Abstract

The purpose of this research is to explore the integration of community-based approaches into national disaster management policies, using lessons learned from recent natural disasters. This study addresses the growing phenomenon of natural disasters and the limitations of existing national policies in effectively managing these crises. Employing a mixed-methods approach, including qualitative case studies and quantitative data analysis, the research identifies the strengths and challenges of community-based disaster management (CBDM) strategies. Key findings highlight the effectiveness of CBDM in enhancing community resilience and the critical need for policy integration to bridge gaps between national frameworks and local practices. The analysis reveals that integrating CBDM into national policies can significantly improve disaster preparedness and response, fostering greater community engagement and tailored solutions. In conclusion, this study underscores the practical and theoretical impact of integrating community-based approaches, suggesting that a more inclusive and adaptive policy framework can lead to more robust disaster management outcomes.

Abstract

This study evaluates the effectiveness of the Indonesian Army's defence research and development (Litbanghan) ecosystem through a qualitative approach based on policy document analysis and quantitative prototype data. Analysis of 427 Litbanghan prototypes from 2006 to 2024 shows that only 3.9% entered mass production, indicating structural barriers in the downstream phase and weak integration between Litbang and Bangtekindhan. A review of regulations found gaps between the policy framework, such as Permenhan 16/2019 and Permenhan 39/2016, and implementation in the field, particularly in the certification process, incentive mechanisms, and clarity of intellectual property rights. An international comparative study (Turkey, Brazil, Portugal, South Korea) confirms that institutional coordination, sustainable research funding, and research-procurement connectivity are prerequisites for an effective defence innovation ecosystem. This study recommends increasing R&D funding, simplifying certification, establishing proportional IPR regulations, and integrating R&D results into the defence equipment procurement pipeline. Theoretically, this study expands the application of the Triple Helix model in the defence sector, which is characterised by strict regulations and a non-market environment. Practically, these findings provide strategic input for the formulation of the 2025–2029 Defence Industry Master Plan and the strengthening of national defence innovation governance.

Abstract

UN peacekeeping operations in multinational and multicultural environments demand adaptative intercultural capacities from military personnel. This study aims to analyze the influence of foreign language proficiency specifically comprehension skills (listening/reading) and delivery skills (speaking/writing) on the mission effectiveness of the Garuda Contingent in World Peacekeeping Operations. Utilizing a mixed-methods approach, quantitative data were gathered through surveys distributed to Garuda Contingent personnel, while qualitative data were obtained via in-depth interviews detailing operational barriers and adaptation strategies. Regression analysis results indicate that both comprehension and delivery skills have a positive and significant impact on mission success. The quantitative model demonstrates a highly robust contribution, revealing that 90.3% of the variance in operational task success can be explained by these two language proficiency variables. Qualitatively, language mastery is significantly driven by individual motivation, prior deployment experience, training intensity, and workplace environmental support. On the ground, tactical communication barriers are mitigated through intercultural adaptation strategies, such as linguistic simplification, interpreter assistance, message reiteration, and cultural engagement. This study concludes that foreign language competence is a strategic imperative rather than a mere secondary skill. Practically, it implies an urgent need to restructure language training programs into more sustainable, contextualized frameworks tailored to the geopolitical dynamics of the specific mission area.
