Abstract

This research aims to discover the pathologies or diseases in political parties significantly ahead of the 2024 election year—taken from many sources, both unwritten and written sources from what has been obtained by researchers sourced from written data. The technique of collecting data in this study uses documentation or is called (Library Study), makes quotations, and performs data analysis with this Documentation Technique, such as books, journals, and other written sources. The results of this study explain that political parties in Indonesia have various pathologies or diseases, both in terms of party bodies and cadres within the party, which can affect the life of democracy for the people of Indonesia. The pathology of political parties can be resolved with the presence of cadres in political parties, improving party financial management and education for political party cadres.

Abstract

The development of digital technology brings both challenges and opportunities for local governments in their efforts to advance development and improve public services. Ciamis Regency as one of the regions in Indonesia responds to this dynamic by integrating local cultural elements I the digital ecosystem development strategy. This article aims to analyze the strategies implemented by the Ciamis Regency Government in building an inclusive and sustainable digital ecosystem, taking into account local socio-cultural characteristics. This research uses a qualitative approach with a case study method, through policy analysis and in-depth interviews with stakeholders in Ciamis. The results show that collaboration between the government, local communities, and the private sector plays an important role in the implementation of digital technologies that are aligned with local cultural values. In addition, the role of technology in echancing community participation and public services was identified as a key factor in the success of this strategy. The findings are expected to contribute to the development of digital policies in other regions with similar characteristics.

Abstract

According to the 2023 report of the Indonesian Ombudsman, the National Police (Polri) is an institution frequently reported for public service complaints, especially in regional areas. This issue is notably observed in providing SIM (Driver's License) and SKCK (Police Clearance Certificate) services by Waropen District Police in Papua Province. Improving public services in regional areas is crucial for the Polri to enhance public trust. Therefore, this study will analyze the optimization of SIM and SKCK services by the Waropen District Police, considering that Waropen Regency is a remote area and poses unique challenges for the Polri in providing public services. This research used Haywood's model of public service quality with three main elements: Professional Judgment, Physical Facilities, Processes and Procedures, and People's Behavior and Conviviality. A qualitative method through interview techniques was used in this research. The findings of this study indicate that efforts to improve SIM and SKCK services need to consider the professionalism of personnel, service facilities, and procedures, as well as the attitudes and behaviors of personnel.

Abstract

Riset ini dilatar belakangi dengan penyusunan RPD tahun 2025-2026 di Kabupaten Garut yang memiliki kecenderungan untuk mengalami kegagalan karena waktu penyusunan cenderung terburu-buru dengan waktu yang singkat meskipun memiliki prestasi dalam perencanaan pembangunan selama tahun 2023-2024. Kemudian, penyusunan RPD ini merupakan hal baru dalam penyelenggaraan pemerintahan daerah di Kabupaten Garut sehingga mungkin saja penyusunannya secara prosedur sudah terpenuhi tetapi secara substantif tidak terpenuhi. Oleh  karena itu, peneliti menggunakan tahapan-tahapan perencanaan strategis dari Bryson sebagai pisau analisis untuk memperdalam terkait proses perencanaan pembangunan pada penyusunan RPD Kabupaten Garut 2025-2026. Metode riset yang digunakan adalah metode penelitian kualitatif deskriptif. Adapun pengumpulan data dilakukan melalui wawancara dan dokumentasi dengan teknik penentuan informan menggunakan teknik purposive. Untuk teknik validasi data, peneliti menggunakan triangulasi sumber dengan menggunakan teknik analisis data berupa reduksi data, penyajian data, dan penarikan kesimpulan. Hasil riset menunjukkan bahwa Pemerintah Kabupaten Garut dalam penyusunan RPD tahun 2025-2026 sesuai dengan tahapan dalam Inemndagri No. 3 Tahun 2023. Kemudian, dalam penyusunan RPD Kabupaten Garut tahun 2025-2026 telah memenuhi 10 tahapan perencanaan strategis dari Bryson karena ada keselarasan antara tahapan dalam Inmendagri No. 3 Tahun 2023 dengan perencanaan strategis. Penyusunan RPD 2025-2026 di Kabupaten Garut hanya memenuhi secara prosedural sedangkan secara substantif masih belum tercapai. Hal itu terlihat dari proses forum diskusi yang cenderung normatif dan simbolis sehingga terkesan untuk memenuhi kewajiban dengan adanya keterlibatan masyarakat. Oleh karena itu, Penyusunan RPD di Kabupaten Garut belum termasuk ke perencanaan efektif karena hanya memenuhi secara prosedural saja.

Abstract

Baduy society belongs to the traditional society that allows it to be at the stage of a developing society. The shift in Baduy society is due to the development of the increasingly advanced times so that not only curiosity to the modern world, various new needs become one of the triggers of pikukuh baduy violations. The process of change occurs because of social relations where baduy people often interact with the outside community causing the mindset and orientation of baduy people towards the maturity of rationality of the needs of life. The phenomenon will be dissected by Emile Durkheim's theory, namely mechanical social solidarity and organic solidarity, as well as providing explanations related to indigenous pikukuh as social facts that influence the way baduy people act and think. The basis of this research is the assessment of the concepts and theories about the development of baduy society based on the search for literature contained from books and several articles that have been published. This approach was chosen to understand social phenomena or symptoms by focusing on a complete picture of the phenomenon studied.

Abstract

This research analyzes whether expansion is a solution based on a competitive perspective, with a focus on the Nagari expansion in West Pasaman Regency. We collected data for this research using a qualitative approach through in-depth interviews with key informants from the Nagari government and local communities. The findings indicate that a nagari's expansion does not necessarily lead to its advancement. Many new nagari have not been optimal in managing resources, and there are ownership conflicts and competition between the parent region and newly emerging nagari, as well as the political transition process, which is hampering sustainable development. Therefore, while regional expansion offers new opportunities, the obstacles encountered underscore the necessity of assessing and enhancing policies to ensure the community's sustainable benefits and the attainment of Nagari autonomy.

Abstract

Dalam setiap pemilihan, partisipasi masyarakat merupakan elemen yang penting. Semakin tinggi partisipasi menandakan bahwa rakyat mengikuti, memahami, dan melibatkan diri dalam kegiatan kenegaraan. Sebaliknya partisipasi yang rendah menjadi penanda bahwa rakyat kurang menaruh apresiasi atau minat terhadap masalah atau kegiatan kenegaraan. Sosialisasi politik penting untuk meningkatkan partisipasi. Terutama dengan adanya kemungkinan penyalahgunaan potensi pemilih pemula oleh kalangan politisi maupun partai politik. Pemilih pemula merupakan pemilih potensial yang memiliki kekhasan tersendiri dengan jumlah pemilih yang cukup besar. Untuk mengantisipasi kekhasan yang dimiliki oleh pemilih pemula agar tidak menjadi pasar potensial bagi partai atau kandidat untuk memperoleh suara dan agar pemilih pemula tidak terbujuk berita hoax dan berita bohong maka perlu dilakukan sosialisasi politik yang tepat yang sesuai dengan karakteristik pemilih pemula. Dengan demikian diharapkan mereka bisa menjadi pemilih yang cerdas yang memberikan suara secara rasional dan tepat dalam menentukan preferensi politiknya. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dimana data diperoleh dengan wawancara secara mendalam dan juga dokumentasi. Informan dalam penelitian ini adalah Anggota KPU Kabupaten Ngawi Divisi Partisipasi Masyarakat dan SDM, Sekretaris KPU Kabupaten Ngawi, Panitia Pemilihan Kecamatan, Panitia Pemungutan Suara, Relawan Demokrasi, Tokoh Masyarakat, Tokoh Akademis dan Pemilih Pemula dengan penarikan sample menggunakan puposive sampling. Lokasi penelitian adalah Kabupaten Ngawi dimana pada tahun 2018 ini melaksanakan Pemilihan Gubernur dan Wakil Gubernur Jawa Timur secara serentak. Hasil dari penelitian ini adalah strategi sosialisasi politik yang dilaksanakan oleh KPU Kabupaten Ngawi untuk membentuk pemilih pemula yang cerdas dalam Pemilihan Gubernur dan Wakil Gubernur Jawa Timur diantaranya adalah tahap formulasi strategi dan penyusunan rencana jangka panjang, tahap pemilihan tindakan dengan menggunakan strategi menyerang dan strategi bujukan serta tahap aloksai sumber daya organisasi dengan menggunakan strategi penguatan. Strategi menyerang dilakukan dengan gencar melaksanakan sosialisasi secara langsung, khusus pemilih pemula lewat kelas pemilu, menjadi pembina upacara di sekolahan, seminar tatap muka serta sosialisasi tidak langsung lewat media sosial, media cetak dan elektronik. Strategi bujukan dilakukan dengan melakukan kegiatan yang menarik partisipasi masyarakat seperti Gelar Seni Budaya, Jalan Sehat Guyub Rukun, Sosialisasi dengan komunitas mancing bareng, Sosialisasi dengan komunitas ngontel bareng serta debat pasangan calon Gubernur dan Wakil Gubernur Jawa Timur Tahun 2018. Sedangkan strategi penguatan dilakukan oleh KPU Kabupaten Ngawi meningkatkan kapasitas dan kualitas penyelenggara pemilihan lewat bimbingan teknis, rapat kerja, sosialisasi, pengkajian peraturan bersama dan evaluasi setiap kegiatan. Selain itu juga memperkuat komunikasi dan keterbukaan informasi tentang pemilihan serta meningkatkan kerjasama dengan stakeholders yang berkepentingan baik itu internal maupun eksternal.

Abstract

This study examines the efforts of the Karawang Regency government to optimize Regional Original Revenue (PAD) through entrepreneurial government in the health sector. Based on the 1945 Constitution, taxes and other levies are allocated to improve local communities. Law Number 2 of 2022 encourages local governments to enhance economic growth and self-sufficiency. In 2023, Karawang Regency exceeded its PAD targets, reflecting effective management. This research evaluates strategies for PAD optimization and the application of entrepreneurial government principles, which include innovation, partnerships, public entrepreneurship, and proactive policies. The findings indicate that these efforts not only increased PAD but also improved public service delivery, promoting sustainable economic growth. The conclusion is that the Karawang Regency Government has successfully formulated strategies to enhance community welfare through PAD optimization in the health sector.

Abstract

Penelitian ini membahas tantangan yang sedang dihadapi pemerintah Kecamatan Dayeuhluhur dalam memberikan pelayanan publik khususnya dalam perekaman KTP elektronik di tengah Wabah Covid 19. Penelitian ini juga bertujuan untuk memberikan solusi terkait dengan bagaimana pemerintah memberikan pelayanan terbaik dalam pembuatan perekaman KTP elektronik agar tetap berjalan namun juga tetap bisa melindungi masyarakat agar tidak tertular virus Covid 19. Metode yang digunakan di dalam penelitian ini adalah metode kualitatif dan untuk teknik pengumpulan data primer, peneliti melakukan observasi dan wawancara melalui telfon dengan aparatur pelaksana perekaman KTP Elektronik di Kecamatan Dayeuhluhur selain itu juga dalam pengumpulan data sekunder, peneliti memperoleh data melalui dokumen dokumen resmi dari instansi terkait dan juga menggunakan penelusuran studi pustaka (Library Research) baik dari berita online maupun dari situs resmi kecamatan Dayeuhluhur. Data-data yang di peroleh, kemudian di analisis secara deskriptif. Hasil dalam penelitian ini menunjukan bahwa Pemerintah Kecamatan Dayeuhluhur mempunyai solusi dalam memberikan pelayanan publik khususnya dalam perekaman KTP Elektronik ditengah wabah Covid 19 dan juga memberikan pelayanan rasa aman terhadap Masyarakat dan aparaturyang bertugas di masa pandemik virus Covid 19.

Abstract

The tourism sector is used by the Indonesian government because it is considered one of the sources of income, one of which is the Masawah Village, Pangandaran. However, the formulation of policies and their execution to increase income must be appropriate. So, a study was conducted with a descriptive-qualitative method to find out the factual conditions in Masawah Village, Pangandaran. Then, a field study was carried out using an interview method with stakeholders from both the government and the community. This method is considered suitable for use because the data collected is focused on actual problems through the processes of collecting, compiling, processing, and drawing conclusions accompanied by objective results. In this study, it was found that when determining policy goals, attention must be paid to people's aspirations and their needs. Furthermore, it was also found that the utilization of tourism's potential to increase regional income has not been maximized.
