Abstract

Background: Franchising is a choice in developing a business network. One of the rampant franchise businesses in Indonesia is the development of retail store networks. Unfortunately, the presence of modern store-based retail stores is feared to threaten local businesses in the area such as the case in Kulon Progo. TOMIRA is seen as the best solution that mediates the interests of the private sector as retail owners, cooperatives, and local governments with the main goal of improving community welfare. Aim: This paper aims to reveal TOMIRA policy problems that occur and explore innovations in management strategies needed in the form of passive franchises. Method: Through a qualitative approach, this paper is able to present the results and policy problems of multi-actors, namely the government, private sector, cooperatives, and SMEs. Findings: Passive franchising is seen as a form of mitigation of policy problems in TOMIRA because it is able to provide a delegation system for cooperatives and the merger process with a temporary credit fund facilitating cooperatives while having an impact on increasing profits for both cooperatives and SMEs. The success of passive franchise implementation depends on the role and involvement of local governments, retail policies themselves, human resources, and management.

Abstract

In today's dynamic economic environment, developing leadership competencies is vital for organizational success. Despite the growing recognition of the importance of leadership development, there is a notable research gap in understanding how specific talent management strategies impact the enhancement of leadership competencies. This study investigates how talent management (TM) and strategic learning leadership (SLL) contribute to cultivating organizational leadership competencies (OLCs) in Indonesian state-owned companies. The study utilised a quantitative study with a random convenient sampling method using Google Forms in Indonesian state-owned companies. Data were collected from across 25 state-owned companies, with a total of 605 respondents participating. Statistical analysis was conducted using Structural Equation Modeling with Partial Least Squares (SEM-PLS) to test the hypotheses. The findings indicate that SLL significantly mediates the relationship between TM and OLCs, enhancing the impact from 17.2% to 58.5%, with SLL showing a stronger influence on OLCs compared to TM. Overall, these factors account for 55.2% of the impact on OLCs. This study contributes to the existing literature by highlighting the critical role of strategic learning leadership in enhancing leadership competencies, offering valuable insights for organizations aiming to develop effective leadership through strategic approaches.

Abstract

South Korea is one of the countries that has successfully controlled Covid-19. The successes obtained by implementing policies, namely: tests, tracking, treatment, and social distancing. This success invited other countries to adopt policies. Policy adoption needs to be done by considering the policy context through three perspectives, namely rationality, organizational, and political. This research will reveal the context of South Korean policy from each perspective. The research method used to discuss the topic is document analysis. From a rationality perspective, the South Korean Government's policy has potent correlation both theoretically and empirically in controlling Covid-19. From an organizational perspective, the determination of South Korean government policy is limited by the rules apply in the organization. From a political perspective, the determination of the policy of the South Korean Government is limited by political pressure on policy makers. This condition is the reason the South Korean Government tends chooses policies for conducting tests, tracking, maintaining, and social distancing over other policies to control Covid-19. Although other policies have a better ability to control Covid-19, those who wish to adopt the policy of the South Korean Government can seek and take advantage of other policy alternatives. Especially, not experiencing organizational and political boundaries as happened in South Korea. Keywords: Covid-19, South Korea Government, Policy, Control Abstrak Korea Selatan menjadi salah satu negara yang berhasil mengendalikan Covid-19. Keberhasilan tersebut diperoleh dengan melaksanakan empat kebijakan, yaitu: pelaksanaan tes, penelusuran, perawatan, dan menjaga jarak fisik. Keberhasilan ini mengundang negara lain untuk melakukan adopsi kebijakan. Adopsi kebijakan perlu dilakukan dengan memperhatikan konteks kebijakan melalui tiga perspektif, yaitu rasionalitas, organisasional, dan politik. Penelitian ini akan mengungkap konteks kebijakan Korea Selatan tersebut. Metode penelitian yang digunakan untuk membahas permasalahan tersebut adalah analisis dokumen. Dari perspektif rasionalitas, kebijakan Pemerintah Korea Selatan tersebut memiliki korelasi yang kuat, baik secara teoritis maupun empiris dalam mengendalikan Covid-19. Dari perspektif organisasional, penentuan kebijakan pemerintah Korea Selatan dibatasi oleh aturan yang berlaku dalam organisasi. Dari perspektif politik, penentuan kebijakan Pemerintah Korea Selatan dibatasi oleh adanya tekanan politik kepada pembuat kebijakan. Kondisi tersebut menjadi alasan mengapa Pemerintah Korea Selatan cenderung memilih kebijakan untuk pelaksanaan tes, penelusuran, perawatan, dan menjaga jarak fisik dibandingkan kebijakan lain guna mengendalikan Covid-19. Walaupun kebijakan lain tersebut memiliki kemampuan yang lebih baik dalam mengendalikan Covid-19. Untuk itu bagi para pihak yang ingin mengadopsi kebijakan Pemerintah Korea Selatan dapat mencari dan memanfaatkan alternatif kebijakan lain. Khususnya ketika tidak mengalami batasan organisasional dan politik seperti yang terjadi di Korea Selatan. Kata Kunci: Covid-19, Korea Selatan, Kebijakan, Pengendalian

Abstract

This study aims to analyze the role of leadership in influencing organizational performance in State University Teaching Hospitals (RSPTN) as hybrid public organizations facing institutional complexity. The research employs a mixed-methods approach with a sequential explanatory design, combining quantitative analysis using PLS-SEM and qualitative analysis through in-depth interviews. The findings reveal that leadership does not have a direct effect on organizational performance but rather operates through indirect pathways mediated by learning organizations and institutional characteristics. These results indicate that in hybrid organizations, leadership effectiveness is highly dependent on institutional context and the organization’s capacity for learning and adaptation. Qualitative findings further demonstrate that leadership plays a crucial role in navigating institutional complexity, strengthening organizational learning, and distributing authority in a collective manner. This study contributes to the leadership literature by highlighting that the relationship between leadership and performance is indirect and context-dependent. Practically, the findings suggest that strengthening leadership in RSPTN should be accompanied by the development of learning organizations and the alignment of institutional governance to enhance sustainable organizational performance.

Abstract

 Artikel ini mendiskusikan keberadaan industri rambut dan bulu mata palsu yang memberikan kemudahan aksesibilitas bagi perempuan untuk bekerja dan menghasilkan upah yang layak. Melalui kerja yang dibayar perempuan menjadi mandiri, dan memiliki status sosial yang meningkat. Namun masalah muncul pada saat perempuan bekerja, masalah tersebut berkaitan dengan pengasuhan dan pendidikan anak, beban ganda, disharmonisasi keluarga dan tingkat gugat cerai yang tinggi. Tujuan penulisan artikel ini menganalisis dampak industrialisasi dan respon negara dalam kebijakan ramah perempuan dan anak. Penelitian ini menggunakan metode mixed methode dengan subyek penelitian buruh perempuan dan keluarga, pelaku industri, aparat pemerintah daerah dan tokoh masyarakat. Hasil penelitian menunjukkan perempuan buruh memiliki peran baru sebagai pencari nafkah utama danmandirisecara ekonomi, peningkatan partisipasi kerja perempuan dan tata nilai baru dalam masyarakat yang menganggap perempuan lebih dominan dibandingkan laki-laki, kebijakan ramah perempuan belum menyentuh persoalan sebenarnya dalam mewujudkan keadilan dan kesetaraan gender.
