Abstract

Perlu adanya terobosan komprehensif dalam pengembangan konsep smart city. Hal tersebut dilakukan untuk meningkatkan pelayanan yang akuntabel, transparan kepada masyarakat. Dengan semakin baiknya pelayanan kepada masyarakat, maka konsep dari kota cerdas akan benar-benar terwujud. Melalui kewenangan otonomi, daerah juga dituntut untuk mampu berinovasi dalam meningkatkan pelayanan publik di wilayahnya. Smart City merupakan salah satu strategi pembangunan dan manajemen kota yang masih baru. Konsep ini muncul dan berkembang seiring dengan perkembangan zaman dan teknologi. Smart City didefinisikan sebagai kota yang mampu menggunakan SDM, modal sosial, dan infrastruktur telekomunikasi modern untuk mewujudkan pertumbuhan ekonomi berkelanjutan dan kualitas kehidupan yang tinggi, dengan manajemen sumber daya yang bijaksana melalui pemerintahan berbasis partisipasi masyarakat. Pada Penelitian menggunakan metode kualitatif dan difokuskan pada perkembangan indicator smart city di Kota Tanjungpinang, dengan melihat aspek apa saja yang sudah dilakukan Pemko Tanjungpinang dalam mengembagkan Smart City.

Abstract

Smart Province merupakan bagian dari usaha mencapai Indonesia Cerdas (Smart Indonesia) yang merupakan amanat dari Undang-Undang Dasar 1945 (Mencerdaskan kehidupan Bangsa) Smart Province dapat dicapai jika seluruh komponen yang ada di dalamnya, mulai dari level Provinsi, Kota / Kabupaten sampai ke area terkecil Desa mampu berkolaborasi dan bergerak bersama. Semua pihak Mengetahui peran dan fungsi bagaimana membangun kebersamaan dan menciptakan dan berbagi manfaat untuk masing-masing pihak yang berkolaborasi. Melihat fenomena ini perlu dilakukan pengukuran kesiapan dan upaya dari semua stakeholder sudah sejauh mana usaha dalam mencapai keberhasilan dari E-Government tersebut. Pengukuran e-readiness merupakan salah satu hal penting yang dilakukan dalam upaya mencapai keberhasilan smart government. Kepri Smart Province yang merupakan pengejawantahan dari wujud pelaksanaan e-government di provinsi kepulauan riau masih belum siap (ready) baik dari factor teknologi, institusional maupun factor manusia.

Abstract

Kepelabuhanan merupakan salah satu bagian dari tata kelola maritim. Karena itu, dalam dokumen ini pembahasan mengenai tata Kelola kepelabuhanan diletakkan sebagai bagian dari maritime governance. ada beberapa masalah yang dihadapi tata kelola maritim dewasa ini. Penelitian Tata Kelola Pelabuhan Kota Tanjungpinang bertujuan untuk melihat melihat kinerja Pemerintah Kota Tanjungpinang dalam mengoptimalkan potensi jasa kepelabuhanan untuk mendorong perekonomian daerah Kota Tanjungpinang. Selain karena Kota Tanjungpinang memiliki 28 buah pelabuhan yang berada di dalam wilayah administratifnya, juga karena pelabuhan memainkan peran fundamental dalam struktur perekonomian Kota Tanjungpinang sebagai kota perdagangan dan jasa. Metode yang digunakan dalam Kajian ini adalah metode kualitatif. Hasil kajian ini memperlihatkan masih lemahnya praktek Pemerintah Kota Tanjungpinang dalam mengelola pelabuhan yang ada. Lemahnya tata kelola pelabuhhan tersebut akibat memiliki kekuatan dan peluang untuk merubah kelemahan dan ancaman yang hadir akibat tidak harmonisnya collaborative governance dengan melandaskan pada azas-azas pelaksanaan otonomi daerah yang disinergikan dengan tatanan kepelabuhanan nasional.

Abstract

Bondary not only separate territories that are owned by different communities or countries but also ensure the safety and well-being balanced between each area concerned. Riau Islands Province is leading directly adjacent to neighboring countries such as Malaysia, Singapore the Philippines, and Thailand. Conditions islands region in Riau (Riau Islands) are very much separated by an ocean, the area is 252 601 km2 area consisting of 1,350 islands and 96% Ocean thus making control range of the government in development planning very difficult. This study will look at how the government’s Agenda Setting in the border area development planning Riau Islands, which will discuss the issue and political currents flow in the policy agenda to the policies made by the government of Riau islands as border regions. The method used in this study is qualitative. The study was conducted in Regional Development Planning Board (Bappeda) Riau Islands Province, the Regional Border Management Agency (BNPPD) Riau Islands Province and Commission III of the House of Representatives (DPRD) Riau Islands Province. Data collection techniques performed in this study were interviews, collecting data document written and unwritten, and non-participant observation. Results from this study is the first, the flow of matter to explain the issues and problems that occur on the border of Riau Islands namely the problem of limited infrastructure such as facilities and infrastructure such as facilities and infrastructure of housing, education, health, security, and also facilities and transport infrastructure, telecommunications, and Other causes of this region have low accessibility and isolated from the surrounding region. Secondly, the flow of Politics explains the policy process and then view and objectives to be achieved still has a perception about the construction of the border is still different, the level of public participation, NGOs, academics and NGOs are still relatively low, the handling is still partial, sectoral and yet integritasi, coordination has not gone good, both among sectoral, national level and between the central government and local governments, commitment and development budget in the border area is still relatively minimal. Third, Flow Policy describes several emerging priorities namely, development of processing industry, fishery and tourism in a sustainable manner in order to support the sector of maritime, increasing production and agricultural productivity, as well as self-reliance and food security community, Improved connectivity between regions and between the island and the means and basic infrastructure of society, Improving the quality of the environment and forestry, natural disaster mitigation and climate change, peningatan quality human resources and well-being equitable and civilized society, Improving the quality of public services and good governance. Abstract

Tanjung Unggat merupakan kelurahan yang berada di Kecamatan Bukit Bestari, Kota Tanjungpinang, Kepulauan Riau, Indonesia. Lokasinya yang berada di pinggir laut membuat sebagian besar masyarakatnya bekerja sebagai nelayan yang memanfaatkan hasil laut. Ada beberapa daerah kawasan kumuh di Tanjungpinang, dan Tanjung Unggat merupakan salah satu kawasan kumuh diantara Kampung Bugis, Senggarang, Pelantar Sulawesi, Lembah Purnama, Kampung Baru dan Sungai Nibung Angus. Lokasi Tanjung Unggat dipilih karena lokasinya yang masih berada di kawasan pusat Kota Tanjungpinang. Hal ini, menjadi perhatian khusus karena kondisi lingkungannya yang memprihatinkan. Penelitian ini bertujuan untuk mengetahui adalah untuk mengetahui penyebab Tanjung Unggat dikategorikan sebagai pemukiman kumuh. Metode yang digunakan penulis dalam penelitian ini adalah metode kualitatif dengan jenis metode penelitian deskriptif. Dalam mengatasi permasalahan lingkungan ini penerapan smart environment sangat cocok dalam mengatasi persamalahan lingkungan kelurahan Tanjung Unggat untuk menjadikan Tanjung Unggat menjadi daerah layak pemukiman sama seperti daerah. Dengan peran masyarakat setempat, peran pemerintah Kota Tanjungpinang dalam penataan lingkungan kumuh atau peremajaan bangunan kembali, serta melengkapi fasilitas public yang lebih layak, dan pemberdayaan dan pembinaan terhadap masyarakat tentang pentingnya menjaga lingkungan.

Abstract

Since the ocean unites all nations, the problem of coastal waste affects the livelihoods of many people around the globe. In addition, of course, it is related to the biological resources contained therein. The case in Tanjunginang City, for example, the problem of non-organic waste in several coastal areas of Tanjungpinang City, which reaches a thickness of approximately 3.5 meters, shows the importance of waste management, which is a field related to the arrangement of stockpiling, temporary stockpiling, transfer, processing, and the final disposal of waste. In a manner that follows the best principles of public health, economics, engineering, nature protection (conservation), beauty, and other environmental considerations taking into account public attitudes. Based on these facts, it is essential to place social policies whose determination requires a long and complicated process in the proper context, namely, understanding a political process in a balanced way. Therefore, existing policies need to be in context as a first step to see the problem of coastal waste and then strengthened by analyzing the performance of waste management policies carried out by the government. This study uses a qualitative approach by looking holistically at a problem and will be mapped based on social policies needed by the community. The aim is to provide an overview of the policy results of coastal waste management in Tanjungpinang City. The results of this study indicate that policy performance problems arise that do not accommodate the problem of coastal waste and other impacts on society.

Abstract

The development of digital technology is accelerating and has changed the way people communicate, shop, work and even interact with the government in their daily lives. This is a transformation of the digital era. This study uses the literature review method to analyze articles and case studies related to adaptive policies in digital transformation in Indonesia. In this research, the inhibiting factors and benefits of adaptive policies have been found in digital transformation in Indonesia. The inhibiting factors found include the lack of adequate digital infrastructure, the lack of skilled human resources in the digital field, as well as regulations and policies that have not supported the development of digital technology in Indonesia. However, the benefits of adaptive policies in digital transformation in Indonesia are enormous, including increasing productivity, competitiveness and economic growth. Therefore, it is important for the government to implement adaptive policies in digital transformation in Indonesia in order to minimize the inhibiting factors and maximize the benefits of digital transformation.

Abstract

This study describes the condition of the Creative Economy Ecosystem Development Strategy which should Support Tourism Policy by using a qualitative approach to analyze the strategy that the government must implement in developing the creative economy on Penyengat Island, Tanjungpinang City. This island has great potential in the creative economy sector, but it has not been fully utilized. Through in-depth interviews with various stakeholders, such as creative economy actors, government officials, and members of the local community, this research identifies effective strategies for advancing the creative economy on Penyengat Island. The research results show that the government needs to pay attention to several strategic aspects. First, the development of adequate infrastructure, including roads, access to electricity, and good communication facilities, is very important to support creative economy activities. Second, relevant training and education in the creative economy sector is needed to improve the skills and knowledge of business actors. Third, effective promotion and marketing through exhibitions, festivals and digital media can increase the visibility of Pulau Penyengat's creative products. In addition, easy and affordable access to finance, as well as supporting policies and regulations, such as protecting intellectual property rights and reducing bureaucracy, are important factors in supporting the growth of the creative economy. Collaboration and networking between creative economy actors also play an important role in expanding business opportunities and knowledge exchange. This study concludes that the government needs to adopt a holistic and integrated strategy to encourage the development of the creative economy on Penyengat Island. Thus, local potential can be optimized, employment can be created, and people's quality of life can be improved through increased income and business opportunities related to the creative economy.

Abstract

Tanjungpinang City and Bintan Regency are regions in the Riau Islands which are also popular tourist destinations due to their abundant natural resources. However, there are several policy constraints in promoting these two tourist destinations in each respective region. Tourism development needs to consider the economy of a region to meet good Regional Revenue Budget. Therefore, policy integration becomes a solution to the overlapping policies between the two regions in achieving the common goals of promoting and marketing Creative Economy in the Riau Islands. The aim of this study is to analyze the extent to which the integration of regional government policies in the development of tourism in Tanjungpinang City and Bintan Regency has been achieved. This article uses a qualitative research approach where data findings from observations or primary data as well as secondary data such as interviews and scientific journal articles are interpreted from the researcher's perspective. The lack of connectivity between the two regions is attributed to the failure to achieve the goals of the medium-term regional development plan and the lack of connectivity between the regions in both infrastructure and marketing their tourism packages. The hope is to achieve synchronization between the tourism policies taken by the Tanjungpinang City and Bintan Regency Governments and close cooperation between local governments, the private sector, and local communities through collaboration between the Tanjungpinang City and Bintan Regency Governments.

Abstract

The election supervision function is the authority of Bawaslu, thus Bawaslu needs participatory supervision. The participatory supervision carried out by Bawaslu is by involving community groups such as NGOs, and other organizations. Therefore, Bawaslu Bintan formed Saka Adhyasta Pemilu to assist in overseeing the implementation of elections and following up on violations that occur. This study aims to evaluate the quality of participatory supervision carried out by Saka Adhyasta Pemilu in the 2024 elections in Bintan Regency. The research method used is qualitative with data collection through interviews, field notes, and official documents. There are 4 indicators of participatory supervision according to Pasaribu (2011), namely monitoring, inspection, guidance and direction, and correction. The results showed that the indicators of monitoring, inspection, and correction were still not effective, as seen from the lack of violation reports submitted to Bawaslu by Saka Adhyasta Pemilu. However, in the guidance and direction indicator, it has proven effective because Bawaslu has provided education on monitoring and preventing disputed violations in the 2024 elections in Bintan Regency. The factors that make participatory supervision carried out by Saka Adhyasta Pemilu not run well are because of their young age, lack of critical attitude, lack of experience and minimal knowledge of elections.
