Abstract

Industrial growth and rural development promote balanced development to protect the public interest. Governmental oversight ensures regulation and governance for sustainable industrial growth. The research aims to clarify the modifications in agricultural land use within the Gresik Special Economic Zone or Java Integrated Industrial and Port Estate (JIIPE) from the viewpoint of public interest and land conservation in adherence to Law Number 41 of 2009 on the Protection of Sustainable Food Agricultural Land. The legal norms studied in this research are changes in the function of agricultural land into industrial land from the perspective of public interest, the Farmland Preservation Act, and the Welfare State. Changes in the conversion of agricultural land in Manyar District, Gresik Regency, East Java Province for industrial purposes in the Java Integrated Industrial and Port Estate (JIIPE) Area which was formed based on PP No. 71 of 2021. The Law on the Protection of Sustainable Food Agricultural Land and the Land Acquisition for Development for the Public Interest, as amended by the Job Creation Law, stipulates development in the public interest for the prosperity and improvement of the people's economy. Sustainability solutions seeking sustainable models for industrial growth without compromising public welfare.

Abstract

Image resizing yaitu sebuah proses mengolah gambar atau citra dengan tujuan merubah ukuran gambar. Metode yang paling sering digunakan adalah cropping atau scaling. Fungsi cropping adalah menghapus pixel didalam batasan tertentu dalam sebuah gambar. Scaling yaitu merubah ukuran citra berdasarkan skala. Isi dalam citra tidak dipertimbangkan pada scaling. Sehingga berakibat, dalam foto thumbnail diproses belum bisa menyampaikan informasi yang di anggap paling penting. Seam carving yaitu sebuah method yang berfungsi merubah besaran citra dengan menambahkan atau menghapus carve beberapa pixel dari elemen citra digital yang tidak sama. Seam carving sering kali memakai fungsionalitas energy yang berguna sebagai penentu tingkatan pixel yang terdapat disebuah citra. Seam merupakan jalur penghubung dari pixel-pixel citra baik secara vertikal maupun horizontal yang dilewati oleh fungsi energi rendah. Perubahan size citra menggunakan seam carving dianggap lebih baik dibandingkan cropping dan scaling. Tetapi, metode seam carving masih belum bisa menjaga objek yang dianggap paling penting. Dalam menanggulangi kelemahan ini, bisa menggunakan perpaduan antara seam carving algorithm dengan salient detection. Pada penelitian ini akan melakukan improving kedua metode tersebut yang difungsikan sebagai pembuat thumbnail. Hasil yang diperoleh dari salient detection yaitu area yang paling penting dari citra akan dideteksi dan digunakan rujukan didalam merubah size dari citra tersebut (seam carving). Penelitian ini membandingkan tiga algoritma metode salient detection yang merujuk pada 3 paper, dari hasil RMSE dengan citra ground truth paper ke 2 lebih baik dikarenakan memiliki nilai errornya yang lebih sedikit. Dataset yang digunakan adalah 200 citra. Dalam perhitungan Nilai akurasi penulis menyebarkan kuesioner kepada 100 orang responden dan menghasilkan acceptance rate 78% sehingga diperoleh hasil Sangat Alami/Natural

Abstract

This study aims to describe the principal's management in developing extracurricular activities to support art achievements at SDN Baujeng II, Beji District. This research uses a qualitative approach with a case study design. Data were collected through interviews, observation, and documentation. The results show that the principal's management involves structured planning through talent mapping, organizing competent art mentors, and intensive supervision ahead of the FLS2N competition. This management significantly contributes to achieving achievements, including winning 3rd place at the provincial level in Storytelling Drawing in 2024. The supporting factor is the high commitment of the school, while the inhibiting factor is the limited infrastructure which is overcome through external collaboration.

Abstract

Penerapan Undang-Undang Nomor 1 Tahun 2023 tentang Kitab Undang-Undang Hukum Pidana (KUHP Nasional) menandai kemajuan penting dalam reformasi sistem peradilan pidana Indonesia, khususnya melalui ketentuan tentang pengampunan yang sah sebagaimana diuraikan dalam Pasal 54 ayat (2). Norma ini memungkinkan hakim untuk menahan diri dari menjatuhkan hukuman kepada pelaku tindak pidana yang telah dinyatakan bersalah dan telah mengaku bersalah, dengan mempertimbangkan beratnya tindak pidana, keadaan pribadi pelaku, konteks kejahatan, dan prinsip-prinsip keadilan serta nilai-nilai kemanusiaan. Kajian ini bertujuan menelaah konstruksi normatif rechterlijk pardon sekaligus mengkaji implikasinya sebagai mekanisme korektif atas penerapan asas legalitas yang selama ini bersifat rigid, terutama di ranah peradilan pidana anak. Metodologi yang digunakan adalah penelitian hukum normatif-doktrinal, yang menggunakan pendekatan legislatif, kontekstual, dan historis, yang didasarkan pada analisis kualitatif teks hukum primer, sekunder, dan tersier. Temuan penelitian mengungkapkan bahwa rechterlijk pardon mencerminkan pergeseran orientasi pemidanaan dari paradigma retributif ke paradigma restoratif dan humanistik, tanpa mengorbankan kepastian hukum. Penerapan metodologi ini dalam Putusan Pengadilan Negeri Ungaran Nomor 1/Pid.Sus-Anak/2026/PN Unr menunjukkan bagaimana hakim dapat menyelaraskan kepastian hukum, keadilan substantif, dan efisiensi dalam kasus pidana anak. Dengan demikian, rechterlijk pardon bukan melemahkan asas legalitas, melainkan menyempurnakannya lewat diskresi yudisial yang terukur demi terwujudnya sistem peradilan yang lebih berperikemanusiaan

Abstract

Objective: This study aims to analyze the implementation of technology-based training in teachers’ professional practices at SDN Kolursari I Bangil and to understand its impact on improving teachers’ pedagogical competence and professionalism. The issue explored arises from the urgent need for digital adaptation in primary education, particularly amid limited resources and technological literacy in semi-urban schools. This research employed a qualitative approach using a case study design, allowing for an in-depth exploration of teachers’ real-life experiences in applying the outcomes of technology training. Data were collected through semi-structured interviews, participatory observations, and document analysis, involving three key participants: Nur Lailah (Grade 1 Teacher), Suhartono (Grade 5 Teacher), and Bahrul Ulum (Grade 6 Teacher). The findings revealed five main themes: (1) increased digital awareness and teacher motivation, (2) limited infrastructure and time constraints in technology implementation, (3) collaboration among teachers as a form of professional support, (4) the need for post-training mentoring, and (5) pedagogical transformation toward interactive technology-based learning. The implementation of training effectively enhanced teachers’ ability to use digital media such as Wordwall, Quizizz, and Google Forms, although its effectiveness remains constrained by technical and institutional support.

Abstract

Objective: This study aims to analyze the effectiveness of an integrated Continuous Professional Development (PKB) program which consists of scientific publication, instructional innovation, and professional learning communities in improving teacher performance at SDN Banjarkejen Pandaan. Using a qualitative design, the study employed observation, in-depth interviews, and documentation to explore teachers’ and school leaders’ experiences, perceptions, and professional practices. Thematic analysis was applied to identify patterns, meanings, and interrelations across PKB components within the framework of educational quality management. The findings indicate that scientific publication enhances teachers’ academic reflection by encouraging data-driven evaluation of instructional practices. Instructional innovation contributes to pedagogical adaptation, improving student engagement and classroom management effectiveness. Professional learning communities serve as collaborative spaces that support peer supervision, instructional dialogue, and collective improvement of practice. This study concludes that the effectiveness of PKB lies in the synergy among reflection, creativity, and collaboration. Practical implications highlight the need for structured mentoring in academic writing, strengthened documentation of instructional innovations, and consistent management of learning communities

Abstract

Objective: This study aims to analyze the management strategies of the school literacy program in improving educational quality at UPT SDN Kalirejo Bangil. The research explores how the four key management functions—planning, organizing, actuating, and controlling—are implemented to cultivate a sustainable literacy culture in a primary school setting. Employing a qualitative case study design, the study involved five key participants, including the principal and four teachers from different grade levels. Data were collected through in-depth interviews, participatory observations, and document analysis, and were examined using Miles and Huberman’s interactive model. The findings reveal four major themes: (1) literacy planning is carried out collaboratively and aligned with class needs; (2) the organizational structure supports program implementation through a clearly defined literacy team; (3) program execution includes various innovative activities such as 15-minute reading routines, reading journals, literacy boards, and book discussions; and (4) evaluation remains basic but is useful for monitoring students’ literacy progress. These findings highlight the importance of instructional leadership, teacher collaboration, and a supportive literacy environment. The study implies the need for enhancing teachers’ literacy competencies, increasing resource availability, and developing more systematic evaluation mechanisms.

Abstract

Corruption remains one of the structural problems that continues to pose a serious challange to the legal system i Indonesia. So Far efforts to combat corruption have largely focused on represive approach through criminal law enforcement. However, such approaches have not been fully effective  in sustainably reducing  corruption rates. Therefore, a more comprehensive approach  is needed through preventive instruments, one of which is anti-corruption education. This study aims to analyze the position of anti corruption education  as a preventive instrumentin law enforcement in Indonesia and to examine the relevance of Article 2,3  and 12 B of the Anti Corruption Law in supportig the Effort. This research employs a normative legal  research method  using a status approach and a conceptual approach. The data used consist primary and secondary legal materials which are analyzed qualitatively. The result of the study indicate that anti corruption education has a strategic position as  a preventive instrument in law enforcement as it is capable of fostering legal awarenessand individual integrity  from an early stage .Furthermore articles 2 and 3  provide a normative basis regarding forms of corruption that must be prevented while Article 12 B on Gratuities  strengthens the importance of public understanding of corruptpractice in everyday life. Thus the integration of penal and non penal aproavhes through anti corruption education is essential in creating a more effective and sustainable lw enforcement in Indonesia.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan literasi hukum dan keterampilan praktis mahasiswa serta masyarakat dalam memahami prosedur hukum acara perdata di Indonesia. Seringkali, masyarakat awam dan mahasiswa tingkat akhir mengalami kendala dalam menyusun dokumen hukum yang benar, yang berakibat pada penolakan gugatan pada tahap awal di pengadilan. Metode pelaksanaan kegiatan ini menggunakan pendekatan Participatory Rural Appraisal (PRA) yang diwujudkan berupa pelatihan teknik penyusunan gugatan, surat kuasa, dan simulasi peradilan semu (moot court). Hasil pengabdian menunjukkan adanya peningkatan pemahaman peserta terhadap prosedur peradilan perdata serta peningkatan kemampuan menyusun berkas perkara perdata secara mandiri, sistematis, dan sesuai kaidah hukum acara. Kegiatan Pengabdian kepada Masyarakat ini bertujuan meningkatkan kemahiran mahasiswa dalam hukum acara perdata melalui pelatihan penyusunan gugatan dan simulasi peradilan. Kegiatan melibatkan dosen, mahasiswa Fakultas Hukum, dan perwakilan masyarakat. Metode yang digunakan meliputi ceramah, praktik, dan moot court. Hasil menunjukkan peningkatan skor pemahaman dari rata-rata 60 menjadi 85. Kegiatan ini efektif dalam meningkatkan kompetensi praktis mahasiswa.Kegiatan ini diharapkan dapat menjadi awal pembentukan paralegal masyarakat yang kompeten   Hasil pengabdian menunjukkan peningkatan pemahaman peserta terhadap prosedur peradilan perdata dan kemampuan menyusun berkas perkara perdata secara mandiri dan benar.
