Abstract

Background. Smoking behavior remains one of the most significant public health issues in Indonesia. The country ranks third in the world in terms of the number of smokers, after China and India. According to the Global Adult Tobacco Survey (GATS, 2021) report, the prevalence of adult smokers in Indonesia reaches 34.5 percent or around 70.2 million people, of which 65.5 percent are men and only 3.3 percent are women, indicating a significant gender gap in smoking behavior (Tjandrarini et al., 2021). Aims. This study aims to analyze the implementation of the Smoke-Free Zone (SFZ) policy in government work environments, particularly at the Cirebon City Education Office, focusing on supporting factors, obstacles, and the level of policy effectiveness. Methods. The method used is a qualitative case study, supported by direct observation and document analysis. In-depth interviews were conducted with ten key informants, including structural officials, staff, and supervisors. Result. The main problem in this study was the low level of compliance with the policy despite the issuance of regulations requiring it. The study showed that the Mayor's Circular Letter and no smoking signs had disseminated the SFZ policy normatively. Due to a lack of supervision, employee awareness, and clear sanctions, implementation has not gone well. Conclusion. Factors supporting implementation include leadership commitment and the availability of legislation, while factors hindering implementation include a strong smoking culture, limited supervisory resources, and a lack of designated smoking areas. Because the policy has not been consistently implemented, SFAs (Smoke-Free Areas) in the Cirebon City Education Office remain ineffective. Implementation. Recommendations include increasing education-based socialization, implementing administrative sanctions, and providing facilities in accordance with local regulations on SFAs.

Abstract

Kelurahan Sindang Jawa memiliki potensi ekonomi lokal yang kuat melalui keberadaan berbagai UMKM di sektor makanan ringan, kerajinan, dan fashion. Namun, potensi tersebut belum berkembang optimal terkait kapasitas digital pelaku usaha, khususnya dalam produksi konten, manajemen pemasaran, dan pengelolaan bisnis berbasis platform daring. Hasil identifikasi bersama mitra menunjukkan tiga kelompok permasalahan utama terkait keterbatasan kemampuan dalam produksi dan desain konten digital, meliputi pemahaman desain grafis, pemanfaatan alat produksi konten, serta inkonsistensi branding; rendahnya kompetensi manajemen dan pemasaran digital, termasuk kurangnya pemahaman tentang platform promosi online, penjadwalan konten dan segmentasi pasar, serta minimnya dokumentasi data konsumen; dan belum optimalnya digitalisasi pengelolaan usaha, yang tercermin dari penggunaan media sosial. Program pemberdayaan UMKM ini dirancang melalui pelatihan desain konten, optimalisasi platform digital marketing, dan pendampingan strategi branding. Pelaksanaan program diharapkan menghasilkan peningkatan literasi digital, konsistensi branding, perluasan jangkauan pasar, serta penguatan identitas produk lokal. Secara keseluruhan, program ini memberikan dampak ekonomi dan sosial sebagai langkah strategis dalam mendorong transformasi ekonomi berbasis digital di tingkat lokal.

Abstract

Bureaucratic reform is an effort of renewal and fundamental change in the system of governance aimed at creating governance that is more effective, efficient, transparent, and oriented toward public service. However, in recent years, the implementation of bureaucratic reform at the local level has shown that the structuring of governmental institutions still requires significant improvement, indicating the need for a paradigm shift in governance. This study aims to identify the implementation of bureaucratic reform in optimizing the performance of public services in Buyut Village, Gunung Jati Subdistrict, Cirebon Regency. This research employs a descriptive empirical method with a qualitative approach. Data analysis was conducted through data reduction, systematic data reading, and conclusion drawing. The theoretical framework refers to public policy theory with the concept of optimization as proposed by Sirigoringo (2005), which includes elements of objectives, decision alternatives, and constraining resources. The results indicate that the performance of public services in Buyut Village, Gunung Jati Subdistrict, Cirebon Regency has not yet been optimal. Although certain achievements have been made in service delivery, there are still indicators that require optimization, particularly in the aspect of constraining resources. This condition is reflected in complaints from some residents of Buyut Village regarding the lack of adequate facilities, infrastructure, and service-supporting amenities to facilitate village government services to the community. Based on these findings, efforts to optimize bureaucratic reform at the village level should prioritize the provision of adequate facilities, infrastructure, and supporting resources before bureaucratic reform policies are implemented. Thus, bureaucratic reform is expected to improve the quality of public services and provide tangible benefits for rural communities while fostering public trust in government officials. Furthermore, community involvement and the enhancement of bureaucratic capacity are essential elements to ensure the sustainability of the bureaucratic reform agenda at the village governance level.

Abstract

The digital era demands that the Indonesian bureaucracy adapt through the implementation of an Electronic-Based Government System (ESG). The success of digital transformation is largely determined by the capabilities of the State Civil Apparatus (Civil Servants) as public administration implementers. However, limited digital literacy, intergenerational skill gaps, irrelevant training, a conservative organizational culture, and disparities in digital infrastructure are obstacles to realizing an effective digital bureaucracy. This study aims to analyze the role of development administration in increasing the capacity of civil servants (ASN) using the Grindle capacity building approach, which encompasses individual, organizational, and system development. The method used is qualitative-descriptive through literature studies and policy analysis related to the digital transformation of the bureaucracy and the development of civil servant human resources. The results of the study indicate that improving digital literacy, technical competence, and adaptive mindsets of civil servants is necessary at the individual level, while organizations require flexible, collaborative structures and visionary leadership. At the system level, regulatory support, policy integration, and the provision of digital infrastructure are needed. The results of this study demonstrate that development administration plays a strategic role in directing digital transformation through comprehensive capacity building of civil servants

Abstract

Preserving national identity and supporting culture based sustainable development require safeguarding cultural heritage. One legacy of the Cirebon Sultanate is the Sunyaragi Cave, which holds historical, architectural, and cultural significance. Although preservation regulations exist, challenges remain in policy implementation. This study evaluates the Sunyaragi Cave preservation policy by examining policy actors, implementation mechanisms, and supporting and hindering factors. Using a qualitative case study, data were collected through interviews with the Cirebon City Culture and Tourism Office and the Sunyaragi Water Park Management Agency, along with field observations. Data were analyzed using George C. Edwards III’s implementation model and street level bureaucracy. Findings show that implementation is suboptimal due to weak coordination, limited resources, and insufficient public communication. Inclusive preservation requires collaborative governance.

Abstract

Batik Trusmi Industrial Area is a culture-based creative economy center in Cirebon Regency which is not only known as a producer but also as a cultural tourism destination. The purpose of this study is to explain the role of culture-based tourism communication in conservation and development in the Batik Trusmi Area, as well as identifying obstacles in developing the area in relation to its conservation and the role of the local communities and tourists in sustaining the area. In order to achieve this objective, the author utilizes a qualitative research design with the descriptive approach which includes in-depth interviews, observations, and documentation among batik artisans, managers of batik shops, tourists, and micro, small, and medium enterprises (MSMEs). The findings reveal that culture-based tourism communication plays an essential role in the delivery of the values, meanings, and philosophy of batik to tourists via direct communication and culture education. Nevertheless, there are some obstacles in developing the area such as artisan regeneration, printed batik competition, and the lack of supporting facilities. The involvement of the local communities and tourists play important roles in building the area identity as a sustainable cultural tourism destination.

Abstract

This study aims to evaluate the effectiveness of the use of the Personnel Information System (SIMPEG) as a personnel data center at the Cirebon City Personnel and Human Resources Development Agency (BKPSDM). Initial findings indicate that SIMPEG implementation has not been optimal, particularly in aspects of data integration, efficiency of administrative services, and the availability of accurate and up-to-date information. The study used a qualitative descriptive approach with data collection techniques through in-depth interviews, field observations, and documentation studies. The results show that SIMPEG has been able to store and manage personnel data centrally. However, there are still obstacles, including the lack of comprehensive system integration between applications, inconsistencies in data updates, and limitations in the number and competence of operators. Technology, human resources, and organizational support have been proven to influence the effectiveness of system implementation and the successful application of e-government principles. In terms of benefits, SIMPEG is considered to provide easy access, guarantee data security, and increase trust in personnel administration governance. However, data utilization for strategic decision-making is not optimal and still requires the development of more comprehensive analytical features. SIMPEG research has contributed to increasing the efficiency of personnel administration. However, technical improvements, strengthening system integration, modernizing technological infrastructure, and increasing human resource capacity are needed to ensure the system functions more effectively, responsively, and data-driven in supporting personnel policies

Abstract

One of the government's innovations to enhance citizens' competencies and improve the quality of digital-based public services is the implementation of the Kartu Prakerja Program. However, several challenges emerged in the City of Cirebon, including limited access to information, complex registration procedures, and uneven levels of training effectiveness. Using the Service Quality (SERVQUAL) indicators developed by Parasuraman, Zeithaml, and Berry (1988)—namely tangibles, reliability, responsiveness, assurance, and empathy—this study examines how the implementation of the Kartu Prakerja Program contributes to improving public service quality. The research employs a qualitative approach through observations, in-depth interviews, and document analysis. The findings indicate that program implementation performs relatively well in terms of assurance and reliability, particularly with regard to process transparency and service certainty. However, due to insufficient technical assistance and diverse participant needs, the responsiveness and empathy dimensions remain limited. Substantively, the digital platform is perceived to enhance service efficiency, although constraints in digital literacy pose significant challenges. The overall results suggest that the Kartu Prakerja Program has contributed to improving public service quality in the City of Cirebon, yet several aspects still require optimization. The recommendations include strengthening public outreach, expanding technical support, and improving the digital platform to better accommodate the needs of local communities

Abstract

Transformational leadership is a crucial strategic approach for promoting the growth of Generation Z human resources in public organizations, especially in addressing the complex and constantly evolving dynamics of the digital era. This study investigates transformational leadership within local government, focusing on the effectiveness of the dimensions of ideal influence, inspirational motivation, intellectual stimulation, and individual attention, as well as their impact on fostering work motivation, boosting innovation capacity, and equipping Generation Z for adaptability at the Cirebon Regency Communication and Information Agency. The research adopts a qualitative methodology, incorporating observation, interviews, and document analysis, while referencing the theories put forth by (Burns,1978) and (Bass and Avolio,1994). The results reveal that challenges in organizational culture, inadequate digital training, and ineffective mentoring systems for new employees hinder the realization of transformational leadership dimensions, particularly ideal influence, inspirational motivation, and individual attention. Although it is still evolving, transformational leadership has not yet fully facilitated the independence and creativity of Generation Z. Generation Z. The research suggests enhancing the mentoring framework, broadening digital education, and establishing environments for innovation and interdisciplinary cooperation.

Abstract

The Majalengka Regency Government issued Regent Regulation No. 12 of 2022 on the Management and Empowerment of Street Vendors. Street vendors play a vital role in the local economy. However, they often cause problems related to sanitation, the use of public spaces, and public order. The objective of this study is to examine Regent Regulation No. 12 of 2022, the factors influencing its success and obstacles, and the efforts undertaken by the Satpol PP Agency. This study employs a qualitative approach using a descriptive method. The findings indicate that the implementation of the Regent’s Regulation regarding street vendor management policies has not been effectively carried out; obstacles persist. Street vendors prioritize strategic locations and economic sustainability, while the government emphasizes public order and the function of public spaces. This policy benefits both the government and the broader community, particularly regarding public order. Vendors’ compliance with the policy is influenced by the social circumstances of street vendors and the lack of strategic relocation sites. This study concludes that the implementation of Regent Regulation No. 12 of 2022 still faces several challenges, particularly regarding support from the target group and the sustainability of vendors’ behavior. Therefore, it is crucial to enhance vendors’ involvement in the policy-making process, provide more representative spaces, and adopt greater accountability strategies to achieve the goal of fair and sustainable street vendor management.
