Abstract

Penelitian ini bertujuan menganalisis kebijakan pengelolaan sampah plastik di Kota Gorontalo serta tantangan implementasinya, mengingat persoalan sampah menjadi isu strategis yang mempengaruhi kualitas lingkungan hidup kota. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan studi kasus, yang berfokus pada analisis konten dari berbagai sumber daring seperti jurnal akademik, dokumen kebijakan, dan laporan digital untuk mengkaji secara mendalam kerangka regulasi yang ada. Hasil penelitian menunjukkan bahwa Pemerintah Kota Gorontalo telah memiliki kerangka regulasi yang memadai, yaitu Perda No. 3 Tahun 2013 dan Perwali No. 17 Tahun 2019, yang mengadopsi prinsip pengelolaan sampah berkelanjutan dan partisipatif. Namun, efektivitas implementasi kebijakan masih rendah (implementation gap) dikarenakan program strategis seperti Bank Sampah dan TPS3R tidak berjalan konsisten, dengan hanya sedikit kelurahan yang aktif mengelolanya. Kesenjangan ini dipicu oleh keterbatasan sumber daya Dinas Lingkungan Hidup (DLH), kurangnya insentif, serta perilaku masyarakat yang rendah partisipasinya dan enggan memilah sampah. Analisis kritis menunjukkan perlunya penguatan kelembagaan, penambahan armada pengangkut, dan pengembangan program insentif untuk mendorong partisipasi aktif masyarakat. Penelitian ini menyimpulkan bahwa keberhasilan kebijakan pengelolaan sampah sangat ditentukan oleh kesesuaian kebijakan dengan karakteristik sosial lokal dan penguatan kolaborasi antar pemangku kepentingan

Abstract

This study aims to analyze the performance of the State Civil Apparatus (ASN) in administrative services at the Secretariat of the Regional House of Representatives (DPRD) of Bone Bolango Regency in 2025. The study focuses on addressing five main performance indicators: work quality, work quantity, timeliness, initiative, and work capability. The study employed a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The informants were determined purposively; ASN was directly involved in administrative services. The study’s findings indicate that ASN's performance in administrative services has not been optimal. This is reflected in delays in completing tasks, low discipline in attendance and punctuality, and an unequal distribution of workload among employees. Factors such as work motivation, work environment, organizational culture, and work systems also influence ASN performance. This study concludes that improving ASN performance in administrative services requires comprehensive reforms, including enhancing human resource competencies, optimizing the use of information technology, improving internal communication systems, and organizing a more equitable workload distribution. Therefore, it is expected that the quality of administrative services at the DPRD Secretariat of Bone Bolango Regency will become more effective, efficient, and professional.

Abstract

This study examines the issue of maladministration in the distribution of social assistance that occurred in Padebuolo Village, Gorontalo City, involving two elderly citizens with visual impairment named Aisyah Katili and Hapisah Katili. These two citizens, who should have been registered as priority recipients in the social welfare data system, failed to receive their rightful assistance for a considerable period, allegedly due to data manipulation and misconduct by certain village-level officials. This study employs a normative-empirical approach by analyzing the case from the perspective of State Administrative Law, particularly regarding the principles of maladministration, general principles of good governance, and the mechanisms for protecting the rights of social assistance beneficiaries. The findings indicate that the actions or negligence causing the cessation of social assistance distribution to these vulnerable groups fulfill the elements of maladministration as regulated under Law Number 25 of 2009 on Public Services and Law Number 37 of 2008 on the Ombudsman of the Republic of Indonesia. This research recommends comprehensive reform of beneficiary data governance, strengthening internal supervisory mechanisms at every level of government, and enforcement of both administrative and criminal sanctions against officials proven to have committed irregularities in social assistance management.

Abstract

Maladministration in BPJS Kesehatan services at government hospitals remains a persistent challenge that undermines the principles of good governance in Indonesia. This study examines violations of the General Principles of Good Governance (Asas-Asas Umum Pemerintahan yang Baik/AUPB) in the context of BPJS Kesehatan services at Dr. Wahidin Sudirohusodo Regional General Hospital (RSUD), Makassar, South Sulawesi. This research employs a normative-empirical legal method, combining statutory analysis with field data obtained through interviews and documentation. The findings reveal that maladministrative practices—including procedural delays, discriminatory treatment of BPJS patients, inadequate information disclosure, and arbitrary administrative decisions violate several AUPB principles enshrined in Law No. 30 of 2014 on Government Administration. These violations contravene the principles of legal certainty, impartiality, proportionality, and accountability. The study concludes that institutional reforms, strengthened supervisory mechanisms through the Ombudsman of the Republic of Indonesia, and enhanced legal literacy among healthcare workers are necessary to reduce maladministration. This research contributes to the development of administrative law enforcement in the Indonesian public health sector.

Abstract

The issuance of electronic identity cards (e-KTP) represents one of the most fundamental public services administered by the Population and Civil Registration Office (Disdukcapil). Nevertheless, various forms of alleged maladministration in this service delivery continue to be unresolved in many regions, including Gorontalo Regency. This study aims to analyze the implementation of the General Principles of Good Governance (AUPB) in e-KTP issuance practices at Disdukcapil Gorontalo Regency and to identify forms of alleged maladministration. Using a descriptive qualitative approach, primary data were drawn from the 2025 Maladministration Assessment Report of the Ombudsman RI Gorontalo Province Representative and official institutional documents, supplemented by secondary data from scientific journals, legislation, and verified news sources. Findings reveal that Gorontalo Regency obtained a final score of 64.79 with a 'Moderate Quality Without Maladministration' rating the lowest among four evaluated local governments. Three critical areas were identified: (1) non-compliance with service completion time standards, (2) unofficial administrative burdens including out-of-office form purchases, contravening the principle of proportionality, and (3) low public trust levels reflecting accountability deficits. This study contributes by elaborating the legal dimensions of AUPB as a more structured maladministration evaluation framework compared to prior studies focused primarily on public service management dimensions.
