun pengunjung lainnya, Sumbawa Jutaraya melaksanakan pembangunan Guest House. Dalam pembangunan Guest House ini diperlukan suatu perencanaan dan pelaksanaan yang efektif dan cermat salah satunya dengan penerapan Value Engineering (VE). Tujuan penelitian ini untuk membuatkan pilihan desain alternatif dalam penerapan Value Engineering, mengetahui nilai penghematan dan perbandingan biaya proyek awal dan berdasarkaan hasil penerapan Value Engineering. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif analitis, melibatkan analisis distribusi Pareto untuk mengidentifikasi 80% komponen biaya terbesar dari total biaya proyek sebesar Rp. 2,663,309,668.66.  Berdasarkan hasil analisis diperoleh sepuluh gagasan alternatif desain yang dapat diimplementasikan dengan tetap mempertahankan fungsi dan kualitas bangunan. Hasil penelitian menunjukkan bahwa implementasi Value Engineering berhasil mengidentifikasi peluang penghematan pada sepuluh item pekerjaan strategis dengan tingkat efisiensi biaya yang bervariasi antara 12-47% per item pekerjaan. Nilai penghematan yang didapatkan dalam pelaksanaan analisis alternatif desain adalah sebesar Rp. 283,437,718.00 atau berbobot 11% dari nilai awal. Temuan ini membuktikan bahwa pendekatan Value Engineering dapat menjadi strategi efektif untuk optimasi biaya konstruksi di sektor pertambangan, dengan implikasi positif terhadap daya saing perusahaan dan sustainability proyek infrastruktur.

Abstract

ABSTRACT  Indonesian contractors are facing pressure due to the domino effect of the Russia-Ukraine war. Which triggered a spike in commodity prices, including construction materials. High inflation and rising fuel prices apparently also had an impact on PT Wijaya Karya (Persero) Tbk (WIKA). The BUMN works asked the owners to adjust the contract price. The government has given the green light regarding proposals for price adjustments or contract escalations for infrastructure projects running in the 2022 fiscal year. Based on the above background. This research is an in-depth study to dissect further the analysis of profit projections due to the influence of escalation carried out by the review of the Ameroro Dam Project, Southeast Sulawesi. The research strategy used is literature study and data analysis of the Cost Budget Plan (RAB) for the Ameroro Dam project in Southeast Sulawesi including: Bill of Quantity Data, (ii) Work Unit Price Analysis (AHSP) Data, (iii) Material Price List and (iv) Work Wage Price List. Then a projection of the adjustment value is carried out with projection i using the BPS price index value and projection ii using the Pertamina economic price index. The results from adjustments to projection I amounted to IDR 15,548,548,165 and projection II amounted to IDR 44,854,254,042. From the results of these adjustments, we obtained an increase in the projected contract value i of 2% from the contract value to IDR 1,016,698,604,665 and an increase in the projected contract value i of 4% from the contract value to IDR 1,046,004,310,542. Based on the projection data, there are differences in the adjusted price values. Abstract

AbstractThe budget allocated for infrastructure development increased by 7.57%, reaching IDR 125.18 trillion in 2022. To support this growth, the integration of intermodal transportation systems is essential. The Manggarai–Jatinegara Railway Facilities Development Project (Package A, Phase II, Mainline I) represents a significant infrastructure initiative in this context. Preventing construction delays requires proactive measures to ensure project safety and quality, alongside efforts to enhance efficiency and value. Lean Construction is a methodology focused on increasing efficiency, minimizing waste, and maximizing value for all project stakeholders. This study aims to identify the factors causing delays and cost overruns in the Manggarai Station project and formulate appropriate strategies and steps to address these issues. The research employs the Analytic Hierarchy Process (AHP) to analyze data collected from selected respondents, enabling weighted prioritization of the identified factors according to their rank. The study demonstrates that Lean Construction strategies, particularly waste reduction through improved coordination and preventive measures, effectively mitigate these issues. The findings provide practical insights for project managers and policymakers to institutionalize Lean Construction in Indonesia’s railway megaprojects.Keywords: Project Delay, Cost Overruns, Lean Construction, Construction Project, Railway AbstrakAnggaran yang dialokasikan untuk pembangunan infrastruktur meningkat sebesar 7,57%, mencapai Rp125,18 triliun pada tahun 2022. Proyek Pembangunan Fasilitas Perkeretaapian Manggarai–Jatinegara (Paket A, Tahap II, Mainline I) merupakan salah satu inisiatif infrastruktur yang signifikan dalam konteks tersebut. Pencegahan keterlambatan konstruksi memerlukan langkah-langkah proaktif untuk menjamin keselamatan dan kualitas proyek, sekaligus upaya meningkatkan efisiensi dan nilai. Lean Construction adalah metodologi yang berfokus pada peningkatan efisiensi, meminimalkan pemborosan, dan memaksimalkan nilai bagi seluruh pemangku kepentingan proyek. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor penyebab keterlambatan dan pembengkakan biaya pada proyek Stasiun Manggarai serta merumuskan strategi dan langkah yang tepat untuk mengatasinya. Penelitian ini menggunakan metode Analytic Hierarchy Process (AHP) untuk menganalisis data yang dikumpulkan dari responden terpilih, sehingga memungkinkan prioritisasi berbobot terhadap faktor-faktor yang telah diidentifikasi sesuai tingkat kepentingannya. Hasil penelitian menunjukkan bahwa strategi Lean Construction, khususnya pengurangan pemborosan melalui koordinasi yang lebih baik dan langkah-langkah pencegahan, efektif dalam mengurangi permasalahan tersebut. Abstract

Pembangunan Ibu Kota Nusantara merupakan proyek strategis nasional yang diharapkan selesai pada 2024, dengan sistem kontrak Design and Build (DB) yang memungkinkan konstruksi berjalan paralel dengan desain. Penelitian ini menganalisis pengendalian material impor pada proyek ini, khususnya untuk memastikan ketersediaan material sesuai kebutuhan spesifikasi dan jadwal proyek, serta kepatuhan pada regulasi Tingkat Komponen Dalam Negeri (TKDN). Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus pada proyek di Ibu Kota Nusantara. Hasil penelitian menunjukkan bahwa pengendalian material impor dihadapkan pada berbagai kendala, termasuk waktu terbatas untuk desain dasar, kesalahan dokumen, dan keterbatasan pelatihan personel terkait standar dokumen. Solusi yang diusulkan mencakup sesi desain intensif, penggunaan sistem pelacakan digital, dan pelatihan rutin. Kinerja pengendalian material impor pada proyek ini berada dalam kategori cukup, dengan rekomendasi perbaikan untuk meningkatkan efisiensi dan efektivitas proses pengadaan material. Studi ini berkontribusi pada pemahaman akan tantangan dan solusi dalam pengendalian material impor pada proyek Design and Build di Indonesia.

Abstract

Konsep Earned Value adalah salah satu metode dalam pengelolaan proyek yang menggabungkan elemen biaya dan waktu secara terintegrasi.Penelitian ini bertujuan untuk mengetahui Variansi, Performa, Proyeksi dan Percepatan berdasarkan biaya dan waktu dalam pelaksanaan Proyek Perbaikan Unit Dehidrasi Gas. Metode penelitian menggunakan Analisis Deskriptif dengan menerapkan teknik analisis nilai meliputi tahapan yang meliputi pengumpulan informasi, observasi, wawancara dan pengumpulan dokumen. Kesimpulan penelitian dengan menggunakan Metode Earn Value Analysis diperoleh kesimpulan bahwa pada Minggu ke 57 Proyek mengalami keterlambatan dengan Cost Performance Index (CPI) = 0,97 dan Schedule Performance Index (SPI) = 0,99, dimana proyeksi biaya dan waktu pada akhir Proyek mempunyai nilai Budget Estimate at Completion (BEAC) = Rp 16.009.108.921 dengan Nilai Kerugian -Rp 251.567.949 dan Schedule Estimate at Completion Value (SEAC) = 71,18 minggu, mengalami keterlambatan 1,18 minggu atau 8,26 hari. Dengan skenario percepatan dimana terjadi percepatan 9 hari kerja diperoleh efisiensi sebesar Rp. Didapatkan 212.363.811 sehingga jika tidak ada kendala keterlambatan kedatangan material di akhir proyek maka nilai akhirnya adalah -Rp. 39.204.138.
