Abstract

Kesehatan merupakan hak dasar dan indikator utama dalam pembangunan manusia. Salah satu isu strategis yang dihadapi Indonesia adalah stunting, yang berdampak jangka panjang pada pertumbuhan dan perkembangan anak. Penelitian ini bertujuan untuk menganalisis political will Pemerintah daerah Kota Pekanbaru dalam pencegahan dan percepatan penurunan stunting tahun 2022–2023. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa political will Pemerintah Daerah Kota Pekanbaru dalam pencegahan dan percepatan penurunan stunting pada tahun 2022–2023 belum optimal. Meskipun terdapat inisiatif melalui program Bapak Asuh Anak Stunting (BAAS), pelaksanaannya masih menghadapi kendala dalam distribusi bantuan dan jangkauan yang tidak merata. Pengambil kebijakan juga masih memiliki pemahaman yang terbatas terhadap beberapa regulasi penting, serta menghadapi tantangan dalam membangun sinergi antar pelaksana kebijakan stunting dan keterlibatan sektor swasta masih minim, sinergitas antarpihak belum terbangun dengan baik, tidak tersedia dokumen strategi komunikasi,anggaran masih terhambat, serta distribusi sumber daya manusia belum merata. Selain itu, kesinambungan usaha juga masih kurang karena upaya yang dilakukan cenderung bersifat jangka pendek. Penelitian ini merekomendasikan peningkatan alokasi anggaran, penguatan sinergi lintas sektor, dan perumusan kebijakan jangka panjang untuk memastikan keberlanjutan upaya penanganan stunting di Kota Pekanbaru.

Abstract

The regulation of routes and operating hours for freight transportation in Pekanbaru City is a policy of the local government to maintain smooth traffic flow, road user safety, and road infrastructure conditions. However, many freight vehicles are still found to violate route and operating hour regulations, causing congestion, road damage, and traffic accident risks. This study aims to examine the supervision of the Pekanbaru City Government over freight routes in 2024. This study uses a qualitative research method with a descriptive approach. Data collection techniques are conducted through interviews, documentation, and literature studies. This study uses Siagian's supervision theory, which includes direct supervision, indirect supervision, preventive supervision, and repressive supervision. The research results indicate that direct supervision is carried out through the placement of officers, patrols, and internal evaluations, but it is hindered by a lack of consistency in field supervision. Indirect supervision is implemented through the use of CCTV/ETLE, periodic reports, as well as the involvement of the police and the community, although community reporting has not been running optimally. Preventive supervision is conducted through socialization, education, installation of prohibition signs, and KIR tests, but the socialization has not been evenly distributed. Meanwhile, repressive supervision is carried out through warnings, fines, and administrative sanctions, but law enforcement has not been maximized. Abstract

The Community Healthy Living Home Visit Program (Kurma Manis) is a health service innovation implemented by the Pekanbaru City Government with the objective of improving access to and quality of health services, as well as accelerating service response time for the community. However, in its implementation, several challenges remain, including limited public awareness of the program, inadequate dissemination of information, complicated service procedures, and relatively slow service responses. In addition, the limited availability of healthcare personnel and the lack of optimal monitoring and evaluation have also hindered the effective implementation of the program. The research aims to analyze the effectiveness of the Kurma Manis Program in Pekanbaru City during the 2023–2024 period by applying Budiani’s program effectiveness theory. The analysis focuses on four main indicators, namely target accuracy, program socialization, achievement of program objectives, and monitoring and evaluation. The research employs a qualitative approach, with data collection techniques including interviews, observations, and documentation. The informants involved in this research consist of representatives from the Pekanbaru City Health Office and several public health centers participating in the implementation of the Kurma Manis Program. The data analysis technique employed in this study utilizes the interactive analysis model developed by Miles dan Huberman, which encompasses the stages of data reduction, data display, data verification, and conclusion drawing. The findings indicate that the implementation of the Kurma Manis Program has been carried out; however, it has not yet been fully effective. This is reflected in the limited dissemination of the program to the community, suboptimal coordination among implementers, as well as constraints related to budget allocation and human resources. The implementation of the Kurma Manis Program continues to face several challenges that affect its overall level of effectiveness. Certain aspects of the program have not yet been optimally implemented, resulting in the program objectives not being fully achieved. Therefore, improvements are necessary in the implementation of the program to enhance its effectiveness and ensure greater benefits for the community. Abstract

(1) Background: Waste management remains a critical challenge in urban areas, particularly in Pekanbaru, where waste transportation services are often hindered by narrow alleys, densely populated settlements, and steep roads that limit the accessibility of collection vehicles. (2) Purpose of the Study: This community service program aimed to optimize waste transportation through the provision of waste hanging points as temporary waste collection facilities that can be easily accessed by collection officers. (3) Methods: The program applied the Saving Matrix method to determine more efficient collection routes by considering geographical constraints and accessibility barriers. Activities were conducted through three stages, namely site identification and selection, construction of waste hanging facilities, and installation at designated locations. (4) Results: Six waste hanging points were successfully installed in strategic areas that were previously difficult to reach by waste collection vehicles. The facilities improved waste collection efficiency, reduced the need for vehicles to enter high-risk areas, minimized the potential for vehicle damage, and encouraged residents to dispose of waste in designated locations. (5) Conclusions: The provision of waste hanging points proved to be an effective and adaptive solution for overcoming accessibility challenges in waste transportation, improving service effectiveness, and supporting a cleaner and healthier environment. The program also demonstrates potential as a sustainable model for urban waste management in areas with similar characteristics.
