Abstract

This study explores community governance within the context of coastal community empowerment policies in Bintan Regency. The research employed a qualitative approach, utilizing in-depth interviews and participatory observation to collect data. The findings indicate that community governance plays a central role in the empowerment policies, characterized by active community participation in decision-making and the implementation of empowerment programs. However, the study also identifies challenges, such as conflicts of interest among stakeholders, limited private sector involvement, and insufficient understanding of community roles in the empowerment process. To address these issues, collaboration between the government, community, and private sector is crucial to foster an environment conducive to sustainable and effective community governance. The research further emphasizes the importance of social institutions, such as non-governmental organizations, traditional institutions, and religious organizations, in strengthening community participation. The findings aim to enhance the understanding of community governance's significance in coastal community empowerment policies and provide policy recommendations to improve its effectiveness in Bintan Regency.

Abstract

Selama belum dibentuk pengadilan perikanan selain pengadilan perikanan, perkara tindak pidana di bidang perikanan yang terjadi di luar daerah hukum pengadilan perikanan tetap diperiksa, diadili, dan diputus oleh pengadilan negeri yang berwenang Ketentuan demikian menjadikan adanya dualisme rezim hukum, yaitu rezim hukum pengadilan negeri dan rezim hukum pengadilan perikanan. Dengan adanya pemeriksaan tindak pidana di bidang perikanan yang dilakukan oleh pengadilan perikanan dan pengadilan negeri, maka ada dualisme dan ketidakpastian hukum dalam penanganan tindak pidana perikanan.  Beberapa hukum formil yang di atur khusus dalam Undang-undang Perikanan yaitu adanya Hakim  Ad hoc, Persidangan tanpa Kehadiran Terdakwa (In Absentia), Jangka Waktu Putusan Pengadilan, Penetapan dan masa Penahanan oleh Hakim dan Kepaniteraan Pengadilan perikanan yang telah berdiri telah memberikan kontribusi besar dalam penegakan hukum, seluruh pengadilan perikanan yang di  penerapan Undang-Undang Cipta Kerja juga mempengaruhi Eksistensi pengadilan perikanan dalam mengadili perkara tindak pidana perikanan, Untuk tindak pidana perikanan yang dilakukan diwilayah ZEEI Oleh Kapal Asing tetap diberlakukan sanksi pidana yang termuat dalam Undang-Undang Perikanan.

Abstract

This study investigates the implementation of governmentality in policy utilization at sea, focusing on the case of the Province Riau Islands (Kepri). Governmentality, as a framework, Works theoretically proposed by Michel Foucault, applied in context policy utilization room sea for analysis of how the government of the province of Riau Islands manages and directs relations of interest and interaction with the environment of its unique sea. Using the qualitative method with the literature study, this study highlights various governmental aspects carried out by the government in the policy aspects of utilizing room sea in the Province of Kepri. Research results later will show that the government of the Province Riau Islands has prioritized governmentality for formulating policies that cover the sustainability of the ecosystem sea, participation of the community in the utilization of room sea, and integration of modern technology into the stages by showing the dominant actors who influence the political relations in the marine space utilization policy. This approach of collaboration between the government area, government center, and parties private sector at regional and international levels become characteristics important that will discussed in the implementation of governmentality in the Province of Kepri. In addition, recognizing the rights, customs, and wisdom of local public coasts has become an integral part of the utilization of the sea, creating a balance between the development economy and the conservation environment.

Abstract

Kepulauan Riau merupakan Provinsi dengan Kunjungan Wisatawan Mancanegara (Wisman) yang cukup tinggi, dengan berada di urutan kedua setelah Bali, Kepri menjadi Provinsi yang seharusnya memaksimalkan potensi ini untuk meraup PAD dan sebagai penyumbang kontribusi keuangan negara yang tinggi pula, namun pada kondisi dilapangan dengan dibuktikan pada pertumbuhan PDRB Kepri belum terlalu signifikan dapat mensejahterakan masyarakat dan belum menjadikan pariwisata sebagai sector unggulan, padahal sector ini cukup berperan penting karena sudah berada di tiga besar wisman terbanyak di Indonesia. Maka atas dasar ini, penelitian ini akan membahas sinkronisasi kelembagaan dan kebijakan pariwisata di Provinsi Kepulauan Riau, dengan metode kualitatif yang dijelaskan secara deskriptif. Jika melihat rumitnya dan tidak sinkronnya birokrasi dan kebijakan mulai dari perencanaan hingga pelaksanaan pariwisata, maka diperlukan Kebijakan yang adaptive dalam membangun pariwisata agar sesuai dengan perkembangan trend wisatawan. Permasalahan Kelembagaan dari semua Stakeholder dibutuhkan sinkronisasi mulai dari perencanaan hingga pada pelaksanaan.

Abstract

During the Covid-19 pandemic, determining policies in the development sector greatly determines performance in government, both at the regional and central government levels. This paper focuses on performance evaluation in a political context on refocusing budgeting in handling Covid 19 in Tanjungpinang City in 2020. The research method is carried out with a qualitative approach which is a literature study by examining some secondary data. The secudender data obtained is relevant and then analyzed in depth against the main indicators of performance in public budgeting in the government system in Tanjungpinang City. The results of the analysis show that the performance evaluation in the Tanjungpinang City government shows that the influence on political performance is still very low in the quality of performance in the Tanjungpinang City government in public budgeting. In addition, the context in public budgeting should involve stakeholders in the form of collaborative governance so that political performance in budgeting in regional development provides a win-win solution in refucing the handling of COVID-19 in Tanjungpinang City

Abstract

Tingginya permintaan pelanggan untuk part yang diproses di PT. X membuat operator harus memiliki manajemen waktu yang baik untuk meringkas pekerjaan dengan teliti agar tidak terjadi penumpukan material dan kehilangan banyak waktu dalam pekerjaan. Salah satu metode yang tepat untuk melakukan kegiatan tersebut yaitu dengan cara Kaizen 5S yang akan mempermudah pekerjaan dan menghilangkan waste pada setiap kegiatan yang dilakukan dalam bekerja. Penelitian ini menggunakan metode analisis deskriptif dengan membandingkan data sebelum dan sesudah implementasi Kaizen 5S. Data dianalisis melalui pengamatan langsung selama empat minggu serta wawancara dengan operator untuk memahami efektivitas penerapan metode ini. Hasil dari penelitian ini yaitu penurunan waktu pengecekan yang membuat efisiensi kerja meningkat dengan adanya penurunan waktu dari rata-rata pencarian material sebesar 7,5 menit menjadi 0,285 menit dan dari rata-rata waktu pengecekan sebesar 4,25 menit menjadi 2 menit. Selain itu, penelitian ini menunjukkan bahwa penerapan Kaizen 5S tidak hanya meningkatkan efisiensi waktu, tetapi juga berdampak pada peningkatan kepuasan kerja operator dan pengurangan kesalahan dalam proses inspeksi.

Abstract

The planned development of the Rempang Eco City (REC) National Strategic Project (PSN) in Rempang, Batam, continues to face resistance from many members of the Rempang indigenous community. This resistance has sparked conflict between the community and the Batam Free Trade Zone Authority (BP Batam), the Batam City Government, and PT MEG as the developer. Issues regarding customary land and agrarian affairs often trigger conflicts in regional development. This study aims to examine and map the sources of conflict and the parties responsible for the Rempang conflict. The theory used in this study is a decentralization and conflict approach. This study employed a qualitative method with a descriptive qualitative research design, which objectively and in detail describes the conflict that occurred on Rempang Island. Data collection techniques included a literature review of legislation, scientific journals, articles, news reports, press releases, and other documents relevant to the research topic, supported by field interviews. The results of this study conclude that there are three main factors that constitute the source of conflict: first, historical factors, culture, customs, and customary land. Second, factors of coercion and repressive actions by law enforcement officers, as well as criminalization, thuggery, and intimidation by BP Batam and the company. This factor also contributes to the escalating conflict over the PSN REC. Third, the Batam Free Trade Zone Authority's (BP Batam) non-humanistic and non-harmonious approach to the Rempang community. Several parties consider the source of this conflict to be the responsibility of BP Batam, the Regional Governments: Batam City Government, Riau Islands Provincial Government, Batam City Council (DPRD) and Riau Islands Provincial Council (DPRD), the Central Government: the President, the Ministry of Investment and the Ministry of Economy, and the company: PT MEG.

Abstract

People with low incomes have limited resources that can only be spent on food, health and education but find it difficult to meet high housing costs which threaten the material well-being and economic security of households (OECD, 2011). 285 BSPS program units have been given to the people of Tanjung Pinang City. This research aims to find out whether the BSPS program affects improving welfare. This research uses a causal associative quantitative approach. The research results prove that the t-test shows that t-count (3.917) > t-table (1.993), so Ha is accepted, thus proving that the BSPS program has effects on improving community welfare in Tanjung Pinang City. Recipients of the BSPS program in Tanjung Pinang City experienced increased welfare after receiving the program. This is supported by previous research which shows that the BSPS program improves community welfare.

Abstract

Village head elections are an exercise of popular sovereignty. success requires political communication in the pilkades. Nazaruddin is an incumbent village head who served for three consecutive terms in the Sungai Sebesi village head election. This phenomenon indicates success in maintaining power by using political communication. The purpose of this research is to see how the political communication of the incumbent village head in winning the pilkades. The research method used in this research is qualitative method. The results of this study indicate that in maintaining stature and strengthening institutions Nazaruddin always maintains a good personality and improves his performance for the advancement of village development. creating togetherness he shows by uniting common goals to advance the village even better in the future. building consensus Nazaruddin always prioritizes common interests, and always opens himself in every decision making.

Abstract

The Smart Fisherman Application is an application designed to help fishermen obtain information about sea conditions, fish harvests and fish market prices. In the Riau Islands Province, this application is being introduced to improve the welfare of fishermen in the region. However, the use of this application is still faced with several obstacles and obstacles, such as limited internet access, low levels of digital literacy, and resistance from some fishermen in using the technology. However, the Nelayan Pintar application is considered to have great potential to increase fishermen's income and help in more sustainable management of marine resources. Therefore, research needs to be carried out to see the implementation and use of this application in the Riau Islands Province. This research uses qualitative research methods, using in-depth interview techniques and direct observation in the field.
